• Science-driven, large-scale, multidisciplinary research initiative built around an

ambitious, unifying vision

• Address a grand S&T challenge requiring cooperation among a range of

disciplines and programmes, including both academia and industry

• Designed to convert scientific advances into technologies and into concrete

innovations that benefit Europe's society and economy

• Realised through a federated and sustained effort (~10 years duration, up to

8 Recommendations

1. Strategic relevance of the Flagship instrument in

setting and implementing the european strategy

for research and innovation •It is recommended that the Flagship initiative be

continued, and new Flagships launched in fields where

the concept is relevant

2. Increase clarity of purpose and differentiation

between the Flagships and other research

instruments • The concept of Technology Readiness Levels (TRLs)

should be used to differentiate Flagships from other

research instruments.

• Reach a situation, where science is driving innovation,

and in turn, this innovation is driving new science.

• Strategic research and innovation agendas aligned with

industrial interests.

• More effort should be devoted to involving SMEs in the

Flagships.

3. Establish a standard means of assessing the

Flagships based on Key Performance Indicators

(KPI) that fully reflect purpose • KPIs should be developed to measure the

meaningful engagement of industry.

• A common system of assessing the Flagships

should be created so that comparisons of KPIs

across Flagships can be made

4. Improve operational management to enhance the

budget flexibility and reduce administrative

overhead

5. Improve strategic management to enhance

openness of the Flagships towards adopting

new directions • The Flagships should be more open to external inputs

that can challenge assumptions and direction.

• Strategic advisory boards that bring in international

perspectives should be implemented in all Flagships to

create a global context.

7. Improve the process of selecting Flagships •It is recommended that commitment and buy-in from

stakeholders including national authorities is obtained

early on, before Flagships topics are finally selected.

8. Improve engagement with national initiatives • The operation of the model of using national

finding improvements and simplifications.

• Additional ways for public and private initiatives to

engage with the Flagships should be sought.

• Outreach activities to all interested parties, including

relevant research communities that have not yet been

the aim of ensuring a greater structuring effect and

avoiding duplication of effort.

In spring 2016, the European Commission opened a web-based public consultation on ideas for candidate Flagships.

Commissioner Oettinger hosted then on 15th December a

round-table conference with representatives from the Member States and from large scientific and industrial communities. 60 High-level participants

The outcome of the Round-table has been used to select the most promising candidate topics to be included in the call for preparatory actions, now open and closing February 2018.

EU consultation for new Flagships

Consultation of Member States

Italian Position Paper (MIUR) To identify topics for new candidate FET Flagships, the Ministry of Education,

University and Research of Italy adopted 6 criteria:

1. exploitation of the effort devoted to the support of the four pilot flagship projects

which were not selected in the previous FET FLAGSHIP call.

2. diversity and variety of the new topics with respect to topics addressed by and/or

related to communities already involved in ongoing or planned flagship projects or

other large-scale initiatives

3. the consistency of the topics with the Italian National Research Plan (PNR) and

with Italian Roadmap to the European Research Area

4. the preliminary, ex ante assessment of the existence of a scientific and

technological quality in the relevant researchers’ community

5. the qualification and level of maturity of the Italian stakeholder network potentially

interested in the proposed topics

6. the outcome of the consultation of the team of national experts involved in the

configurations of the Horizon 2020 programme committee.

6 candidate topics High priority topics: ICT for Future of Health, targeted by several candidate flagship proposals submitted to

the EU open consultation with a broad definition of this topic.

Next Generation Robotics, strategic for Europe competitiveness in a time of huge

investments on automation in Asian and American countries.

These two topics are strongly synergetic with each other, the progresses along one

topic powerfully boosting progress in the other and viceversa.

Medium priority topics: Renewable Energy, Environmental and Climate Change, satisfy the criteria, except for

not having a prior experience as a flagship pilot project supported by MIUR and by FLAG-

ERA.

ICT for Cultural Heritage, it represents a not very much explored field of research and

innovation in the landscape of the European Framework Programme. Therefore, it could

be worth a trial.

Low priority topics: Nanoarchitectronics, ICT for Social Sciences

These two topics point to communities which are at least partly already addressed by

ongoing or planned flagships or other large-scale initiatives

Preparatory Actions for new FET Flagships

Opening: 31 Oct 2017

Deadline: 20 Feb 2018 (1st stage), 18 Sep 2018 (2nd stage)

Funding: max 6 MEur x max 6 1-year projects

Proposals for candidate FET Flagships must address ONE of the following THREE main areas:

1. ICT and Connected Society,

2. Health and Life Sciences,

Smart Materials and Nanoscale Engineering: Novel nano-engineered materials and systems with properties enabling the design and manufacturing of radically new ICT components and devices creating disruptive technologies and market opportunities, for example in energy efficiency, data processing, smart manufacturing, smart interfaces, nano-bio devices, etc.

Robotics, Interfaces and Artificial Intelligence: a new generation of robotics technologies including soft and flexible robotics, bio-inspired robotics, new approaches to human-machine interaction and cooperation, cognition and artificial intelligence, giving rise to much smarter systems performing sophisticated functions opening radically new opportunities to address societal and economic challenges.

ICT for Social Interaction and Culture: new ICT technologies and approaches for empowering deep social interactions across diverse cultures, languages, goals, values, etc.; for understanding large-scale complex socio-technical systems and their interactions, interdependencies and evolutions and avenues for exploiting this understanding; and/or for collecting, preserving, studying and promoting Europe's unique cultural heritage and exploiting these to achieve major societal or economic benefits.

1. ICT and Connected Society

Disruptive technologies to Revolutionise Healthcare: New technologies and approaches aiming at a paradigm shift in the field of individualised prevention, prediction and treatment of diseases. This includes among others bioinformatics and modelling approaches to use patients' genetic expression patterns, metabolism and derived systems; novel and innovative nano-medicine approaches (e.g. technologies for novel sensors and imaging, organ-on-a-chip and bio-electronic medicine, drug delivery, …); network medicine; neuro-prosthetic technologies; regenerative medicine and biofabrication techniques to reprogram or replace human cells, tissues and whole organs and to integrate these in functioning body systems. Understanding Life by Exploring the Genome and the Cell: Novel technologies and approaches that enable a paradigm shift in studying and understanding the foundational building blocks of life, for example the functioning of the cell, and of cells within organisms, including structure and dynamics, and the full multi-omics (genome/epigenome/proteome/metabolome/connectome etc.) and their interactions. This will open up radically new opportunities such as developing novel nano-bio devices and technologies, advanced screening methods and analytical and morphological technologies, advanced therapies and contribute to the understanding of biological processes and pathological mechanisms.

2. Health and the Life Sciences

Earth, Climate Change and Natural Resources: New technologies

and approaches for high-precision modelling and simulation, including

the necessary data integration, that enable an in-depth understanding

of the earth, natural hazards and climate change. Their exploitation

and use should open up new opportunities for helping to

manage/mitigate their effects and impacts on human activity and

natural resources in a sustainable way in specific areas such as:

agriculture (ensuring food security and sustainable farming), forestry,

fisheries, protecting/restoring natural ecosystems, energy supply and

demand, etc.

Radically new Energy Production, Conversion and Storage

devices and systems: Disruptive technologies aiming at a paradigm

shift in renewable energy by exploring and exploiting radically new

principles and novel materials that can substantially reduce Europe's

dependence on fossil fuels and open new industrial opportunities for

their exploitation and sustainable development.

Flag-ERA JTC2016 Projects

• FET Flagships are THE opportunity for federating solid, well-established

research communities to pursue a common vision and R&I roadmap on well-defined, evidence-based topics

• Open calls are regularly available to join the three ongoing flagships • The clusters and topics of the current Call for CSA\Preparotry Actions are fully

in line with the Italian strategic research agenda and can be addressed by Italian top-level research communities

• Federating effort requires a systematic search and building of a critical mass of expertise, stakeholders and matching resources in tight synergy with ongoing programmes and initiatives at International, European, National and Regional level – and with industry

• New flagship proposals shall build on the shoulders of prior experience, i.e. consider the many lessons learned from the three ongoing flagship projects (vision, roadmap, governance, partnership dynamics, etc.)
