INTEGRATED GEOGRAPHICAL INFORMATION SYSTEM (IGIS)FOR INDAH WATER KONSORTIUM
LINKING CUSTOMER , ASSET AND OPERATIONAL INFORMATION FOR EFFECTIVE OPERATIONS & CUSTOMER SERVICE
Macro level: Nationwide, beginning in 2002: catchment basis locate STPs, and respective service areas linked to asset database PE, network, layouts as attachments to date : 100% STPs and service areas located approximately 50% of sewer network digitised
Micro level: Pilot project completed in Pantai Catchment: localised for Pantai only detailed GIS sewer network, property info
Beginnings of GIS in IWK
STP INFO
• Started with desktop based systems in regional planning offices for sewerage asset data gathering.
• All sewerage information has been captured from the hardcopy/softcopy drawing, site verification etc.
Issues
The nationwide latest data is not standardised and stored centrally.
Only a handful of people can access and view the sewerage information on GIS.
The object features and data was not standardized.
IWK's business:
Sewerage services throughout Peninsular Malaysia
(except Kelantan, JB/Pasir Gudang)
Cover population equivalent of over 18 million
More than 5,277 sewage treatment facilities in 86 Local
Authorities
14,000 km of sewer pipelines
2.6 mill customers
IGIS
A complete GIS based system to integrate all data and information
related to IWK's business:
to provide a geographical base for the location of assets, service
areas and customers
to show geographical relationship between assets and customers
to link operational and maintenance information for assets
to map related customer service information
to make available relevant information for effective business
decisions

Project Background
• GIS used and maintained separately by the 4 Regional Planning Units
• Do not have data standardization between offices
• Need to refer to the Planning unit constantly for location based information
• Do not have a system for mass viewing by those who need GIS information
• Integrated and standardized GIS
• Made available as a web based GIS system
• Enabled interfacing with
existing IWK systems
• Enable retrieval of information for business purposes including reporting
• Enable location based queries and scenarios for IWK throughout regions
Enhancement of GIS in IWK
DESKTOP BASED
•All sewerage information are kept localized and limited information access for GIS user.
•Time consuming to retrieve data
WEB BASED
•New GIS platform can provide the sewerage data within the company through LAN.
•Integration with various of databases in the company for better decision making.

Integration with various databases within the company
There are various data systems in IWK, with different database platforms for managing business related information. The databases which will be integrated with IGIS are: AMIS – Asset Management Information System BRAINS – Billing Record and Information Systems IFS – Industrial Financial System COEDS – Customer Operational Enquiry & Desludging System LMS – Laboratory Management System
The above databases are maintained by different departments and control
different information sets aligned with company business needs.
Introduction to IWK corporate data systems
AMIS Asset Management Information
System It has the details of all treatment Plants
such as location, treatment plant type, population, type etc
BRAINS Billing Record and Information
Services It has the details of all IWK customers
and is used to bill customers for sewerage services and to log customer’s billing enquiries, customer service, collection and debt management
IFS Industrial Financial Systems Has the details of all enterprise
resources management system that includes Financial, Asset Maintenance, Purchasing and Business Reporting modules
COEDS Customer Operational Enquiry &
Desludging System This manages operational enquiries and
is used to log customer operational enquiries, issue job orders, record work details and invoices detail.
LMS Laboratory Management System Used to schedule, record and monitor sampling
of effluent from IWK’s Treatment Plants.

Data Availability
Phase 1A
• Currently STP Asset Data is the most comprehensive
• Limited data on existing Networks and customers is available
• Project Team has standardized Network and Basemap data structure
• Project Team is currently cleansing the geometry and data structure of the migrated basemap data
Phase 1BPhase 1B
• IWK to obtain & input missing and non standardized attribute data
• IWK to update Sewerline and Manhole data based on available inhouse sources
• IWK to procure incomplete basemap data
• Data Collection strategy for the remaining Network data and individual property data.
IWK to continue to acquire and expand data by :
• Field Data Collection for remaining
•Network Data
•Customer property
• Performing Digitization and Input of attribute for the Collected Data
• Continuous updating of new takeovers Network data.
• Continuous updating of new basemap data as per submission.
Phase 2Phase 2
CCompletion of IWK IGIS data will be done progressively as depicted below : ompletion of IWK IGIS data will be done progressively as depicted below :
ASSET MANAGEMENT
IGIS will help in profiling assets using static profiling criteria:
Treatment Plants • Asset type• Land status• Age• Population served• Sensitivity to receiving water• Flood prone area• Sensitivity of location• Buffers• Slope• Access• Structural defects• Ground settlement/uplift• Hazards • Operational complexity• Influent flow/effluent discharged
Sewer pipelines • Age• Material• Upstream length of sewerline• Size• Depth• Document availability• Sewer/manhole condition• Accessibility to the sewer network• Crossings• Slope• Flood prone area
ASSET MANAGEMENT
Integration will allow IGIS to profile assets using dynamic profiling criteria:
Treatment Plants • Compliance• Complaints• Overflow• Odour• Noise• Trespasses• Accidents • Theft• Vandalism
Sewer pipelines • Blockage: public complaints• Sewer collapse• Overflowing manhole• Manhole cover missing
FUTURE DIRECTION
• IGIS in direction to become one stop centre for all sewerage information for IWK
• Enhance the IGIS by linking with real time system
SCADA, vehicles tracking, flow measurements
• Enhance the system by giving Public access to customer via Web based.
