1.0 EXECUTIVE SUMMARY
Sirati & Partners Consultants Ltd. (“SPCL”) was retained by Branthaven Development Corporation
(“Branthaven”) to complete a Phase One Environmental Site Assessment (“Phase One ESA”) of the
Property located at the northwest of the intersection of McCraney Street East and Montclair Drive with
the legal description of Block E, Registered Plan M-172, Part of Lot 14, Concession 2, S.D.S., in the
Town of Oakville, Ontario (hereinafter referred to as the “Phase One Property or the Property”).
The Property is an undeveloped parcel of land with an area of approximately 1,42 ha (3.51 acres) that is
covered heavily by bushes and small trees described as “Shrub Ticket”.
Branthaven is considering the future development of the Property to a residential land use. SPCL
understands that the Phase One ESA was required by Branthaven for due diligence purposes and not for
the filing of a Record of Site Condition for the Property. It should be noted that the Phase One ESA
complies with the requirements of O. Reg. 153,04 as amended.
The Phase One ESA involved the following main tasks:
A records review of historical site use and activities for the Phase One Property and for the areas
within approximately 250 m;
Interviews with available individuals having knowledge of current and/or historical site activities;
A reconnaissance inspection of the Property; and
Evaluation of the information and documentation
The following is the findings of the Phase One ESA:
The Property is an undeveloped parcel of land that is heavily covered by “Shrub Ticket”.
The historical and current records review of the Property revealed that, the Property passed from
Crown ownership in 1829 and since then has been owned by private individuals and companies.
Currently the Property is owned by The Elia corporation.
According to the Ecolog Eris historical records search, no information was available for the
Property.
According to the Technical Standards and Safety Authority (TSSA), no record of any fuel storage
tanks was located on the Property.
The Property is located in a developed area of the Town of Oakville, surrounded by properties
mainly used as institutional (Sheridan College, White Oaks High School and Montclair Public
School), parkland and residential.

The review of regional topographical maps shows that the Phase One Property and Study Area
are slope to the northeast towards West Morrison Creek and eventually towards the southeast
towards Lake Ontario, located approximately 4 km south of the Property. Based on the local
topography, the ground water flow direction at the Property is anticipated to be towards the
northeast and east.
According to the Conservation Halton, the Phase One Property is located adjacent to the north to
West Morrison Creek and may contain portions of the flooding and stable top of bank erosion
hazards, as well as the 7.5 metre regulation limit, associated with this watercourse.
According to the Ecolog Eris report, the adjoining and upgradient institutional properties
(Sheridan College and White Oaks High School) were registered with the Ministry of
Environment and Climate Change (MOECC) as waste generator sites. Based on the institutional
property use of these adjoining properties and waste management program of these institutional
departments, potential contaminating activities from these properties on the Phase One Property
are anticipated to be low.
Based on the finding of the Phase One ESA, no potential environmental impacts from the use of the
Property is anticipated. However, the ground surface at the Property is undulating. The previous subsoil
investigation revealed no fill materials at the location of 3 boreholes that were drilled in 1976 at the
Property. SPCL recommends that during the site development, if any fill materials with stain or odour
observed at the Property, the quality of fill materials to be confirmed by soil sampling and chemical
analysis.
The results of this investigation are subject to review pending receipt of any outstanding regulatory
responses. In the event that an issue of concern is identified, SPCL Inc. will forward the information as an
addendum to this Phase One ESA and identify any requirement for additional work.
It is our opinion that the absence of information, specifically any outstanding responses from the
regulatory agencies, will not significantly affect the validity of the findings of the Phase One ESA.

2.0 INTRODUCTION
SPCL was retained by Branthaven Development Corporation, to complete a Phase One ESA of the
Property located at the north of McCraney Street East with the legal description of Block E, Registered
Plan M-172 in the town of Oakville, Ontario (Phase One Property or the Property) that is currently
undeveloped.
The Property is an approximately 1,42 ha (3.51 acres) parcel of land with a frontage of approximately
65m along McCraney Street East.
At the time of SPCL site visit, conducted on August 17, 2016, the Phase One Property was undeveloped
and heavily covered by bushes and small trees referred as “Shrub Ticket”.
The Property Location is shown in Figure 1.

2.3 Site Description
The Property is located to the northwest of the intersection of McCraney Street East and Montclair Drive,
in the Town of Oakville. The Property is irregular in shape and is currently covered by Shrub Ticket. The
Property is bounded by McCraney Street East to the south and by a ravine and McCraney Valley Trail to
the north. White Oaks High School and library is located to the west and south of the Property
respectively and residential houses along Montclair Drive are located to the east of the Property.
The Property is located approximately 0.8 km to the west of Trafalgar Road. For discussion purposes,
Trafalgar Road at this location is assumed to be aligned in a north-south direction and McCraney Street
East in an east-west direction.
The location of the Property is shown in Figure 1. The site plan including site features are shown in
Figure 2. The Phase One Study Area including surrounding land use is shown in Figure 3.
2.4 Structures
The Property is currently undeveloped and includes no structures.
2.5 Objectives of Investigation
The objectives of the Phase One ESA are:
To assess the environmental condition of the Phase One Property to develop a preliminary
determination of the likelihood that one or more contaminants have affected any land or water on,
in, or under the Phase One Property.
To identify potentially contaminating activities within the Study Area (i.e., areas within 250 m of
the Property).
To determine the need for a Phase Two ESA.
To provide a basis for carrying out any Phase Two ESA.
To identify issues of obvious or potential environmental concern of the Property from the current
and historical activities at the Phase One Property and study area.

3.0 SCOPE OF INVESTIGATION
The Phase One ESA was completed to satisfy the intent of the requirements, methodology and practices
for a Phase One ESA as described in Ontario Regulation 153/04, as amended (Phase One ESA
requirements). This included:
A review of records and reports regarding historical and current use, occupancy, and activities for
the Phase One Property and for the Phase One Study Area.
Interviews with available individuals having knowledge of current and/or past site activities.
An inspection of the Phase One Property and observation of the Study Area.
Evaluation of the information and documentation of the results of the review.
As part of this Phase One ESA, Mr. Vince Burns, owner, was interviewed as the site representative. The
observations recorded during the site visit and the information obtained from the records review are
discussed in this report. Sampling and analysis of soil, ground water or other materials (e.g., construction
materials, air) were not carried out as part of the Phase One ESA.
SPCL understands that the Phase One ESA has been requested for due diligence purposes and was not
required for the filing of a Record of Site Condition for the Property. The purpose of the Phase One ESA
was to identify, through a non-intrusive investigation, the existence of any significant actual or potential
contamination associated with the Property.
The following Methodology was employed by SPCL.
3.1 Records Review
Obtaining and reviewing the following records:
Aerial photographs, topographic mapping, available historical maps and drawings.
Former environmental reports.
Company records (e.g., site plans, building plans, permit records, production and maintenance
records, asbestos surveys, site utility drawings, emergency response and contingency plans, spill
reporting plans and records, inventories of chemicals and their usage (e.g. WHMIS),
environmental monitoring data, waste management records, inventory of underground and
aboveground tanks, environmental audit reports) provided to SPCL Ltd.
Geological and hydrogeological information in published government maps and/or reports.
A review of information on file with Ecolog ERIS, a commercial database that provides
information from numerous private, provincial, and federal environmental databases/registries.
The review of fire insurance plans and available insurance inspection reports.

Regulatory Information, including such as Permits or Certificates of Approval (pertaining to
activities that may impact the condition of the property, orders, control orders, or complaints
related to environmental compliance that may impact the condition of the property, and violations
of environmental statutes, regulations, by-laws, and permits that may impact the condition of the
property
A review of published Ontario Ministry of the Environment and Climate Change (MOECC)
directories related to registered PCB storage sites, and active and closed landfill sites.
A review of the Ontario Ministry of Natural Resources (MNR) Natural Heritage Information
Centre database and the Toronto Conservation Authority website for information specific to
natural areas, such as locations of environmentally sensitive areas or species.
3.2 Site Reconnaissance
Conducting a site visit comprised of the following:
Inspecting the Property and observing adjacent properties from the Phase One Property or public
areas to identify areas of potential environmental and concern and potential pathways for
contamination at the Property and Phase One Study Area. The site reconnaissance included the
following:
1. Identifying the site operations, processes, and waste management currently carried out on the
Phase One Property.
2. Identifying neighboring land uses (i.e. sensitive neighbors, as well as potential off-site
contamination, which may impact the subject property);
3. Identifying the potable water supply source.
4. Assessment of the potential presence of existing or former above-ground or underground fuel
storage tanks (ASTs or USTs).
5. Identifying probable cut and fill operations that may have required that fill of unknown quality be
deposited on the subject property.
6. Identification of floor cracks, hydraulic hoists, elevators, sumps and drains.
7. Identifying visual and suspected areas of surface and subsurface contamination Assessment of the
potential presence of various Designated Substances and building materials including:
a. Friable and non-friable asbestos.
b. Urea formaldehyde foam insulation (UFFI).
c. Chlorofluorocarbons (CFCs) in air conditioning and refrigeration equipment.
d. PCB-containing materials and electrical equipment.
e. Lead-based paint.
f. Mould.
8. Identification of wells, pits and lagoons, drainage sumps and floor drains, sewage and wastewater
disposal pipelines.

9. Inspection of general site conditions, including topography and drainage, standing water, rights-
of-way, presence of underground utilities, evidence of stained or odorous soils and stressed
vegetation, and vehicle parking.
3.3 Interviews
The objectives of the interview were:
To obtain information to assist in determining if an area of potential environmental concern
exists.
To identify details of potentially contaminating activities or potential contaminant pathways in,
on, or under the Phase One Property.
Key personnel were interviewed and asked questions related to specific site activities such as:
The nature of site operations.
Handling and storage of environmentally sensitive products and related wastes.
Environmental approvals and registrations.
Knowledge of previous reports related to the environmental condition of the Property.
Issues related to non-compliance, orders, or charges related to environmental conditions on the
Property.
For this assessment, a representative of SPCL was provided information from the owner of the Property.
The information acquired from this interview has been incorporated throughout this report.
3.4 Documentation and Evaluation of Information
The information obtained from the records review, interviews, and site reconnaissance, was described and
evaluated as summarized below:
Documentation of information, as noted in subsequent sections of the report.
Description of current and past uses of the Phase One Property.
Description and discussion of potentially contaminating activities.
Description of the areas of potential environmental concern.
Development of a Phase One conceptual site model.
Discussion of the need, if any, for further investigation.

4.0 RECORDS REVIEW
4.1 General
4.1.1 Phase One Study Area Determination
The Study Area consisted of properties located within a 250 meter radius of the subject Property. Based
on information collected during the site reconnaissance inspection and records review, the following
municipal addresses were included in the Study Area as presented in the following Table:

Based on the historical Property use and development on the Property and surrounding areas, it was
determined that a 250 meter Study Area around the Property was sufficient to identify issues of potential
environmental concern with respect to the Property, however, the records search covered beyond the 250
m radius.
The Phase One Study Area is presented in Figure 3.
4.1.2 First Developed Use Determination
The determination of first developed use for the Property is based on review of air photographs, historical
maps and interview. The historical records review suggests that the Property has been undeveloped.
4.1.3 Fire Insurance Plans
A search of Fire Insurance Plans (FIPs) was undertaken at the Metropolitan Toronto Reference Library to
review the historic land use and to indicate the existence and location of ASTs, USTs, structures,
improvement and facility operation. No Fire Insurance Plan was available for the Property at the Toronto
Public Library.

4.1.4 Chain of Title
A chain of title search for the Property was prepared as part of the Phase One ESA as presented in
Appendix A. According to the chain of title report the Property had been owned by private individuals
from 1829 to 1909 and by a commercial company from 1909 to 1913 and by private individuals until
1953. The Property was owned by Torjax Investments Ltd. prior to 1966 and has been owned by the
current owner, The ELIA Corporation since March 1966 as shown on the following Table:

4.1.5 Environmental Reports
A subsurface soil investigation was conducted by The Trow Group in 1976. The report entitled ‘’The
Trow Group, Subsoil Investigation, Proposed Development, McCraney Street, Oakville, August 1976’’.
The report was provided by Mr. Girolami, Project Coordinator of Branthaven, for our reviewing.
According to this report, the subsoil investigation included drilling 3 boreholes to a maximum depth of 10
m (30 ft). No fill materials were observed at the location of drilled boreholes. Weathered shale was
observed at the Property within 1 to 1.2 m below ground surface (bgs). Ground water was observed
beneath approximately 5 m (bgs).

4.1.6 Review of Other Historical Information
City directories were reviewed at the Metropolitan Toronto Reference Library for selected years to
determine the previous occupancy of the Phase One Property and the properties located within the Study
Area to evaluate whether past land uses were likely to have had a potential environmental impact on the
Property. The city directories covered the period from 1950 to 2001. No information for the Property was
available.
4.2 Environmental Source Information
4.2.1 Ontario Ministry of the Environment
A request was submitted to the Ontario Ministry of the Environment Freedom of Information Office on
August 16, 2016 to determine if there is information regarding orders, investigations, or other information
on file with respect to the Property (Appendix C). This includes a search for information regarding
parameters such as air emissions, water, sewage, waste water and pesticides. At the time of preparation of
this report, the response from the MOECC had not yet been received. Note that the Spills action Centre’s
database dates back to 1988 and reportedly many of the occurrences on file have been reported only
voluntarily.
MOECC databases containing records of historic spills, orders and complaints were also searched through
EcoLog ERIS. A summary of the search results is presented in Section 4.2.6.
4.2.2 MOECC Databases
A review was conducted of directories and online databases published by the MOECC. These are related
to registered PCB storage sites, waste disposal sites and the Brownfield Registry. The following
summarizes the information obtained.
MOECC’s Waste Disposal Site Inventory
The Waste Disposal Site Inventory-Ontario-1991 indicated that the Property is not listed as a former
waste disposal facility. It should be noted that MOECC’s Waste Disposal Site Inventory provides listings
only up till 1991. More current information regarding the Waste Disposal Inventory was reported in ERIS
report (Section 4.2.6).

PCB Storage Site Inventory
The Ontario Inventory of PCB Storage Sites (1994, 1995, 1996, 1998, 1999 and 2004) did not list the
Property as a PCB storage property. According to the MOECC the Property was not listed as a PCB
storage site.
Coal Gasification Plant Waste Site Inventory
The Coal Gasification Plant Waste Sites in Ontario (April 1987) and Intera Technologies Ltd., Inventory
of Coal Gasification Plant Waste Sites in Ontario, (April 1987 and November 1988) indicates that the
Property had not been used for the gasification of coal. There is no record of historical coal gasification
plants or disposal sites for the Property and Study Area.
Brownfields Environmental Site Registry
SPCL reviewed the MOECC Brownfields Environmental Site Registry (BESR) online databased to
determine if any Records of Site Condition (RSCs) have been filed under Part XV.1 under the
Environmental Protection Act (EPA) for the Phase One Property and Study Area. According to the
MOECC, BESR no RSCs have been prepared for the site and the properties located in the Study Area.
4.2.3 MNR National Heritage Information Centre Database
The Ontario Ministry of Natural Resources (MNR) National Heritage Information Centre (HNIC)
database for listings of the various classes of natural areas for Town of Oakville was reviewed. The
Property was not identified as being designated as natural areas. According to the MNR Map West
Morison Creek is located to the north and east of the Property.
4.2.4 Conservation Halton
Conservation Halton (CH) was contacted on August 12, 2016. According to Mr. Matt Howatt,
Environmental Planner of Conservation Halton, based on a review of CH’s Approximate Regulation
Limit mapping, the Phase One Property is located adjacent to West Morrison Creek and may contain
portions of the flooding and stable top of bank erosion hazards, as well as the 7.5 meter regulation limit,
associated with this watercourse.
4.2.5 Request for Information: Technical Standards and Safety Authority
The Technical Standards and Safety Authority (TSSA) maintain records related to storage tanks for
petroleum related products. The TSSA was contacted to review records related to the Property and Study
Area with regard to registered USTs and ASTs containing petroleum products. According to Mr. Prem

Lal of Public Information, TSSA had no record of any fuel storage tanks located on the Property and
adjoining properties. The TSSA records were also searched as part of the EcoLog ERIS database search,
the results of which are summarized in Section 4.2.6. No records of fuel storage tanks were found for the
Property.
4.2.6 EcoLog ERIS Information
EcoLog Environmental Risk Information Services Ltd. (ERIS) is an organization that searches various
government and private environmental databases. A search of the EcoLog ERIS Ltd. databases was
requested for the Property. The complete report is provided in Appendix B.
No records were available for the Phase One Property. According to the ERIS report, the properties were
located in the Study Area were mainly used for institutional purposes and registered with the Ministry as

4.3 Physical Setting Sources
4.3.1 Aerial Photographs and Historical Mapping
Aerial photographs dated 1934, 1946, 1965, 1999 and 2013, and an Ontario Base Map (OBM) from 1982
were reviewed to obtain a record of the development and use of the Phase One Property and Study Area.
Copies of selected areas are presented in Appendix D.

4.3.2 Topography, Hydrology, Geology
According the topographic map of the site, Map 30 M/5, Hamilton, which covers the subject Property, the
ground surface at the Property is relatively flat and slopes in a northeasterly direction towards West
Morison Creek. The Property is located approximately 2 km to the west of Sixteen Mile Creek and
approximately 4 km north of Lake Ontario.
According to a topographic map of the Property prepared by A.T. McLaren Limited, dated August 15,
2016 (Figure 2), the Property has an elevation of 132.3 m along the southern portion that decreases to
128.4 m to the northwest and 126.9 m to the northeast of the Property. The Property is bounded to a
ravine towards north.

Generally, ground water flow direction is anticipated to be towards northeast–east and eventually towards
Lake Ontario.
Locally, near surface ground water flow may be influenced by underground structures (e.g., service
trenches, catch basins, and building foundations) or surface watercourses. Groundwater flow direction
could be confirmed only with observation of the groundwater elevations at the subject site.
According to the geological map entitled “Quaternary Geology Hamilton Area” Map 2509, published by
the Ministry of Northern Development and Mines, dated 19987, the overburden in the region of the
subject Property consists of lacustrine and outwash sand, Pleistocene, late Wisconsinan formation.
According to the bedrock geology map entitled “Bedrock Geology of Ontario-Southern Sheet” published
by the Ministry of Northern Development and Mines, dated 1991, the bedrock of area consists of Upper
Ordovician, Queenston Formation. The Queenston Formation consists of shale with limestone and
siltstone. It should be noted that the subsurface soil, rock and ground water conditions described above
represent generalized conditions only, and should not be considered site specific.
4.3.3 Fill Materials
The Property has an uneven surface due to the growing roots of the trees. During the site visit no
stockpiles of fill materials were noted on the Property.
4.3.4 Water Bodies and Areas of Natural Significance
The Property and Study Area are located in a developed area of the Town of Oakville. There are no lakes,
ponds or lagoons on the Property. A ravine is located to the north of the Property. The top of bank was
marked by Halton Conservation on July 7, 2016.
4.3.5 Well Records
Water well records were also searched as part of the EcoLog ERIS database query. No water well was
identified in the Water Well System for the Phase One Property.
Based on ERIS report eight (8) wells were plotted within 250 m radius of the Property. These wells were
described seven (7) as observation wells, and test holes wells and one domestic well. Bedrock was
observed beneath 2 to 3 m. Domestic well was drilled in 1954. The overburden soils encountered
consisted predominantly of clay and shale. Information for the Ecolog ERIS report is provided in the
Appendix B.

6.2 Specific Observations at Phase One Property
A visual site inspection was conducted and written and photographic records were made. The layout of
the Property at the time of the site visit is presented in the Site Plan, Figure 2. Photographs of the Property
and accompanying descriptions are presented in Appendix E.
6.2.1 General Description
The Property is currently undeveloped and heavily covered by Shrub Ticket.
The adjoining properties are municipally serviced for sewers and water.
6.2.2 Building Description
The Property includes no structures.
6.2.3 Exterior Site Conditions
The Property is heavily covered by Shrub Ticket. Access to the Property is via a narrow trail from
McCraney Street East located to the southwest of the Property and from McCraney Valley trail to the north
of the Property.
6.2.4 Below Ground Structures
There is no below ground structures at the Property.

6.2.5 Above-Ground Storage Tanks
During the site visit, no above ground storage tank was observed on the Phase One Property.
6.2.6 Underground Storage Tanks
During the site visit, a vent pipe (evidence of historical storage tank) was not observed on the Property.
6.2.7 Other Storage Containers
No storage containers were observed during the site investigation.
6.2.8 Water Sources
The Property is located within the developed area of the Town of Oakville. Municipal water is provided
to the Study Area by the Town.
6.2.9 Underground Utility and Services
The inspection of the Property indicated the following information related to utility services:
Underground hydro is interpreted in the surrounding area. Overhead hydro was not observed at
the Property and in the surrounding area.
Phone and cable services are available for the Study Area.
Catch basins were observed along McCraney Street East. This indicates the presence of a
municipal storm drain.
A fire hydrant was observed to the southwest the Property. This is an indication that the Study
Area is connected to the municipal water.
6.2.10 Building Exit and Entry Points
The Property includes no building.
6.2.11 Heating and Cooling Systems
The Property is undeveloped.

6.2.12 Drains, Pits and Sumps
The Town of Oakville sanitary system is provided for the neighboring properties. During the site visit no
floor drains were observed at the Property. The Property includes no pits and sumps.
6.2.13 Hydraulic Equipment
During the site visit, no hydraulic equipment was observed at the Property.
6.2.14 Unidentified Substances
No unidentified substances were noted on the observed areas.
6.2.15 Staining and Corrosion
During the site visit, no staining or corrosion were noted on the observed areas. Access to the areas of the
Property due to the wooded area was not possible, as a result the detail observation regarding the staining
or corrosion was not possible.
6.2.16 Wells
During the site visit, no water supply wells were observed on the Property.
6.2.17 Sewage Works
The adjoining and neighbouring properties are serviced with municipal storm and sanitary sewers.
6.2.18 Ground Surface
The ground surface has an uneven surface due to heavily covered by trees and bushes and their roots
(Shrub Ticket) and slopes steeply to the north towards the ravine. The northern Property boundary is
aligned with top of bank.
6.2.19 Railways
During the site inspection, no railway lines were observed on the Property.

6.2.20 Stained and Odorous Soils
No stained or odorous soil was noted on the Property.
6.2.21 Stressed Vegetation
There were no areas of significant stressed vegetation on the Property at the time of the site inspection.
6.2.22 Fill Materials
During the site visit, no stockpiled fill materials were observed at the Property.
6.2.23 Watercourses, Ditches or Standing Water
No natural watercourses, standing water or ditches were noted on the Property. West Morrison Creek is
adjacent to the north of the Property. As shown on the Figure 2, top of bank has been marked by Halton
Conservation, dated July 7, 2016.
6.2.24 Air Emissions
The Property includes no source of air emission was observed at the Property.
6.2.25 Roads, Parking Facilities, and Rights-of-Way
The Property is bounded to the south by McCraney Street East. No information regarding a Right-of Way
at the subject Property was available.
6.2.26 Special Attention Items
Special attention items include designated substances and hazardous materials that may be present in
building materials. The building inspection was carried out in accessible areas. The inspection included
assessment of the potential presence of:
designated substances (acrylonitrile, asbestos, arsenic, benzene, coke oven emissions, ethylene
oxide, isocyanates, lead, mercury, silica, vinyl chloride);
hazardous materials (polychlorinated biphenyls (PCBs);
ozone depleting substances (ODS);
urea formaldehyde foam insulation (UFFI);

special attention items (mould, Radioactive Materials and Radon Gas).
The Property is undeveloped and includes no structures.
6.2.27 Potentially Contaminating Activities
The Property has been undeveloped and covered by Shrub Ticket. Potential environmental impacts from
the historical and current use of the Property are not anticipated. However, the Property has an uneven
surface that is assumed to be by nature and due to the roots of the bushes and trees.
Based on the records search, no potentially contaminating activities are related to the Property.
6.3 Investigation of Phase One Study Area
The following land uses were noted in the adjoining and neighboring properties.

The Property is located mainly in a mixed residential, parkland and institutional area of the Town of
Oakville. Institutional properties are surrounding the northern, western and southern portions of the
Property. The records review of the Phase One Study area reveled that, Sheridan College and White Oaks
High School were registered with the MOECC as a waste generator sites. Based on the institutional
property uses of these adjoining properties and waste management program of these institutional
departments, potential contaminating activities from these properties on the Phase One Property are
anticipated to be low.
6.4 Written Description of Investigation
The site reconnaissance included a walking tour of the Property conducted on August 17, 2016. The
visual reconnaissance of the Phase One Study Area, which may potentially impact the Property, was
carried out from the subject Property and publicly accessible areas. Written and photographic records
regarding the condition of the Property were compiled.

7.0 DISCUSSION AND CONCLUSIONS
The following summarized the Phase One ESA findings:
The Property with the legal description of Block E, Registered Plan M-172 (Part of Lot 14,
Concession 2. S.D. S. Trafalgar, is an approximately 1,42 ha (3.51 acres) parcel of land with a
frontage of approximately 65 m along McCraney Street East, located in the Town of Oakville.
The Property is an undeveloped parcel of land that is heavily covered by “Shrub Ticket”.
The historical and current records review of the Property revealed that, the Property passed from
Crown ownership in 1829 and since then has been owned by private individuals and companies.
Currently the Property is owned by The Elia corporation.
According to the Ecolog Eris historical records search, no information was available for the
Property.
According to the Technical Standards and Safety Authority (TSSA), no record of any fuel storage
tanks was located on the Property.
The Property is located in a developed area of the Town of Oakville surrounded by properties
mainly used as institutional (Sheridan College, White Oaks High School and Montclair Public
School), parkland and residential.
The review of regional topographical maps shows the Phase One Property and Study Area are
slope to the northeast towards West Morrison Creek and eventually towards the southeast towards
Lake Ontario, located approximately 4 km south of the Property. Based on the local topography,
the ground water flow direction at the Property is anticipated to be towards the northeast and east.
According to the Conservation Halton, the Phase One Property is located adjacent to the north to
West Morrison Creek and may contain portions of the flooding and stable top of bank erosion
hazards, as well as the 7.5 metre regulation limit, associated with this watercourse.
According to the Ecolog Eris report, the adjoining and up-gradient institutional properties
(Sheridan College and White Oaks High School) were registered with the Ministry of
Environment and Climate Change (MOECC) as waste generator sites. Based on the institutional
property use of these adjoining properties and waste management program of these institutional
departments, potential contaminating activities from these properties on the Phase One Property
are anticipated to be low.
Based on the finding of the Phase One ESA, no potential environmental impacts from the use of the
Property is anticipated. However, the ground surface at the Property is undulating. The previous subsoil

investigation revealed no fill materials at the location of 3 boreholes that were drilled in 1976 at the
Property. SPCL recommends that during the site development, if any fill materials with stain or odour
observed at the Property, the quality of fill materials to be confirmed by soil sampling and chemical
analysis.
The results of this investigation are subject to review pending receipt of any outstanding regulatory
responses. In the event that an issue of concern is identified, SPCL. will forward the information as an
addendum to this Phase One ESA and identify any requirement for additional work.
It is our opinion that the absence of information, specifically any outstanding responses from the
regulatory agencies, will not significantly affect the validity of the findings of the Phase One ESA.

9.0 LIMITATIONS AND USE OF THE REPORT
This report was produced for the sole use of Branthaven Development Corp. (The client) for the Property
located at Block E, Registered Plan M-172 (Part of Lot 14, Concession 2. S.D. S. Trafalgar) in the Town
of Oakville (The Phase One Property) and may not be relied upon by any other person or entity without
the written authorization of Sirati & Partners Consultants Limited (SPCL).
The conclusions presented in this report are professional opinions based on the historical and current
records search, visual observations and limited information provided by persons knowledgeable about

10.0 QUALIFICATIONS OF THE ASSESSOR
Archie Sirati, Ph.D., P.Eng., C.Eng. MICE. Dr. Sirati is a Principal Geotechnical Engineer functioning
as President at Sirati & Partners Consultants Ltd. Dr. Sirati has over 25 years of experience ranging from
foundation engineering, tunneling, linear infrastructure, water and wastewater, geotechnical numerical
analysis, hydrogeological assessment for construction dewatering, roads, bridges and pavements, slope
stability assessment, shoring and stabilization design measures. Dr. Sirati expertise in ground,
groundwater and building instrumentation and monitoring.
Blaine Dobson, B.Sc., P.Geo. Mr. Dobson is Manager, Land Development of SPCL’s office located in
Vaughan, Ontario. Mr. Dobson has over 24 years of experience in the environmental and geotechnical
fields and has worked in variety of projects as a geologist and managed numerous environmental
investigations including Phase One and Two Environmental Site Assessments. Mr. Dobson has led a team
of professionals offering multidisciplinary services to the private development and municipal infra
structure sectors. Mr. Dobson has managed variety of projects including soil characterization and
management and hydrogeological investigations. Mr. Dobson is a professional geoscientist registered
with the Association of Professional Geoscientist of Ontario.
Shafi Andseta, Ph.D., P.Geo., QPRA Dr. Andseta is Manger, Environmental Department of SPCL’s office
located in Vaughan, Ontario. Dr. Andseta has over 25 years of experience in the academic, private and
government sectors. Her areas of expertise include environmental site assessments, geology, hydrogeology
and project managements. She also specializes in designated substances and hazardous material and
asbestos management projects. Dr. Andseta has managed numerous environmental projects within Ontario
and, in addition, has coordinated Environmental Projects of the Post-Graduate Diploma students at
Sheridan College, Brampton, Ontario. Dr. Andseta is a Qualified Person under O.Reg.153/04 for
submitting Records of Site Condition.
Sirati & Partners Consultants Ltd. is a multi-disciplinary Canadian owned consulting firm providing
engineering solutions for Geotechnical, Environmental, Hydrogeological, Materials Engineering, Material
Testing & Inspection, Concrete and Pavement Technology.

the existing conditions on the Phase One Property and properties within the Phase One Study Area.

The information here includes geotechnical investigations or environmental site assessments, mineral exploration, or as a pilothole for installing piers or underground utilities. Information is from many sources such as the Ministry of Transportation (MTO) boreholes from engineering reports and projects from the 1950 to 1990's in Southern Ontario. Drill Hole Database: ProvincialThe Ontario Drill Hole Database contains information on more than 113,000 percussion, overburden, sonic and diamond drill holes from assessment files on record with the department of Mines and Minerals. Please note that limited data is available for southern Ontario, as it was the last area to be completed. The database was created when surveys submitted to the Ministry were converted in the Assessment File Research Image Database (AFRI) project. However, thedegree of accuracy (coordinates) as to the exact location of drill holes is dependent upon the source document submitted to the MNDM. FederalThe Environmental Effects Monitoring program assesses the effects of effluent from industrial or other sources on fish, fish habitat and human usage of fisheries resources. Since 1992, pulp and paper mills have been required to conduct EEM studies under the Pulp and Paper Effluent Regulations. Please note that the "Horizontal Positional Accuracy" is approximately +/- 200 m. Many reference elements for each record were derived from field sketches using pace or chain/tape measurements against claim posts ortopographic features in the area. The primary limiting factor for the level of positional accuracy is the scale of the source material. For the most part, this system only captured data from the Atlantic Provinces, some from Quebec and Ontario and a portion from British Columbia. Data for Alberta, Saskatchewan, Manitoba and the Territories was not captured. However, NEES is alsoa repository for previous Environment Canada spill datasets. NEES is composed of the historic datasets ' or Trends ' which dates from approximately 1974 to present. NEES Trends is a compilation of historic databases, which were mergedand includes data from NATES (National Analysis of Trends in Emergencies System), ARTS (Atlantic Regional Trends System), and NEES. In 2001, the Emergencies Program determined that variations in reporting regimes and requirements between federal and provincial agencies made national spill reporting and trend analysis difficult to achieve. As a consequence, the department has focused efforts on capturing data on spills of substances which fall under its legislative authority only (CEPA and FA). Descriptions: This section provides a detailed explanation for each database including: source, informationavailable, time coverage, and acronyms used. They are listed in alphabetic order.
Detail Report: This is the section of the report which provides the most detail for each individual record. Records aresummarized by location, starting with the project property followed by records in closest proximity.
Distance: The distance value is the distance between plotted points, not necessarily the distance between the sites'boundaries". All values are an approximation.
Direction: The direction value is the compass direction of the site in respect to the project property and/or center point of the report.
Elevation: The elevation value is taken from the location at which the records for the site address have been plotted.All values are an approximation. Source: Google Elevation API.
Executive Summary: This portion of the report is divided into 3 sections:
'Report Summary'- Displays a chart indicating how many records fall on the project property and, within the report searchradii.
'Site Report Summary'-Project Property'- This section lists all the records which fall on the project property. For moredetails, see the 'Detail Report' section.
'Site Report Summary-Surrounding Properties'- This section summarizes all records on adjacent properties, listing themin order of proximity from the project property. For more details, see the 'Detail Report' section.
Map Key: The map key number is assigned according to closest proximity from the project property. Map Key numbersalways start at #1. The project property will always have a map key of '1' if records are available. If there is a number inbrackets beside the main number, this will indicate the number of records on that specific property. If there is no numberin brackets, there is only one record for that property.
The symbol and colour used indicates 'elevation': the red inverted triangle will dictate 'ERIS Sites with Lower Elevation',the yellow triangle will dictate 'ERIS Sites with Higher Elevation' and the orange square will dictate 'ERIS Sites with SameElevation.'
Unplottables: These are records that could not be mapped due to various reasons, including limited geographicinformation. These records may or may not be in your study area, and were included as reference.

Based on a preliminary review of our Approximate Regulation Limit mapping, the subject property is located adjacent to West Morrison Creek and may contain portions of the flooding and stable top of bank erosion hazards, as well as the 7.5 metre regulation limit, associated with this watercourse.
