Abstract
During the General Congress’ session on September 1st the LXIV Legislature
formally began.
Derived from the electoral results of last July 1st, the party of the Elected
President (MORENA) was favored with a broad representation in both Houses
of Congress, which will allow him to approve secondary reforms with the
exception of the Constitutional ones. This, together with the alliance with the
Labor and Social Encounter Parties, forms a simple majority, which provides
better conditions for negotiating the 2019 Budget and other laws that the
Presidency promotes. On the other hand, it is possible that it has the support
of other political forces, in addition the opposition will have limited resources
to make counterweights and position its agenda.
The "AMLO effect" presented in the last electoral process prevented
independent candidates from achieving the required votes to become
members of the next legislature.
This legislature is characterized by guaranteeing gender parity in the
integration of both Houses, as well the elected legislators by the principle of
relative majority are subject to re-election for the next federal election.
Within the pending issues of this new legislature are: the Organic Law of the
General Attorney, the appointment of General Attorney, amendments to anti-
corruption systems and the new criminal justice system, added to the austerity
issues in the Legislative Power, driven mainly by MORENA’s parliamentary
group in both Houses.

their respective legislative agendas, which they will promote during the LXIV Legislature’s First
Ordinary Period.
Regulatory law to establish that no official
can earn more than the President. That is,
more than 108 thousand of Mexican Pesos
per month.
Legal reforms for the Ministry of Public
Security creation.
Reforms to end with privileges and legal
protection for public officials.
Reform the law to consider serious
crimes, such as corruption, fuel theft
and electoral fraud in any of its
modalities, without the right to bail.
Prepare the Income and Expenditure Budget
Law of the Federation of 2019, under the
responsibility of the Ministry of Finance.Reform the corresponding legislation to
transfer the Presidential General Staff to
the Ministry of National Defense.Reverse the recent decree of privatization of
water, requesting the participation of the
Environmental Ministry.Modify or revoke laws of the so-called
educational reform, in coordination
with the Ministry of Public Education.
Review the increase in the minimum
wage in the northern border area of
the country as well as the creation of a
free economic zone, in coordination
with the Ministry of Economy.
Establish consultation mechanisms for the
revocation of the mandate and that citizen
consultation procedures are legally binding.

through the Social Encounter Party (PES) agreed to promote their issues in alliance with
MORENA’s agenda.
