Countries where international regulations involving classification
societies are in force, are mainly located in Europe.
There are 3 set of regulations:
1) European Directive (25 )
2) Rhine Regulations ( 5 countries)
3) Economic Commission for Europe of United Nations ( western
and eastern Europe)

1) European Directive ( 82/714)
Do not include:
� Passenger vessels
� Transport of dangerous goods
Recognized classification societies or independent surveyor may
receive delegation from countries authorities for application of part
of complete of the regulations.
For the time being, classification societies act on behalf of authorities in
a very few cases.

B) Transport of dangerous goods ( ADNR)
� Classification is mandatory for tankers
� Conformity to classification rules of double hull general cargo vessels
is mandatory for transport of dangerous goods without restriction of
quantities, classification is not to be maintained
� Statutory surveys are delegated to classification society depending the
state authoritites ( France, Belgium, Germany, Switserland, not
Netherlands)
C) Police regulations
� Classification societies are not involved

3) Economic Commission of United Nations for Europe
Including like Rhine Rules: ( only a recommendation)
� General safety rules ( resolution 17)
� Transport of dangerous goods ( ADN ) = copy of ADNR
� Police regulations ( CEVNI )
NEVERTHELESS
ADN regulations Convention has been signed in 2000 and will enter
in force when 7 countries will have ratified the text ( end 2007)
Classification is requested (like for ADNR)
Recognition of classification follows a defined procedure .
BV is recommended as Classification Society

IN FRANCE
French decree 1970 applies for passenger vessels
Passenger vessels with more than 75 passengers or 250 passengers
depending the sailing area have to be classed by a recognized
classification society
French decree will be replace by the next european directive in 2009

EvolutionEvolution
For what concerns technical requirements, the Rhine Rules are
taken as a basis for harmonization of the future different regulations:
As general rules
� Rhine Rules including a updated ( 2006) chapter for passenger vessels
� European directive ( 2006/87) has been published on 30 december
2006, and will enter in force 2 years later.
� Economic Commission of United Nations for Europe ( resolution 61)
Transport of dangerous goods
� ADNR rules ( Rhine)
� ADN rules (future european directive and Economic Commission of
United Nations for Europe

EvolutionEvolution
In the scope of this evolution:
BV participates to several working groups at Rhine
Commission,European working group and UNECE working group
Classification societies will be more involved in statutory missions
through delegation from state authority as foressen by the european
directive
In France , a new decree will be in force in 2008 giving delegation to
Classification Societies or recognized persons for application of
statutory rules depending the size of the vessels or the number of
passengers
In The Netherlands, discussions are open for privatisation of inspection
through Classification Societies and recognized inspection bodies.

BUREAU VERITAS INLAND NAVIGATION RULES
In June 2006, BV joinly with GL have issued a new set of rules
comprizing 4 parts:
� Part A : Classification and Surveys
� Part B : Hull and Design Construction
� Part C : Machinery, Systems and Electricity
� Part D : Additional Requirements for Notations

BUREAU VERITAS INLAND NAVIGATION RULES
The main updating takes place in integration of updated statutory
rules ( Rhine and ADN), in particular:
� New approach for scantling of hull
� Passenger vessels
� Stability
� Fire detection, protection and fire fighting
� Transport of dangerous goods

MarketMarket
1)Petroleum companies require more safety for transport of
dangerous goods, consequently more double hull vessels
2)Non dangerous products ( but polluant for water ) will have to be
transported in double hull tankers from 2009 with a transitory period
not yet defined for existing vessels.
3)Enter in force of ADN will oblige the fleets of eastern european
countries to be adapted and renewed
4) Uniformisation of passenger vessels rules will facilitate the
exchanges between european countries
BV is one of the 3 classification societies which are the most
experienced.
