Background of e-Counselling
• Ministry of HRD, GOI vide resolution dt. 18th Oct. 2001 laid down three exam schemes:- JEE, AIEEE and SLEEE.
• MHRD had constituted Central Counselling Board (CCB) in 2002
• NIC was made a member of CCB
• Initially developed in 2003 for AIEEE for admission in NITs, IIITs and
deemed universities.
Presently covers:
• AIEEE (NITs, IIITs, CFI, SFI), DGHS, UP, PTU, Haryana, Chandigarh, Odisha,
AP, Gujarat, Uttarakhand, Kerala, Delhi (DTU, NSIT, Polytechnic), NCHM;
covering admission in Engineering, Architecture, Pharmacy, Polytechnic,
MBA, MCA, B.Ed ,Medical/Dental Courses, etc.

Goals of e-Counselling
• Standardization & streamlining of admission processes
• To have 100% transparency in the admission processes
• To reduce physical, mental stresses & financial burden on
candidates to participate in counselling at multiple institutions
• To provide Web based access & User friendly system
• To allocate seats as per merit, reservation policies and choices exercised by the candidates
• Usage of ICT tools for effective and efficient delivery of
services
Process and Methodology

for WBJEEB Counselling
2012
Overview of WBJEEB Counselling
o Three rounds of web based Counselling
o Conforming to State Government reservation policies
o Auto upgradation of seat allotment in subsequent rounds
o Conversion of seat in 3rd round of seat allotment
o Reporting at Reporting Centre (RC) after seat allotment.
o Physical Reporting at Allotted Institute only after 3rd round.
o Online display of filled and vacant seats in each rounds.
o Seat Allotment Results online and through SMS
Scope of Automation
• Design, development of a website for e-Counselling http://wbjeeb.nic.in
• Display of online Seat Information showing availability of seats
• Online interface for online Registration for counselling.
• Downloading of e-Challan of UBI for the payment of initial counselling fee.
• Online interface for choice submission and choice alteration.
• Online interface for Locking of final choices & printing of Locked choices.
• Seat Allocation Software for round 1, 2 & 3 as per approved ALGORITHM and
publishing of rounds wise of result on the website and transmitted through SMS.
• Online interface to Downloading of allotment letter from the website.
• Online interface for Reporting of allotted candidates at the Reporting Centres after 1st
time allotment in any three rounds .
• Online interface for Withdrawal of allotted seat and refunding of fees.
• Online system for physical reporting at the final Allotted Institute.
• Online administrative module to WBJEEB for various interventions.
• Conduct of training and handholding sessions to counselling officials

• Candidates will be eligible either for JEM seats or AIEEE seats or
for both.
• Candidate has to submit a single set of choices for all the courses
as per the eligibility.
• A single seat will be allocated. Sequence of Seat Allotment will be
as follows
– First AIEEE Architecture seats will be allotted based on AIR
– Then AIEEE Engineering Seats will be allotted based on AIR
– Then JEM seats will be allotted based on GMR

Internet/LAN
• Minimum 2 MBPS dedicated Internet Connection throughout counselling. The
process is highly dependent on the Internet bandwidth for exchange of data from
the NIC servers.
• Entire bandwidth should be available for counselling, other users to be isolated.
• For smooth access of counselling databases, antivirus of latest version is required

• Each RC should have one landline, one mobile phone and one Fax during entire
counselling period
