Officer’s ability to conduct independent research and analysis (to be assessed by the Social Research Methods Course undertaken in the Masters degree).

Regular Officers of BS-17 and above with 16 years of education plus a government service of 5 years.
Area of Research
The proposed area of research must be relevant to Pakistan and in one of the following broad categories: General Administration(Human Resource Management, Project Management etc.) Financial Management Economic & Social Policy, Development Studies.
Master DegreeShould have scored at least 60% marks preferably from foreign universities related to the proposed doctorate program
IELTS/ TOEFL
Overall IELTS score of 7.0 band or higher or equivalent TOEFL scores in a test taken not earlier than 3 years from the closing date of the application
