1st Stakeholders Meeting Morocco Research Advance in ICT for Water (MoICT) project. at faculty of Sciences and Technology in Fez on 23rd April 2012. This meeting is first of series of targeted event concerning stakeholders’ mobilization. As part of MoICT project, this meeting is financed by grant agreement for coordination and support action under Seventh Framework Program FP7. This event aims to set up a cooperation platform with private sector and enhance collaboration with policy makers to gather inputs for development of directions for competitiveness and innovation in the fields of ICT for Water. The objectives of this first one day stakeholders ‘meeting were: - To engage dialogue between public and private water institutions and researchers interested in ICT and Water sector; - To take stock of the conclusions of the Innovation forum on water and innovation organized by MIRA in December 2011; - To discuss current situation of water resources management in the Mediterranean region especially in Morocco; - To promote the MoICT project by displaying its objectives, activities and its consortium represented by mix of expertise in water research, ICT and strategic capacity building. Besides, this event was also an opportunity to MoICT project’s partners to gather and collect data and information which shall be used under following WPs: - To gather inputs to draft Guidelines and Recommendations for ICT4Water in Mediterranean region; - To identify the needs for capacity-building and to define a comprehensive plan for training programs; - To analysis of innovation needs and capacities in USMBA; - To use the meeting’s outcomes as basis for USMBA development strategy.

1) Create a dialogue platform to connect and facilitate the interaction between the dispersed S&T cooperation initiatives already existing supported by the Member States, the European Commission and other political bodies;

2) Address training activities to improve the quality of the participation and management of the partners of FP7 from the MPC; create an IP in Palestine

3) Create discussion platforms and organizing meetings to monitor and discuss the content of the Thematic priorities of FP7 in term of the common interest of the EU and MPC;

4) Create an Observatory of the EU-MPC S&T cooperation, which will agree indicators for the monitoring of RTD cooperation activities;

5) Create a “Gateway for EU-MPC Cooperation in RTD”

6) Create networks of research institutions and technological transfer services from both sides of the Mediterranean, to provide a reference element for the development of the Euro-Mediterranean Innovation Space (EMIS).

7) Support the functioning of the Monitoring Committee for Euro-Mediterranean Scientific Cooperation ( MoCo) in order to provide a strong institutional basis for the EU-MPC S&T cooperation.

The MIRA Forum, held at Casablanca, 1-2 December, 2011 is aimed at promotion of a Research Driven Cluster initiative on water, to support the integration of the Knowledge Triangle (Academia, Business, and Public sector) in the Mediterranean Area.

Critical issues addressed:

Sustainable waste water management, considering both the input of advanced technologies public and private partnershipInnovation in water and waste water management, e.g. with use of water evaporation.The natural specificities of North, South , West and East coasts of the Mediterranean sea. The Forum agreed on some issues for future activities under the „Casablanca-Roadmap“:

1.Development of capacity building, technician skills for technology adaptation, quality insurance and creation of a platform of dissemination of information2.Strengthening of law by creation of a fiscal policy in water reuse and of a market with fiscal advantages : trust to build a confident system (win-win). 3.Development of incentives : mechanisms, encouragement, bridge between Researchers and Policy-makers.

3. Innovation in Water and Waste Water Management in the Mediterranean

Creation of a Water Science Alliance for the Mediterranean on the basis of the existing identified efforts and ongoing activities in the Mediterranean (ERA-WIDE; WISE-RTD; MELIA; EMWIS; TERENO, etc.)Creation and implementing of innovative capacity building techniques to link-up the inter-disciplinary actorsHaving a more long-term vision when dealing with water management (15 years, not 3-5 – project duration)

3. Innovation in Water and Waste Water Management in the Mediterranean

Issues for the future “Casablanca Roadmap“:

Consolidation of the data / initiatives / effort in water management currently available Working at the local level contributing data to the regional level and vice-versa Specific water call for the Mediterranean with a long-term vision and create smaller travel grants to stimulate the participation of young researchers

4. Valorisation of research results and technology transfer

Critical issues addressed: Technology transfer should be accompanied in parallel with know how transfer.Linking academia with industry through creation of spin offs is an important step towards bridging the gap with the market.Dissemination of information is the first step for the possible exploitation of research results and technology/knowledge transfer opportunities.The Proof of Concept Phase could increase the success rate of technologies produced in the public research organization.Importance of improvement of innovation management skills of researchers and research institutes.

4. Valorisation of research results and technology transfer

Critical issues addressed: Water cluster in the mediterranean in collaboration with Enterprise Europe Network (EEN) and ensuring SMEs involvement due to importance of clusters initiatives and clusters in supporting transnational innovation. EEN could serve as information multiplier and a common communication platform among TT facilitators. Twinning between EEN nodes in EU countries with adequate quality to coach and mentor EEN nodes from the southern mediterranean. DG Enterprise, DG RTD and DG DEVCO synergy and collaboration is essential to ensure optimization of the funds and effectiveness of results. Better synergy between ENPI programmes in the Mediterranean with the EEN platform.

Issues for the future “Casablanca Roadmap“: Supporting the creation of a “Water Cluster Initiative” in the Mediterranean, supported by the creation of suitable channels for dissemination of information (EEN and other existing structures) together with improving innovation management skills through initiatives such as summer schoolsEnsuring the involvement of SMEs especially those created by universities e.g. creation of spin offs. More coherent cooperation among national stakeholders (public bodies and business support organizations) in every participating country in the Euro-Mediterranean area.
