1.1 Hi-tech Township Policy Announced in 2003 & revised in 2007 for

development of state-of-art townships with world-class infrastructure on minimum 1500 acres of land

13 Hi-tech township projects approved in the State involving 35550 acres of land area

8450 acres of land assembled by the developers till date

Development work in progress at Lucknow, Bulandshahar, Allahabad and Ghaziabad

An investment of Rs. 5427 crore incurred till date

1.2 Integrated Township Policy

o Policy announced in 2005 & revised in 2014 to promote development of small townships-25 to 500 acres

33 licenses issued involving 5488 acres of land area

3696 acres of land assembled by developers till date

DPRs approved for 19 townships at Ghaziabad, Kanpur, Agra, Saharanpur & Mathura-Vrindaban

Development works in progress in 14 integrated townships

Total investment incurred till date-Rs. 7587 Crore

Incentives to Developers under the Integrated Policy

• Exclusive development rights to within license area

• Jt. Venture may be formed with farmers to assemble land

• Flexible land use planning norms, higher density and FAR

• Exemption from external development charges

• 50% rebate in CLU charges in towns below 5 lac

• Extension of township area (equal to original) permissible

• Developer may get more than one license in a city and can be member of more than one Consortium

• Provision of minimum 20% houses for EWS/LIG (10% each) in all public and private sector new housing schemes with an area of 10 acres and more has been made compulsory

• In case scheme area is less than 10 acres, private developers may pay shelter fee in lieu of EWS/LIG houses

• Free FAR equal to total floor area of EWS/LIG houses is permissible to developers to enable cross-subsidization

• Selection of beneficiaries and allotment of houses by a committee constituted by the State government

1.5 Freehold & Redevelopment Policy

• Policy announced in Dec. 2014 to enable freehold & redevelopment of lands occupied by sick/defunct/polluting industries and other vacant/underutilized lands within city core

• Policy aims at augmenting buildable land for residential/ commercial/institutional/mixed use, green areas, parking & public amenities in the old built-up areas of cities

• Simplified procedure for conversion to freehold & developers offered incentives in the form of free conversion to higher land use, high density, free additional FAR & permission for amalgamation of properties

• Revision of Building Bye-laws

• Planning Norms, Zoning Regulations & Bye-laws for Mixed Use & ToD

• Policy aims to provide affordable housing to lower MIG & MIG categories which constitute about 60% of total urban housing demand during 12th FYP in the State

• Minimum 2-room accommodation with kitchen, bath, toilet & balcony within a maximum ceiling cost of Rs. 30 lac

• Minimize cost by providing incentives to the developers, easy access to cheaper land, liberal & flexible planning norms, use of cost-effective materials & technology, etc.

• State Govt. has decided to implement Affordable Housing Policy under the banner of Samajwadi Awas Yojna

• Area of scheme-minimum 5 Acres, maximum-100 Acres

• Minimum 60% area shall be used for affordable housing & carpet area of dwelling unit shall not exceed 75 sqm.

• 40% area may be utilized for HIG, commercial, institutional, recreational & community facilities

• Minimum 20% houses shall be provided for EWS & LIG against HIG units but not compulsory in an exclusive affordable housing scheme

• Ceiling cost of affordable house in NCR-Rs.3000, Metro Cities-Rs.2800 & other towns-Rs.2500 per sq.ft. on super built-up area (to be revised annually based on cost index)

• Ground Coverage: Group Housing- 50%, Row Housing-70%

• Affordable Housing segment FAR-2.5

• Density-450 Dwelling Units per Hectare

• Parking -01 ECS for every 100 sqm. of floor area

• Roads, parks/open spaces & community facilities & services shall be provided as per applicable Bye-laws

• Foot-paths & cycle tracks shall be provided as per norms

• Exemption from External Development Charge

• Exemption from Stamp duty on purchase of raw land

• Exemption from CLU charges-Agriculture to Residential

• Single window clearance for DPR through Awas Bandhu

• High (2.5) FAR & high (450 DUs/Ha.) density permissible

• Land Pooling and Developer Agreement permissible

• Annual award for the best performing developer

3.2 Incentives to the Private Developers

• Private Developers shall register themselves in Awas Bandhu for implementation of this scheme

• The developer shall execute Development Agreement with the Authority at the time of approval of DPR/lay-out plan

• The developer shall commence execution of the project within one year from the date of its approval & complete all development & construction works within 5 years

• The developer shall carry out all development works at his own cost; if connectivity to trunk services is availed, the developer shall pay actual charges to the Authority

• Land shall be assembled by the developers themselves

• Construction of houses is compulsory in the affordable segment; plotting is not allowed

• The developer shall not transfer or sub-lease the land without completing the development/construction works

• The developer shall not sell the affordable house above the ceiling cost and more than one unit to any person

• The developer shall enter into an agreement with the Authority for maintenance of the scheme

• Govt. Agencies will ensure availability of trunk services to the affordable housing schemes, if required

• Govt. will ensure time-bound resumption of community lands and exemption u/s-154 (2) of U.P. ZALR Act, 1950

• Govt. & its agencies will issue necessary clearances/ NOCs in a time-bound manner

• Govt. will facilitate convergence with GoI sponsored AHP & other schemes of the State Govt.

• Govt. will monitor the implementation of this scheme and address the problems of developers through Awas Bandhu

• Relaxation in experience clause for the new developers

• Reduction of minimum scheme area norm (5) to 2.5 acres

• Increase in ground coverage for Row Housing (70%) to 75%

• Relaxation in minimum approach road width (18m) to 12m

• 5% additional FAR for common areas & facilities

• Increase in density from 450 to 500 DUs per hectare

• Relaxation in parking norms-1 ECS for every unit of 70sqm & above,1 ECS for every 2 units of 50-70sqm built-up area, two wheeler parking for units below 50sqm built-up area

• Simplification of land use conversion process-proposal to be forwarded to the Govt. for final notification after completing all formalities at the Authority level

• 15% land to be mortgaged or equivalent BG in favour of the Authority as Performance guarantee
