WHY A MASTER PLAN ?

Spatial developments of the town has to be in harmony with the fragile environment of the islands.

A& N Islands TCP regulations states, no development of land shall be undertaken or carried out in any development area by any person or body (including a department of gov-ernment or the administration) unless permission for such development has been obtained in writing from the town planner in accordance with the provision of this regulation.

WHAT IS MASTER PLAN?

MP is a statutory instrument for controlling, directing and promoting the sound and rational development and / or rede-velopment of an urban area with a view to achieving maxi-mum economic, social and aesthetic benefits.

WHAT DOES MASTER PLAN DO ?

• Allocating the use of land for various purposes such as residential, industrial, commercial, recreational, public and semipublic, etc.,

• Proposing network of road and street pattern and traffic circulation system for meeting present and future requirements

• Identifying areas required for preserving, conserving and development of areas of Historic, Architectural, Ecologi-cal interest and educational value.

The spatial planning exercise commence with specifying a geographical area which can sufficiently and efficiently hold its population in future period and offer them the services at a desired level.

It becomes necessary in planning to look beyond the town we would like to plan and carve out an area including more settlements on the basis of the existing developments and the potential for growth.

Delineation of planning area for Port Blair has been meticulously and systematically planned .

The parameters are Slope and Built-up area.

The extent of area in each settlement under “No risk zone”, where slope is between 0° -20° is derived from the DEM and the settlements are scored .

Extent of Built-up area for the settlements is derived from the Satellite Imagery and scored.

Population is emphasized to be the driving force in the endogenous generation of both demand and supply.

On one hand it supplies the labour force and on the other, creates the consumers market, continuing the economic process.

Five parameters considered and the total points obtained by the settlements for a maximum of 25 are converted as percentage (for a maximum of 100)

The Andaman group of islands, geographically isolated form the main lands needs an efficient network of roads and communica-tion facilities to impart an element of economic cohesiveness among its far flung islands.

The settlements which possess the higher level of facilities are supposed to have the required threshold population in its own or with a catchment population from the neighboring settlements. Truly, it is an indicator of development exhibiting the status and prosperity of the settlement.

ForDelineating an appropriate planning area , the settlements were put in the process of iteration. At the first level, settlements scoring over the median values in all the five chosen dimensions for inclusion in the Planning Area and then in four dimensions.

-The basis of qualifying on all the five or any of the four dimensions considered as detailed above provides the footprints for delineation of planning area.

Systematic analysis has brought out that the settlements with higher level of development status and the potential (22 settlements) as classified above, are not spatially linked up and contiguous.

Any physical planning area has to be physically contiguous unless and otherwise separated by natural barriers for greater amiability and effective implemen-tation of the plan.

Further examining of settlements was made with some level of strength and scope are proposed to be included in the planning area so that the delineated planning area becomes contiguous.

Two settlements Bindraban and Caddlegunj scoring more than median value on four dimensions excepting the important dimension of economy are not included as they otherwise do not offer much scope for inclusion in the planning area.

Thus, there are 32 revenue villages proposed to be included in the Local Planning Area for Port Blair.

Present scenario :

-Gate way of the island

-Has 18 tourist places in the city

-Existing Administrative hub

-Has Port facilities and is con-nected with all parts of the islands

-High order Commercial hub of the entire Archipelago

Present problems:

Port blair-- TOURIST and COMMERCIAL CENTRE

Economy which is the backbone for development needs to be nursed judiciously. Port Blair with a mix of activities at present, needs to be relieved in administrative function and concentrate on economic activities. Port Blair will be the ‘Commercial Node’ and the existing facilities will be strengthened and required new facilities created for better trade & economic transactions.

Existing scenario: 1. The existing airport is a Civil Enclave in Defence Airport. 2. It does not have the Status of international Airport.

3.The excising airport is surrounded by hills, which has a uni-directional run way.

4.Adverse weather conditions and consequent disruption in delay of flights.

5.Vulnerable to natural disasters.

6. The Ministry of Civil Aviation has proposed the development of 35 non-metro airports in three phases: (2006-07 to 2013-2014)

Phase-II (15 airports): Agati,Aurangabad, Khajuraho, Rajkot,Vadodara, Bhopal, Indore, Nagpur,Vishakapatnam, Trichy, Bhubaneswar,Coimbatore, Patna, Port Blair, Varanasi.

7. Defence establishment has given green signal to upgrade the existing Airport to intn. airport but flight operation is allowed only during mornings for commercial aircrafts.

8. The Air passenger traffic has seen to 130% increase from Nov 2005 to Nov 2006 for Port blair.

9. Port Blair needs an international airport to boost its economy and tourism.

10.Secondary sources suggest that the availability of seats is substantially reduced due to the special quotas retained for use by government and defence personnel even on these commercial flights.

11.The existing runway NE-SW and almost parallel to N-S trending mountanious hillocks . In the central portion there is a valley like depression which creates acute drainage congestion when synchronised with heavy rainfall.

12.It is often necessary to take off with the tail wind.

Developing a new intl. Airport

1. Investments will be huge around 300-400 crs.

2.It will provide greater confidence to financiers and investors. With the on-going efforts of conducting trade pacts with neighbouring countries there would be much greater probabilityof full export potential and tourism potential being realised.

3.It will be possible to directly export live, fresh and value added marine products to countries of SE asia. This will reduce the cost of transportation.

The potential of tourism in the island is proposed to be enhanced through ‘The Great Andaman Marine Drive’ which garlands the Flat Bay and forms the major tourist linkage. RATIONALE FOR CREATING AN ADMINSTRATIVE TOWN:

The Government is the largest employer in A&N Islands with most of the offices situated in Port Blair.

To relieve the pressure on Port blair over-stretched infrastruc-ture on its fragile Eco system.

To have a well-planned administrative centre with modern facilities and technology to enhance government efficiency and productivity.

To train and Built up a base for their own people to do the work of administration and development.

There is acute shortage of residential accommodation for Government servants in these Islands as only about 7340 houses are available against about 26550 employees, thereby providing a satisfaction level of just about 27%.

A large number of existing Government houses are in dilapi-dated condition which need extensive repairs / renovation in order to make them habitable.
