ContinuedThe stretch of 31 km from Balachera to Herangajo
is being widened from single lane to two lanes by the State PWD. Clearance for Borail Wild Life and Borail Reserve forest is awaited. Four laning would be done after completion of two lane by PWD, Assam.
Most of the contracts were awarded in November/December 2005.
All the contractors had mobilized to site and works are in progress except in 5 contract packages in NC Hills district where the work has been stopped by the previous contractors since April’2008 due to non-handing over of encumbrance free site and law & order situation. All the five civil packages of NC Hills district had been foreclosed and re-awarded.

Ministry is providing Training at Indian Academy of Highway Engineers to the Officers of State PWD.
Thereis need to develop local contracting industry by imparting proper training.
EPC Mode for effective implementation
Switching over to EPC Mode instead of conventional item rate contract
MORTH has decided that all works by PWD and BRO will be implemented under EPC mode.
The contractor would be responsible for the design and construction for a fixed tender amount.
90% of Land acquisition, shifting of utilities and statutory clearances like environment clearance, forest clearances etc. have to be completed at the time of award of the work.
This will avoid time and cost overrun as witnessed in the case of item rate contract.
Monitoring mechanismOne Chief Engineer has been posted at
Kolkata to look after the works of Tripura, Manipur and Mizoram
In addition to this Regional Officers, at Itanagar and Guwahati, who are officer of the rank of Superintending Engineer, Ministry of Road Transport& Highways are already in existence for monitoring of all works sanctioned by the Ministry.
In addition to the above, regular review of the programme is being done at various level in the Ministry from time to time to identify and sort out the bottlenecks in implementing the programme with PWD’s and BRO.
