• The School District mandated that sustainable strategies be included from inception of the project.

• The project is currently in Design Development and is targeting Silver certification under LEED for Schools v2.0. The completed facility, including existing school buildings constructed in 1957 and 1967, will seek Silver certification under LEED-EB v2009.

LEED IN EXISTING SCHOOLS PILOT PROGRAM

• The LEED in Existing Schools rating system is a special program to promote LEED for Existing Buildings (LEED-EB) to various school districts across the country.

• LEED in Existing Schools is the same prerequisites and credits as LEED-EB.

• 12 districts across the United States were selected, including the School District of Philadelphia, to be a part of the Pilot Program.

• To reduce challenges, USGBC will waive certification fees and provide technical assistance.

• Examined 40 schools in all regions of the district and rated their energy performance through Energy Star’s Portfolio Manager.

• Determined which schools could meet the energy performance prerequisite threshold and could possibly pursue LEED-EB certification.

• Selected Thurgood Marshall Elementary School to participate in the LEED in Existing Schools Pilot Program.

• The school is currently achieving an Energy Star rating of 86.

RESULTS OF LEED-EB AND ENERGY STAR EXPLORATION

• Almost half of the schools investigated achieved an Energy Star rating above 69 (prerequisite threshold for LEED-EB certification).

• Buildings built before 1950 performed better than new facilities because many of the older buildings were constructed with masonry walls and do not have a central air conditioning system.

• Many of the older schools could not meet the prerequisite ventilation requirements to achieve LEED-EB certification.

LEED-EB MOVING FORWARD

• After Thurgood Marshall School completes its first performance period, 9 additional schools will pursue LEED-EB certification to represent each region of the district.

• Expand the energy analysis program to track additional schools in Energy Star’s Portfolio Manager.

THE SCHOOL DISTRICT’S GOALS FOR THE FUTURE

• Master Facilities Long-Range Plan will be implemented over the next five years to upgrade existing facilities and improve operations and maintenance procedures.

• Improve energy efficiency at existing facilities and reduce operational expenses.

• Pennsylvania’s electricity rate caps will be removed in 2011 and utility rates are expected to increase by 30%.

• State and local contributions to the School District’s budget have been limited due to the global economic recession.

THE SCHOOL DISTRICT’S GOALS FOR THE FUTURE

• The School District plans to incorporate Innovation & Design Process credit 3: The School as a Teaching Tool as a curriculum standard across the district.

• When considering future school closings, Energy Star’s Portfolio Manager will be used as a tool to ensure that out-of-date, inefficient buildings are no longer utilized for School District activities.

• Imagine 2014 is the School District’s strategic plan for the next five years, including a section on providing world-class facilities for students of the 21st century.
