PRESIDENT’S MESSAGE

Women represent 51% of the population and 60% of new business growth. Recognizing that, we relaunched the Women’s Business Center Organization (WBCO), and have increased membership over 70% since August of 2017. The WBCO recognizes the niche need in York to connect professional women. Look forward to the launch of a professional mentorship program in 2018.

To help connect employers and employees and remove barriers to stable employment, we hosted two career fairs with over 100 employers and 1,000 job seekers, as well as launched a YCEA Jobs Portal. In partnership, we hosted an Expungement Clinic to help individuals remove prior blemishes from their record.

We launched a first-ever regional Advocacy Agenda, forging a stronger partnership between YCEA, Lancaster Chamber, Harrisburg & CREDC, Greater Reading Chamber Alliance, andLebanon Chamber of Commerce. YCEA took a vocal role representing the business community in the area code overlay and the Federal Tax Reform package. As well, we discouraged several taxing proposals through the state budget process. We relaunched State of the County and provided fact-based information on Federal Overtime Ruling, REAL ID, opioid abuse in the workplace, and the economic impact of the local nuclear industry.

Working with the Redevelopment Authority of York County (RACY), and our County Commissioners, we made significant progress to create a Countywide Landbank Authority and blight strategy. In partnership with our local governments, this Authority will assist in the demolition of blighted, abandoned properties countywide.

YCEA is committed to driving economic growth by leveraging the collaboration, resources, and expertise needed to create sustainable prosperity. We have you to thank for what we are able to accomplish – our team, board, volunteers, ambassadors, investors, and the many partners along the way.

We wrapped up our strategic plan in 2017 and now all attention turns towards implementation. Look forward to a fresh look and feel, a re-energized ambassador program, and we will remain cutting edge, creative and one of YoCo’s greatest cheerleaders. We have lots of projects in our pipeline, we’ve got programs to continue to connect people to opportunity, we believe in Prosperity for All, Through Stronger Business. Ultimately, harnessing the power of all of our people, we will keep YoCo’s economic engine humming.

It has been a vibrant year for York County and we have much to celebrate. From the strength of our workforce, to being recognized as an emerging tech ecosystem for entrepreneurial growth, the nation is beginning to see what you and I already know – York County is a great place to work, live, and play. In October we welcomed iconic investor and co-founder of AOL, Steve Case, and his Rise of the Rest team, to showcase York, Lancaster and Harrisburg as a “Central PA Rises” entrepreneurial ecosystem. That same day, York’s own Madris Tomes, founder of Device Events, pitched Steve Case and secured a $100,000 investment.

We are proud to boast that in 2017, the YCEA assisted in $135 million in economic activity in York County. Our financing projects included $64 million refinanced for WellSpan Health; $21 million refinanced for York College of Pennsylvania; and $1.5 million to Legacy Athletic for manufacturing expansion.

The Yorktowne Hotel took significant redevelopment steps forward as we work to polish up this historic, circa 1925 gem. From a public auction where everyone walked away with a piece of the Yorktowne, to the announcing GF Management as the hotel operator, The York County Industrial Development Authority (YCIDA) has set a new bar of community engagement through the life of this project thus far.

• On October 10, York-Harrisburg-Lancaster made national news as the three communities partnered together and secured designation as a 2017 Rise of the Rest metropolitan area. Rise of the Rest is a national initiative powered by iconic investor and co-founder of AOL, Steve Case and his D.C.-based Revolution. Case recently authored “The Third Wave,” which argues that as technology becomes seamlessly integrated into our daily lives, innovation can occur more rapidly and in areas like ours across our country, and not specifically limited to Silicon Valley or New York City. Rise of the Rest shines a spotlight on these secondary markets and the innovation that is occurring there now.

• York was proud to be the first leg, of the first stop, of the “Rise of the Rest 6.0 tour.” Case, along with J.D. Vance, author of “Hillbilly Elegy,” spent the day with company CEOs, investors, government leaders, and entrepreneurs; as well as students excelling in robotic demonstrations and virtual reality presentations. In the few hours Rise of the Rest visited York, we shined. The tour then continued to Lancaster, and Harrisburg, where a pitch competition to Steve Case and a panel of five judges for a $100,000 investment took place.

• Over 80 companies applied to the pitch competition, which were whittled down to nine finalists. The competition included a mix of health, tech, public-safety and education ventures from across the region.

• Device Events, headquartered in York, landed the designation! Madris Tomes, Founder & CEO, established Device Events in 2015 as a software tool to identify issues with medical devices. With the support from Ben Franklin Technology partners, Device Events and Tomes have made York proud, and solidified momentum as Central PA Rises!

• 51% of the population is female and 60% of new businesses are female-led. Fulfilling a need, we relaunched the Women’s Business Center Organization.

• Connecting professional women on a monthly basis, membership has increased by 65% in only six months.

• Soon in 2018, a mentorship program will connect young professional women with some of York’s incredible female leaders as we connect and grow our next generation of leaders in YoCo.

• Repolishing our 1925 historic gem.

• Kinsley Construction was named the Construction Manager for the project.

• Nutec was named the project’s Architect.

• GF Management, founded by York College of Pennsylvania graduate Ken Kochenour, was named hotel operator.

• A public auction was held, allowing all to take home their own piece of the historic Yorktowne.

• A Renovation Celebration was held at the Valencia revealing the design and plans for the project.

• 2,500 items from the hotel, like linens, lamps and rugs, were donated to local service organizations, such as LifePath Christian Ministries.

• A Sledgehammer Ceremony kicked off the start of the demolition phase.

• The YCIDA partnered with the York City and York County Quick Response Teams to make the hotel available for SWAT training exercise usage.

• A partnership with York College of Pennsylvania Hospitality students to provide real world curriculum.

• YCEA launched a Job Listings Portal sharing over 200 job listings, and assisting 150 businesses with their workforce needs.

• Over 60 employers attended the York Career Fair.

• Created an advisory committee to assist the Yorktowne Hotel project to ensure local engagement and construction participation in the historic project.

• Enacted a successful expungement series educating the benefits and economic impact of expanding hiring standards and recent changes made to the expungement process.

YORK COUNTY TALENT ATTRACTION

The Talent Attraction Strategy was developed using the Creativity Unleashed brand, in response to York County employers’ requests for help to “sell” York County when they are recruiting young professionals to relocate from outside of the area.

MANUFACTURING DAYS

To attract the next generation of workers, Manufacturing Days introduces students to the importance of manufacturing in our community. The program emphasizes the need for science, technology, engineering and math skills in today’s manufacturing workplace.

• 2017 marked the 3rd year

• 18 high schools/18 manufacturers participated

• YCEA transitioned this successful program to York County Alliance for Learning

CONSTRUCTION CAREER DAY

Based on the success of Manufacturing Days, this program drives to increase high school students’ awareness of the rewarding careers available in the local construction industry, that require 2 years or fewer of formal post-secondary training.

• 2 students hired after graduation

BUSINESS SOLUTIONS & INNOVATION

YCEA AS THE VOICE OF BUSINESS

Supported Establishing a State Formulary for the Workers’ Compensation Program

To require comprehensive evidence-basedtreatment guidelines, including a drug formulary to the state’s Workers’ Compensation Program to provide a safeguard for Pennsylvania’s injured workers related to prescription drug and opioid misuse and abuse.

Opposed Hotel Tax in 2017 State Budget

YCEA along with the Lancaster Chamber, Harrisburg Regional Chamber & CREDC, and the Greater Reading Chamber Alliance, jointly urged legislators, of our respective delegations, to oppose a proposed statewide hotel tax increase.

Supported Early Educational Funding in the Pennsylvania Budget

YCEA and along with business leaders shared support with the York County delegation to fully fund early learning investment. Touting that early education both attracts new families to the area and incentivizes local families to stay in Pennsylvania.

Encouraged Preservation of Critical Economic Development Tools in Federal Tax Plan

25+ York County business and community leadersjoined the YCEA to urge federally elected officials to oppose elimination of the Historical Tax Credit, New Markets Tax Credit, and Private Activity Bonds in the Tax Cuts and Jobs Act.

YCEA’S INFLUENCE ON POLICY

First Ever Regional Advocacy Agenda

YCEA, Lancaster Chamber, Harrisburg Regional Chamber & CREDC, and Greater Reading Chamber Alliance adopted a joint regional advocacy agenda.

717 Area Code Overlay

YCEA vocalized the business community and supported the overlay, which saved an estimated $10 Million for York County businesses.

General Election Property Tax Referendum

Provided an informed perspective on what a ‘YES’ or ‘NO’ vote would mean on the ballot question, for whether to provide local taxing authorities the option to exclude 100% of homestead assessed value or to keep the current law.

LEGISLATIVE LUNCHEONS

The Legislative Luncheon, with a new panel style, connected the community to policy makers.

STATE OF THE COUNTY

Relaunched at Spring Grove High School in partnership with the County Commissioners and Spring Grove Area School District, State of the County will continue as an annual event for an opportunity to highlight county initiatives and successes.

WOMEN’S BUSINESS ROUNDTABLE DISCUSSION WITH U.S. SENATOR BOB CASEY

YCEA assisted in organizing women business owners and leaders for a roundtable discussion, led by Senator Casey on rights of women and families in the workplace.

YCEA AFFILIATE ACTIVITY

YORK COUNTY INDUSTRIAL DEVELOPMENT AUTHORITY (YCIDA)

The YCIDA readied the Yorktowne Hotel for redevelopment with construction commencing in 2018. The Yorktowne continues to give back to the community and be a cornerstone bringing many partners onto the project.

The YCIDA initiated a workforce and diversity partnership to promote participation of local small businesses in the Yorktowne Hotel project.

PARTNERSHIP FOR ECONOMIC DEVELOPMENT OF YORK COUNTY (PEDYC)

Provided fiscal sponsorship for community projects including:

• Creativity Unleashed

• The Vault Theater Company

• Main Street Hanover activities including Chalk It Up, Sip & Stroll, Beautification, Geocaching, Christmas Program, and Main Street Mini Golf.

REDEVELOPMENT AUTHORITY OF THE COUNTY OF YORK (RACY)

• Created the framework for the York County Land Bank Authority, to help communities demolish blighted and abandoned structures.

• Partnered with Keystone KidSpace and the Commonwealth of Pennsylvania for the future redevelopment of the Armory Building in Downtown York to create a hands-on, educational learning center for our community.

• Served as the conduit for a Redevelopment Capital Assistance Program Grant for United Fiber and Data.

LOCAL GOVERNMENT SERVICES

• Showcasing all of YoCo, YCEA visited Hanover Borough, Fairview Township, and Dallastown Borough, inviting elected officials, and highlighting issues unique to each municipality.

• YCEA staff are active members of the Municipal Administrators Association to engage 72 county-wide partners in economic development.

• Distributes a monthly municipal newsletter providing resources to township and borough managers and local elected officials.

• Completed the annual update of the Comprehensive Economic Development Strategies (CEDS) plan on behalf of the Eight-County South Central Team PA Region, needed for funding sources.

• Actively progressed on the partnership with the Susquehanna Regional Transportation Partnership and the York County Transportation Coalition.

• Hosted municipal leaders for a seminar with the Pennsylvania Office of Open Records and the Sunshine Act for Government Officials.

GENERAL AUTHORITY OF SOUTHCENTRAL PENNSYLVANIA (GASP)

• Issued tax-exempt financing for the benefit of WellSpan Health and York College of Pennsylvania.

• Approved tax-exempt financing for the benefit of York Academy Foundation.

• Executed amendments to original financing agreements for Penn-Mar Organization, Hanover Hospital and WellSpan Health.

MAIN STREET HANOVER

CONNECTING THE COMMUNITY

• 2017 marked the 4th year of “2nd Saturdays,” attracting the public downtown for sales and events. Public centered event days vary from month to month with themes, sales, major events and enjoyment for all ages. Themed each month, the December theme “Cookie Stroll” launched and included 24 stops in participating downtown businesses.

• Downtown Clean-ups – 2 events held – 20+ bags of litter collected

• The Fall and Spring Sip & Strolls each attracted over 500 attendees, and shone a spotlight on downtown Hanover.

• 7th Annual Chalk It Up Event – 86 artists

• In celebration of this year’s 80th Anniversary of Santa’s Cabin, Santa rode a horse drawn sleigh into Center Square and greeted the community with snow confetti. Santa visited with over 2,600 kids through the season. 2017 marked the largest Tree Lighting Ceremony in Main Street’s history.

• 23 businesses created unique Christmas trees for the 3rd Annual Christmas Tree Wars competition. Participants were able to vote for their favorite online and via the printed passport. Over 400 votes were cast and countless visitors took the time to view trees and choose their favorite!

ACCOLADES

• For the second year in a row, Main Street Hanover (MSH) received National Accreditation from Main Street America, the National Main Street Center, through the Pennsylvania Downtown Center.

• Because of her high level of involvement, Main Street Hanover manager, Justine Trucksess, was one of a dozen community managers to be invited to participate in a Project for Public Spaces Placemaking Workshop.

INVESTMENT

• Impacted the community with $40,000 in grant funds, completed 5 façade projects in 2017. Bringing the total to 13 façade improvements, with an overall value of $106,000.

• MSH’s Art Alley, a Public Art Program initiative of Main Street Hanover, raised $7,050 through a crowdfunding match project with the National Main Street Center, to start a public art program in downtown Hanover.

• Received the Sam’s Club Grant, giving $2,500 for Christmas Activities that draw thousands of visitors.

• MSH received $40,000 through the Tourism Grant & Historic Wayside Market Project to update Hanover’s History Markers and tell the story of Hanover’s history through marketing and Heritage Tourism efforts.

• MSH received Keystone Communities grant funding of $25,000 to conduct a downtown streetscape design and beautification study. The goal of the study is to provide a safe, functional, aesthetically pleasing and environmentally sustainable streetscape plan that includes pedestrian spaces and walkways. That could include landscaping, improved signage and pedestrian crossings, public art and traffic flow and storm water improvements.

• Received Keystone Communities grant funding of $50,000 to install updated wayfinding signs to direct pedestrians and vehicles to a variety of locations around downtown Hanover.
