PRESIDING OFFICER: (SENATOR DEMUZIO)

Senator Macdonald.

SENATOR MACDONALD:

Yes. If you remember, Senate Bill 1905 Was the considered

a taxpayer's bill, and it has to do with double-barreled bonds.

And this amendment, in the House, merely gave the petitioners an

extra nine days to acquire signatures for a referendum on a bond

issue. In fact, it's from twenty-one to thirty days. It also

reduces the required number of petition signatures from fifteen

percent of the registered voters to the greater of 7.5 or two

hundred registered voters -- whichever is the less. It also

protects the validity of the bonds issued before the effective

date of this Act. And changes the immediate effective date

from 1 -- wellr it changes it from 1/1/91 to become immediately

effective. So I think it is a -- even strengthens the bill, and

With it as is now, has the approval of the -- both the

Illinois Association of Park Districts and also the Illinois

Municipal League. So, T urge your acceptance of this amendment.

PRESIDENT ROCK:

A1l right. The Lady has moved concurrence in House Amendment

No. 2 to Senate Bill 1905. Discussion? Senator Netsch.

SENATOR NETSCH:

Thank youy Mr. President. A queskion to the sponsor, if

might. I understand the amendment that We are now concurring in,

which does kind of tighten up the backdoor referendum requirements

and I think that is sood. If I remember correctlye the basic

bill itself really begins -- or not begins, but does put some

additional constraints, if you Will, on the use of the so-called

double-barreled bonds by requiring that the ordinance identify the

revenue sources and some other provisions of that sort. Is that

correct? Is that a fair statement, Senator Macdonald?

PRESIDENT AOCE:

Senator Netsch. Senator Netsch.

SENATOR NETSCH:

Thank you. There's -- there's nothing inherently wron: about

double-barreled bonds. Basically what they are are bonds that use

a couple of revenue sources, and -- and to the extent that they

are using non-property tax revenue sources, that is al1 to be

desired. I think some of the concern kas that perhaps the -- they

Were a little too loose in their potential as we originally passed

that Act, and so anything which does at least make sure that they

are going to be used with caution, I think is -- is a11 to' the

good. And I thlnk this bill does contribute to that. Thank you.

with restrictions - had to be a fifty-million-dollar project - a

ehousand jobs involved. It's the one in dealing with the Citicorp

negotiations that are going on now between St. Clair County and

Citicorp. The we had Amendment No. 2 to the bill, which was '

some clean-up language, which really is no problem, and the House

concurred with. They did not concur with Senate Amendment No. 1,

which was added Will County as a new authority. So I agree

With House action and ask for your support.

PRESIDING OFFICER: (SENATOR DEMUZIO)

All right. This is final aetion. Is there discussion?

Senator Netsch. Excuse me.

PRESIDING OFFICER: (SENATOR DEMUZIO)

Excuse mey Senator Netsch. Senator Watson, you are movinq to

recede. Is that correct? Senator Netsch.

SENATOR NETSCH;

On that basis, a question, just to be alear. There had been

addikions made, I think both here and in the House. Do I

understand that what we are doing by this final action is

restoring the bill to its original forn so that it applies only to

Madison and St. Clair Counties, to -- Will County is added by

Senator Dunn, and that it does have that clean-up lanquage on the

interplay of TIF and enterprise zones that Was requested by the --

the eounty clerks?

PRESIDING OFFICER: (SENATOR DENUZIO)

Senator Watson.

SENATOR WATSON:

Xes. The answer to that is yes: except that Will County is no

longer a part of the bill. Will County was Senate Amendment No.

1, and the House refused to concur, and we agree, and are

proceeding with Madison and St. Clair County.

PRESIDING OFFICER: (SENATOR DEMUZIO)

Senator Netsch.

SENATOR NETSCH:

Then -- then just to be clear once more. So it -- a11 of the

substantive language applies only to Madison and St. Clair

Countiesr plus that one Section that -- that cleaned up the -- the

interplay of enterprise zone tax abatement tips and so forth

requested by the county clerks. Is that still a part of the bill?

PRESIDING OFFICER: (SENATOR DEMUZIO)

Senator Watson.

SENATOR WATSON:

Xes. That's in Senate Amendment No. 2: and that is a part of

the bill. And We agree With thatz and the House did also.

PRESIDING OFFICER: (SENATOR DEMUZIO)

Further discussion? If not, Senator Watson moves that the

Senate -- the Senate recede from Senate Amendment No. 1 to House

Bill 3914. Those in favor W1l1 indicate -- those in favor will

vote Aye. Those opposed will vote Nay. The voting is open. Have

al1 voted who wish? Have a1l voted who Wish? Have a11 voted Who

wish? Take the record. On that question, the Ayes are 56, the

Nays are none, none voting Present. The Senate recedes from

Senate Amendment No. l to House Bill 3914, and the bill, having
