EDITORIAL
Martinique has accomplished a lot through its relationships with neighbouring coun-tries. We joined the OECS (Organisation of Eastern Caribbean States) as well asthe CEPALC (Economic Commission for Latin America and the Caribbean); and we
continue negotiations with CARICOM (Caribbean Community), the AEC (Association of Ca-
ribbean States) and the establishment of a network responsible for partnerships within theCaribbean.The time has come to acknowledge that this geographical fraternity, and more so cultural andin relation to identity, is the best possible foundation to promote the necessary international-isation of development policies.
The world in which we live is a world of interdependence. The main duty of our generationis to combine what can be, to connect what has been separated and nally to give back to
common wealth all the things that have been deducted from it.This new era is only achievable only if our populations, in a renewed sense of fraternity, be-come aware of their belonging in a culture that is rich in diversity and identity, the Caribbeanand Latin America. A potential that is able to open new prospects for an economic democra-cy, to ght against the human inadequacies that plague us.
Indeed, today a historic step has been taken, one that allows us to usher in a new era of di-plomacy in France.The era of a territorial diplomacy that will be the basis for a brand new conception of econom-ic diplomacy. The role of the West Indies therefore takes on a new dimension with real pros-pects for cross-border economic and political exchanges, based on reciprocity, solidarity andpartnership, without cutting corners and without constraints between partnering countries.
We therefore have an obligation to put ourselves forward for these exchanges, openly andwithout complexes.What better candidate than Martinique to dene development strategies with Brazil on is -sues as valuable as energy, local raw materials, research, agriculture or bio pharmacy?And what better candidate than Martinique, to hold talks with St. Vincent and St. Lucia, about
air and sea transport, in a free and intelligent manner?And in the current climate change, what better time for the Caribbean people to come togeth-er and seek common solutions to tackle prevention and assess risks?
What could be more logical than discussing economic taxation, co-investment, regulatory orlegislative common grounds; to tackle technical safety as well as health and safety measureswith Trinidadians or Brazilians; talking about digital technology with Barbados or geothermalenergy with Dominica... bearing in mind the powers of the state, but using the full intellectual
sovereignty of all the initiatives that contribute to the necessary change the current economicmodel.
Martinique at the crossroads of the Caribbean? YES, it seems evident!
It is our duty to develop and succeed in these new prospects.

The Caribbean Tourism Organisation (CTO) curates
Carbibbean partnerships. It targets a sustainabletourism model that benets the local people both
economically and socially. Being a part of thisorganisation would be benecial to out economic
development, as it adopts a new tourism developmentstrategy, hence the importance of highlighting theinvolvement of Martinique in the Caribbean.
The annual conference on the state of the tourismindustry will bring together for the rst time in Martinique
the entire board of leaders and Caribbean tourismdecision makers. The aim being to share experiences andto analyse the market, so that new innovative strategiescan be introduced for the development of Caribbeantourism.

Renewable electricity production has become a goal,and even a shared reality among dierent Caribbean
countries. La Région Martinique has created a platform
to expand and follow up on these ideas, by looking fora way to make energy transition a lever for economicand social development for our people.
The main objective of the conference on the transitionof Caribbean energy is to establish platforms forcollaboration and to highlight the returns and experiencesof each country.
During these two days, the focus will be on discussingdierent policies for the development of renewable
energy, the use of public funds (particularly in Europe), andgovernance tools. Martinique will also be able to presentsome of its current work and projects such as positiveenergy-powered homes, photovoltaic power plants,
energy-producing waste incineration, or even the biomassenergy central, geometry and EMT (OTEC).

“ Agriculture“ tops the answers given by Martinicanswhen it comes to indicating the economic sector of the island that is the most important to them (2013 PADM Survey).In recent years, the development of techniques andprocesses has allowed the agricultural sector tomodernize itself, with areas such as agro-processingand agro-tourism in full bloom.
The agricultural show will oer spaces dedicated to pro-
fessionals to enable them to showcase an accurate repre-
sentation of what is experienced on the ground, but also
promote the vitality and the potential of their sectors.
Conferences, visits to training centers and the discovery
of farms across the country have been scheduled.
One of the objectives of the agricultural show is to bring tofruition the concept of “from the rake to the fork” . This willbe done by allowing people to interact with profession-als in a friendly and fun atmosphere. Intra and inter-pro-fessional meetings (local and international) will also takeplace over the three days.

Journey between the Martinique Pavilion and theInternational Pavilion.Through its two pavilions, The BIAC Martinique demonstrates anenthusiasm that has an impact on both a local/regional and internationallevel. It consists of :On one hand, promoting contemporary art in the Caribbean, with theMartinique Pavilion (Fort de France) where a group exhibition of emergingartists selected by the guest curator Holly Bynoe is being showcased.
And on the other hand, to put itself on the international map and promotemore dialogue. And through this, the International Pavilion (Morne Rouge),curated by Tumelo Mosaka, will welcome thirty artists from the Caribbean,Africa, Asia, Latin America and North America.

Presentation of the “Gilbert Gratiant Literary Award” 6th December,2013. This award is based on certain criteria including the originality of the candidate’s background, or the contribution the candidate has madeto his or her community, and the work must be published between 2011and 2013.

Martinique should pave the way for a project that
would aim to bring together all its children aroundtheir own development. Martinicans from “outside” are
levers of skills and strengths that contribute to makingour island a place of vitality, success and fulllment.
All these links and potential interactions with ourCaribbean neighbours could form relationships withbusiness partners in Europe and internationally.
The main ambition of the diaspora forum is to come
together and meet regularly on Martinican soil, both
members of the Martinican Diaspora and the wider
Antillo-Guyanese Diaspora.
The main objectives of this meeting are as follows: Firstlyto pay tribute to members of the Diaspora for setting apositive example and being successful role models for the
Martinican youth; and then to make these men and wom-en of the “outside” relays for Martinicans who are plan-ning a life outside of the island, be it in the Caribbean orelsewhere; particularly for young students and for thosewishing to export or establish themselves in the countriesin question.

These three regions have pledgedtheir commitment to working together for abetter integration in their respective geographicallocations.
November 14th 2010Solidarity visit to St Lucia by the PresidentsLetchimy and Lurel. This is as part of the RegionalUnion of the West Indies and Guyana’s plans towork together and put resources into place toassist our neighbouring Caribbean countries,following the damages caused by HurricaneTomas.
October 27th 2011The President of the Regional Council, SergeLetchimy, met Stephenson King, the PrimeMinister of Saint Lucia and Chairman of the OECS.During the meeting, the President of La Régionocially asked him to support the application of Martinique to become an associate member.
June 12th 2012Ocial Declaration of the OECS Heads of States in support of the applicationof Martinique to join the OECS as an associate member, during the 55 th Meeting of the High Authority of the OECS Heads of State.
July 11th 2012Letter from the Minister of Foreign Aairs Laurent Fabius, conrmingthe agreement and support of the State for La Région Martinique to joinCARICOM and the Economic Commission for Latin America and theCaribbean (CEPALC), part of the UN.

August 10th 2012Serge Letchimy is the guest of honour of the OECS at the launch of theParliamentary Assembly of the OECS: A decisive step by Martinique towards
its regional integration in the Caribbean and its application to join the OECSas an associate member.During this session, he met the Prime Ministers of the six OECS MemberStates (British Virgin Islands, Antigua and Barbuda, St Kitts and Nevis, StLucia, Dominica, St. Vincent and the Grenadines).

December 12th 2012 La Région Martinique ocially submits its application to become anassociate member of the Association of Caribbean States (AEC). Thismembership is indeed an important step forward in terms of our territorialdiplomacy and will strengthen our links with all countries of the Greater
Caribbean.
December 19th 2012 Signature of the agreement allowing the implementation of a hostingprocess for agents of the regional community of Martinique on diplomaticor French consular missions, in Latin America and the Caribbean islands.
January 11th 2013 President Serge Letchimy attends the inauguration ceremony of theGovernor of Puerto Rico Alejandro Garcia Padilla. It is the beginning of ahistorical process put in place to allow a platform for territorial and regionalcollaboration between Puerto Rico and Martinique.
April 26th 2013Fifth Summit of the Heads of State and Governmentin Haiti: The AEC Heads of State conrm they arein favour of Martinique’s candidacy to become anAssociate Member of the AEC, in the presence of President Serge Letchimy.
