COUNCIL NEWS UPDATE

Clr Andrew Turner appointed President for 4 year term

At the first meeting of the newly elected Council on 18th September 2017, Cr Andrew Turner (Coomalie Rural Ward) was appointed by Councillors as President for the 4 year term.

The Council have by resolution allowed the President a casting vote.

Clr Max Corliss (Adelaide River Ward) was appointed Deputy President for a 4 year term also.

Clr Turner was also President

during the previous term of the

Council.

First Meeting Matters

The first meeting of a new Council is quite a busy meeting with

many decisions required to be made in relation to Statutory

matters from the Local Government Act.

Council was fortunate to have in attendance for the induction of

the Council the Executive Director Local Government, Department

of Housing and Community Development, Ms Lee Williams.

In an informative presentation Ms Williams outlined to the

Councillors responsibilities under the following statutory

requirements.

Code of Conduct for Elected Members

Conflict of Interest requirements

Confidentiality provisions of the Local Government Act.

Council Appointments to Committees, External Organisations

Batchelor Division of the Development Consent Authority –

Clr Turner and Clr Moyle.

(Clr McElwee alternative member)

Local Government Association of NT (LGANT) –

President, (Clr Turner) and Vice President (Clr Corliss)

Council Internal Audit Committee –

Clr Turner and Clr Bulmer.

Coach/Milton Road

Works will

project has attracted

significant Grant

funding as

previously reported.

Telecommunications Case Studies – Coomalie Council area.

Council has noted the continuing problems that the Adelaide River region has faced over a period of time

with mobile phone and data access.

Council is also aware of problems of access and reliability throughout the Council area.

To support a submission to the Commonwealth Government, Council would greatly appreciate residents,

rural and townships taking the time to provide a one page case study of their own problems with mobile

coverage and data access/bandwidth speeds etc. Please see page 11 of the Stop Press for study survey.

Council Ordinary General Meeting

Batchelor Swimming Pool - grant funded upgrades

NT Government Grant funding has recently allowed for the following much needed projects to be undertaken at the Batchelor Swimming Pool.

- New pumps and equipment, sand filters, chlorinators. - Replace damaged sail shades. - Upgrade of Change-rooms/Bathroom facilities.

Review of 2017 Elections by NT Electoral

Commission

Council resolved at its September meeting to direct the CEO to advise the NTEC of the following opinion;

- That any future service agreement for elections in the Coomalie Council must clearly outline the polling booth and date arrangements.

- Council requires a Polling Booth as a minimum to open on official Election Day.

- That due to voter participation rates and some confusion amongst electors with Polling arrangements that Council does not support the imposi-tion of fines for non-voters in relation to the 2017 Elections.

Coomalie Aged Care Network

(Batchelor Primary Health Care Centre Initiative)

Council has continued to work with the Clinic,

interested agencies and community members in

progressing support services for our seniors.

At the previous meeting of the network held on 30th

August 2017 at the Coomalie Council Chambers

Marg Brice, Batchelor Health Clinic presented sum-

maries of survey results to date. This information

will form the background for future funding submis-

sions.

Also present at the meeting were representatives of

NT Government Health Services, Aged Care

Program managers who outlined the types of

Services available from Commonwealth Government

funded programs.

Scrap Steel

The scrap steel collection is significantly, re-ducing landfill and extending the life of our tip, but it doesn't take long to fill a skip bin so the smaller one has now been replaced with a much larger bin, as a trial. A big thanks goes to those who are separating their waste and making use of the disposal bays that are now available.

Gas Bottles

There is a new disposal bay for gas bottles. The scrap metal collector is happy to take them away but has asked for them not to be placed in the scrap steel bin.

Also just a friendly reminder,

please do not leave white goods near the general waste skip bins, it

causes congestion and makes it dangerous for people reversing

vehicles and trailers.

For all white goods, follow the signs along the dirt track heading

towards the green waste.

Blue Light Disco

This month’s Blue Light Disco was a smaller turn out than our first initial Blue Light Disco, we had a total attending of 80 children plus parents. We had an amazing time dancing the night away, the best dancer for the evening received a scooter for all their hard earned dancing kindly donated by the Batchelor Institute.

Thank you to the Local Police, Night Patrol and all volunteers who helped out on the evening, your time effort and dedication to the Blue Light Disco is greatly appreciated.

Next month’s Blue Light Disco will be held on Friday the 13th and the theme will be Halloween, I look forward to seeing everyone all dressed up.

Basketball

This month I will be down at the Batchelor Basketball courts between 3pm – 6pm every Friday in support of the Batchelor Sport and Rec club.

This activity is provided by the Batchelor Sport and Rec club and is a free event.

I welcome any and all children to come along and shoot some hoops.

Seniors Christmas Lunch

I am excited to announce that we will be holding this Seniors Christmas Lunch at the Rum Jungle Tavern on Wednesday the 13th of December.

I will be distributing invitations this month, so please keep an eye out in your post box for my invitation, I look forward to seeing you all there.

January School Holiday Program

I am in process of finalising the January School

Holiday Program. we have some exciting trips

planned such as a trip to Flip Out, where we will

have lunch in the park first (providing it does not

rain) followed by a trip to King Pin where we will

have fun competing with each other followed by a

game of laser tag. A day at Batchelor Outdoor

Education Centre is also planned where we will be

making some damper and learning to crack whips

followed by an afternoon watching a movie, plus

there will be some arts and craft days planned for

both Adelaide River and Batchelor. Overall the

January School Holiday Program will be a fun filled

two weeks.

Dogs in the Coomalie Shire All dogs within the Coomalie Region over 3 months of age must be registered.

You can register your dog at the Coomalie Council Office in Batchelor or Adelaide River or via email.

Dogs must be on a leash at all times in any public area otherwise they will be impounded. Fees apply if your dog has been put in the pound.

Impoundment fees are initially $90.00 for registered dogs and $165.00 for unregistered dogs, then $60.00 per day kept in Pound. Registered dogs are kept for 3 days and unregistered dogs kept for 2 days.

Unregistered dogs must be registered before being released from the pound.

Registration Fees Town Dogs - A limit of 2 dogs per household applies Registered July-June (1 year) $30.00 Registered January—June (6 months) $20.00 Concessions 1/2 price

Rural Dogs - Registration is free and no limits apply

Controlled Pre-Cyclone GREEN WASTE

Clean Up

This year Council is conducting a pre-cyclone clean up in the towns of Batchelor and Adelaide River.

Batchelor Town clean up will take place on the 16th of October

Council is limiting pick up to the equivalent of a 2 metre x 1.5 metre trailer size with a height of 1metre, per house hold. Green waste to be placed on the verge of the road and not obstruct the road way.

The Council reserves the right due to Occupational Health and Safety regulations NOT to pick up items which is deemed by the staff to be unsafe, hazardous or too large for manual handling. Unacceptable items will need to be removed by the resident.

Items acceptable for pick up -

Green waste (palm fronds, branches etc)

Small items which may become a projectile during a cyclone

Items able to be picked up by a single person

PLEASE ENSURE THAT ALL ITEMS ARE PLACED ON THE VERGE THE DAY BEFORE PICK UP

Any items not acceptable for pick up, or put out after collection will need to be removed by the resident

“I grew up in Batchelor and went to primary/ secondary school here. I then had a family of three beautiful children whom all grew up here too. I did not start my nursing career until later in life when my children had grown up. I have worked in the following areas; rehabilitation, burns, surgical and trauma. But my passion was always to return to my home town to work locally in Primary Health care. I feel honoured to be able to assist

the people of Batchelor that I have grown up with and have known most of my life, as well as new comers to the town.

I am currently studying for my second degree as a midwife and completing my post graduate diploma in remote health. I am also working as the Child Health Nurse

here in Batchelor. I am responsible for the care plans for healthy children aged between 0-5 years, this includes ensuring immunisations are completed and on time, as well as

checking the growth and nutritional status of these children and other health related checks.

Tourism Top End is currently looking for Volunteers to assist at the Batchelor Visitor Information Centre.

If you are passionate about the Top End, would like the opportunity to meet new people, and want to share

your enthusiasm about the wonderful things to see and do in and around the Coomalie region, then Tourism

BATCHELOR MUSEUM UPDATE - October 2017

Another busy month for the Museum with visitors continuing to find it absorbing and informative. There was a visit from an American caravan group comprising of 26 people. The company organises tours across the world and found plenty to interest them in Batchelor.

Ethical Adventures continue to bring in diverse groups of people several times a week en-route to Litchfield Park. Whilst our Museum is small it deals with areas of great interest and appeals to both Australian and overseas visitors.

The talk from Ted Egan on Monday September 25 was attended by 28 people. I launched Ted’s Book on Gilruth at the Northern Territory Library three weeks previously, and he asked me to repeat that introduction on the Batchelor evening. The Gilruth prize in Veterinary Science is an esteemed award and my talk provided background as to how the recipients have touched all of our lives. During the ten years Ted spent researching the book he made contact with the family both in Scotland-where Gilruth was born- and also in Australia. Two grandchildren, one spouse, and four great grand daughters came to Darwin especially for the launch and the round of activities which followed in that week. They were delightful people and so pleased that the book was giving the alternative side of the story. On Monday Ted spoke about the history of that period (1912-1917) and went on to acknowledge Speedy, who was in the audience, and the McGinness family. Ted spoke of his memories of Alyngdabu – the sole Kungarakan ancestor and then sang the song he had composed about her when she lived in Darwin.

There is a panel about Alyngdabu at the Museum with an image of her as painted by Robert Ingpen - she is a striking lady.

Ted’s book is available for sale at the Museum.

Also in this last month I was contacted by Raoul who had purchased a book titled “Views of the Northern Territory” published in 1913, from a second hand bookshop in Barwon Heads Victoria. What made this copy unique were some comments written below views of Batchelor Farm-several of the same pictures as we have in the display. I cannot help think that the book may well have be-longed to Allan Hood who was a young man who worked at Batchelor Farm and was different in that he was most enthusiastic about it. We feature a letter he wrote to his home town newspaper about successful crops. Allan came from Sale.

Ted told me he has a copy of this book, and Dr Sam Wells tells me NT library have three copies. It is a Federal Government publication and the introduction would not be socially acceptable today.

Raoul has since donated the book to Batchelor Museum and a scanned copy will be available for perusal late next week. Meantime I have not managed to follow Allan Hood after he left Batchelor through the internet, but will see if Sale has a Historical Society and further information.

MUSEUM

Whilst the Batchelor Museum is primarily an interpretive one, we have been given some wonderful display items. When you visit you will see the name on the ob-ject and the person who has donated it- some of the notices are yet to be done.

Items must be given permanently to the Museum and there is a form which we will have available- the format given to us from the Military Museum in Darwin, please be aware this is a common policy of museums.

Be proud of the Museum – it will showcase the unique town of Batchelor and will be a valuable resource to bring visitors from all over.

The Library has a large range of picture books to delight and entertain young children.

Come and discover your Community Library. We offer a range of items to borrow as well as activities for children.

Open Thursday & Friday 2.30 to 6pm Saturday 9am to 2pm.

The Coomalie Council have recently provided improved internet/data access for Library

patrons. This support now allows us to make full use of the universe of knowledge and

community connections available on line. Our Library was never exactly a quiet place, but

these days there is a whole lot more music, singing, laughing and most importantly, sharing

languages other than English. As we all delve into our interests, and share the amazing things we

find on- line, we are also learning more about each other in the process. This is the most

enjoyable and rewarding part of being a true Community Library.

There is a new No School No Library rule in place for Thursdays and Fridays. This is a simple, fair

and effective method of improving school attendance.

Our recent dress up morning tea was the most fun we have had all year, please see our

Coomalie Council facebook page for photo’s from the morning tea. Everyone is welcome to

attend our weekly Saturday Morning Tea held at 10.30 as usual,.
