reDarMySQUare2StuDent life at the philoSophical faculty During normaliSationthis book, written by three young historians from the faculty of arts of the charles university in prague, carries the name of the institution’s communist-era address “red army Square 2”. it is a study about the university’s history during ‘normalization’ – the last 20 years of the communist regime – analysing the life and work of students and professors in a system where spying and paranoia were common.the book not only gives a description of the organisational and political structures of a particular institution, but also focuses on the conduct of academics and students and their dilemmas. what compromises had intellectuals to make after 1968, to teach at a university? how was personal and scientific integrity possible although the institution was fully loyal to the communist party standards? what did it mean for a
professor to cooperate with the State Security?charles university was founded in 1348 and is the oldest institution for higher education in central europe. in September 1939 the university was subordinated to the german ministry of education in Berlin. after anti-german student riots on 17 november 1939 (now marked as international Students’ Day), it was closed along with all other higher-education institutions and remained shut until the end of the war. after the communist coup in 1948, the new regime started to arrange purges and repress all forms of disagreement with the official ideology, and continued to do so for the next four decades, with the second wave of purges in the beginning of the 1970s.

policy report – TheSTaTeofUniverSiTyPolicyforProgreSSineUroPe“empowering universities through an appropriate regulatory environment and resources is key to innovation and competitiveness,” says prof. ritzen, chair of the
foundation empower european universities (eeu). this study measures and compares the extent to which national governments’ policies foster this contribution across europe. the study stresses the relevance
of policies which are ‘empowering’ for higher education institutions, or in other words provide them with appropriate resources and regulatory environments. the assessment relies on quantitative scores, based on the contribution of policies regarding funding and autonomy to higher education performance in education, research and economic innovation, using non-arbitrary weights and eighteen policy indicators across 32 european countries.

MaPPingMobiliTy2012in Dutch higher eDucationNuffic has produced the annual Mapping Mobility report since 2010. It provides an update of recent developments in student mobility to and from the netherlands and, where possible, offers additional information on other types of internationalisation.
Dor&DTaxincenTiveSleaDTohigherwageSforr&DworkerS?eViDence from the netherlanDSthis paper examines the impact of the Dutch r&D tax incentive scheme on the wages of R&D workers. The authors construct firm specific R&D tax credit rates that vary over time following variations in the Dutch r&D tax incentive program. using instrumental variables they estimate a wage-sharing model with an unbalanced firm-level panel data covering the period 1997-2004.

DUTchSTUDenThoUSingMoniTorthis monitor, developed by students, emphasises the importance importance of having sufficient student housing, by predicting a shortage of 33,000 student accommodation units by 2020, for both local and international students. it consists of a forecasting model (the so-called apollo model) including a total of 29 students cities. this forecast has been translated into quantitative and a qualitative indicators for student housing. for the qualitative statement, a nationwide survey has been conducted in may 2012; 35,000 Students have participated.

reSearcher’SnighTthis event addresses the public at large regardless of age and scientific background. It aims at a positive impact of the researchers' job in daily life of citizens and wants to promote research careers, in particular towards young people and their parents.
the next researchers’ night will take place on September 27, 2013. eligible are legal entities such as
universities, foundations, Smes; a grant will cover costs for up to seven months; budget: €4 million.
MariecUrieinDUSTry-acaDeMiaParTnerShiPSanDPaThwaySthis action seeks to enhance industry-academia cooperation in terms of research training, career development and knowledge sharing, in particular with Smes, and including traditional manufacturing industries. it is based on longer term cooperation programmes with a high potential for increasing mutual understanding of the different cultural settings and skill requirements of both the industrial and academic sectors. participants can be research organisations, universities, or commercial enterprises, the participation of other third countries and of international organisations is possible. the budget is €81 million.
ercconSoliDaTorgranTerc consolidator grants are designed to support researchers at the stage at which they are consolidating their own independent research team or programme. the grants will strengthen independent and excellent new individual research teams that have been recently created. the aim is to fund projects carried out by individual teams which are headed by a single principal investigator. consolidator grants can be up to a maximum of EUR 2 000 000 for a period of 5 years in the following fields: physical sciences and engineering, life sciences and social sciences and humanities. total budget: €523 million.
careerinTegraTiongranTSthese grants are intended to improve the prospects for the permanent integration of international researchers who are offered a stable research post in europe after a mobility period. All areas of scientific and technological research above doctoral level will be considered, the grant is a contribution to research costs over two years. Budget: €40 million.
lifelonglearningPrograMMe2013Besides comenius, erasmus, leonardo da Vinci, grundtvig and jean monnet, the programme offers support to activities for policy co-operation, in the fields of languages, information and communication technologies and dissemination and exploitation of results. the total budget is 1.276 billion euro.
The 2013 call has five priorities: Develop strategies for lifelong learning and mobility, encourage cooperation between the worlds of education,
training and work, support initial and continuous training of teachers, trainers and education and training institutions' managers, promote the acquisition of key competences throughout the education and training system, and promote social inclusion and gender equality in education and training, including the integration of migrants and roma.
