The type and voltage of service that will be supplied depends upon the load, the applicable rate schedule and the type of electric service available in the local area. 4.0 REQUIRED METER EQUIPMENT APPROVALS All metering enclosures shall meet the latest Electric Utility Service Equipment Requirements Committee (EUSERC) Specifications, as adopted by SPPC. 5.0 ELECTRIC METER LOCATIONS 5.1 In order that the most satisfactory meter location may be determined and that adequate space will be provided, SPPC must be consulted in the preliminary planning stage. Installation of additional facilities or future relocations at the customer's expense may be prevented by early consultation with SPPC. 5.2 Meters and metering equipment may be located in a meter room that is provided by the customer. 2.0 PURPOSE

This standard provides information on the construction of metering for customers whoreceive primary voltages ( 2.4kV to 24.9kV ).

3.0 TYPE OF ELECTRICAL SERVICE

Electric service to primary metered customers will be 60 hertz alternating current. Thecustomer shall consult SPPC prior to the purchase of equipment and the installation of wiring. Thetype and voltage of service that will be supplied depends upon the load, the applicable rate scheduleand the type of electric service available in the local area.

4.0 REQUIRED METER EQUIPMENT APPROVALS

5.0 ELECTRIC METER LOCATIONS

5.1 In order that the most satisfactory meter location may be determined and that adequatespace will be provided, SPPC must be consulted in the preliminary planning stage.Installation of additional facilities or future relocations at the customer's expense maybe prevented by early consultation with SPPC.

5.2 Meters and metering equipment may be located in a meter room that is provided bythe customer. Meter rooms must be illuminated and must be provided with a doorway

opening to the outside of the building. The customer will furnish and install, astandard lockbox with doorway key to provide access where it is necessary to keepthe meter room locked (SPPC Standard, GI0004U). Meter room shall meet therequirements of NEC 110-33 and all applicable NESC requirements.

6.0 UNDERGROUND TERMINATIONS

6.1 For each primary metering installation two sets of drawings must be submitted toSPPC, Electric Metering Department, P.O. Box 10100 ( R90EM ), Reno, NV89520. These drawings must detail the interface between SPPC and the customer. Thelead time to obtain the necessary hardware has been up to 12-14 weeks; therefore thedrawings should be submitted in advance of construction by 14 weeks minimum.This will assure that the proper metering equipment is available upon construction.

6.2 Two types of primary metering enclosures are approved: 1) PreassembledHigh Voltage Switchboard Metering and 2) Vault-mounted Metal Enclosures.The vault to mount the enclosure will be provided by the customer. Refer to SPPC'sVolume 5 , section PPM for details. For the switchboard type metering, the potentialtransformer disconnect shall be of the gang-operated type operated by a swinghandle. This enclosure must meet the latest version of the "Electric Utility ServiceEquipment Requirements Committee" (EUSERC) requirements. The meteringcomponents, PTs, CTs, etc. will be furnished by SPPC.

6.3 Wireways in the high voltage switchboard service termination space designed forterminating the utility service shall be clearly identified for such use. Utility terminations aredead front universial bushing wells, and no live front bolted terminations will be accepted.Service termination shall be made in the service termination enclosure or in a speciallydesignated space of the meter panel which has a separate removable andsealable accessplate.

The layout or design of the service termination enclosure, which requires bending theutility service conductors, should provide space to permit a minimum cable bendingradius equal to 10-12 times the overall outside diameter of the cable. The followingtable is a list of conductors found in SPPC distribution system and their associated minimumbending radius:

6.4 Knockouts in cable wireways should be positioned to minimize service cable bending.

6.5 The service termination enclosure, socket enclosure, and test by-pass block sectionshall be sealable and isolated or have barriers provided from other integral enclosuresections which are accessible to the customer in order to effectively prevent theattachment of unauthorized connections to unmetered conductors or terminals.

6.6 The manufacturer's rating label, or other markings used in lieu of a label, shallshow among other things: A) Whether the socket and socket enclosure isdesigned for overhead service entry, underground service entry, or both;B) That the terminating lugs are designed for both aluminum and copper conductors;and C) The wire size range of the termination lugs.

7.0 PRIMARY METERING OF OVERHEAD CUSTOMERS

SPPC will place pole top metering one pole from the point of interface with the customer'slines. That is, SPPC will own and operate the lines including the metering equipmentto the customers pole. The customer will provide a means of disconnecting his facilities fromSPPC's. Each installation will require coordination with SPPC Metering Operations andCustomer Service Engineering to assure each customer is provided safe and economicallyengineered service.
