The 2002 memo Principles for Managing Contaminated Sediment Risks at Hazardous Waste Sitesestablished at 2 tier system of headquarters consultations to encourage national consistency in makingdecisions at Superfund and RCRA Corrective Action sediment sites Tier 1 sites are defined as sites wherethe proposed sediment action will address more than 10000 cubic yards or five acres of contaminatedsediment Consultation for Tier 1 sites involves the submission of the draft Proposed Remedy or draftEECA and a discussion of how the 11 principles were considered to the Regional Coordinator 30 daysprior to the public comment period Tier 2 sites are a subset of the Tier 1 sites that are large complex orcontroversial and are subject to consultation with the Contaminated Sediments Technical AdvisoryGroup throughout the RIFS and remedy selection stages
This Tier 1 Tracking list is an EPA OSRTI product largely developed by the Army Core of Engineers and isintended to be a resource for contaminated sediment RPMs headquarters and regional technical staffand others supporting the remedy decision making process at these sites The list tracks the Tier 1 sitesthat have signed a decision document and documents the remedy selected theestimated and actual costs of the remedy the contaminants of concern and the associatedcontaminated media the Action Levels the Clean-up Levels (CUL) the Remediation Goals (RG) and theSediment Remedial Action Objectives (RAO) For those sites where the remedy has been implementedand a Five-year Review (FYR) has been completed the list also documents whether monitoring wasconducted for the FYR data was presented in the report and the CULs RGs and RAOs were met A keyaspect of this list is that the references for all the data in this spreadsheet are easily located Each cellcontaining data is hyperlinked to a PDF with the page or pages from the relevant public document thatreports the data Each PDF includes the cover page of the report with the information necessary tolocate the complete document and the data included in the spreadsheet is highlighted in the text of thePDF All of the information and documents included in this tracing list are publically availabledocuments
