Inroduction:

High Quality assessment is characterized by principles intented to guide teachers. Teachers are expected to place these principles above their priviledges. As Dwight Eisenhower once said “..people that values its priviledges above it’s principles soon loses both.” This Chapter presents the principles of high quality assessments.

PRINCIPLE 1

Assessment should be based on clearly stated learning targets.

PRINCIPLE 2

Assessment methods should be balanced, appropriate, and relevant to the characteristics or performance being

measured.

PRINCIPLE 3

Assessment instruments should be valid in that it should measure what intends to measure.

PRINCIPLE 4

Assessment results should be reliable.

Ways to Establish Reliability:

1. Test-Retest Method (Measure of Stability)

2. Equivalent-Forms Method (Measure of Equivalence)

3. Internal-Consistency Method (Measure of internal-consistency)

PRINCIPLES 5

Assessment practices should be fair to all students.

Fair Assessment:

1. Students should share the objectives of the teachers.

2. Assessment should be portrayed by teachers as an opportunity for the students to learn.

3. Assessment should be also free from stereo-typing.

4. Assessment should be free from biases.

PRINCIPLES 6

Assessment should lead to positive consequences.

Positive Consequences: On students,

assessment result can serve as a motivational tool.

On teachers, assessment results can serve as a gauge to determine if the formulated objectives are achieved.

On stakeholders, assessment results can

drive improvement of the learning environment.

PRINCIPLE 7

Assessment procedures should be practical and efficient.

Practical and Efficient Assessment Procedure should have:1.Administrability2.Scorability3.Economy4.Ease of Interpretation

PRINCIPLE 8

Assessment practices should be ethical.

Two Guiding Principles in Relation to Ethics in Assessment:1. Do no Harm

2. Avoid Score Pollution
