1 PRIVATE LIFT IRRIGATION POINT GUIDELINES FOR SANCTION AND DISBURSEMENT OF SUBSIDY ON PRIVATE LIFT IRRIGATION POINTS UNDER THE AGRICULTURE POLICY-2013 The Government of Odisha have announced an Agriculture Policy which has come into effect since 1 st April-2013.The said policy provides for payment of subsidy on private lift irrigation points as follows. Type of PLIP Pattern of Assistance i. Shallow tube well 50 % of the project cost subject to a limit of Rs. 20,000/-.In addition, in case of cluster of 10 nos. or more STWs the cost of electrification will be borne by the Government subject to a ceiling of Rs 4.00 lakh per cluster. ii. Dug well 75% of the project cost subject to a limit of Rs.75000/- iii. Bore well 1. 75% of the project cost subject to a limit of Rs.50,000/- (excluding cost of electrification) 2. In addition 75% of Genset /electrification cost subject to a limit of Rs.50000/-(for energisation) (iv) River Lift / Surface Lift Project 1. 75% of the project cost subject to a limit of Rs. 60000/- 2. Community-based / Regd. Bodies to get 90% subsidy provided the minimum coverage is 40 ha. The detailed guidelines for sanction and disbursement of the subsidy are as follows. GUIDELINES FOR SANCTION AND DISBURSEMENT OF SUBSIDY ON PRIVATE

LIFT IRRIGATION POINTS UNDER THE AGRICULTURE POLICY-2013

The Government of Odisha have announced an Agriculture Policy which has come

into effect since 1st April-2013.The said policy provides for payment of subsidy on private

lift irrigation points as follows.

Type of PLIP Pattern of Assistance

i. Shallow tube

well

The detailed guidelines for sanction and disbursement of the subsidy are as

follows.

applicable for STW and BW. The previous guidelines will be followed for Dug well

and River lift till inclusion of the items in the on line folds.

E l i g i b i l i t y :

ii) All farmers irrespective of size of land holding(s) will be entitled for

individual, a body of individuals, registered NGOs, companies encouraging contract

farming in farmers’ land.

ii) This facility will be available only for Lift Irrigation Points utilized for

agricultural purposes. The ayacut may inc lude lands of neighboring

farmers who need not be the subsidy-beneficiary.

2. Terms, Expressions and Defini t ion:

Shallow tube wells will be executed in alluvial areas including inland river

basins. The shallow tube wells will only be of 3”or 4” in diameter. No submersible

pump is allowed in shallow tube well and the shallow tube well having more than

4”diameter will not be considered for subsidy purpose. The entire drilling portion

will be fitted with casing as well as slotted pipes for shallow tube well.

Bore wells will be executed in fractured and fissured hard rock zones. The

confined aquifer zone can also be tapped by the execution of bore well. Slotting in

casing pipe is not allowed for bore well.

Distance and Discharge criterion- i) Minimum distance between two adjacent

shallow tube wells- 200mtr having discharge more than 3 litres per second.

ii) Minimum distance between two adjacent

bore wells- 200mtr having discharge more than 1.75 litres per second.

Failed Bore well – In case of failed bore well, the beneficiary/ executants

concerned will not be eligible for any type of compensation.

Execution in saline GPs-A number of GPs have been communicated as saline.

It is decided that the AAO concerned will not issue permits in the notified saline

GPs as execution of STWs in saline affected areas is bound to create more draft

which may disturb the existing fragile balance between saline and fresh water

zone and will cause irreversible damage initially affecting the drinking water

source.

EXECUTION

A-Distribution of Targets/Role of the Dy. Director of Agriculture:

District wise targets of Shallow tube wells, Bore wells will be uploaded in

the DDA page by the Engineering cell of the Directorate of Agriculture. The DDA

in turn will upload the said targets by distributing those directly amongst the AAO

circles within the district. The DDA may take stock of the achievement and if

necessary, readjust the targets on a monthly basis as per demand in the field.

B- Empanelment of Executants:

Only the executants empanelled for PLIPs like STW/BW/DW/River lift at the

Directorate level for different districts will be eligible for execution. The

selection/empanelling will be done in phases looking to the credential of the

executants having valid EPF, ESIC Registration etc. In case of ESIC not covered in

a particular area, they have to insure the employees/workers with the Workmen

Compensation Act. The empanelled executants will have to register themselves at

http://agrisnetodisha.ori.nic.in.and can take up the work after confirmation of

their registration at the Directorate level. The beneficiary can also personally

take up the execution as a “self case”.

C- Submission of application form

The specimen application form as enclosed in Annexure-I will be open to

the general public and can be downloaded from

http://agrisnetodisha.ori.nic.in . No fee will be charged for filling and

submitting the application form.

• For STW/BW to be executed by any empanelled executant, the applicant will

fill up and submit the application form on-line choosing the name of the executants

from the drop down menu. The print out of the application form after signature will

be received in the AAO office at any working day. The beneficiary will submit the

ID proof, Bank consent letter (for bank finance cases) along with the application

form. After submission of the filled in form on-line by the beneficiary, a unique ID

will be displayed in the executants’ field in which he/she will be asked to upload

the photo of the exact location of the proposed site with the beneficiary. The

location for execution should be well demarcated with brick fencing or fencing with

locally available stones etc. The photograph of the exact location with the

demarcated boundary will be taken with the GPS camera of the executant and

uploaded (ANNEXURE-II).

• For STW/BW to be executed by the beneficiary himself, the beneficiary will

fill up and submit the specimen application form on line. He/she, in turn will submit

the hard copy of the printed application form in the local AAO circle after signing

the same. The application will be received in the office at any working day. The

beneficiary will submit the ID proof, Bank consent letter (for bank finance cases)

along with the application form.

D-Entry of data and Generation of Go-ahead letter/Role of AAO

• For cases to be executed by the Executant

After submission of the application form on-line and uploading of photo by

the executant, the same ID as generated in the executant’s field will be displayed

in the field of the AAO. The concerned AAO will log in through his User ID and

Password within 7 days after receipt of hard copy of the signed in application form

and click the unique ID. The relevant details as entered by the executant along

with the feasibility report (Annexure-III) will be agreed upon by the AAO for

generation of go-ahead letter. The hard copy of the go-ahead letter

(Annexure-IV) will be issued to the executants concerned after signature

of the AAO within 7 days of receipt of the application copy. For non-feasible

cases, the AAO will click the infeasible button in the on-line field with reason.

• For cases to be executed by the beneficiary (Self cases)

The concerned AAO will log in through their respective User ID and

Password within 7 days of the receipt of the signed application form from the

beneficiary and click the displayed ID of the form. Before that, he will also have to

visit the field, upload the photo of the proposed site with the beneficiary concerned

taken with the GPS camera. The relevant details as entered by the beneficiary

along with the feasibility report will be agreed upon by the AAO for generation of

go-ahead letter. The hard copy of the go-ahead letter will be issued to the

beneficiary concerned after signature of the AAO within 7 days of receipt

of hard copy. For non-feasible cases, the beneficiary will be informed by the AAO

within the said stipulated days.

The system generated go-ahead letter for feasible cases will be given to the

beneficiary/ executant by the AAO as per the available circle wise target fixed by

the DDAs of the district for execution purpose. The deadline for completion of

the execution as well as submission of completion report by the

executants/AAO will be two months and three months for self finance and

bank cases respectively from the date of issue of go-ahead letter.

E- Submission of completion format / Inspection of the Project /

Assessment of the cost/Subsidy Sanction

After completion of the project (for cases completed by the executants), the

executant will select the go- ahead letter no (unique ID) of the said case and

submit the completion on-line (Annexure-V) within the stipulated date. For self

cases where the project has been taken up by the beneficiary himself, the

concerned AAO will submit the completion report.

Simultaneously, with the submission of the completion form on line by the

executant /AAO, the particular unique ID as generated for the said case will be

reflected in the online field of the AAE for inspection purpose. AAE will check the

site as per GPS data mentioned in the go-ahead letter displayed in his field and will

submit the bills etc. in the standard format on line( within 15 days of submission of

completion format. He will also have to take his/her photo and the executed well

with the beneficiary (for self cases) and the executant with the beneficiary (for

cases taken up by executants) in the GPS camera and upload the same. For the

cases where either the GPS location will not tally with that reflected in the go-

ahead, or the project will not be a successful one, the AAE will inform in writing to

the AAO/executant for compliance.

In the online bill format, the AAE will have to enter the actual data as per his

measurement and as per the purchase invoice of the supplier (having valid

TIN/SRIN number) submitted by the beneficiary /executant and the system will

take care of the billing details which would be the less between the actual and the

permissible limit for the purpose of subsidy. The eligible items and the maximum

rate admissible for assessment of the cost will be decided from time to time. The

executant /beneficiary will purchase the material from any of the authorised

dealer/distributor with valid invoice/bill etc.

The AAE will submit the system generated Subsidy Recommendation Certificate

(Annexure-VI) on line. He will also forward the hard copy of the feasibility study

(as submitted by the AAO on line), go-ahead letter, SRC, work done estimate,

declaration by the project executor/beneficiary and required undertaking from the

beneficiary after due signature from all concerned directly to APICOL. The said

records will also be submitted to the DAO office to be kept in safe custody for future

reference. The sample format of declaration by the project executor/ beneficiary (for

post operational maintenance) and the Undertaking from the beneficiary is at

Annexure-VII and Annexure-VIII respectively.

F-Release of Subsidy

The subsidy meant for the purpose will be available at APICOL, who in turn will

authorise a bank to release subsidy. The Bank will check the submitted hard copies by the

dealer with that of the on-line data and after satisfying itself the authenticity of all the

details, it will transfer the subsidy amount through RTGS directly to the respective Bank

account of the executants/farmer. In case of a loan linked scheme, disbursement would be

made to the financing institution directly on account of the borrower. The account transfer

would be done within a specified time not exceeding 10 days.

N.B: Director of Agriculture , as the nodal agency for successful implementation

of the scheme may revise the format and guide line with inclusion/modification/deletion

through executive order looking to the changing circumstances.

Format of Undertaking by the Beneficiary

----shall transfer the pump set meant for lift irrigation purpose in any manner within five

years of release of subsidy in my favour by the APICOL, Odisha. In case, of violation of

the above clause, I shall refund the entire subsidy amount to the Govt. within 15 days of

notice thereof failing which the same may be recovered from me as an arrear of land

revenue.
