Meeting of the Eastern Regional Committee (ERC), National Council for Teacher

Education (NCTE) was convened on 13th - 14

th February, 2014 at Conference Hall, ERC, NCTE,

15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below

were present at the time of the 169th ERC Meeting.

At the outset, the Regional Director welcomed all the members of Committee and apprised them about

the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the

permission of Chairperson, Shri Chandrapida Neelap (Convener) presented the Agenda before the

Committee for its due consideration and appropriate decision.

matter in detail and observed as under:

1. First inspection was conducted on 09.12.2013.

2. Second inspection was conducted on 01.02.2014.

3. As seen from the CD, the previous inspected building and present inspected building are found to be

totally different.

4. It appears that the institution has not own building.

In view of the above, the committee decided as under:

Show Cause notice be issued to the institution as to why the recognition to the institution be not refused on the

above points. The Committee therefore, provides an opportunity under section 14(3)(b) of the NCTE Act

1993 to the institution to submit its reply within 30 days from the issue of the letter before the Committee

takes final decision.

cause notice issued after VT, the Committee discussed the matter in detail and observed as under:

(1) As per VT report :

(i) the building is under construction.

(ii) Infrastructure facilities are not available.

(iii) All labs are not available.

(iv) Library resources are not available.

(2) Show cause notice for providing an opportunity was issued on 01.01.2014.

(3) As the building is under construction as well as instructional and infrastructures facilities are not

available in the institution. Hence, the committee is not satisfied with the reply of the institution.

In view of the above, the committee decided to refuse the application of the institution for the applied course

B.Ed course under section 14(3)(b) of NCTE Act 1993.

time of submission of application. Now, the trust in its representation dated 04.01.2014 is allotting

only 93 dec of land to the proposed teacher education institution.

4. The institution is required to submit Register land document/Registered agreement for allotting the

land of 93 decimal in the name of the proposed institution.

copy of the CLU issued from Land Revenue Department.

3. VT not conducted.

4. The committee accepted the request of the institution and allowed 30 days more time.

5. The cutoff date for grant of recognition for the session 2014-2015 is 3rd

March 2014.

The institutions are personally responsible, if loose the session from 2014-2015 due to non

submission/late submission of replies.


Last opportunity is given to the institution to submit the compliance within 30 days from the publication of

minutes on the website, otherwise process for refusal of application will be initiated as per NCTE norms.

Regulations and guidelines issued by NCTE Hqrs. VTR, the Committee discussed the matter in detail and decided

as under:

NCTE Hqrs. vide letter No.A78554 Dt. 3.12.2013 given relaxation to the DIET/DRC/STS of Odisha as

one time major with following direction.

“The procedure for processing the request of the Government of Odisha would be initiated; the formal

letter of approval would however, be issued subject to the following to conditions:


(ii) There is an adequate budgetary allocation in the budget of the State Government for the

year 2014-15, for provision of requisite infrastructure as per the norms and standards of

NCTE.



Commissioner-cum-Secretary, Department of School and Mass Education, Govt of Odisha vide letter

dated 01.01.2014 was requested to comply the requirement as stated in above paragraph.


ERC meeting VT has been constituted and inspection has been

conducted on 08.02.2014.

The VT report and other document has put up before the Committee & the Committee decided as

under:

The deficiency pointed out by the VT member be communicated to institution, Govt. of Odisha, NCTE Hqrs and

MHRD Govt. of India to fulfill all the requirement as per NCTE Norms by December 2014
