O R D E R :
In pursuance of the rule 31 of the GHMC (Constitution, Conduct of Meetings,
Powers & Functions of Ward Committees and Area Sabhas) Rules, 2010 issued by
the Govt. vide G.O.Ms. No. 57 MA & UD (UBS) Dept., dated. 10.02.2010, all the
(150) Wards of GHMC are hereby divided into Areas as proposed by the Deputy
Commissioners based on the population of the Wards concerned, as detailed below.
The Number & Name(s) of the Area(s) and Polling Stations relating to Municipal

Conducting elections, transferring control over ward-level functionaries and earmarking of 20% funds for ward development works were some of the key activities undertaken.

6. Kindly detail the process followed to achieve the intended outcomes a. Inception (Please detail the beginning of the project, the need, initial milestones etc. in not more than 50 words) There is a need to empower citizens to control and monitor provision of local services. The project started with the notification for election of WCs/ASs in Feb 2010. The key milestones were establishment of the WCs/ASs, training them to perform their functions and handholding them for two years.
b. Processes involved (Please detail the processes involved, challenges faced during the course of the project in not more than 100 words)
In response to the election notification, 4,627 applications (men – 3345; women – 1282) were received for 1476 vacancies (men – 729; women -747). The election of WCs/ASs was opposed by the ward corporators. The Floor Leader of the opposition party filed a case in the Andhra Pradesh High Court to stay the process as the constitution of the ward committees would adversely affect the natural privileges of corporators. The High Court decreed in favour of continuing the election process as the WCs/ASs would increase accountability and bring administration closer to the people.

Please do not exceed 50 words) There was really no additional financial expenditure which was not available in that budget year. The budget provision for WCs was made by earmarking 20% from the budget of Hyderabad City.
e. Human Resources involved (Please provide details of the persons involved in this initiative. Please do not exceed 50 words) All the officers and the corporators participated in the process. The prime motivator was Dr. Sameer Sharma, who has a Master’s in Community Planning and a doctorate in metropolitan development from the US and Mr. Somaraju, Secretary to the Municipal Council. f. What have been the benefits of the project post implementation? How have you been able to assess and measure the impact? (Please provide details of benefits accrued to the citizens and quantitative details of the impact where applicable. Please do not exceed 250 words) The main positive outcome was the establishment of the WCs and ASs. After establishment of ward committees 595 WC meetings were held; 5820 resolutions passed and 1280 resolutions implemented. Additionally, 1674 AS meetings were also held. Giving oversight on daily activities, valued by people, helped to improve service delivery. This was evident from the reduction in number of adverse press reports. Ward Committees promoted dialogue and communication by creating a public realm that encouraged individuals, groups, and interest groups to engage in free and open communication. Further, the GHMC decided to prepare the Ward Development Plans (WDPs) for comprehensive and integrated development of the ward. Researchers from IIHS evaluated the performance of the WCs/ASs. Their findings show that the budget utilization was aligned to ward needs and priorities in most of the wards and confirmed that greater than 75% of the funds allocated to the WCs was utilized. Nearly, 70% of the total WC respondents stated that people approached them directly with ward problems during their visits to wards.

A novel provision that resolutions will fail if opposed by more than 20% of members of the WC ensured that ‘voice’ of the silent is included in decision making.
7. What is the current and future impact envisaged from the Project? (Kindly include specifics on the no. of citizens impacted, no. of

The WC includes various interest groups - ratepayers association, resident welfare associations, slum level federations, self-help groups, registered associations, mahila mandalis, trade unions, chambers of commerce, medical councils, registered voluntary associations, NGO, and prominent citizens. As per IIHS Survey, 55% of the respondents belonged to registered associations, mahila mandalis, trade unions, chambers of commerce and medical councils. This ensured that all sections of society were included in the decision making process of the WCs/ASs. People are interested in microgovernance institutions. The fact brought out in the IIHS study is that almost 44% of the total WC respondents spend nearly 1-9 hours every week on work related to their WC; another 23% spend 10-19 hours and 15% spend 20-29 hours.
8. How is the project expected to improve one or more aspects of public service delivery, transparency, accountability, citizen
participation? (Please do not exceed 150 words).
The financial allocation to each corporator for local development was INR 1 crore. 20% of the allocation was reserved as budget for the WC and another 20% to be utilized for maintenance activities in the ward. The IIHS survey found that nearly one-third of the WC respondents knew about the fact that their budget was INR 20 lakhs and confirmed that greater than 75% was utilized. Almost two-thirds of the total WC respondents stated that the budget utilization was aligned to ward needs and priorities. The IIHS study also found that nearly 86% of the total WC respondents have stated that meeting minutes were being recorded. Almost four-fifths of the WC respondents had read the minutes of the last meeting and nearly 85% had discussed minutes of earlier meetings. This indicates increased awareness amongst the members that will lead to a greater sense of responsibility and hence better service delivery. Citizen participation also improved significantly with almost 62% respondents confirming that citizens were present in the WC meetings and 75% of the WC respondents communicated resolutions to the public by word of mouth. Nearly, 70% of the total WC respondents stated that people approached them directly with ward problems during their visits to wards. Overall, this led to enhanced transparency and accountability.

The Hyderabad experiment is replicable. The Constitution backs the initiative and the critical gap addressed was to make the laws and rules operational. The Hyderabad model is an example for all urban bodies in India after appropriate contextualization.

Ward Committees and Area Sabhas have come to stay because the legal backing and the operational provisions are in position. All rules have been made operational. Citizens and ward committee members have become partners in microgovernance and oversight opportunities given to citizens and civil society organizations is expected to make them champion the initiative.

ENABLER
Applicants shall be individuals or institutions that have contributed to the drafting, notification or legislation of laws, policies, institutional mechanisms or other elements of an enabling ecosystem that has tangibly fostered urban decentralisation. Possible awardees could include civil servants handling relevant portfolios (urban, finance etc.), senior policy makers, MPs/MLAs etc.
IMPLEMENTER
Applicants shall be individuals or institutions who have directly implemented or caused to be implemented laws or policies or schemes or other practices that have furthered urban decentralisation. Possible awardees could include Municipal Commissioners/ equivalents, Mayor/Councillors, Civil Society Organisations etc.

The Award consists of a Trophy and a Citation. One Award will be handed out in the Enabler category whereas the Implementer category will have four Awards – one for each of the four categories in which all the States / UTs have been classified based on their population and percentage of areas falling in the urban category(Please refer to website for further details).

• Who is Eligible?
Any individual citizen of India who has attained a minimum age of eighteen years shall be eligible to apply OR any institution that is registered under applicable laws in India, EXCEPT a political party or its affiliates, shall be eligible to apply. Nominations can be accepted in combinations i.e. a single application from one or more individuals or institutions, but not exceeding three nominees in total, per application.

General Guidelines (procedure to conduct ward committee meetings, agenda items and official participation)
These guidelines are an explanation on the rules issued in G.O.Ms.No. 57, MA
dated: 10-2-2010.
1. A Ward Committee consists of the following members. a) The member of the Corporation
representing the Ward … Chairperson
b) Civil Society representatives nominated by the Corporation … Members
c) The Area Sabha representatives … Members (when nominated)
2. The Ward Committee shall meet in the notified Ward Committee office for
transacting the business, atleast once two months, but preferably every month and also at other times as often as a meeting is called by the Chairperson. The meetings are open to public and quorum is 50%.
3. Below, are the dates of the Ward Committee meetings which are to be conducted,
preferably every month on a Saturday.

5. Within three days of the date of meeting, a copy of the minutes of the proceedings
shall be forwarded by the secretary of the Ward Committee to the Zonal
Commissioner.
6. The ward committee is competent to undertake inspection in respect of the functions
entrusted to it and forward the observations made during the inspection to the ward
and circle-level officers for necessary action. The ward level officers shall furnish
Action Taken Reports (ATRs) on observations to the Ward Committee within 15 days.
In case of non submission of ATRs, the ward committee will have an option to hold a
meeting with the Deputy Commissioners and other circle level officers. Such meeting
minutes will be monitored by the ZC and finally resolved.
7. After formation of Area Sabhas, the minutes of the Meeting of Area Sabha, should be
forwarded by the Area Sabha Representative (or) secretary to the Ward Committee ,
for taking action in the matter, upon which the same has to be placed before the
Ward Committee to make decision.
8. The Area Sabha will generate proposals for all capital and maintenance works and
determine the priority of developmental works to be taken up and forward the
proposals to the Ward Committee. During the interim period when the Area Sabhas
are under establishment, the Ward Committees will generate proposals for capital
and maintenance works and determine the priority of the works to be done. The list
of such works, along with a copy of minutes of the Ward Committee Meeting, will be
sent to the Zonal Commissioner, who will give due regard to the list at sanctioning
time. After giving administrative sanction the works will be executed according to
rules by the Zonal Commissioner. In case of complaints about work quality, the Dy.
Commissioner will direct the Executive Engineer to rectify the work, within seven
days and submit an ATR to the next ward committee meeting. After rectification the
Quality Control wing will also inspect and give a report to the Chief Engineer and
Zonal Commissioner.
9. The Additional Commissioner (Finance) shall release the required amount to take up
the above works, including 20% of the amount earmarked in the annual budget, for
maintenance working, quarterly to the Zonal Commissioners.
10. Agenda Items to be discussed in the Ward Committees
a) Attendance
b) Review of action taken by the ward level officers on the observations made by
the Ward Committee on sanitation, drainage, public works, water supply, working
of street lights, minor road repairs, market maintenance, parks & play ground
maintenance, functioning of dispensaries, maternity centres of GHMC, disaster
response, water supply, electrical supply and tree-plantation.
c) Discussions on the resolutions of the Area Sabhas and to take necessary action.
d) Review of Collection of taxes and non-taxes in the Ward
e) Preparation of list of beneficiaries for beneficiary oriented schemes, pensions
and subsidies, on the list submitted by the Area Sabha
f) Preparation of Annual Ward Development Plan (instructions will be issued separately).
g) Mapping of the Ward Infrastructure Index. (instructions will be issued
separately).
h) Preparation of inventory of municipal assets. (instructions will be issued separately).
i) Supervision of the works shown under Rule-25 (1) of the rules and inspection on
functions entrusted to the Ward Committee and sending the observations made during the inspection to the ward level officers to submit ATR within timeline.
j) Any other issue with the permission of the Chair
11. Agenda Items to be discussed in the Area Sabha Meetings
a) Attendance.
b) Placing of the decisions taken by the Ward Committee in respect of the Area concerned for information of the Area Sabha.
c) Identification of both capital and maintenance works and determination of the priority of the works to be taken up in the area and forwarding of the same to the Ward Committee.
d) Identification of most eligible persons for beneficiary oriented schemes as per
guidelines of the Government and preparation of list of beneficiaries in the order of priority and forwarding the same to the Ward Committee.
e) Verification of the eligibility of the persons who are already getting various
kinds of welfare assistance from the Government such as pensions and other subsidy schemes and submit a report to the Ward Committee.
f) Identification of deficiencies in water supply, sanitation and street lighting and
to suggest remedial measures to the Ward Committee.
g) Suggestions regarding location of street lights, public taps, public toilets to the Ward Committee.
h) Conduct awareness campaign in the respective area on the importance of
cleanliness, improvement of the environment and prevention of pollution.
i) Any other issue.
12. The dates of Area Sabha Meetings which are to be conducted atleast once in three
months, preferably every month, are given below

13. All issues and questions before the ward committee will be decided by majority of
votes and dissent votes recorded. If more than 20% express dissent, the secretary will
submit a report to the Zonal Commissioner who will communicate a final decision to the
secretary of the Ward Committee. The majority will be decided using slips with an option to
tick yes / no. The ward secretary, will count and announce the outcome during the ward
committee meetings. According to rules, no resolution of the ward committee shall be
modified or cancelled within three months of passing except at a specially convened meeting
and supported by not less than half the members then on the Ward Committee.

GREATER HYDERABAD MUNICIPAL CORPORATION STANDING ORDERS OF THE COMMISSIONER, GHMC FOR MAINTAINENCE
OF MPL. COMPLEXES AS PER THE SECTION 593 [1] [C] OF HMC ACT 1955.
The Greater Hyderabad Municipal Corporation has constructed (18) numbers
of Municipal Commercial Complexes in the twin cities of Hyderabad and
Secunderabad including Greater Hyderabad Area. The complexes consist of (697)
units of shops having its total plinth area of 3,21,196 square feet. The complexes
were constructed long back and the shops were allotted to the individuals on lease
basis by way of tender process on monthly rent for running their business in the
shops and also allotted office accommodation in some of the shops to the Private
and Government Sector. The details of the following Municipal Commercial
Complexes are as under:

The Standing Committee, GHMC, Vide Resolution No.176 Dt.17.07.2010, and
resolution No.298 Dt.06.10.2010, has accorded approval for enhance of lease rent in
respect of Mpl. Complexes [Except Kothi Mpl. Building]. During the Standing
Committee Meeting the Hon’ble Members have raised certain issues regarding
sustainable maintenance of Markets & Complexes. The H.W. Mayor, GHMC and
standing committee members visited some municipal markets and complexes as
well.
Accordingly, standing orders for maintenance of Mpl. Markets & Complexes
are issued, as per the Section 593[1] [C] of HMC Act 1955.
OBJECTIVE
Comfort, convenience and safety of Complexes, Compatibility with the environment, and Optimizations of resources.
OPERATION & MANAGEMENT
The day to day administration of Municipal Complex will be looked after by a Managing Committee consisting of authorized and legal lessees of the Mpl. Complex.
The lessees of the Complexes will elect one lessee as the Executive Chairman for the management committee for a period of one year. No lessee can be a Executive Chairman for more than two terms.
The Management Committee will consist of five elected members for a year and no member can be a member for more than their terms of one year each

with the gap of one year in – between. The area Corporator, the Area Sabha Members will be Ex – Officio Members.
The Market Inspector concerned, will be the Administrator of the Complex and a member in the management committee.
This committee will monitor all day–to-day services such as sanitation, maintenance of public facilities, parking, security and hygienic.
All capital works will be sanctioned by the Zonal Commissioners only.The Area
Sabha representatives in consultation with the management committee of the Mpl. Complex will identify the deficiencies in the civic amenities in the Mpl. Complex and suggest the remedial measures to the ward committee.[ as per the Rule No.36 under Functions and Rights of AREA SABHAS as per the G.O.Ms. No.57 MA & UD (UBS) Dept., Dt.10.02.2010].The ward committee will determine the priority of works and the list of such works along with a copy of minutes of ward committee meeting will be sent to the Dy. Commissioner, GHMC.
The Operation of the Mpl. Complex will vest with the administrator for the Complex, and he will work under the direct control of the valuation officer.
The management committee shall furnish information regarding the activities in Mpl. Complex and give feed back during the ward committee meetings [as per the Rule No.36 under Functions and Rights of AREA SABHAS as per the G.O.Ms. No.57 MA & UD (UBS) Dept., Dt.10.02.2010].
APPEAL
Any appeal to the decision of the Dy. Commissioner, will be with the Zonal
Commissioner, GHMC concerned.
REVISION
The Commissioner, GHMC may revise any decision of the proposals of the
maintenance works, as he deems fit.
FUNCTIONS OF GHMC WINGS OPERATIONS The Management committee will be responsible for the day to day operation of
services in the complexes. At the beginning of the year, the list of services required will be determined and the cost estimated. The services cost for security, sanitation, garbage removal, common services etc., will be apportioned

on all the lessees and collected by the administrator, as service charge in addition to the rent.
SANITATION
This includes the sanitation in and around the premises of the complex and approach to the complex.
This sanitation work of the complex shall be monitored and looked after by
the AMOH of the circle concerned. The AMOH concerned shall depute Sanitary Jawan/ Sanitary Supervisors
as per the requirement in the complex.
Sanitation includes to provide hygienic conditions, maintain cleanliness, eradication of potential health hazards, breading of insects and mosquitoes, foul smelling.
For small complex (2) workers in morning shift from 6.00 to 2.00 and (2)
workers in second shift from 2.00 pm to 10.00 pm shall be deployed.
For big complex (3) workers in morning shift from 6.00 to 2.00 and (3) workers in second shift from 2.00 pm to 10.00 pm shall be deployed.
Entire cost of the man power has to be borne by the Management
Committee. Concerned AMOH will facilitate providing manpower.
SECURITY
This shall be monitored and executed by Executive Engineer of Circle concerned.
Security includes to protect the Property of the GHMC, to avoid night
shelters and not to allow anti social elements in the business off hours. Night security shall also be provided in additionally, if required after duly
discussing in the area sabha.
To restrict to enter other than allottees for Trading with in the premises.
Trained personnel only should be posted for the security purpose.
The expenditure for providing the security shall be borne by the Management Committee.

COMMON UTILITIES
Providing Dinking Water, & Normal Water, Common Electrical facilities, any other proposed by the Area Sabha.
This Utilities shall be monitored by Executive Engineer of circle concerned.
The expenditure for the common utilities shall be borne by the
Management Committee. PREVENTION OF ENCROACHMENT
Administrator and Revenue Inspectors shall inspect all the complexes
regularly and intimate the same to the Dy. Commissioners, GHMC concerned and remove encroachments with the help of ACP concerned.
PARKING REGULATION
To see the Vehicles to park in the space available for parking in the
Complex. If the space is not available with in the complex the parking should be
done in the authorized Parking lots only. This should be monitored by the Authority monitoring the Lease
regulations of Parking lots.
FIRE SAFETY MEASURES
To provide minimum fire fighting installations by the Executive Engineer of the circle concerned.
This should monitored by the A.D. Fire Services of the Zone, GHMC,
concerned.
BUILDING REPAIRS
This Works shall be executed and monitored by the Executive Engineer of circle concerned.
The Works includes Civil, Electrical Works, Numbering of Shops, Signage,
any other works proposed by the Management Committee. Any alternations and modifications with in the shops shall be monitored,
shall be permitted only by the Commissioner, GHMC. The Executive Engineer concerned check and monitor periodically the
stability of the complex building and take all the precautionary measures.

The Executive Engineer [Electrical] concerned shall monitor and execute
all the electrical works within the complex. REGULATION OF LEASE
Regulation of lease of each shop shall be monitored and executed by
Estate Office, GHMC till the decentralization of Complexes.
Dy. Commissioner/Revenue Inspectors concerned shall inspect Complexes regularly and initiate actions against defaulters.
All allotment details shall be furnished to the Engineering Wing concerned.
COLLECTION OF RENTS
Administrator shall collect rent regularly and to remit the amount into
GHMC treasury. Monthly collections shall be monitored by the Dy. Commissioner, GHMC,
concerned and send details to the Estate Section.

STANDING ORDERS OF THE COMMISSIONER, GHMC, FOR MAINTAINENCE OF MPL. MARKETS AS PER THE SECTION 593 [1] [C] OF HMC ACT 1955.
The Greater Hyderabad Municipal Corporation has constructed (25) numbers
of Municipal Markets in the twin cities of Hyderabad and Secunderabad including
Greater Hyderabad Area. The Markets consist of (2277) units of shops and floors
having its total plinth area of 2,39,020 square feet. The Markets were constructed
long back and the shops were allotted to the individuals on lease basis by way of
tender process on monthly rent for running their business in the shops. The details
of the following Municipal Markets are as under:

The Standing Committee, GHMC, Vide Resolution No.176 Dt.17.07.2010, and
resolution No.298 Dt.06.10.2010, has accorded approval for enhance of lease rent in
respect of Mpl. Markets [Except Nine Markets]. During the Standing Committee
Meeting the Hon’ble Members have raised certain issues regarding substainable
maintenance of Markets. The H.W. Mayor, GHMC and standing committee members
visited some municipal markets as well.
Accordingly, standing orders for maintenance of Mpl. Markets are issued, as
per the Section 593[1] [C] of HMC Act 1955.
OBJECTIVE
Comfort, convenience and safety of Markets,
Compatibility with the environment, and
Optimizations of resources.
OPERATION & MANAGEMENT
The day to day administration of Municipal Markets will be looked after by a Managing Committee consisting of authorized and legal lessees of the Mpl. Markets.
The lessees of the markets will elect one lessee as an Executive Chairman for
the management committee for a period of one year. No lessee can be a Executive Chairman for more than two terms.

The Management Committee will consist of five elected members for a year and no member can be a member for more than their terms of one year each with the gap of one year in between. The area Corporator, the Area Sabha Members will be Ex- Officio Members.
The Market Inspector concerned, will be the Administrator of the market and a member in the Management Committee.
This committee will monitor all day-to-day services such as sanitation, maintenance of public facilities, parking, security and, hygienic.
All capital works wil be sanctioned by the Zonal Commissioners only. The Area Sabha representatives in consultation with the management committee of the Mpl. Markets will identify the deficiencies in the civic amenities in the Mpl. Market and suggest the remedial measures to the ward committee.[ as per the Rule No.36 under Functions and Rights of AREA SABHAS as per the G.O. Ms. No.57 MA & UD (UBS) Dept., Dt.10.02.2010].The ward committee will determine the priority of works and the list of such works along with a copy of minutes of ward committee meeting will be sent to the Dy. Commissioner, GHMC.
The Operation of the Mpl. Market will vest with administrator for the market, and he will work under the direct control of valuation officer.
The management committee shall furnish information regarding the activities
in Mpl. Market and give feed back during the ward committee meetings .[ as per the Rule No.36 under Functions and Rights of AREA SABHAS as per the G.O. Ms. No.57 MA & UD (UBS) Dept., Dt.10.02.2010].
APPEAL
Any appeal to the decision of the Dy. Commissioner, will be with the Zonal Commissioner, GHMC concerned.
REVISION
The Commissioner, GHMC may revise any decision of the proposals of the
maintenance works, as he deems fit. FUNCTIONS OF GHMC WINGS. OPERATIONS
The Management committee will be responsible for the day to day operation of services in the markets. At the beginning of the year, the list of services required will be determined and the cost estimated. The services cost for security, sanitation, garbage removal, common services etc., will be

apportioned on all the lessees and collected by the administrator, as a service charge in addition to the rent.
SANITATION
This includes the sanitation with in and around the premises of the market
and approach to the markets.
This sanitation work of the Market shall be monitored and looked after by the AMOH of the circle concerned.
The AMOH concerned shall depute Sanitary Jawan/ Sanitary Supervisors
as per the requirement in the complex. Sanitation includes to provide hygienic conditions, maintain cleanliness,
eradication of potential health hazards, breading of insects and mosquitoes, foul smelling.
For small markets (2) workers in morning shift from 6.00 to 2.00 and (2) workers in second shift from 2.00 pm to 10.00 pm shall be deployed.
For big markets (3) workers in morning shift from 6.00 to 2.00 and (3)
workers in second shift from 2.00 pm to 10.00 pm shall be deployed.
Entire cost of the man power has to be borne by the Management Committee.
Concerned AMOH will facilitate providing manpower
SECURITY
This shall be monitored and executed by Executive Engineer of Circle concerned.
Security includes to protect the Property of the GHMC, to avoid night shelters and not to allow anti social elements in the business off hours.
Night security shall also be provided in additionally, if required after duly
discussing in the area sabha.
To restrict to enter other than allottees for trading with in the premises.
Trained personnel only should be posted for the security purpose.
The expenditure for providing the security shall be borne by the Management Committee.

COMMON UTILITIES
Providing Drinking Water, & Normal Water, Common Electrical facilities, any other required by Executive Engineer concerned.
The common electrical utilities and short circuited problems shall be
monitored by A.E. [Electrical] of circle concerned.
The expenditure for the common utilities shall be borne by the Management Committee.
PREVENTION OF ENCROACHMENT
Administrator and Revenue Inspectors shall inspect all the Markets
regularly and intimate the same to the Dy. Commissioners concerned and remove encroachments with the help of ACP concerned.
PARKING REGULATION
To see the Vehicles to park in the space available for parking in the Market.
If the space is not available with in the market the parking should be done in the authorized Parking lots only.
This should be monitored by the Authority monitoring the Lease regulations of Parking lots.
FIRE SAFETY MEASURES
To provide minimum fire fighting installations by the Executive Engineer of the circle concerned.
This shall be monitored by the A.D. Fire Services of the Zone, GHMC, concerned.
BUILDING REPAIRS
This Works shall be executed and monitored by the Executive Engineer of circle concerned.
The Works includes Civil, Electrical Works, Numbering of Shops, Signage, any other works proposed by the Management Committee.
Any alternations and modifications with in the shops shall be monitored, shall be permitted only by Commissioner, GHMC.
The Executive Engineer concerned check and monitor periodically the stability of the market building and take all the precautionary measures.

The Executive Engineer [Electrical] concerned shall monitor and execute all the electrical works within the markets.
REGULATION OF LEASE
Regulation of lease of each shop shall be monitored and executed by Dy.
Commissioner, GHMC concerned.
Dy. Commissioner/ Revenue Inspectors concerned shall inspect Markets regularly and initiate actions against defaulters.
All allotment details shall be furnished to the Engineering Wing concerned.
COLLECTION OF RENTS
Administrator shall collect rent regularly and to remit the amount into GHMC treasury.
Monthly collections shall be monitored by the Dy. Commissioner, GHMC,
concerned and send details to the Estate Section.

The Greater Hyderabad Municipal Corporation runs a variety of sporting activities year round for the citizens of the city for all age groups in different sports and games in our GHMC Sports Complexes which are set up to provide the player with fun and safe environment where all players are able to enjoy the game.
The GHMC has well planned and spacious sports facilities,
constant training of techniques of games are some of the essential requirements for today’s young sportsmen to make a mark in tomorrow’s sports world. The GHMC has fully associated itself with the dreams of sportsmen and has dedicated itself to the task of sports promotion. Efforts are being made with the available talent and those sportsmen will be nourished and actively supported by GHMC Sports Department.
GHMC is maintaining (7) Sports Complexes for sportsmen of all
age groups who can avail the facilities provided by us in different sports and games like, Indoor swimming Pools, Gymnasium centers, Indoor sports like, table tennis, badminton, sepak takraw, volleyball and in the outdoor stadium, games like football, Volleyball, Roller skating rinks etc,.

In order to have better rapport with the Sportsmen, Parents and
Visitors certain guidelines have been formulated providing better service to the citizens. These guidelines will apply to large parks also.
GUIDELINES FOR GHMC SPORTS COMPLEXES
(1) ADMINISTRATION:
(a) The day to day Administration will be looked after by a Managing committee consisting of Sports Complex users.

(b) The Committee for all Sports complexes with H.W.Mayor as Chairman and concerned Corporator as Vice-Chairman will be constituted and Managing Committee with a Executive Chairperson will be elected for a three months term from users who attend the sports complex for atleast (200) days in a year. [Standing Committee Resolution no: 284, dt. 29-9-2010].
(c) No person can be Executive Chairperson for more than two quarters in a term in a year and not more than six quarters in total.
(d) The committee will consist of 5 elected members for a year and no member can be recommended for another year. The Ward Corporator and Area Sabha Members will be ex- officio members.
(e) The Managing Committee will approve satisfactory performance of all workers to give their salary.
(f) The Managing Committee will scrutinize and send comments and accounts to Zonal Commissioner monthly.
(g) The Managing Committee will propose new development and continuation of existing activities to the Zonal Commissioner monthly.
(h) The Managing Committee will suggest changes in Members etc., to the Zonal Commissioner.
(i) The Area Sabha representatives in consultation with the Managing Committee will identify the deficiencies in the civic amenities in the Sports Complex and suggest the remedial measures to the Ward Committee. (as per the Rule no: 36 under Functions and Rights of AREA SABHAS as per the G.O.Ms.No: 57 MA & UD (UBS) Dept., Dt.10-2-2010).
(2) MANAGEMENT:
(a) The Management of the Sports Complex will vest with the Managing Committee assisted by a Sports Complex Administrator and the concerned game coaches.

(b) GHMC maintains Sports Complexes with sports facilities provided in the Sports Complex for the achieving Excellence in Sports of the young sportsmen of the City (c) The Managing Committee should maintain a book of details
of the Members and receipts of Membership fee and expenditure.
(d) The Managing Committee shall furnish information regarding the Sports activities and give feedback during the Ward Committee meetings [as per the Rule no: 36 under Functions and Rights of AREA SABHAS as per the G.O.Ms.No: 57 MA & UD (UBS) Dept., Dt.10-2-2010].
(3) MEMBERSHIP:
(a) Monthly Membership fee will be collected from each member as per rules in force.
(b) Any Member who fails to renew his Monthly Membership before 5th of every month will not be allowed to use the facilities in the Sports Complex.
(c) All receipts of Membership fee should be deposited in the GHMC treasury by the Administrator with Names of the Members and the Games being played by the Member before 10th of every month through the proper channel and retain the Challan in the Sports Complex.
(d) GHMC has the right to accept or reject any application without giving any reasons.
(4) TIMINGS:
Morning: 6.00 AM to 8.30 AM Evening: 4.00 PM to 6.00 PM
(5) GUIDING PRINCIPLES FOR USERS:
(a) The GHMC Sports Complex can be used by any sportsmen to harness the available talent and potential.
(b) Members must be in the appropriate sports attire and footwear when using the facilities. Trainees can be asked to leave if found breaking this rule,

(c) All users are required to take good care of the facility / equipment. Any damage should be reported to the Administrator. (d) Smoking and alcohol consumption is strictly prohibited in all the GHMC sports complexes. (e) No food or drinks are allowed in the Sports Complexes. (f) Trainees not familiar with the operation of the fitness equipment should seek the assistance of the Coach. (g) Machines and weights should be used with care. (h) Trainees should be courteous to others by limiting the length of their workouts at a single station and by observing posted time limits when others are waiting. (i) All the sports equipments used by the members should be returned to the coaches after completion of their allotted time. (6) MEDICAL FACILITIES: (a) In case of medical emergency, the Members may contact the coach or the Administrator for first-aid. (7) SPORTS EQUIPMENT: (a) The GHMC will provide the member with the basic playing facilities in the Sports Complex as per the Timings. (b) Members should bring their own play equipment like, shuttle rackets, shuttle cocks, swimming wear, tennis bats and balls, etc as per the instructions of the concerned Games coach. (8) REPAIRS TO THE COMPLEX:
(a) The Managing Committee should make a detailed note of the repairs in consultation AREA SABHA Members through Administrator to be forwarded to the concerned Zonal Commissioner for their approval.
(9) APPEAL: (a) Any appeal to the decision of the Administration/Managing committee will be with the Deputy Commissioners whose decision will be final. However, the Zonal Commissioners can review decisions.

(10) REVISION:
(a) The Commissioner, GHMC may revise any decision of the Administration/Managing Committee as he deems fit.
(9) COMMON GUIDELINES:
(a) The Sports Complex will be not be used for any political or religious activities. (b) The Administration and Managing Committee will allow usage of Sports Complex for all Government and Municipal functions. (c) The ownership of the Sports Complex and the sports equipments will rest with the GHMC absolutely. All titles and structural changes will be decided by the Zonal Commissioners.
(d) If any complaint about the misuse of the Sports Complex are received or noticed, the concerned Zonal Commissioner will take over the control of the Sports Complex or direct such takings over by any of their Officers.
(e) The Sports Complex will not be allotted for individual dwellings or any business purpose.
(f) The Administrator and the Managing Committee of the Sports Complex shall be responsible for sustenance of physical infrastructure, assets, fixtures made available in the Sports Complex.
(g) The Sports Complex will be leased only to the recognized State Sports Associations for the conduct of Tournaments as per the rules in force and further the Sports Complex is to be provided on free of cost to the Government school children and on normal rates for private school children.[amended as per the Standing Committee Resolution no: 284, dt. 29-9-2010].
The User Charges Per Day: Rs 1000/-.
Electricity Charges: Rs 8/- per unit. Adv. Deposit: Rs 10,000/-.

for Private organizations: Rs 5,000/- user charges per day. Electricity: Rs 8/- Per unit and Security Deposit of Rs 10,000/- in advance will be collected. And in case of entry fee charged by the Organising Committee, they should provide 300 Special Passes to the Staff and Corporator of the GHMC 5 days prior to the event. [amended as per the Standing Committee Resolution no: 284, dt. 29-9-2010].
(h) The Administrator and the Managing committee will forward the proposal of the Tournament organizing committee to the Zonal Commissioner for the prior approval of the Tournament through Administrator
(i) The Sports complexes will be operated on a `No-profit, No-loss’ principle by considering all O & M and equalent expenses required.

1. Introduction
This document presents inception report on the preparation of ward development plans for
three wards 12 - Karmanghat, 24 – Barkas and 111 – Gachibowli in the Greater Hyderabad
Municipal Corporation (GHMC) area assigned to ASCI. This Inception Report covers introduction,
objectives of the assignment, methodology and approach, progress made till date and work
plan for the assignment.
The Greater Hyderabad Municipal Corporation (GHMC) is a progressive and reform minded
urban local body in India, committed to decentralization and citizen centric planning. In
pursuance to this vision, GHMC has constituted ward committees as per section 8A of sub-
section 6(g) (V) of the Hyderabad Municipal Corporations Act, 1955. The GHMC decided to
prepare the ward development plans for a comprehensive and integrated development of the
ward and to integrate them with the city development plan (CDP). The preparation of CDP for
GHMC is underway. Preparation of ward development plan (WDP) and subsequent preparation
of annual plan giving priority for service delivery improvements consistent with the WDP is one
of the important functions of the ward committee. The annual ward development plans
prepared by the ward committees will be integrated in the annual plan of GHMC. As a first step,
the GHMC proposes to prepare WDPs for three wards and based on this pilot experience, it
proposes to scale it up to cover all the wards in the city.
Ward Development Plan
A Ward Development Plan (WDP) is a document outlining the collective vision and strategy for
comprehensive development of the ward within the overall vision and strategy of the city
development plan. It identifies the thrust areas to be addressed to achieve the vision and
objectives. It is a blueprint for the integrated development of the ward to improve the quality
of life of the ward community covering physical and social infrastructure, vulnerability and
poverty, land use and environment, etc. It is formulated through a consultative and
participatory process with the involvement of all stakeholders and reflects community needs
and aspirations. It provides a framework within which projects are identified and ward level
investment plans prepared to address development gaps and issues based on available

Presents current status of the ward on key features of infrastructure, poverty and vulnerability, land use, etc;
Envisions direction of change; Prioritises thrust areas for investments; Identifies strategies to achieve the vision; Provides a framework for monitoring and evaluation of development.
2. Objective
The objectives and scope of this assignment are as follows:
1. To extend capacity building support to ward level officials for preparing ward
development plans for three wards in GHMC area.
2. To extend capacity building support to develop toolkit for the preparation of ward
development plan and scaling up.
3. Methodology
The approach and methodology for capacity building support for the preparation of WDP
involves several steps from collection and analysis of primary and secondary data, using base
map for spatial planning, consultations with key stakeholders and preparation of sector and
investment plans. The steps are presented in the diagram below

4. Progress till date…
ASCI initiated the process of preparation of ward development plan for Ward No. 24, Barkas by
holding initial meetings with GHMC officials and followed by series of meetings. Introduction
presentation was given to GHMC officials, corporator of Barkas (Ward No. 24) and co-option
member, GHMC on WDP – framework and process.
Series of meetings were held for preparation and finalisation of customized ward level
household survey questionnaire in consultation with coporator and Ms. Ayesha Rubina, Co-
option member, GHMC. Find enclosed the survey questionnaire as annexure I.
A help line (phone) is setup at the ward level, which is the outcome of meetings and discussions
with corporator and -option member, GHMC as a mechanism for reporting grievances and to
get information about the ward and various benefits to poor through various government
schemes this brings awareness among the citizens to avail facilities.
After finaliastion of the survey questionnaire, one-day orientation was organized to
investigators on 20th October, 2010 at Deccan School of Management for 2nd year students of
Management on how to take forward the survey, detailed questionnaire was discussed and
clarified by ASCI team.
Field visits were made by Prof. Srinivas Chary and ASCI team during the household survey to
have check on survey and reconnaissance of the area was carried out simultaneously.
Mapping of the entire area is in progress, a detailed field level updation and validation of the
physical and social infrastructure (roads, schools, parks, playgrounds, lakes. Religious buildings,
water supply, drainage, etc) along with land use is in progress.
Customized data entry software in Access has been prepared and pre tested for the household
survey information entry, this software makes the data entry and management easy.
5. Work Plan & Timeframe
The work plan presents the main activities of the assignment, their content and duration,
phasing and interrelations and milestones over a period of four months. Table below presents
the detailed work plan.
