1 Proceedings of the FFCSWR-2018 Proceedings of the National Conference on “Farmers First for Conserving Soil and Water Resources in Western Region” (FFCSWR-2018) Anand Agricultural University, Anand, February 01-03, 2018 ________ A three-day Conference on “Farmers First for Conserving Soil and Water Resources in Western Region (FFCSWR-2018)” was organized by Indian Association of Soil and Water Conservationists, Dehradun, Uttarakhand in collaboration with Anand Agricultural University, Anand and ICAR-Indian Institute of Soil and Water Conservation, Dehradun to bring together farmers, researchers, policy makers, planners, administrators, NGOs and stakeholders on a common platform to share and discuss technological advancements, experiences and other issues related to adoption of Soil and Water Conservation practices in Western India. In all, about 179 registered delegates including 105 farmers, invited resource persons, experts, research managers and policy planners participated in the three days deliberations held at Anand Agricultural University during February 01-03, 2018. The Conference was inaugurated by Shri Sanjay Prasad, Hon’ble Additional Chief Secretary, Govt of Gujarat. The other distinguished dignitaries on the dais were Dr N.C. Patel, Hon’ble Vice-Chancellor, Anand Agricultural University, Dr S.A. Patil, Former Chairman, Farmers Commission of Karnataka; Ex-VC, University of Agriculture, Dharwad and Dr P.K. Mishra, Director, ICAR-Indian Institute of Soil and Water Conservation, Dehradun. Six technical sessions, and one special session were held during the conference. Participation The conference received overwhelming response from various sections of the farming communities, sponsors, scientists, administrators and other stakeholders. A large number of participants from various organizations including ICAR Institutes, KVKs and SAUs and Central and State agencies besides NGOs functioning in the region and other regions as well participated in the Conference. Directors of four ICAR Institutes including the Director ATARI, Pune, Chair Persons of NGOs, renowned scientists took active part in different deliberations of the Conference. Following organizations took active part in the Conference. A three-day Conference on “Farmers First for Conserving Soil and Water Resources in Western Region (FFCSWR-2018)” was organized by Indian Association of Soil and Water Conservationists, Dehradun, Uttarakhand in collaboration with Anand Agricultural University, Anand and ICAR-Indian Institute of Soil and Water Conservation, Dehradun to bring together farmers, researchers, policy makers, planners, administrators, NGOs and stakeholders on a common platform to share and discuss technological advancements, experiences and other issues related to adoption of Soil and Water Conservation practices in Western India. In all, about 179 registered delegates including 105 farmers, invited resource persons, experts, research managers and policy planners participated in the three days deliberations held at Anand Agricultural University during February 01-03, 2018.

The Conference was inaugurated by Shri Sanjay Prasad, Hon’ble Additional Chief Secretary, Govt of Gujarat. The other distinguished dignitaries on the dais were Dr N.C. Patel, Hon’ble Vice-Chancellor, Anand Agricultural University, Dr S.A. Patil, Former Chairman, Farmers Commission of Karnataka; Ex-VC, University of Agriculture, Dharwad and Dr P.K. presented by Dr. Rajendra Singh, Magsaysay Award winner, Tarun Bharat Sangh, Alwar, Rajasthan A total of 92 papers including 13 lead papers and 79 poster presentations by the Heads of State Departments and eminent Scientists, were accommodated during the conference. One hundred five invited innovative farmers shared their experiences, views and expectations with the participants through visual aids and lively interactions during different sessions of the conference. The innovative farmers and the acclaimed scientists were conferred various awards including Life Time Achievement Award, Fellow Award of IASWC, Young Scientist

Award, Best Paper Published in IJSC Award, Best Poster award and Recognition Award for innovative farmers during various functions of the conference for their services and innovations in the field of Soil and Water Conservation and Integrated Watershed Management. The Conference activities included formal and informal group interactions among farmers, between participant farmers and scientists and a Cultural Evening. A Compendium of Abstract of Papers and Souvenir for FFCSWR-2018, Farmers Compendium of the Conference on “FFCSWR-2017” and a Bulletin on “Soil and Water Conservation” (Bulletin No. 2, 2018). Two publications from ICAR-IISWC, RC, Agra entitled “Appraisal of soil and water conservation interventions and agro-techniques in Agra watershed” and “Dugout farm pond – A potential rain water harvesting structure in ravines of central india” were released during the conference. Deliberations, outcomes and recommendations

The Conference focused on various issues of research and development, capacity building and policy issues on soil and water conservation, conservative agriculture, integrated farming, integrated watershed management etc. The outcome of the conference were well publicized by the local print, electronic and social media for its wider reach as vouchsafed in some of the Press Clippings and Photo moments enclosed herein. Feedbacks and innovations from farmers and participants on the outcomes of the conference have been received for further processing. The outcomes were linked to the websites of IASWC (www.iaswc.com) and IISWC (www.cswcrtiweb.org), Dehradun and ICAR, New Delhi (www.icar.org.in). Recommendations emerged out of deliberations of the conference is given below:

1. Rainwater harvesting at micro scale and ground water/sub-surface water recharge with aquifer mapping should get topmost priority in all land based development programs.

2. Potential ITKs or farmers innovation on natural resource conservation and integrated farming system should be upgraded to modern technical knowledge (MTK) for their wider adaptation by the primary stakeholders. This should find priority in research agenda of the concerned institutions/ organizations.

3. Development of Eco-sensitive land use plan should be promoted in all NRM based activities being carried out through Govt. programs like MNREGA, NHM, NBM, etc. and corporate social responsibility (CSR) program of the public and private sector organizations.

4. The training and capacity development initiatives especially on water literacy, silt retention and efficient water utilization in degraded land of rainfed area need to be addressed with simple solutions.

5. A centralized coordinated efforts on land reclamation (ravines and saline land), soil health improvement including soil organic carbon and erosion control is required for improving farmers livelihood and income in sustainable way.

6. The mutual respect between technologist and farmer has declined and both are at loss. There is need of initiative by technologist to restore it by respecting the farmers and their knowledge base.

7. A system for water budgeting (above and below ground) and prior information of water availability on farm level need to be developed for resource conservation and efficient use by utilizing the synergy between rainfall patterns and farming system.

8. IASWC should form a NRM farmers group for exchanging the knowledge and information for improving upon the present practices. Success stories of the farmers from time to time can be documented and posted on the association website

9. Leading ICAR institutes involved in soil and water conservation like ICAR-IISWC, Dehradun should try to be member of global level forum like World Water Council.
