Allocation Options Utility (Release 13.2.0)
Important: The allocation options functionality is useful when a facility's gas and/or by-productsrequire a non-standard allocation method. For this, a client funded specific Custom Allocation Methodis required.
Description
Allocation Options Utility
A new utility, Allocation Options ( Utilities System Client Table Allocation Options ), givesyou the ability to select operated gas plants for residue gas allocation and for custom measurement point allocation.
Once a gas plant is enabled in the Residue Gas section on the Allocation Options utility, the Has Residue Gasfield appears on its Products tab.
Once a gas plant is enabled in the Custom Measurement Point Allocation section on the Allocation Options utility,
• The Custom Allocation Factors tab is visible on facilities' masters. There you can enter factor values to be usedby custom allocation methods.
• The Custom Allocation field appears on the selected facilities' Measurement Points Masters.
Import/Export of Allocation Options
Allocation options can be imported to the Allocation Options tab ( Utilities System Client TableAllocation Options ).
Note: For allocation options setup, a number of fields are interdependent. To successfully import the allocationoptions and subsequent residue gas and custom allocations on measurement points. Follow these steps:
1. Import Facility Masters (Has Residue Gas flags are ignored if a facility is not already selected in AllocationOptions tab.
2. Import Allocation Options utility adding facilities to Residue Gas and Custom Measurement Point Allocation,as needed.
3. Import Facility Masters with the Has Residue Gas selections.4. Import Measurement Points Masters with custom allocation and the residue gas indicators.

Description
Facility Masters - Residue Gas Setup
Use the following fields to set up residue gas:
Indicates that the facility records residue gas for allocation purposes.
This field is only available when,
Has Residue Gason the Products tab
• Residue Gas is enabled for the facility on the Allocation Options utility ( Utilities System Client Table Allocation Options )
• Gas is a selected product.
When Has Residue Gas is Yes
• The system generated RES GAS PRODUCTION measurement point is created.
• Residue Gas indicator is available on the following gas measurement points: FLARE,FUEL, FUEL SALES, RETURN FUEL DISPOSITIONS, SALES, and VENT (On RESGAS CREDITS, RES GAS PRODUCTION, and RES GAS USAGE Residue Gas isset to Yes and cannot be changed.)
Indicates that the measurement point is residue gas rather than raw gas. The measurementpoint's volume and energy will be included in the calculation of RES GAS PRODUCTIONvolume and energy.
This field is only available when,

• Residue Gas is enabled for the facility on the Allocation Options utility ( Utilities System Client Table Allocation Options ) in the Residue Gas section.

Products )
• The measurement point is one of the following: FLARE, FUEL, FUEL SALES, RETURNFUEL DISPOSITIONS, SALES, and VENT (On RES GAS CREDITS, RES GASPRODUCTION, and RES GAS USAGE Residue Gas is set to Yes and cannot bechanged.).
When a measurement point has Residue Gas selected,
• It is reported on the monthly gas tab under RESIDUE GAS PRODUCTION , RESIDUEGAS CONSUMPTION , RESIDUE GAS CREDITS AND USAGE , or RESIDUE GASDISPOSITIONS , depending on the measurement point Type
• For measurement points with Residue Gas = Yes, no Analysis Source is requiredand Volume Allocate results are for Component ALL .
Indicates that the measurement point's originating heating value is preserved when creatingthe residue gas sales volume and energy allocation results.
This field is only available on RES GAS CREDIT and RES GAS USAGE measurementpoints.

Residue Gas Production is the total of all Residue Gas Consumption , Residue GasCredits and Usage and Residue Gas Dispositions .

Impacts to Allocations - Volume Allocate
At facilities with Has Residue Gas = Yes, GATHERED component volumes are copied to Sum of Sales andConsumption instead of calculating the usual Sum of Sales and Consumption (inlet component volumes adjustedby the outlet volumes).
Facilities that have residue gas (Has Residue Gas) will have a system generated RES GASPRODUCTION measurement point. These facilities must have Component AllocationMethod , resulting in component ALL allocation results.

Description
The RES GAS PRODUCTION measurement point must have a Custom Allocation Methodwhich specifies the non-standard allocation and must be sequenced before other RES GASmeasurement points.
RES GAS PRODUCTION volume/energy is equal to the sum of all other residue gasmeasurement points' volume/energy (Residue Gas = Yes).
The allocation result is component All.
There can only be one GAS SALES measurement point with Residue Gas set to Yes.Allocate Residue GASSALES MeasurementPoint Allocated energy of residue GAS SALES = allocated RES GAS PRODUCTION energy
minus the allocated energy of all residue gas measurement points sequenced between the RESGAS PRODUCTION and residue GAS SALES measurement points.
Allocated volume of residue GAS SLAES = allocated energy of residue GAS SLAES dividedby the gross heating value of the residue GAS SALES (GAS SALES energy/volume).
For these measurement points, allocation differs from normal allocation in that:Generic Residue GASAllocation (not RESGAS PRODUCTIONor GAS SALES)
• The measurement points must be sequenced after a RES GAS PRODUCTION and beforeresidue GAS SALES.
• Allocation is done based on component ALL .• Energy is calculated based on the GHV of the Residue GAS SALES measurement point
(GAS SALE energy/volume) except when Preserve Energy and Volume is Yes.
Custom Allocation (Release 13.2.0)You can now select a non-standard allocation for a measurement point, enabling specific allocation of thatmeasurement point's volumes. Previously the allocation method could only be specified at the facility level.
Note: Custom Allocation Methods are client specific and designed for the clients that have fundedtheir development.

Once a gas plant is enabled in the Custom Measurement Point Allocation section on the Allocation Options utility,
• The Custom Allocation Factors tab is visible on facilities' masters. There you can enter factor values to be usedby custom allocation methods.
• The Custom Allocation field appears on the selected facilities' Measurement Points Masters.

To specify a custom allocation for a measurement point, you must set Custom Allocation to Yes and then select aCustom Allocation Method from the list.

Receipt Point Production Sources (Release 13.2.0)
In BC, you can allocate to user defined receipt point production sources from a non-operated point of sale(i.e. you can allocate from Spectra, a non-operated point of sale to BC Production Sources).
In preparation for using this functionality in other jurisdictions, BC Receipt Points and BC Production Sourcesare now called Receipt Points and Receipt Point Production Sources.
In British Columbia, you can specify that an operated gathering system is a Receipt Point, and can then set
up Receipt Point Production Sources for the gathering system (( Masters ( Facility ) ReceiptPoint Production Sources tab)). Receipt Point Production Sources are a grouping of owners, ownershiptypes and production sources (i.e. wells, units or non-op facilities).

Directed Allocations for Gas Dispositions (Release 13.2.0)
Directed allocations has been expanded to include the ability to direct an input volume and to direct a percentageof a profile. On the measurement points master in the Directed Allocation Priorities section. section, the DirectedMethod has new options and "Percent" is renamed to "Percent of Mpoint"
Description
Directed Method (New options)
The input volume is allocated to the owner/production sources defined in the directed allocationprofile.
This option is only available for GAS-DISPOSITIONS measurement points.
Input
The specified percentage of a profile's available volume is allocated to the owner/production sourcesdefined in the profile.
The priority percentage (total of profile percentages) does not need to equal 100%.
Percent ofProfile
This option is only available for GAS-DISPOSITIONS measurement points.
Directed Method (Changed option)
The Percent Directed Method has been changed to Percent of Mpoint .

Facility Charge Contracts (Release 13.2.0)
The facility charge contracts have been expanded to handle fees associated with functional units and processingpriorities.

A number of new values and fields have been added to the Facility Charge Contracts screen.

You can now group measurement points into functional units to handle capacity & throughput calculationsand excess capacity fees through to financial transactions.
Description
Set Up Functional Units
Set up functional units on the Functional Unit Master screen ( Utilities Financial InformationFunctional Units)
The Functional Units Master screen provides the ability to set up functional units to represent equipment that hascommon ownership. Functional units are used monthly to calculate throughput and capacity and charge excess capacityfees. There you can define the capacity, select measurement points that define the functional unit, specify the ownershipand select contracts that apply to the functional unit.
Once a functional unit is associated with a facility (Associated Facility on the Functional Unit Master screen),
you will see the the Facility Functional Units screen on the facility Masters. ( Masters ( Facility ) Functional Units).
If a functional unit is a Plant Type the Processing Priorities must exist at the named associated facility.

Override a Gas Receipt's Allocation (Release 13.2.0)
Gas Allocation Overrides are a means of overriding/importing non-operated gas Receipt measurement pointsprior to running gas allocations ( Volume Allocate ). During gas allocation, these overrides are used whenallocating downstream facilities and measurement points.
Description
Measurement Point Master - Gas Allocation Override
You can now override gas allocation results for non-operated gas RECEIPTS measurement points to any number ofproducers by component.
Gas allocation overrides are controlled by the Gas Allocation Override field on the measurement point.
Import - Gas Allocation Override - New Tab
A new tab, Gas Allocation Overrides, is now available in import/export blingers.
This import only works for measurement points with Gas Allocation Override set to Yes and the Override Method= Import .
In order to import, you must have the new activity 'Import Gas Allocation Overrides' assigned to one of your roles.
Override Gas Allocation - Monthly
Override of a measurement point's gas allocation impacts monthly processing in the following ways:
PAS uses any imported gas allocation overrides for the gas receipt's allocation instead ofcalculating the gas allocation results. The overrides will be used in the allocation of alldownstream measurement points at all downstream facilities.
If a measurement point has Gas Allocation Override set to Yes, but no Gas AllocationOverrides have been imported, you will receive a warning.
Volume AllocateProcess
The Reset GAO button appears on the bottom bar of the Gas Balance screen if thefacility has an imported gas allocation override .
Clicking the Reset GAO on the Gas Balance screen will delete all overridden gasallocation results at that facility.

Processing Priorities (Release 13.2.0)
The Processing Priorities screen provides a means to specify raw gas processing agreements betweenproducers and capacity owners and to designate the processing agreement as firm, interruptible, or owner.
During monthly, processing priorities are used in the following:
• The Process Priorities process determines how much of each producers' gathered volumes were processedunder each agreement.
• The Throughput & Capacity process assesses functional unit capacity usage (owner, firm and interruptible)by producer and to determine the excess capacity volumes.
• Using the results of Process Priorities and Throughput & Capacity , facility charge contracts (ExcessCapacity Fees, Throughput-Firm and Throughput-Interruptible) handle the associated fees.

Recombined Condensate (Release 13.2.0)
In addition to allocation of recombined condensate by gas equivalent (103m3) volumes, PAS also allocatesit as liquid (m3) volumes to production sources and producers, for use by functional units. This liquid allocationdoes not impact balancing and reporting.

Setting Recombined Condensate to Yes now has the following additional effects:
Measurement Points
• During the Volume Allocate process, PAS converts condensate volume to gas equivalent and adds it to the gasvolume. PAS then allocates the total recombined gas plus gas equivalent of condensate. Additionally, if theAllocation Method is Component , PAS allocates both the gas and liquid phase (of recombined condensatedispositions) individually, using two associated system generated measurement points (DISPOSITIONS RCOMBGAS and DISPOSITIONS RCOMB CND)
DISPOSITIONS RCOMB GAS and DISPOSITIONS RCOMB CND measurement points are available for linkingto functional units. ( Utilities Financial Information Functional Unit Master LinkedMeasurement Points). These measurement points are not editable, require no input and do not impact balancing.
Monthly Processing
• During the Volume Allocate process, if an operated facility has a GAS RECEIPTS from a non-operated facilitythat has Recombined Condensate = Yes, PAS converts the condensate volume to a gas equivalent, adds it tothe gas volume and then allocates the total recombined gas plus gas equivalent of condensate. Additionally, if theAllocation Method is Component , PAS allocates both the gas and liquid phase individually using two associatedsystem generated measurement points (RECEIPTS RCOMB GAS and RECEIPTS RCOMB CND). Thesemeasurement points are not editable, require no input and do not impact balancing.
• Note: If the GAS RECEIPTS measurement point has a Gas Allocation Override ( Override Method= Import) the RECEIPTS RCOMB GAS and RECEIPTS RCOMB CND allocation results will be basedon the overrides.
PAS uses the gas and liquid analysis and monthly gas and recombined condensate volumes from the GASRECEIPTS measurement point to calculate gas and liquid phase component volumes and then allocatethese component volumes based on the overrides. If the composition of the overrides is dissimilar to thecomposition calculated from the gas and liquid analysis, the RECEIPTS RCOMB GAS and RECEIPTSRCOMB CND allocation results will not be representative of the overridden recombined allocation results.
