5- Day Description The course is aligned with the PMBOK 4th Edition. We will cover the basics of concepts of project management and then focus on the “soft skills” while reviewing scope, schedule, budget, and risk. We will review the flexibility and limitations faced by a project manager within their environment, linking it back to the IMP and IMS. The class will review the PMI process groups associated with a project. We will then discuss the concept of the “cone of uncertainty” as it relates to the IMP, IMS, and the project. We will discuss the potential impact of assumptions, biases, and constraints on the project, leading to a discussion of “progressive elaboration,” “rolling wave planning,” and configuration management. We will prioritize the project constraints . The participants will then determine the stakeholders for their project and employ a salience diagram to create a prioritized stakeholder registry. Using that document, we will then elicit specific stakeholder requirements for the selected project, and attempt to prioritize those requirements. We will then compare the requirements with the constraints to determine if change requests are required.

The class will then create a Scope Baseline (scope statement, WBS and WBS dictionary) for their project. A select number of the work packages will then be traced into a schedule baseline, with notations of resources, timeframes and basis of estimates (BOE). Using the schedule baseline and the network diagram, the budget for the project will be created by the team. The team will then draft a Performance Measurement Baseline (PMB) for the project.

The team will then work through the issues of risk, creating a prioritized Risk Matrix. The team will then create a Risk Register including trigger, time/cost contingency, proposed risk response, and assignment of a risk owner. Using the project Schedule Baseline, the team will then identify the most probable time and location of the risk occurrence. The Team will then review the potential use of EVM and work through an EVM problem. Since 90% of the job of the project manager relates to communications, the last portion of the course deals with the requirement for the project manager to have the competency to effectively communicate with everyone within the chain of command. The course introduces students to earned value management and techniques employed to improve the integrated management of technical, schedule and cost performance of Government Programs. The course focuses on traditional program management practices and how the addition of earned value management as a program management technique is used to measure work accomplished. The earned value approach to determining work progress and how it can be used to identify potential risks and predict future program schedule and cost performance are explained and demonstrated using hands-on, practical exercises, following a case study approach. Five main areas of program management are addressed: organizing, planning, performing, analysis & reporting, and change management. The course emphasizes the changes to these basic program management areas required by the earned value management approach and the preparation of the following tools:

The course also introduces the industry-standard ANSI/EIA-748-A: Earned Value Management Systems that outlines the guidelines that must be followed in order to establish a program management system that uses earned value management and concludes with a discussion of how to best represent the Earned Value Management System in the Capital Asset Plan and Business Case (Exhibit 300).

Description

Agencies are being presses to reduce project development time from decades to months. While knowledge of standard scheduling techniques is assumed for this course, these techniques may not provide project managers with a sufficiently innovative scheduling approach to allow the significant decrease of the time to complete a project. This course provides attendees with the opportunity to learn and employ more innovative approaches to the scheduling (Critical Chain and Agile Project Management) and the tracking (Earned Schedule) of projects. The course introduces the scheduling concept of Critical Chain project management. Based on the Theory of Constraints, this technique employs a systems approach to the project, rather than narrowly focusing on individual tasks. Agile project management aims to reduce project time by focusing on decreasing project time by combining the increasing the use of time-phased prototypes “chunks” with tight stakeholder communications techniques, thereby reducing project revisions. The course then explores the decreasing effectiveness of time predictions using EVM in the latter portions of projects. The concept of Earned Schedule is discussed and demonstrated in the class. This course provides practical experience in the development, conduct, and documentation of an integrated schedule control that exercises over its program and projects. The project manager is dependent upon a project budget that is realistically grounded on the actual costs anticipated for executing the project. This course addresses the identification, elaboration, planning, development, and management of the project budget. Participants will learn to link project scope and WBS to develop a project cost estimate, project budget, and the project budget baseline. It will explore decision making on whether the project manager should do something, or whether it would be best to contract it out. The risks of contracting out are explored. The types of contracts available under the FAR are explored, along with the advantages and disadvantages of each option. To ensure an effective selection process, evaluation criteria and scoring models are demonstrated. The reason for a bidder's conference is examined. Negotiating techniques are discussed, as are methods to monitor and modify contracts. Apprentice Level Building the Business Case – OMB Exhibit 300

(Relevant government requirement: Government Specific I) 4 Days

Description Program funding is dependent upon OMB providing funds. OMB now requires preparation of a business case to demonstrate the strategic, financial, and tactical value to the government of any proposed capital asset expenditures as part of Circular A-11. Business cases are now required for purchases of land, structures, equipment, intellectual property (including software) and information technology (including IT service contracts) that will be used by the federal government for two years or more. OMB’s Exhibit 300 process now requires agencies to explain precisely how their IT spending will support agency missions. In the past, OMB returned as “inadequate” more than 700 business cases to agencies in budget pass-back. In order to comply with OMB mandates and achieve full funding for your IT projects, it is vital for your agency to stay on top of the latest changes and aware of best practices for building better IT business cases. Thorough knowledge of the business case can assist Government personnel and support contractors, and prevent loss of funding.
