An official source said that the meeting of the technical committee presided over by Chief engineer IRSA, Yasmeen Ihsan, attended by the representatives of provincial governments, Pakistan Metrological Department and Water and Power Development Authority(WAPDA) decided to hold another meeting in early June to decide water releases for the remaining period of Kharif. The source said the decision was unprecedented, as the technical committee makes complete assessment and then decides the provinces share. The meeting estimated the total water availability at 15.2 million acre feet (MAF) for the early Kharif period. he said the recommendations of the committee will be considered by the IRSA Advisory Committee on March 30. Since the committee estimated 21 percent water shortage for early Kharif season, it was decided that top priority of the available water will be given for irrigation purposes to timely sow the important cash crops, like cotton, sugarcane and maize. It was decided that complete share of provinces will be released from reservoirs with no consideration for keep enough storage for hydel power generation. The government wanted to raise the water level in the reservoirs to generate more energy as it was facing financial problems in timely payment of furnace oil supplies to oil companies. The representative of PMD informed the meeting that the temperature was likely to increase in the Northern Areas after April 15 and overall water inflows will start increasing from May end. The committee decided to supply 9 MAF water to Punjab, 5.6 MAF to Sindh, 0.4 MAF to Balochistan and 0.2 MAF to Khyber Pakhtunkhawa (KP) respectively till June 10, 2012. The water shortage will be shared by Punjab and Sindh as Balochistan and KP are exempted. It is important to mention that the experts have been stressing upon the government to increase the water storage by rapidly developing new reservoirs and modernizing the 165 years old canal irrigation system that wastes about 50 MAF of water, which is incompatible with crop water requirements and is obsolete. Former Chairman IRSA engineer Fateh Ullah Khan has asked IRSA to take up developing of new reservoirs with the government as Pakistan needs to new water storage for irrigation and hydropower as well as to control floods and silting of reservoirs. he proposes building of unique 35 MAF multipurpose Katzarah Dam in Skardu to store 6 times the storage of Bhasha Dam. It will help generate 10,000 MW hydropower, control super floods in the Indus River, and work as watershed management dam to prevent silt in the Indus water. he also proposes building of 8.5 MAF multipurpose Guroh Dop Dam on Punjkora River to store 3 MAF of its runoff. It will help divert 4 MAF of floodwater in Guroh Dop Reservoir from Chitral River, through 22 km tunnel by building Mikhani Dam and power generation of 1400 MW. This will control floods in Kabul River. This project was launched in 2008 through which 2500 family size Biogas plants are to be installed in the country, out of these 2132 plants have been installed and the remaining will be installed by end of financial year 2011- 12. Biogas plant is a device used for converting fermentable organic matter, particularly cattle dung, into a combustible gas (Biogas) and fully matured and enriched organic fertilizer. A typical biogas plant consists of a digester where the anaerobic fermentation takes place, a gasholder for collecting the biogas, the acinput-output units for feeding the influent and storing the effluent respectively, and a gas distribution system. Giving further details, Deputy Director PCReT, Sarfraz Khattak said as per livestock census 2000, there are 46.69 million of animals (Buffaloes, Cows, Bullocks) in Pakistan. In the year 2002-03, the domestic live stock population was estimated at 23.3 million cattle, 24.8 million buffalo, 24.6 million sheep and 52.8 million goats. he said on the average, the daily dung dropping of a medium size animal is estimated at 10 Kg/per day. This would yield a total of 466.9 million Kg dung per day. Assuming 50% collectability, the availability of fresh dung comes to be 233.45 million Kg/ per day. Thus, 11.67 Million M3 biogas per day can be produced through biocmethanation, he maintained. Since 0.4 M3 gas could suffice the cooking needs of a person per day, therefore 11.67 million M3 of biogas could meet the cooking needs of 29.2 million peoples. The total population of Pakistan is about 170 million, out of which 70% reside in the rural areas. “We can meet about 30% cooking requirements of the rural masses from this source of energy (biogas) alone. Besides, producing 33.52 million Kg of biocfertilizer per day or 18.6 million tons of biocfertilizer per year, which is an essential requirement for sustaining the fertility of agricultural lands”, said Sarfraz Khattak. Giving details, Deputy Director PCReT said average family in Pakistan consists upon 5-7 members. As per survey, the consumption of various kind of conventional fuel for cooking purpose includes Wood 27.93 Kg/ day, Animal dung 61.66 Kg/day , Charcoal 8.1 Kg/day,Kerosene oil 3.1 Lt/day, L.P.G 1.5 Kg/day ,electricity 25 KWh/day. Deputy Director PCReT said a family size Biogas plant (5 M3) save annually 10056Kg wood or 22200 Kg animal dung or 2940 Kg charcoal or 1104 lit kerosene oil or 540 kg L.P.G or 9000 Kwh electricity. Sarfraz Khattak said completion of this project will help protection of forests, protection of environment and bio diversity, provision of soot-free fuel to meet domestic energy needs, provision of neat and clean atmosphere, protection from eye- cataracts and respiratory diseases and also provision of Bio-fertilizer, which is direly needed for the improvement andsustenance of fertility of agri lands. World Bank’s moment of ‘generosity’ g Pakistan to get $150m loan ISLAMABAD ONLINE T he World Bank (WB) will provide a credit worth US$150 million as additional financing for the Pakistan Social Safety Net Project aimed at supporting the expansion and strengthening the performance of Pakistan’s safety net system under the Benazir Income Support Program (BISP). The agreement was signed by Dr. Waqar Masood Khan, Secretary, economic Affairs Division on behalf of the Government of Pakistan Rachid Benmessaoud, Country Director, on behalf of the World Bank. Muhammad Sher Khan, Secretary, Benazir Income Support Program (BISP) signed the Project Agreement on behalf of BISP here on Monday. The objective of the project is to support the expansion and strengthen the administration and performance of Pakistan’s safety net with particular focus on the BISP as the national safety net platform. The project consists of the following parts: Under the agreement a National Targeting System would be established and Coverage for the Basic Safety Net System will be expended and Strengthening Safety Net Operations, enhancing the Management, Accountability and evaluation, Developing the Social Protection Policy. “The Government of Pakistan is committed to establish an effective social safety net platform for a well coordinated, effective, and efficient support to the poor families,” said Rachid Benmessaoud, World Bank Country Director for Pakistan. “The project will build on the achievements of BISP in establishing objective targeting system and use of modern technology and third party evaluations for program administration, and will provide avenues to capitalize on this foundation for benefiting the poorest population.” Focusing on results, the project would help finance costs associated with: (i) increasing coverage of basic cash grants to beneficiary families that are identified through the Poverty Scorecard; (ii) introducing co- responsibility cash transfers linked to beneficiaries’ children primary education; and (iii) strengthening operations and management systems within the BISP. The credit is from the International Development Association (IDA), the World Bank’s concessionary lending arm. It carries a 0.75% service charge and 1.25 percent interest rate 5 years of grace period and a maturity of 25 years. The market turnoverwent up by 14.33 percent andtraded 278.010 million sharesafter opening at 225.97 millionshares. The overallmarketcapitalization rose 0.69percent and traded Rs 3.410trillion as against Rs 3.402trillion.
