Health Science Technology

Jefferson Community and Technical College

A Proposal for Initiation of a New Degree Program

Mission, Influence, Organization The proposed Associate in Applied Science in Health Science Technology is consistent with System and institutional missions. The goals of the Kentucky Community and Technical College System (KCTCS) and Jefferson Community and Technical College (JCTC) are to provide high quality, affordable, accessible, and inclusive postsecondary education and training resulting in a positive contribution to the economic vitality of the region and enhanced quality of life for the citizens. Program Description The 60-65 credit hour Health Science Technology (HST) program is designed to prepare students for entry-level career opportunities in the field of healthcare and health-related services. The program is designed for those students who seek entry-level jobs as well as for the currently employed individual wishing to broaden skills for career enhancement. Graduates will possess marketable skills sets for direct care services as well as the foundation needed to understand current health care delivery. Many of the general education and core courses are required for completion of varied professional health programs. Examples include Diagnostic Medical Sonography, Medical Assisting, Nursing, Physical Therapist Assistant, Radiography, Respiratory Care, and Surgical Technology. The HST provides a smooth transition or career pathway to an allied health or nursing selective admission program once a student is accepted. Supportive Data Currently, there are about 1000 students at JCTC awaiting admission to selective admission health programs. This degree will provide an option and a course of study to identify with, thus enhancing student retention. Many nursing/allied health programs have core general education requirements included in the AAS in Health Science Technology. Thus, this degree will provide a seamless transition into a selective admission program or into the workplace through immediate application of certificate-level skills. The degree will provide a completion degree and a set of marketable skills for employment in the health care field for the many students that await admission to selective admission health programs. Current job market data indicates that employment opportunities in the allied health

and patient care fields are available and will continue to increase. According to Workforce Kentucky, the Louisville area has a projected 1,289 annual job openings in healthcare and technical occupations between 2006 and 2016. This degree will provide employment opportunities as well as educational opportunities via career pathways for nursing and allied health programs. Employment will be available in a variety of health care facilities. Certificates are embedded in the program for Nursing Assistant, Advanced Nursing Assistant, Phlebotomy Technician, and Pharmacy Technician Assistant. Resources JCTC currently offers the health science classes. The college has facility space, equipment, and resources to implement the program. No additional funding is required to implement the program Conclusion This proposed program is consistent with the missions of KCTCS and JCTC. The curriculum has been approved through the KCTCS curriculum approval process. Local and state needs support the establishment of this program. Resources are available to implement the AAS in Health Science Technology. The approval of this program will assist JCTC in meeting needs locally and regional

Health Science Technology New Degree/Diploma Request Format

I. Mission, Influence, Organization

1.01 Consistency with Mission

State the relevance of this program to the institution’s mission and to its long- range instructional plan.

An Associate in Applied Science degree in Health Science Technology will provide students an opportunity to improve the quality of their lives both economically and professionally. The proposed Associate in Applied Science in Health Science Technology is consistent with System and institutional mission. The missions Jefferson Community and Technical College (JCTC) and the Kentucky Community and Technical College System (KCTCS) include improving the quality of life and employability of the citizens of the Commonwealth by serving as the primary provider of:

• Certificate, diploma, associate degree, and transfer programs • Workforce training to meet the needs of existing and new businesses and industries • Remedial and continuing education • Short-term, customized training for business and industry • Adult education • Associated services

Mission

Jefferson Community and Technical College is a public, comprehensive, postsecondary institution awarding certificates, diplomas and associate degrees. The College provides open access to affordable, quality education and training for a diverse community of students; promotes opportunities for lifelong learning and success through its programs and services; and supports the attainment of statewide educational goals.

Jefferson Community and Technical College is a member of the Kentucky Community and Technical College System with multiple campuses and locations in Jefferson, Shelby, Carroll, Bullitt, Gallatin, Henry, Oldham, Owen, Spencer, and Trimble Counties.

1.02 Internal/External Influences

a. Briefly describe any identified institutional, local, and regional needs to which the proposed program would be responsive (do not include workforce data).

The proposed Associate in Applied Science (AAS) in Health Science Technology has several desirable features. It consists of 60-65 credits, 28-32 of these as general education requirements and 32-33 as technical core courses.

This structure has several benefits, one being fulfillment of similar general education requirements for other later degree work within a health career pathway (e.g. entry into the AAS and Bachelor of Science degrees in Nursing). Further, a number of the Allied Health programs (Clinical Laboratory Technician, Diagnostic Medical Sonography, Health Information Technology, Medical Assisting, Occupational Therapy Assistant, Pharmacy Technician, Physical Therapist Assistant, Radiography, Respiratory Care, and Surgical Technology) have a similar set of core pre-requisites and/or co-requisites. The Health Science Technology degree will also provide a career pathway degree completion opportunity for the hundreds of students awaiting admission into nursing and allied health programs that are already at capacity.

This strategy of offering a generalist AAS in Health Science Technology will advance our effort to help address key and growing workforce shortages that are well documented. It

also provides the student with embedded certificates for valuable skill sets at the completion of each semester, providing additional exit options with credentials that have market value in the healthcare industry.

b. Describe any exceptional circumstances that favor the development of this

program. For example, special facilities, grants, patrons, etc.

JCTC currently employs all faculty members needed to teach within the proposed curriculum; therefore, implementation of this program will not require any funding for additional faculty. Likewise, existing labs are fully equipped to handle the technical components of this new degree program, so additional equipment will not need to be purchased.

c. Identify current issues and anticipated trends that are likely to impact the proposed

program and describe the expected impact.

With the passage of health care reform, everyone in the industry is looking closely at how they do business, in order to deliver services in an efficient and cost-effective manner to an expanding client population. New or increased coverage for millions of patients nationwide will place increased demands on existing health care systems, and the existing healthcare workforce will not be sufficient. This program will provide graduates that are cross trained to fill a variety of employment positions within a variety of healthcare facilities and other locations, and who are well-prepared for additional cross-training and life-long learning.

1.03 Relationship to Organizational Structure

Describe the placement of the program within the institution’s department/division structure.

The Health Science Technology Program will be located within the Allied Health Division, and will be offered primarily in the Health Sciences Building on the Downtown Campus. The Allied Health Division currently offers programs in these areas:

II. *Students who achieve computer literacy based on passing the IC3 exam must take 3 hours elective course credit approved by the program coordinator.

2.02 Didactic/clinical Relationship

a. Include the clinical/experiential component that is part of the curriculum, provide

evidence which demonstrates that clinical sites are sufficient, available, and appropriate to meet the program needs.

The Associate in Applied Science in Health Science Technology is designed to provide limited student experience in the health care facilities. Clinical experience components are limited to the embedded credentials.

b. Discuss the nature, location, and availability of experiential/co-op/practicum

opportunities required by the program. The Associate in Applied Science in Health Science Technology Program will

utilize multiple hospitals and clinics in the Greater Louisville area. Many Memoranda of Agreement (MOA’s) already exist to cover all allied health and nursing programs offered by JCTC. The clinical hours for the practicum experiences will vary according to the program the student chooses. Before completing the practicum experiences, students will have practice lab skills in the lab at JCTC.

2.03 Accreditation/Certifications

a. If professional accreditation is available for this program, will accreditation be sought? Not available however, embedded certificates are selected components of various other approved programs

b. If optional program accreditation is not planned, is the justification for not seeking accreditation sufficient? Not applicable

2.04 Admission Criteria/Standard Procedures

a. List and describe any program admission or transfer criteria, standards, or

procedures, which are more specific than published institution-wide admission or transfer criteria, standards, or procedures.

This is not a selective admission program, although specific course prerequisites will apply. Students enrolled for the General Education courses at any other postsecondary institutions will be required to meet the standards for the College in which they are enrolled.

The program is accessible to virtually any individual who desires to enroll and who meets the course prerequisites.

b. State any provisions for advanced placement. To receive credit for coursework completed at another educational institution the student must submit an official copy of their transcript and course descriptions or task lists for each course for which they wish to receive credit. Courses must have been completed with a grade of a “C” or better, must have been completed less than five years prior to admission, and must have been taken at an accredited institution. Credit is awarded for any of the courses listed that are transferred from a KCTCS institution 2.05 Objectives/Evaluation Scheme

a. List the competencies the student will have upon completion of the program. The program competencies were developed by the curriculum committee according to industry standards and approved through the KCTCS Curriculum Approval Process. The following General Education competencies and Technical competencies (Appendix H) will be completed by the student. Evaluation of the program will be done using the JCTC Area Review and Institutional Effectiveness Plan process. In addition, input from members of the Health Science Technology Advisory Committee will be solicited. c. Describe short-term and long-range program objectives (e.g. success on licensure exams, skills certification, diversity, articulation, continuous improvement, graduation rates matched with workforce needs. This degree will be incorporated with Career Pathways, including embedded certificates as well as opportunities to transfer to a four (4) year institution.

d. Provide evidence that distance learning will be used in the program or an explanation why such use would be inappropriate.

All general education courses may be taken through distance learning. Many of the technical courses are offered online or are hybrid courses.

2.06 Advisory Committee The Health Science Technology Program Advisory Committee will meet twice each year. Members will evaluate the program admissions policies and course requirements, assist in determining program content and its relevance to current needs and trends of industry, and provide advice regarding the equipment being used to train students and recommend the purchase of new equipment. Members also employ program graduates. The members will include representatives from area health care facilities, general education faculty, student(s), counselor(s), and the general public. 2.07 Plans for Articulation/Transfer Cooperation

a. Describe how this program will articulate with related programs in other KCTCS colleges and with universities.

Depending on resources and according to guidelines in the KCTCS Senate Rules, students may transfer to KCTCS colleges. Students may transfer to a four-year university to complete the baccalaureate degree.

b. Provide evidence of intra- and inter- institutional collaboration as specified in the

KCTCS Policy on Collaborative Program Development. KCTCS has developed policies for cooperative efforts between KCTCS colleges, such as the Policy on Collaboration Program Development (9/16/98, revised 12/5/03, 6/12/09), which ensures that collaborative program development processes shall meet criteria specified by the accrediting bodies of the respective community and technical colleges and any required programmatic standards, and the Policy for Consortial Relationships and Contractual Agreements (Credit Courses or Programs) (5/27/99, revised 1/4/07, 11/20/09), which ensures that agreements meet the accreditations requirements of the Commission on Colleges of the Southern Association of Colleges and Schools (SACS). In support of these policies, the HST program within KCTCS has a system-wide curriculum committee whereby a representative from each college offering the credential serves on the committee. The curriculum is developed / revised via the KCTCS curriculum approval process. This committee/process promotes consistency of curriculum and the ability of students to transfer among the KCTCS colleges and also to four-year colleges/universities.

III. Supportive Data 3.01 Workforce Requirements

Complete Section 3.01 only if the proposed program will prepare graduates for a specific occupation or profession. a. Is this program designed to prepare students primarily for the local, state, regional,

or national market?

Students graduating with an Associate in Applied Science in Health Science Technology can compete for entry-level healthcare jobs locally, statewide, regionally and nationally. Local employers include community hospitals and health care agencies, in particular outpatient and long term care settings, which also participate as clinical sites for students completing the Health Science Technology program.

b. Provide evidence of strong and compelling community/workforce needs that will be

met by this program (e.g., survey results of potential employers, letters from business and industry on company letterhead, advisory committee minutes signed by members, etc.).

Employment opportunities in the allied health and patient care are available and are expected to increase with implementation of the provisions of health care reform. Kentuckiana Works is projecting a need for 2600 additional home health aides (a 55% increase), 1840 nurse aides, orderlies and attendants (a 22% increase) and 1873 personal and home care aides (a 63% increase) by 2018.

In addition to the survey results, letters of support were received from local healthcare organizations (Appendix E).

3.02 Similar Programs in Kentucky

a. Identify similar programs available elsewhere in the state. Please provide a five-year productivity history.

There are currently only two other Health Science Technology degree programs in KCTCS, one at Ashland Community and Technical College (approved 3/10) and one at West Kentucky Community and Technical College (approved 3/10).

b. Explain how the proposed program avoids unnecessary duplication.

Although the program will exist at three colleges within the KCTCS system, JCTC, ACTC and WKCTC will each be serving the needs of students and employers within their respective geographic districts.

a. Have you examined the possibility of collaborative and/or sharing of resources with similar programs within the state? What were the results of your examination?

Health Science Technology programs within KCTCS and the system curriculum committee will share ideas, explore distance learning courses/methodologies, and share a common curriculum. Collaboration exists in the offering of general education by sharing of courses through the KY Virtual Campus (KYVC) and KCTCS Online.

b. Discuss the transferability of this new program through actual or probable

articulation agreements with other secondary or post secondary institutions. Include articulation agreements or letters of intent in the appendices.

General education courses may transfer to any public Kentucky four-year institutions by virtue of the statewide general education transfer agreement. Students may obtain a completer baccalaureate degree at most Kentucky public universities. Additional transferability and articulation to baccalaureate programs will be explored and developed.

a. Identify nearby institutions in adjacent states that have comparable (similar) programs.

Investigation of other institutions inside Kentucky showed no existing program comparable to the Health Science Technology program. There are other Health Science programs, but the focus is on general hospital administration or on a specific area within health care. This research further supports the Health Science Technology degree as it provides the graduate with broad-based skill set. Further research found only one institution outside the state of Kentucky that had a program similar to the Health Science Technology, University of Alaska, Southeast.

b. Explain why the proposed program is not unnecessarily duplicative. Not applicable as there are no similar programs in the surrounding out-of-state area. 3.04 Enrollment/Productivity a. Enrollment projections were determined by enrollment history obtained from Peoplesoft queries of currently enrolled pending majors in nursing and allied health programs. We think these projections are conservative. e. Estimate the number of students projected above who will be drawn from

existing programs within the institution and the net increase in institutional enrollment in the fifth year of the program as a result of the program.

JCTC has close to 1000 allied health and nursing pending students. It is the purpose of this program to recruit these students out of a pending major into a declared major, thus providing increased retention and completers of a degree.

IV. Resources

4.01 Resources Required

a. Facilities 1) Describe the facilities to be used for this program. If existing facilities are available, will they be temporary or permanent? If new facilities are required, describe renovation or construction plans. Include a statement of review by the facilities management or other facilities administrators indicating concurrence with the above description.

Existing campus facilities such office, lab and classroom space will be available for the program in the new health careers building on JCTC’s Downtown Campus, which opened fall 2010. A variety of local healthcare facilities are utilized for clinical sites as reflected by the Memorandum of Agreement’s listed in Appendix A

b. Library

1) Provide a statement by the librarian concerning the availability of current and proposed library resources. Access to library materials is online and in person. No additional access or hard copy Materials will be required. See Appendix B for library support statement

Libraries and/or Academic Resource Centers are available on campus as well as other libraries in the Metroversity Consortium. Current library resources will be purchases for the Jefferson Community and Technical College library. This facility houses various books, journals, as well as access to the Internet where students may access the virtual library. There are also publications and magazines in the program area library. Internet access is available on campus as well as public libraries. c. Faculty 1) Submit by means of curriculum vitae (see FORM 3) the qualifications of current ranked faculty members and part-time/voluntary faculty who will launch the program. Indicate the time each will devote to the proposed program. Faculty vitae for current employed faculty are on Form 3 located in Appendix E

The Health Science Technology program may utilize preceptors or clinical faculty for the clinical rotations for the technical courses. The coordinators of each technical area will work with preceptors to document a valid clinical experience for the student and serve as a facilitator for the preceptors. These preceptors are devoted to the success of the individual students enrolled in the Health Science Technology program.

Current fulltime faculty will be utilized for this program and supplemented with qualified adjunct as needed. Should the program grow to require such, an additional fulltime faculty may be added.

a. Resource Sharing Identify collaborative arrangements for maximizing resources.

Most general education courses needed for degree completion can be taken on campus, the internet through local campus offerings, Kentucky Virtual Campus (KYVC) or KCTCS Online. Collaborative web-based instruction may be used for maximizing resources between institutions, both of which share a common curriculum.

Health Science Technology Credentials: AAS Health Science Technology 60-65 Diploma Certificate Students may be able to earn the following certificates which are already present in other curricula: Nursing Assistant Advanced Nursing Assistant Phlebotomy for the Healthcare Worker Pharmacy Technician I Description: The Health Science Technology (HST) program is designed to prepare students for entry-level career opportunities in the field of healthcare and health-related services. The program is designed for those students who seek entry level jobs as well as for the currently employed individual wishing to broaden skills for career enhancement. Graduates will possess marketable skills sets for direct care services as well as the foundation needed to understand current health care delivery. Many of the general education and core courses are required for completion of varied professional health programs. Examples include diagnostic medical sonography, medical assisting, nursing, physical therapy assistant, radiography, respiratory care, and surgical technology. The HST provides a smooth transition or career pathway to an Allied Health or nursing selective admission program once a student is accepted.
