CEU Credits

0.1 CEU = 1 PDH (Professional Development Hour)

Education sessions are eligible for Continuing Education Units (CEUs). The CEU is a nationally accepted measure of participation in continuing education activities. By obtaining CEUs, you demonstrate to your employer that you are learning new skills and keeping current with changes in the industry. The American Public Works Association has been accredited as an Authorized Provider by the International Association for Continuing Education and Training (IACET).

A CEU Request form has been placed in each registration bag. To receive CEUs, the assigned room volunteer must validate CEU Request forms at the conclusion of each eligible session. Only participants that have attended the entire session will receive validation; without validation, the form is invalid. CEU Request forms may be submitted via mail after the conference. APWA members do not need to pay for CEU registration; however, participants that are not APWA members must pay a fee of $20 USD for the cost of CEU registration. Individuals will be notified via email when CEU Transcripts have been processed and are available for secure download via APWA’s web site.

“Snowy Roads Lead to Fatal Truck Accident”“Help! A Snowplow Wrecked My Car!”“Can I Sue the City for a Car Accident Due to Icy Roads?” “Pileup on a Snowy Highway: Who Pays?”

Many agencies believe they have little to no liability for accidents caused by snowplow activity or wintry weather conditions. However, an agency can be found to have “contributory negligence” in the event of an accident that occurred on property or roads they were in charge of safely maintaining.

Across North America the question of who is liable for winter weather accidents is being challenged in courts. In Ontario, Canada an appeals court ruling, upheld a $4.5 million judgment against roadway maintenance agencies for an “under-maintained” highway. Meanwhile, in the United States, where local authorities set most of the winter maintenance regulations, the trend is more and more towards anti-icing which attempts to prevent ice from ever forming. However, what happens if your Winter Maintenance Plan states you are going to anti-ice and slippery roads cause crashes?

So how do you know what the situation is for your agency? How does your winter maintenance plan fit into your protection plan? When do you have to pay? Why do service levels matter?

CVG Airport Winter OperationsThis tour highlights the snow removal and environmental operations of the Cincinnati/Northern Kentucky International Airport (CVG), which encompasses more than 7,500 acres and four runways comprised of approximately eight miles of concrete, and serves more than six million passengers annually. The airport never closes, and the number one priority is to maintain safe flight operations for passengers, airline partners and cargo customers in any type of weather event. Discover how their round-the-clock Field Maintenance team is able to keep the airfield and all roadways on property open and maintained through the use of nine multifunctional snow removal vehicles able to clean a runway in approximately 20 minutes and a scalable staff, capable of growing to more than 100 strong during the Snow Season from mid-October to March. CVG is a leader in the aviation industry through its ability to capture stormwater, snowmelt and any dispensed de-icing fluid used in this 4.5 square mile airfield. Approximately 400-million gallons of water are treated annually to remove trace amounts of chemicals and keep the environment safe.

Some of the topics reviewed will include working within a 311 call centre environment, using remote retrievel of service requests in the field, and measuring your customer service performance through ongoing review of response times. The presentation will also highlight the challenges associated with delivering services such as driveway windrow opening and sidewalk clearing on residential streets— programs which can sometimes result in high service request volumes.

By focusing on the use of three main critical emergency management practices (Preparation, Execution, Post Operations) both the Town of Lexington and the City of Fargo have been able to create very distinctive road maps that help identify clear direction when dealing with severe winter weather events. By comparing the Town of Lexington DPW’s and the City of Fargo DPW’s trials and tribulations in using emergency management strategies during the 2012/2013 winter snow season, you will get a unique look into concepts that have worked for each organization. Both communities have been able to clearly identify actual working solutions while making minimal modifications to their overall snow operations.

Since 1995, the Kentucky Transportation Cabinet, Department of Highways, has used the services of private trucking companies to assist in the snow & ice removal process. Standards for certain types of roadways have been set, and the assistance of these companies has allowed the Commonwealth to provide faster service to the taxpayers of Kentucky on both major interstate routes and local roads. This presentation will discuss the procurement and administration of these contracts over the last 20 years, and will provide some insight into Kentucky’s snow & ice removal program. A short presentation will also be given at the end regarding the KY Transportation Center’s study into the use of various types of rubber blades, as well as a look at the types and impacts of pavement markers in light of snow & ice removal.

When the ODOT District 4 Portage County Maintenance Garage was deemed unsafe due to structural issues, the District had to move fast to come up with a solution. Within several months, the Portage County facility was relocated to the City of Ravenna’s Street Department Garage. This move created the first shared services garage between two government agencies in Northeast Ohio with both entities sharing services, equipment, and training classes. Since then, a 7,000 sq. ft. salt storage coverall has been constructed and is being used by five different agencies: ODOT, the City of Ravenna, Ravenna Township, and two local school districts. The challenge of this move was combining services prior to the winter and being operational for winter storm events. This session will explain the logistics of moving one facility into another and involving the workforce, it also will focus on what had to be accomplished by both entities to make a smooth transition to provide winter services for our customers.

storyboarding and by involving the workforce, 2. coordinate shared services between state and city

for efficient operations, 3. demonstrate how different government entities

can work together for a common cause.

2:15 – 3:15 p.m.Education Sessions

Anti-icing with a Frozen BudgetJunior Ballroom ASpeakers: Raymie J. Eckerle, Street Commissioner, City of Jasper Street Dept., Jasper, IN

For over 10 years, the staff and mechanics of the Jasper, Indiana, Street Department have been able to design and make all of their anti-icing equipment in house. Using old equipment along with materials purchased from vendors, they have built all of their own brine makers, brine/”beet juice” applicators, as well as the buildings needed to produce/apply anti-icing materials while staying within a limited budget. During the planning and design process, other uses besides anti-icing where incorporated into the building process to be able to use the equipment all year long for other uses. Although municipalities have the opportunity to buy this equipment from some very good vendors, sometimes it is a matter of using very limited funds or not doing it at all.

By attending this session, participants will be better able to:1. explore the opportunities they have available

within their departments to utilize underused or surplus equipment for anti-icing uses, along with other uses, throughout the year;

2. establish a plan that would utilize their own employees along with outside fabricators, if necessary, to build their own equipment to start or improve their anti-icing efforts;

3. budget their precious resources to perhaps start an anti-icing program they may not otherwise be able to accomplish.

The Ohio Department of Transportation (ODOT), 2013 APWA Excellence in Snow & Ice Control award winner, developed a completely objective, data-driven snow and ice performance measurement tool using speed data in conjunction with weather data. This tool grades how quickly the motoring public can resume travelling at normal speeds following a winter weather event. After its second winter of use, learn about how ODOT has refined this tool to more accurately model maintenance efforts.
