CHOICES PROGRAMMEDelivering Choices: communities, opportunities and the challenges of social inclusion
Programa Escolhas aims to support the social inclusion of children
and young people from the most disadvantaged socio-economical
contexts, looking towards equal opportunities and social cohesion.

1 - Spatial segregation;
2 - Legalization difficulties and access to nationality;
3 - Lack of kindergarten responses;
4 - Initial learning difficulties in the portuguese language;
5 - School failure;
6 - Difficulties in accessing training and employment;
7 - Low expectations and low vertical social mobility;
8 - Weak representation and participation.
Context
o Integrated in the High Commission for Immigration and Intercultural Dialogue (ACIDI, IP);
o Exists since 2001: 10th anniversary;
o “Circular” 7P Model of intervention;
o National programme that funds, supports and evaluates 133 projects throughout the country (72 municipalities);
o Now on the 4th Generation: 2010-2012;
o Funded by the national budget (ISS, IEFP, ME) and European Social Fund;
o Co-produced with local resources.
I Educational Inclusion and non-formal education
School reintegration
Implementation of specific educational responses;
Dropout prevention;
Non-formal education;
Family involvement.
II Vocational training and employability
Giving information and helping the integration into the labor market;
Creating and implementing vocational training and employment
opportunities;
Promoting employment and internships based on corporate social
responsibility.
III Civic and community
participation Recreational and educational;
Artistic, sports and cultural activities;
Visits and contacts with community organizations;
Awareness raising and community mobilization.
IV Digital inclusion
Occupational activities;
Information and Communication Technologies (ICT) workshops;
Certified trainings on ICT;
Promotion of school success and employability skills.
V Entrepreneurship and empowerment
Skills development activities; Encouragement and financial support of projects planned, implemented and evaluated by young people; Promotion of youth associations, fostering grassroots initiatives; Visits, internships and partnerships with other civil society organizations.
Evaluation and Support
o Written legal compromise;
oExternal, internal and self-evaluation;
o Web support , evaluation and monitoring (e-mail; web-based platform AGIL);
oFinantial support through AFINA;
oFinantial audits;
o Regular local visits to accompany activities and for technical support;
o Regular reports;
oEvaluation meetings with local consortiums;
o Yearly renewal.
