Note to conference participants
This General Program of the Global Knowledge Based development Week, including both the Forum Dialogues, the Knowledge Cities Summit and all other related events is written primordially with English conference delegates in mind. This document shall serve as their guide for all relevant activities throughout the week of October 15-21. However, it also works for Spanish-speaking delegates, by expressing in Spanish those activities to be conducted in this language. The program, thus, serves this dual purpose. Another program, with all of the week‟s Forum activities, has been produced in Spanish.

Sin embargo, todas las actividades que se llevarán a cabo en Español, están expresadas en Español. Por ello, deberá de funcionar adecuadamente como su guía general tanto para la Semana, como para la Cumbre en particular. Los participantes en la Cumbre de Ciudades de Conocimiento recibirán además otro programa exclusivamente en Español sobre las actividades del Fórum para esta semana. Dado el rol dual de este programa, la puntuación ortográfica en lengua Inglesa priva a lo largo del mismo, salvo en las actividades que serán conducidas en Español, en las cuales se aplican las normas de puntuación habituales del Castellano.

Introduction Knowledge Based Development (KBD) is an emerging field of study and practice that has gathered momentum at the dawn of the 21st Century. Since around the year 2000, the elements and practices characterizing an established scientific field such as specialized publications, scientific conferences and professional organizations have started to occur around the world in relation to KBD. Above all, the emergence of a distinctive social need has motivated this new field. That need consists in making sense of and reacting adequatley to the economic, social and cultural changes brought by the shift of human activities from being predominantly based on material and financial wealth to being based on all dimensions of social value, including represented realities (ideas, emotions, etc.). That shift is characteristic of what is called The Knowledge Economy or The Knowledge Society. That shift involves the understanding and management of a value dynamics for which traditional economic thinking and tools as well as traditional categories to describe work, production, capital, business, government, civic organization, urban life, democratic participation, world order, civilization and culture have proven limited. Not surprinsingly, several existing disciplines have experienced from within the constraints of the Industrial Civilization logic and ethos, generating internal movements to find the ways of overcoming such limits. This is the case of disciplines such as Economics, Urbanism and Political Science. Other disciplines such as Geography, Anthropology and Sociology have expanded their realms by making contact with the realities of the Knowledge Societies. A few more, such as Psychology, Social Studies of Science, and Knowledge Management are finding in this cultural shift the oportunity to go back to their origins and re-emerge as ever more significant and powerful tools of human understanding and organization. In response to the worldwide situation, where different sub-communities are trying to tackle from their own perspective the complex realities of the emerging Knowledge Civilization, this event aims at gathering for the first time those representing the major different perspectives that can contribute to an interdisciplinary and collaborative approach to KBD. This intention has also driven the convention of numerous organizations under the World Knowledge Based Development Consortium, whose list appears in the following pages. Some of these organizations, such as the World Capital Institute, the Center for Knowledge Systems, The Ibero-American Community for Knowledge Systems and The New Club of Paris have played a key role in conceiving and coveying the Global KBD Week. Also, this event has been posible thanks to the sponsorship of Tecnológico de Monterrey, the “Monterrey: International Knowledge City” Project, Universidad Autónoma de Nuevo León, Learning Review and specially the International Forum of Cultures and Knowledge Monterrey 2007, that will provide a unique environment to celebrate this exploration of the new possibilities of knowledge as a leverage of human potential. Thus, the Global Knowledge Based Development Week is conveying nearly two hundred specialists from over 30 countries who will be joined by professionals and students registering in the Knowledge Cities Summit, working in over a hundred activities including workshops and seminars, public and plenary sessions, specialized parallel roundtables, book presentations and other events aiming to serve both the specialized public taking part in the conference as well as the general public taking part in the free and interactive Forum Dialogues. Other converging events, such as The Monterrey International Book Fair and several professional assemblies will create further synergies around KBD. All these activities shall drive to a Saturday morning plenary to take the shape of an Open Space session where all participants will engage in a definition of a Global KBD Agenda. Several scientific journals, universities, international organizations and other private and public institutions are looking forward to the results of this session as a guideline for future R&D, editorial perspectives, academic curricula and certainly, public policy and social programs focus. Other highlights such as the 1st Most Admired Knowledge City Awards shall contribute to make this week not an isolated event but a synergistic space that contributes to detonate the innovations in scientific thinking, technical development, policy design and public decision-making urgently required to inaugurate the Era of Knowledge.

Welcome Dear international, national and local participants: welcome to the Global Knowledge Based Development Week, the first World gathering of practitioners, decision-makers, academicians, students, and all interested citizens in exploring the potential of knowledge as the most distinctive social force of our time. This is your week and every aspect has been conceived and prepared so that you can enjoy and make the most of the wealth of experiences and resources composing the program. The program is arranged as a menu of opportunities serving different sets of interests, but most of them ameneable to a mixing satisfying each individual. There are both activities primordiallly in English for non-Spanish-speaking visitors and also activities primordially for local participants and other Spanish-speaking visitors; although all plenary sessions and several others will be simultaneouly translated into English. There are high-quality Forum Dialogue events open to the general public interested in the subject that shall appeal to all. There are specialized activities, mostly for registered participants to the Knowledge Cities Summit, that will be the focus of their expert analysis and professional networking. There will be activities designed to mix up all participants in a joint learning and celebration of knowledge. There will be, finally, social and cultural events providing the human atmosphere to make this a memorable experience. While some of the plenary sessions involve keynote addresses and presentations which are representative of the state of the art, most activities are designed to promote participation, so that every individual becomes an active agent in the collective construction of knowledge. In particular, parallel sessions and book presentations promote eye-to-eye small group contact, mediated by voice, presence and dialogue rather than electronic resources. Bear in mind that is up to you to make the most of the program menu of options and that you will have to remain aware of the whole structure of the week, of each day‟s offerings and of the specifics on every individual activity of your interest. Make this your memorable week! Program Components The 1st Knowledge Cities Summit The anchor event: a Conference by registration taking place from Wednesday 17 through Saturday 20. The world premiere of this international conference will feature several conversation formats aiming at facilitating knowledge exchange and socialization amongst participants. Check program updates at http://globalkbdweek.mty.itesm.mx The Universal Forum of Cultures Monterrey 2007 (Umbrella event) After the First Edition took place in Barcelona in 2004, this outstanding international event ('the olimpics of culture”) will be hosted by The City of Monterrey from September 20 through November 20 (visit http://www.monterreyforum2007.org) The Most Admired Knowledge Cities (MAKCi) Awards Teleos, the UK-based MAKE Award organizer and The World Capital Institute have partnered to design and execute the global experts consultation that shall lead to the designation of the most admired knowledge cities for 2007. The Awards will be presented on Saturday 20. Global Knowledge Agenda This open space event to be held on the morning of Saturday 20 will close the technical section of the week. All represented organizations and conference participants will face the challenge of integrating the different inputs generated throughout the week into a coherent and viable global KBD agenda. International KBD book exhibition and presentations This year‟s institutional guest of the Monterrey International Book Fair (October 14-21) will be UNESCO. An international selection of recent publications will be displayed and a series of book presentations by their authors and editors will take place. The Forum Dialogues on Knowledge Based Development Following the Forum Dialogues tradition, over 40 free and open sessions aimed at the general public will take place Tuesday 16 through Saturday 20 in several participative formats such as keynote conferences, roundtables, debates, workshops/seminars, Q&A sessions, etc., focusing on social aspects of knowledge relevant to citizens‟ everyday life. The Ibero-American Community for Knowledge Systems Assembly The leading international Latin network devoted to knowledge management and knowledge-based development will hold its fifth annual general assembly on Monday 15 and delegates will participate throughout the whole week. Associations and networks meetings. Other related international and national organizations will hold important meetings during this week, creating further potential for synergies, such as the UN Global Compact Annual Networks Forum, the Forum Intellectus (based in Spain), The International Workshop: Innovation and Comercialization in Life Sciences; as well as the Mexican organizations ADIAT (Association of Applied Research and Technology Development Executives) and CAINTRA (Local Industry Chamber).

Monday, October 15
The Global Knowledge Based Development Week opens with the 5th Annual Assembly of CISC -the international KM and KBD regional network for Latin America, the Iberic Peninsula and the Hispanic Communities of North America. Delegates from the 27 cells in 13 countries join their elected governing boards and all attending CISC members for a yearly progress report, planning, organization and celebration. Later on, the InterAmerican Development Bank and CISC meet to explore ways to promote Knowledge City initiatives around the region. A dinner will bring together the two institutions plus other regional KM/KBD organizations. The day‟s activities will be held at the Tecnológico de Monterrey main campus, since CINTERMEX facilities will remain closed on Monday.

This day has two landmarks: the seminars and the beginning of the Forum Dialogues. The morning seminar / workshops are a series of free* world-class sessions where top international experts will work with the audience on five major topics: 1. Knowledge Management; 2. Wednesday will focus on organiza- tional-level knowledge processes as building blocks of interorganizational dynamics. Therefore, knowledge and innovation management cases and process analysis will serve as basis for k-based business develop- ment, incubation and entrepreneur- ship, intellectual capital accounting, risk management and financing, and knowledge networking. From that base we move into local knowledge and value flows involved in regional networks, clusters, techno- logical parks, technolpoles, civic net- working, democratic processes, public information, e-government, etc. The day starts with the Opening Ceremony of the Knowledge Cities Summit, immediately followed by the first two of its core activities: the highly participative and focused parallel sessions. Also during the morning, the first of the workers‟ seminar will take place before all participants convey for a keynote address. Lunch precede two book presentations, another keynote and two plenary sessions. The daily Q&A session and official dinner will close the day‟s works as a prelude to the evening‟s cultural activities.

Thursday will have a distinctive focus on Knowledge Based Development processes, i.e., the social dimensions of knowledge value creation and distribution. Regions, countries and worldwide programs will provide the level of analysis. The day starts with an activity that will be repeated on Friday and Saturday: a brief “warming up” session promoting and early gathe- ring of participants for fun, socializing and a very attractive draw of prizes including a generous donation of copies of the publications to be presented throughout the week. Parallel and plenary sessions make a busy morning, followed by another interesting set of book presentations and plenary sesions in the afternoon. The daily Q&A session closes the day as everybody rounds it up with dinner, social and cultural events.

The Emio Greco I PC Dance Company was established in Amsterdam in 1996. Besides dance productions, this company promotes an open attitude towards body sensing. The group started a series of dance salons, including a research section on body movement recording and notation. They have founded the Academia Mobile edcational program, delivering conferences, workshops and dialogues around the world.

This petit singer with a powerful voice arrived in New York has Rumanian roots. Born in Bucharest, her family left East Germany when she was a child. In her presentation “Gypsy in a Tree”, she recalls the suffering of Nazism she experienced as a child. Always, when getting to stage, she does so with a bag full of hats, which she wears according to each song. Some are epic; the rest represents largely the whole history of Rumanian gypsies, masterly interpreted. Her style includes capella singing and she is well known for the standing ovations often ending her concerts.

Esta pequeña cantante con una gran voz, arribó a Nueva York, pero sus raíces son rumanas. Nacida en Bucarest, su familia dejó Alemania del Este, cuando era una niña. En su presentación: “Gypsy in a Tree”, ella entona el sentimiento del sufrimiento de la época nazi vivida en su niñez. Siempre que llega a un escenario, lo hace con una maleta llena de sombreros y se los va cambiando dependiendo de las canciones. Algunos temas interpretados son épicos. Y el resto de su repertorio representa en gran parte toda la historia de los gitanos rumanos, interpretado de una manera magistral. Saturday, October 20 All the intensity of the week will be resumed in a challenging and thrilling experience: the collective construction of a global KBD agenda as a legacy of the international community gathered in Monterrey 2007 and their local counter parts. An Open Space exercise will be the scenario where all participants will vest their best understanding in identifying, weighting and clasifying the most critical issues to be addressed by KBD practitioners, researchers and analysts around the world. The results of this exercise, to be facilitated by a team of experts, will be presented later on the day, after they gather and integrate all information. Meanwhile, another highlight of the week, the MAKCi Awards Ceremony, will be held, with the winning cities presenting their cases, followed by a final set of plenary sessions. As the program draws to an end, a “farewell” session at the Meeting Point Room will allow all conference participants to say good bye and have a last chat while enjoying a coffee and some music.

Eva Garrido “La Yerbabuena” was born in Frankfurt in 1970, but only 15 days after she was back at their parents land, Granada. She started to dance at age 12 with Enrique “El Canastero”, Angustillas “La Mona”, Mariquilla and Mario Maya, before traveling to Seville to carry out her drama studies with Juan Furest and Jesús Domínguez, as a last stop on her way to La Havana (Cuba) to study choreography with Johanes Garcia.

Comenzó a bailar a los doce años con Enrique “El Canastero”, Angustillas “La Mona”, Mariquilla y Mario Maya en su tierra antes de viajar a Sevilla para llevar a cabo sus estudios de arte dramático con Juan Furest y Jesús Domínguez, último paso antes de su marcha a La Habana (Cuba) para poder estudiar coreografía con Johanes García.

This petit singer with a powerful voice arrived in New York has Rumanian roots. Born in Bucharest, her family left East Germany when she was a child. In her presentation “Gypsy in a Tree”, she recalls the suffering of Nazism she experienced as a child. Always, when getting to stage, she does so with a bag full of hats, which she wears according to each song. Some are epic; the rest represents largely the whole history of Rumanian gypsies, masterly interpreted. Her style includes capella singing and she is well known for the standing ovations often ending her concerts.

Esta pequeña cantante con una gran voz, arribó a Nueva York, pero sus raíces son rumanas. Nacida en Bucarest, su familia dejó Alemania del Este, cuando era una niña. En su presentación: “Gypsy in a Tree”, ella entona el sentimiento del sufrimiento de la época nazi vivida en su niñez. Siempre que llega a un escenario, lo hace con una maleta llena de sombreros y se los va cambiando dependiendo de las canciones. Algunos temas interpretados son épicos. Y el resto de su repertorio representa en gran parte toda la historia de los gitanos rumanos, interpretado de una manera magistral. Su estilo incluye canciones a capella y se le conoce por sus ovaciones en pie por los asistentes a sus conciertos.
