Programme synospis: scope, target groups, etc.

Scope (L1&L2) : Increase Flood Risk Management capacities in the Beneficiaries at national, regional and EU levels

Beneficiaries: AL, BH, CRO (only L1), FYROM, MNE, SRB, KSV under UNSCR 1244/99, TUR

1. Programme synopsis: components/expected results

Lot 1:

- A1) Capacity building for flood preparedness/response: multi-national CP Modules for Flood Rescue using Boats (FRB), SOPs, border-crossing/HNS protocols, training/exercise for staff of CP Modules

- A2) Capacity building for approximation to/implementation of EU Floods Directive (EUFD): capacity-building on EUFD, guidelines and road-map for future action in Flood Risk Management

Lot 2:

- A1) Capacity building for flood preparedness/response: multi-national CP Modules for High Capacity Pumping (HCP) and Flood Containment (FC), SOPs, border-crossing/HNS protocols, training/exercise for staff of CP Modules

Component 2: Capacity building on EUFD

OVERALL OBJECTIVE

Capacity building and provision of support for the approximation to the EU Floods directive and the implementation of an integrated approach to flood risk

management encompassing prevention, preparedness and response in line with the Council conclusions on Integrated Flood Management

Main actions

1. Need assessment, gap analysis and survey of existing data and map on flood risk. (WP 2.1) 1. multi-stakeholders mapping, 2. Completed and on-going main initiatives 3. Status of implementation of Floods Directive in beneficiaries 4. survey of existing data and maps of flood risks

2. Guidelines, good practices and recommendations (WP2.3) 1. Uptake of existing guidance documents and analysis of MSs GPs 2. Beneficiaries specific and regional recommendations

Component 2: Capacity building EUFD

Main actions

3. Needs-based capacity building programme (WP 2.2)

1. First presentation of Draft Guidelines and GPs – Back to Back to 2nd AG meeting -November- December 2014

2. Regional Flood Directive Workshop (Back to Back with SG – February 2015)

3. training on the job under the formula of “learning by doing” based on the recommendations

4. support the implementation of the Flood Risk Information System.

Component 2: Capacity building EUFD

Main actions

4. Flood Risk Information System for Preliminary Risk Assessment (WP 2.2) 1. Web-GIS for sharing data and maps on Risk Assessment 2. Support the creation of a flood catalogue (ICPD - FloodCat)

5. Roadmap for future actions (WP 2.3) 1. focus on the entire flood risk management cycle 2. Focus on aspects with a multi-beneficiary dimension
