Minor Championship: (8 Teams N/E GPC & __ Teams West GPC)

Organised per GPC area (GPC winner’s contest County Final)

The Seven Minor “A” League teams plus the winners of the B1 League in the North GPC make up the “A” Championship Group.

Round 1: Open Draw (4 games).

Round 2: Two groups of 4 teams; Group 1 - 1st Round Winners & Group 2 - 1st Round losers

Group 1 – 2 games (Open draw) – 2 Winners qualify for GPC Semi-final.

Group 2 – 2 games (Open draw) – 2 Winners qualify for GPC Qtr. Final.

Round 3: Quarter-Finals: The two losing teams from Group 1 Round 2 play the winners from Group 2 Round 2.

Round 4: Semi-Finals: 2 winners from Group 1 Round 2 play the 2 Quarter Final winners.

Round 5: GPC Finals

Round 6: County Final: (GPC N/E Winners v GPC West Winners).

In the North GPC All the other teams in the B1 & B2 Leagues play in the B Championship. (15 a side)

In the North GPC the Six teams in the “C” League play in a "C" Cup Competition. (13 a side)

There is no County “C” Championship.

Relegation is not a stand-alone competition! It is an integral phase of the Galway Senior, Intermediate and Junior Championships. All rules and

Competition Regulations. [Ref: Official Guide - Rule 6.18(1) and Rule 7.5(c).]

Composition of the West Minor "A" & "B" Championships to be decided when Leagues completed. There is no “C” Cup Competition in the West GPC.

The winners of the County Junior Championship will be promoted to the Intermediate grade for 2017 and will be replaced by the relegated team from the

Intermediate Championship.

A Player on an Inter-County Minor panel shall not play in Adult Club League Competitions/Challenge Games until his Inter-County activity for

the year is concluded. (Rule 6.21 (c) Official Guide 2015.

The bottom three teams in Div 1, 2 &3 leagues to be relegated and replaced by the top three teams from the next lower league.

The bottom two teams in the Div 4 league to be relegated and replaced by the winners of the Div 5 West & Div 5 North leagues.

LEAGUES

Extra Time to be played in all League Finals.

1. Play Off: Where teams finish level on points and one or more of them has conceded or given a walk over in the group games, this/(these) team(s) will be

placed in a lower position on the points table than the team(s) that played all their games.

2. Minor Players: The unavailability of Minor players, for whatever reason should not be grounds for seeking a postponement of Adult League games and

requests for postponements will not be entertained or granted.

COMPETITION REGULATIONS

3. When two teams are scheduled to play a League Game on a certain date and the same two teams are subsequently drawn in the Championship, the

League Game should proceed as scheduled prior to the Championship game and no postponement will be entertained or granted.

3. Highest total score for.

Exceptions: In relation to means (2) and (3) above, if the accumulated scores of a team, so involved, are affected by a disqualification, loss of game on a

proven objection, retirement or walk over, the tie shall be decided by a Play-Off.

4. Clubs to play Three Rounds of the Leagues without their Senior County Players – Rounds to be designated and agreed before the commencement of the

Leagues.

8. All Selectors (in excess of two) shall remain in the designated area on the Stand (or on the sideline if there is no stand) throughout the game. Selectors

may not act as Water Carriers.

19. Support the National and County Respect Initiatives:

Officials, Players, Referees, Umpires, Linesmen, Coaches, Parents, Guardians and Supporters “Give Respect, Get Respect” from each other.

Our Games our Choice – Make them more enjoyable for everybody.

20. Cathaoirleach an Cumann has overall responsibility for adherence to Match Regulations by his/her Club. He/She must remain in the designated area in

the Stand/Sideline.

13. Two Water Carriers are permitted per Team and must not be under 18 years of age. Water Carriers may not enter the field of play at any time and must

be stationed 2 meters back from the sideline when not dispensing water . Water Carriers to wear a distinctive Bib (Not Club Colours) with the words “Maor

Uisce” in clear large letters.

14. The referee has the authority to send any person in contravention of Match Regulations to the stand/outside the pitch enclosure and such person cannot

be replaced.

15. All Players should wear the jersey number supplied by the Club Secretary for the Match Programme. Teams who do not comply with the Jersey

Numbers as indicated on the Match Programme will incur a fine of €500.

16. A Field Official is appointed to each game by Coiste Cheannais na gComórtaisí whose primary function is to monitor and report on the implementation

of the regulations.

17. Penalties: Penalties will be proposed by Coiste Cheannaisi na gComórtaisí, on foot of Referees and Field Officers Reports and it should be noted that

there is no recourse to object or appeal.

10. The Runai/Chairperson or nominated person shall remain in the designated area during the course of the game but is permitted to move to the Sideline

Official to relay details of substitutions.

21. All other Match Regulations as per the Regulations Governing the Organisation and Presentation of Inter-Club Championship Games as drawn up by An

Lár Choiste Cheannais na gComortaisí and approved by Ard Chomhairle in accordance with Riail 3.44 (h), Riail 3.48 (f) and Riail 6.35 T.O. 2015 and

Riail 4, Rules of Control, Official Guide 2015 Part 2.

REGULATIONS GOVERNING THE ORGANISATION AND PRESENTATION OF INTER CLUB CHAMPIONSHIP GAMES 2016

18. The videoing of games is subject to the Runaí an Cumann making written application and obtaining the permission 48 hours in advance of the game,

from the County Board Secretary and the payment of the appropriate fee of €50. The granting of permission is subject to full compliance with the Galway

GAA Video Policy. A Copy of the permission granted, should be given to the person videoing the game as they need it to gain entry to the ground and they

may also be asked to produce it during the course of the day.

12. No Children are allowed entry to the pitch enclosure.

11. Team lists including Names of Officials must be handed to the Referee before the game commences.

7. Break in Play: Wide ball, after a score or stoppage called by the referee.

(A free kick or sideline ball does not constitute a break in play)

6. The Maor Foirne /Runner (who must be a selector) may enter the field of play during a break in play via the Substitution Zone and exit the pitch at the

nearest end line or sideline after which he must return to the designated area in front of his own team dugout/designated seating area. The named official

shall wear a distinctive Coloured Bib/Top (Not Club Colours), which shall have “Maor Foirne” in clear large letters. The Maor Foirne may not act as a

Water Carrier and must not be a listed member of the Team Panel.

5. The Bainisteoir shall wear a distinctive top, which shall have the word “BAINISTEOIR” in clear large letters. The Bainisteoir is permitted to move along

the sideline between the two 45m lines for the purpose of issuing instructions to players, after which he must return to the designated area in front of his own

team's dugout/designated seating area.

The Bainisteoir is not permitted to enter the field of Play.

1. The number of Team Officials permitted to remain in the Pitch Enclosure after the toss of the coin is up to a maximum of eight who are Bainisteoir, Two

Runaí/Chairperson/Nominated person (1) & Respect Officer. Selectors (one to act as Maor Foirne), Medical Personnel (1), Water Carriers (2).

2. Teams shall take the field and leave the field at the time indicated by the Field Officer of the Committee in Charge.

3. A Kick around shall not be allowed at halftime in accordance with Health & Safety Regulations.

4. Only three substitutes (wearing distinctive tops) allowed to warm up without a football, at any given time.

9. The Medical Personnel (1) shall wear a distinctive top/bib, which shall have the word “Doctúir or Physio”, in clear large letters and may only enter the

field of play to attend to an injured player or on the instruction of the Referee. When not attending to injured players, Medical Personnel shall remain in the

designated area on the sideline.

(iv) Chairperson and Secretary of a Club: For breach in Minor or Under 21 Grades – 48 weeks Suspension.

The Galway Competitions Control Committee (C.C.C.) shall be responsible for all arrangements and control of games under the jurisdiction of the

County Committee, including disciplinary matters other than those functions reserved for the County Hearings Committee.

All fixtures made must be ratified by the Galway Competitions Control Committee (C.C.C.). Requests for deviation are a matter for the Galway

Competitions Control Committee (C.C.C.C.) and all such requests must be made in writing, by the Club Secretary, to the Secretary of the Committee in

Charge, quoting the applicable rule and Bye-Law under which the postponement is being requested.

         Where one team fails to turn out, the opposing team shall line out, at appointed time and hand list of players to referee, otherwise they cannot claim the

match, unless the defaulting team gave them through the Secretary of the Committee concerned, official notice in writing. The Secretary of the Committee

must produce this notice of their intending default.

        The Galway Competitions Control Committee (C.C.C.C.) shall deal with objections and counter-objections arising from games under the control of the

County Committee and it shall investigate and process matters relating to the Enforcement of Rules and Match Regulations for games under the control of

the County Committee.

AGE GRADES

The Competitions Control Committee and in urgent cases, the Secretary of the Committee concerned, shall grant on application postponement of a

fixture, in the case of death during the four days preceding the fixture of (a) the Chairperson (b) Secretary or a playing member of the club or (c) parent,

brother, sister, wife or child of a player, provided written notice is received and approval given by the Secretary or in his/her absence, the Chairperson of the

Competitions Control Committee.

(ii) Player: For breach in any Grade – 2 weeks Suspension.

Penalties for Breach of Lower Age Limit:

(i) Team Penalty: On a Proven Objection – Award of Game to Opposing Team. On an Inquiry by the Committee in Charge – Forfeiture of Game without Award to the Opposing Team.

Girls may participate only up to and including the Under 12 Grade.

To be “Under” an age shall mean that the player shall celebrate the Upper Limit birthday (e.g. 21st. for Under 21 Grade) on the 1st. January of the

Championship Year or on a later date.

To be “Over” an age shall mean that the player shall have celebrated the Lower Limit birthday (e.g. 16th. To participate in Senior/Under 21 Grades) prior to

the 1st. January of the Championship Year.

Penalties for Breach of Upper Age Limit:

(i) Team Penalty: On a Proven Objection – Award of Game to Opposing Team.

On an Inquiry by the Committee-in-Charge - Forfeiture of Game without Award to the Opposing Team.

(iii) Person(s)-in-Charge of the Team in which the breach is committed – 48 weeks Suspension

The Competitions Control Committee and in urgent cases, the Secretary of the Committee concerned shall grant on application the postponement of a

fixture, In the case of a death during the week preceding the fixture of:

(a)  The Chairperson, Secretary or a Playing Member of the Club or

(b) A Parent, Brother, Sister, Wife or Child of a player, provided written notice is received and approval given by the Secretary or in his/her absence, the

Chairperson of the Competitions Control Committee.

All Fixtures made by the respective Workgroups must be ratified by the County Competition Control Committee. Requests for a deviation are a matter for

the County Competitions Control Committee.

(iii) Person(s) in Charge of the Team in which the breach is committed – 8 weeks Suspension.

VENUES

In the event of a Club's home ground not being available for whatever reason for a game, the onus is on that Club to arrange an alternative venue or travel to

the opponent's venue to play the game and to notify their opponents, the referee and the Secretary of the Board.

FIRST AID / MEDICAL

Each Club is responsible for the safety and welfare of its own players. In this regard all Clubs should ensure that when training and playing games a

qualified First Aid person accompanies the team and is in attendance with a fully equipped medical bag.

In addition the contact details of the nearest Doctor should be known by the First Aid person and by at least one of the members of the Team managers or

coaches.

POSTPONEMENTS

The following regulations, as set out in the Coiste Contae na Gaillimhe Bye Laws and General Regulations, apply in relation to the postponement of a

fixture:

·         Under 12: Be Under 12 years and Over 9 years.

FIXTURES

·         Adult: Be over 17 years.

·         Under-21: Be Under 21 years and Over 16 years.

·         Minor (Under 18): Be Under 18 years and Over 14 years.

·         Under 16: Be Under 16 years and Over 12 years.

·         Under 14: Be Under 14 years and Over 10 years.

PROCEDURE FOR REQUESTING TO PLAY CHALLENGE GAMES

PROCEDURE FOR REQUESTING TO ORGANISE TOURNAMENTS

Prior permission must be requested by clubs to play and participate in Tournament games and it is the responsibility of the club organising the Tournament

to request approval, in writing, to the appropriate authority and to pay a fee of €20 with the application.

The maximum number of teams eligible to participate in GAA Tournaments is eight (8)

All requests to organise a Tournament must be submitted to the County Secretary, on the prescribed Tournament Permission Request Form, by the Club

Secretary.

All requests must be submitted on the prescribed Challenge Game Permission Request Form, by the Club Secretary.

If the challenge game is with a team from within the county the club secretary should complete the Challenge Game Permission Request Form and forward

by eMail, to Runai, Coiste Chontae ([email protected]) at least 2 days prior to the challenge game.

If the challenge game is with a team from outside the county and within the Province (Connacht) the club secretary should send the Challenge Game

Permission Request Form, at least 3 days prior to the challenge, by email to Runai, Coiste Chontae ([email protected]) and to the Secretary Connacht

Council ([email protected]).

If the challenge game is with a team from outside the province (Connacht) the club secretary should send the Challenge Game Permission Request, at least 3

days prior to the challenge, by email to Runai, Coiste Chontae ([email protected]) and to the Secretary Connacht Council

([email protected]). and to Central Council ([email protected])

Prior permission must be requested by clubs to play and participate in Challenge games and it is the responsibility of the club organising the Challenge game

to request approval, in writing, to the appropriate authority.

The following is the procedure for requesting that permission.

“The affiliated Club Delegates elected to the Football and Hurling Committees including the affiliated Club Delegates to Coiste Peil na nÓg and Coiste

Iomána na nÓg will be required to act as Respect Officers, at Championship Games, organised by their respective Committees. The Club Delegate/Respect

Officer shall go to the Referee’s Room ten minutes before each Championship Game begins, procure his Respect Officer’s Bib and along with his opposing

Club Delegate/Delegates/Respect Officer, accompany the Referee to the centre of the playing field. Both Club Delegates/Respect Officers shall introduce

their respective Team Captains to the Referee and then go to their designated sideline, where they must wear their Respect Officer Bibs, until the Game has

finally concluded. They shall assist the Linesman in ensuring that all Team Officials and Substitutes are not congregating on, or obstructing the sideline,

during the Games. After the final whistle sounds, the two Club Delegates/Respect Officers shall accompany the Referee back to the Referee’s Room and

return their Respect Officer Bibs.”

The failure of any Club and/or its Committee Delegate to fully adhere and operate this Bye-Law before, during and immediately after each Game, shall incur

a penalty of €100 per game.

The Respect Initiative introduced in 2012 by County Galway G.A.A, is absolutely binding on all Clubs, their Members, Players, Officers and Delegates,

along with the National Games Regulations for the 2015 Championships and thereafter.
