I am delighted to congratulate the participants and guests on the opening of the IX International Veterinary Congress.
The Congress is a highly respected forum that brings together professionals from the veterinary and animal breeding industry, scientists and representatives of non-commercial organizations in order to find solutions to complex problems that arise in the agricultural sector. The Congress has been organized in collaboration with the Ministry of Agriculture of the Russian Federation, Federal Service for Veterinary and Phytosanitary Surveillance and the State veterinary service.
The International Veterinary Congress has established the important tradition of taking a closer look at the challenges met by animal and poultry breeding and revitalizing the discourse that
contributes towards a more favourable veterinary status in Russia and possibly beyond. I sincerely hope that you all find topics of interest among the plethora of presentations
offered for your attention this year and procure knowledge that will come in useful in your work.

I am happy to welcome and greet all the guests of the 9th International Veterinary Congress that shall be held under the eloquent motto of the international veterinary community “One World – One Health”.
The International Veterinary Congress is a significant event that operates as a mirror of the challenges faced by the agricultural sector and prospects for the future development of livestock breeding, poultry breeding and other segments of the market that can only be considered crucial to the lifestyle of the Russian citizen.
A high quality and safety of animal-derived products are currently a top priority, hence the vital importance of sanitary and veterinary measures, modernization of production and processing technologies, as well as quality control. All of these
topics are extensively covered in the presentations we are honoured to feature in this year’s programme. We were setting out to offer our guests up-to-date information that does not only arouse curiosity, but can also be of help to veterinary experts and practitioners of all ranks in their day-to-day work.
Participation in the Congress is a veritable opportunity to gain new knowledge and experience for any practitioner aware that continual professional growth is the only way to be in demand and keep up with the pace at which the agricultural sector is evolving in this day and age.
The Organising Committee invested immense effort to put together a programme that is both up-to-date and of use to any individual working in the fields of livestock breeding and veterinary medicine, be they a Director General of a large farming unit, a veterinary practitioner, researcher, university lecturer or diagnostic laboratory technician etc.
We also hope that the presentations and exhibition shall be of interest to individuals employed both in the public and private sectors.
I would like to take the opportunity to wish the participants of the Congress prosperity and many years of fruitful work ahead of them!

I am extremely happy to greet the organisers, participants and guests of the 9th International Veterinary Congress!
The Congress is a significant event and as ever true to its motto “One World – One Health”, once again demonstrating the strategic value of veterinary medicine in the functioning of the agricultural sector, not least through the efforts undertaken to ensure maximum biological and food safety in our country.
Priorities and challenges faced by the veterinary and agricultural sector are currently as follows:
- Updating and perfecting the legislation applicable to veterinary medicine;
- design and implementation of control programmes aimed at the most significant animal diseases (FMD, rabies, ASF etc.);
- focus on veterinary education programs, which must promptly integrate the most recent breakthroughs made by the scientific community;
- encouraging research in the domain of veterinary medicine at leading research organizations and universities;
- conducting applied research studies with a view to creating next generation medicinal products for veterinary use, be that for the prophylaxis or treatment of infectious diseases, relying on genetic engineering, in silico technology and other state-of-the-art tools;
- creating and preserving a gene pool of animals and poultry from breeding herds without recourse to imported animals and genetic material;
- import replacement in the pharmaceutical and biopharmaceutical sector;- intensification of animal breeding by way of implementing state-of-the-art biotechnology
tools in genetic selection in order to boost resistance to pathogens;- enhancement of productivity simultaneously with enhancement of the quality of animal-
derived products.We can only make a difference if every person employed in the veterinary sector invests
their effort, drawing on personal experience.The International Veterinary Congress constitutes a perfect platform for dialogue between
highly qualified and responsible professionals to reach a perfect understanding of the problems and challenges our industry shall be facing in the foreseeable future.
I would like to wish the organisers and participants of the 9th International Veterinary Congress to spend these few days working fruitfully to make new professional accomplishments possible!

I am happy to greet you all on behalf of the Federal Service for Veterinary and Phytosanitary Surveillance.
Originally proposed by trade associations, the Congress is now a strategically justified initiative supported by the Ministry of Agriculture and Federal Service for Veterinary and Phytosanitary Surveillance.
Development of the agricultural sector is currently one of the top national priorities, alongside the protection of public health, making high-quality alimentary produce available to the consumer and laying down the foundations for our country's biosecurity.
Veterinary medicine is a key element of the agricultural production, crucial not only to preserving animal welfare, but also to safeguarding the nation’s health. As the well-known saying goes, “Medicine is a cure for a human being, while veterinary
medicine is a cure for humankind”. Participation in the International Veterinary Congress offers a unique opportunity to
anyone in the diverse multi-faceted veterinary community to gain timely access to up-to-date information that could aid in making scientifically justified decisions and tackling problems that arise in dairy and beef farming, poultry-breeding, pig breeding, the aquaculture industry etc.
This will doubtless enable the participants to reach a higher level of expertise and acquire insight into the methodology and strategies for integrating optimized solutions to enhance production and food safety and ensure safe co-existence of animals and man.
The high calibre of invited speakers from Russia and all over the world as well as the large number of participants indicate that the Congress has become a major professional forum bringing together the veterinary community and encouraging interaction in making key strategic decisions.
