Galileo enhances Europe’s technological independenc e

� The first global satellite positioning, navigation, and timing system, designed and operated under civil control

� As of 2008, financed entirely by the European Union and managed by the European Commission

� Provides Europe independence from other similar systems and greater robustness

� Targeted to be interoperable with other GNSS to facilitate their combined use and to offer better performances for all kinds of user communities worldwide

� The first two operational satellites were launched on 21 October 2011

� The third and fourth Galileo satellites, completing the IOV quartet , were launched on 12 October 2012

� All industrial contracts necessary to ensure early Galileo services in 2014 have been signed

� Next Galileo launches:

� FOC FM1 and FM2 planned for the end of summer 2013

� FOC FM3 and FM4 planned for the end of 2013.

Early services for OS, SAR and PRS will be provided from 2014. CS will be provided at a later stage.

EGNOS is fully operational

� EGNOS Open Service is operationalsince October 2009

� Its Safety of Life service has been declared operational in March 2011

� Since December 2011, the EGNOS-based LPV procedures at Alderney airport (Channel Islands) are the first in Europe able to being used for revenue services in commercial flights

� Around 150 approach procedures making use of EGNOS for aircraft landings approved in Europe

� The EGNOS Data Access Service (EDAS) was declared in July 2012

EU – China Agreement

EU is cooperating with China, primarily on interope rability and compatibility

Objective� The objective of the agreement is to encourage, facilitate and enhance co-operation between

the parties within European and Chinese contributions to a civil global navigation satellite system (GNSS) - Galileo programme.

Status� Elements of Consensus signed in June 2012

� Joint Statement on Space Cooperation signed at the EU-China Summit on 20 September 2012

� EU-China ITU coordination meeting from 11 to 15 March 2013 to address frequency matters between Galileo and Beidou. Next meeting to take place before the end of the year. A date must be agreed upon quickly.

Implementation� Launch of discussions for an EU-China Space Dialogue. A first successful meeting was held

in Beijing in August 2012. � Joint Galileo projects in IOV phase to be brought to their fruitful completion with mutual

benefits to both sides.

� Support to the China-Europe GNSS technology training and cooperation centre (CENC) inBeijing.

October 2011 and in October 2012� Deployment is being accelerated� Early Galileo OS/SAR/PRS services from 2014� Early Galileo CS services from 2016

� EGNOS is operational� EGNOS OS since October 2009� EGNOS SoL service since March 2011� EGNOS Data Access Service since July 2012

� International coordination is key� Ensure compatibility with other GNSS as a

minimum� Achieve interoperability when desired
