Transient Training Housing Analysis

Volunteer Training Site Milan

Gibson County, TN

SCOPE OF OBSERVATION:

The purpose of this site observation was to perform an assessment of the Milan Transient Training

Housing Complex to determine potential expansion and recommend a location for additional

Barracks. This study was limited to the immediate area around the existing Transient Housing.

OBSERVATIONS:

General Site Observations:

1. The exiting site has three barracks clusters of four 40 to 80 bed open bay barracks, and

one barracks cluster of three 40 to 80 bed open bay barracks. This configuration

provides for housing for 600 to 1200 troops. Additional Officer and Senior NCO billets

are not known at this time.

2. The site along the entrance drive at troop the housing area generally slopes off to the

north and west. To add an additional cluster of 4 barracks there is currently limited

available areas adjacent to consider. The most promising is west of the large gravel

parking lot and to relocate the ACFT from behind the existing barracks building on the

main entrance drive to the end of the gravel parking lot.

3. The area to the west of the existing troop housing looks to be used as an assembly area.

4. The area to the north of the existing troop housing into the woods is adjacent to small

arms firing ranges and additional development could encroach upon the ranges.

Proposed Site:

The proposed site behind the existing barracks building on the main entrance drive would require

the relocation of the proposed ACFT to a proposed site south of the existing gravel parking lot. It is

recommended to begin upgrading the existing sanitary sewer by installing 8” sewer lines and

manholes instead of cleanouts tying into the existing sanitary sewer. The extension of the existing

water main is proposed and adding fire hydrant sized for the barracks expansions and their fire

sprinkler requirements. The proposed gas hot water heaters and heats would be served by

extension of propane gas lines and adding another tank if necessary. The current proposal for a unit

administration building and dining hall have been tentatively sited along the main drive subject to

a topographical survey.

Housing Layout:

The Concept Layout Plan is based upon the use of the Smyrna Barracks plan to create a 4 barracks

(160 to 320 bed) grouping. The barracks are arraigned with two pair facing each other with a unit

mustering area between them. At one end of this grouping is a small unit orderly room and a unit

dining hall at the other. A concept plan was developed which created one 4 barracks group with a

small unit orderly room and dining hall at each end of the site. This configuration has been

modified for Milan to have the small unit administration building and dining hall at one end of the

complex based upon the available site area.

Housing Construction:

The barracks design is based upon the Smyrna Barracks Design with wood frame and wood truss

construction. For this location it is envisioned to continue with the cement fiber siding and asphalt

shingles. It is further recommended to use conventional roof sheathing and to insulate the

underside with a closed cell foam insulation and intumescent coating. The estimate is based upon

the finishes described for Smyrna.

Mechanical, Plumbing and Mechanical:

The existing cantonment area is served by overhead electric lines. The new open bay barracks are

currently planned to be located in the existing cantonment area, and the overhead electric lines can

be extended to the new area to provide electrical service. The existing cantonment area needs to

consider additional general lighting and appears not to have adequate lighting. New site lighting

will be required for the area of the new barracks as this is currently an undeveloped wooded area.

Plumbing for the new barracks building to include commercial china fixtures including accessible

fixtures where required. Plumbing components to include flush valve toilets, instantaneous

propane gas water heaters along with circulating hot water throughout. General purpose floor

drains, hose bibbs, etc. will be provided throughout the facility for wet areas, general

exterior water, etc. HVAC systems will be packaged HVAC units on the ground with propane gas

heating, fully ducted overhead throughout the building. Toilet and shower exhaust systems will be

provided along with considerations for energy recovery where feasible and required for Code.

Laundry, janitor, and support areas will be provided with HVAC and associated plumbing.

Reference attached Concept Plan and preliminary estimate for anticipated costs for the construction

of the first Barracks.
