1 Basic Project Information / Project Profile

The proposed LRT Line-6A and Line-6B+C is an Unsolicited Proposal for Public-Private Partnership (PPP) submitted to the Philippine Government through the Department of Transportation (DOTr) on 13 January 2017 (Annex 1). In a letter dated 23 July 2018, DOTr required Prime Asset Ventures, Inc. (PAVI) to submit an ECC among other requirements to expedite the National Economic Development Authority (NEDA) evaluation and approval of the project (Annex 2).

Project Size LRT Line-6A: commencing from Niog Station in Bacoor City to Governors Station in Dasmariñas City with 8 stations and approximate route length of 23.5 km. Alignment will traverse segments of Molino Boulevard, privately-controlled properties and segments of Molino-Paliparan Road

LRT Line-6B: commencing from NAIA Terminal 1/Terminal 2 Station until San Nicolas Station in Bacoor City with 10 stations and approximate route length of 16 km. 2 Project Location and Access

The project will provide mass transportation services connecting Metro Manila and Cavite

Province along the Molino-Paliparan Road and in private lands located to the east of the

Molino Road.

The proposed LRT Line-6A will commence at Niog Station in Barangay Niog 3, Bacoor City and

will traverse south-southwestward along Molino Boulevard. The alignment will then turn east

at Barangay Bayanan and then south at Barangay San Nicolas then west at Barangay Molino

6 passing through privately-controlled properties. From Barangay Molino 2 where the San

Nicolas Station will be located, the LRT Line-6A alignment will head southward along Molino

Road. Just before the Daang Hari Station, the LRT Line-6A alignment will head east-southeast,

passing through privately-controlled properties located in Barangays Molino 3 and Molino 4

of Bacoor City and Barangay Salawag of Dasmariñas City. Daang Hari, Alabang and San Pedro

Stations will be located in these areas. From San Pedro Station, the LRT Line-6 A alignment

will head southwest, then the alignment will follow the alignment of Paliparan Road until its

intersection with Governor’s Drive passing through Barangays Paliparan 1, Paliparan 2 and

Paliparan 3 of Dasmariñas City. The LRT Line-6A will be elevated except for the sections

between Daang Hari and San Pedro Stations within privately controlled properties where the

structure will be on embankment.

LRT Line-6B will commence at the NAIA Terminal 1/Terminal 2 Station which will be a single-

track commuter rail towards NAIA 1 from Sucat Station in Parañaque City. From Sucat Station,

LRT Line-6B will traverse Dr. Arcadio Santos Avenue towards the southeast. From Canaynay

Station along Dr. Arcadio Santos Avenue, the alignment will turn right at Angelina Canaynay

Avenue and head towards the southwest. The alignment will then traverse Angelina Canaynay

Avenue and will turn southwest towards CAA Road. The alignment will then traverse CAA

Road until it intersects Alabang-Zapote Road, after which the alignment will turn southeast

and traverse the Alabang-Zapote Road. The LRT Line-6B alignment will turn southwest at

Marcos Alvarez Avenue and will traverse this road until Marcos Alvarez Extension. The

alignment will then head west, passing through privately-controlled land until it intersects

LRT Line-6A in the vicinity of Barangay Molino 6, Bacoor City. LRT Line-6B will be an elevated

structure.

The LRT Line-6C will commence from Sucat Station in Barangay San Dionisio, Parañaque City

and will follow the alignment of Dr. A. Santos Avenue towards the southeast, passing through

Barangays San Isidro, San Antonio and BF Homes of Parañaque City. The line will then

terminate at the Lake Front Station in Barangay Sucat, Muntinlupa City along the East Service

Road of the South Luzon Expressway (SLEX). LRT Line-6C will be an elevated structure.

The Alabang-Zapote Line will traverse Alabang-Zapote Road commencing from Marcos

Alvarez Station and will head east until it terminates at the Star Mall Station along the Manila

South Road east of the Alabang Viaduct. It will pass through barangays of Las Piñas and

Muntinlupa cities. The alignment will be on the Alabang-Zapote Road and will be an elevated

structure.

The project location map is presented in Figure 1 while the list of impact barangays is

presented in Table 1. The project alignment will be within the jurisdiction of 12 barangays of

Bacoor City, 4 barangays of Dasmariñas City, 9 barangays of Las Piñas City, 6 barangays of

Parañaque City, 4 barangays of Muntinlupa City and 4 barangays of Pasay City.

3 Project Rationale

The current traffic volume in Metro Manila and adjoining provinces already exceeds the

capacities of existing roads. Public transport accounts for about 69% of the daily traffic

demand while the remaining 31% is provided by private vehicles.

The proposed LRT Line-6A and Line-6 B+C project aims to provide a new public transportation

infrastructure from Metro Manila to Cavite Province to serve the developing areas of

Parañaque, Pasay, Las Piñas and Muntinlupa in Metro Manila and the cities of Bacoor and

Dasmariñas in Cavite Province. Residents from these areas commute to Metro Manila

regularly for work and other business.

The proposed LRT Line-6A and Line-6 B+C aims to extend the LRT Line-1 Extension alignment

from the Niog Station in Bacoor City down to Governor’s Drive in Dasmarinas City along

Molino/Paliparan Roads and adjacent areas.

The main project objectives are to provide a convenient and affordable mass transit system

for Cavite Province and adjacent cities and create business and employment opportunities

for communities and business establishments located within these areas.

4 Project Details

4.1 Route Alignment and Stations

The project that is the subject of this ECC application aims to consolidate the LRT Line-6 A

(Niog to Governor’s Station with route length of 23.5 km) and LRT Line-6 B+C (NAIA T1/2 to

Bacoor with route length of 15.4 km and Sucat-Alabang Zapote with total length of 12.4 km).

It will consist of the following LRT lines:

1. LRT-6A from Niog Station to Governor’s Drive station (23.5 km)

2. LRT Line-6B with a single-track commuter railway from NAIA Station to Sucat Station

and a double-track elevated railway from Sucat Station to San Nicolas station with the

alignment mostly following the road alignments within Las Piñas City; route length is

15.4 km

3. LRT Line-6C consisting of elevated railway tracks from Sucat Station to Lake Front

Station following the alignment of Dr. A. Santos Avenue with total route length of 7.7

km

4. Alabang-Zapote Line from Marcos Alvarez Station to Star Mall Station following the

alignment of the Alabang-Zapote Road with total route length of 5 km

There will be three common stations between the LRT-6 B+C segments, namely Sucat,

Canaynay and Marcos Alvarez Stations.

LRT Line-6 A will commence from Niog Station in Bacoor City and will end at Governors Station

in Dasmariñas City with a total length of 23.5 km. The alignment from Niog Station to San

Nicolas Station will mostly pass through Molino Boulevard and privately-controlled

properties, after which the alignment will traverse Molino Road and will head southward until

it reaches Daang Hari Station that will be located on private property. The LRT Line-6A will be

an elevated structure from Niog Station to Daang Hari Station. From Daang Hari Station, the

LRT Line-6A alignment will be on embankment, passing through privately-controlled

properties until San Pedro Station. From San Pedro Station, the alignment will head southwest

and emerge at Paliparan Road as an elevated structure and follow the road alignment until

its intersection with Governor’s Drive. The Governor’s Drive Station will be the endpoint of

the LRT Line-6 A for this ECC application but there will be future plans to extend the LRT Line-

6 alignment to Tagaytay City.

The LRT Line-6B will commence from NAIA-T1/T2 in Pasay City and will follow the alignment

of Dr. A. Santos Avenue until Sucat Station in Barangay San Dionisio, Parañaque City. This

segment will consist of an elevated single-track commuter railway. From Sucat Station, the

LRT Line-6B will head southeast along Dr. A. Santos Avenue. From Canaynay Station, the

alignment will head south passing through the alignment of A. Canaynay Avenue, then turn

southeast along CAA Road then Alabang-Zapote Road. The alignment will head southwest

along Marcos Alvarez Avenue and will pass through private properties until it intersects the

LRT Line-6A in the vicinity of Barangay Molino 6, Bacoor City.

The LRT Line-6C will commence from Sucat Station and will follow the alignment of Dr. A.

Santos Avenue, heading eastward towards Lake Front Station along the East Service Road of

the South Luzon Expressway. This segment will have an elevated structure with six stations

on strategic areas along Dr. A. Santos Avenue.

The Alabang-Zapote Line will commence from Marcos Alvarez Station and will follow the

alignment of Alabang-Zapote Road, heading south-eastward towards Star Mall Station

located along the Manila South Road east of the Alabang Viaduct of the South Luzon

Expressway.

The proposed stations and the barangay location of the stations is tabulated in Table 2. Figure

2 shows the barangay location map of the project alignment. It may be gleaned from Table 3

that there will be three common stations in the LRT Line-6 B+C, namely Sucat, Canaynay and

Marcos Alvarez Stations.

4.2 Route Alignment Design Specifications

The horizontal/vertical alignment design of LRT Line-6 A and Line-6 B+C have the following

basic policies:

• Select a route alignment that will minimize land acquisition issues and impacts along

the route

• Reduce initial investment costs and operation and maintenance costs

• Provide fast, convenient, safe and comfortable riding and services for users

• Increase passenger comfort particularly passenger transfers to other modes,

connectivity to other railway lines, feeder systems, station square, etc.

The major alignment design parameters are presented in Table 2 above.

4.2.1 LRT Line-6B (Airport-Sucat-Bacoor Line)

Connection with the LRT Line 1 Extension is a key and important issue for the Cavite Line to

provide convenient passenger service, increase patronage and ridership. Two alternative

plans will be studied: (1) construction of Sucat Station close to SM and/or Dr. Santos Station

of LRT Line 1 Extension for passenger transfer; and (2) extend Cavite Line to NAIA and

construct a station to provide transfer service at NAIA Station of LRT Line 1 Extension.

There are some sections of the proposed LRT Line-6 B+C Cavite Line where the carriageway is

anticipated to encroach on private properties due to narrow road width. Road width of major

roads along the alignment of the Cavite Line is provided in Table 4.

4.2.2 LRT Line-6C (Sucat Line)

The Sucat line will run a straight line above the Dr. A. Santos Avenue that has an approximate

width of 33 m. There is no serious land acquisition issue along this route. However, there are

existing flyover structures of Skyway in the Sucat intersection, thus the Sucat Line will be built

as an underpass structure beneath the Skyway.

4.2.3 Canaynay Station Crossover Track

Canaynay Station will be a transit station between the Cavite Line and Sucat Line with two

platforms and four tracks. The eastbound track of the Sucat Line will crossover the Cavite Line

(at third level) between Canaynay Station and El Grande Station.

4.3 Engineering Design

The project design specifications will be in accordance with international and Philippine

standards and all applicable portions of the following codes and standards: AAASHTO, ACI

318, ASTM, DPWH.

Elevated structures will comply with the latest minimum vertical clearance requirement of

the Department of Public Works and Highways (DPWH). Obstacles limitation surfaces (OLS)

of NAIA as defined by international specifications will also be considered in planning the

elevated structure linking Sucat Station with NAIA Station.

The standard superstructure will be composed of four I-girders with a span length of 30

meters consisting of reinforced concrete slab. The carriageway width will be 9 m. The

substructure and foundation will consist of single column piers with bored pile or rigid frame

type pier with bored piles. The pier will be a 28 MPa reinforced concrete structure with 18m

long (variable) and 2,500mm diameter bored pile.

The superstructures will be elevated by about 6.5 to 7.2 m from the existing roads.

The minimum radius of curvature will be 100 m and 50 m in some areas to limit land

acquisition. The average train speed will be 30-35 kph while maximum design speed will be

70 kph.

An embankment type will be used in the section between Daang Hari and San Pedro Stations

to reduce construction costs (Modified LRT Line 6 FS, August 2018).

Standard station types will consist of: (1) side platform with two platforms and two tracks; (2)

side platform with two platforms and four tracks; and (3) island platform with one platform

and two tracks. Side platforms (20m x110 m) will be used for all stations except at Apollo and

Queen’s Row Stations where island platform types will be used (13m x 110m). Stations will

be equipped with elevators/escalators, utilities, circulation, lighting, security measures and

auxiliary spaces for ticket sales, passenger information, station administration and

commercial use.

A ballast-less track type will be applied between Sucat Station and Daang Hari Station and

Sucat Line to reduce track maintenance costs. A ballasted track type will be used for other

sections to reduce the initial investment cost.

The major features for track design are provided in Table 5.

4.4 Depot and Facilities

A depot will be constructed and will consist of the following facilities:

• Parking for trains not currently used for operations

• Maintenance area for car body modifications and replacement of bogies, traction

equipment and other major components

• LRT maintenance building consisting of specialized workshops, components storage

area, maintenance managing offices, worker’s changing area, etc.

• Operation control center and administration building

• Fixed infrastructures maintenance facilities

About 3 hectares of land will be required for the depot and other facilities. The proposed

depot location will be in the vicinity of San Pedro Station within privately-controlled

properties.

5 Possible Right of Way (ROW) Issues

The Feasibility Study for the LRT Line 6 Project identified the following possible ROW issues

along the project alignment. Possible solutions to ROW issues are provided in the matrix.

6 Estimated Project Cost

The estimated project cost is PHP 64.6 B.

7 Project Schedule

The project construction is planned to commence in mid 2019 or as soon as approvals and

permits are secured while operation is planned to commence in mid 2023. Schedules may

change depending on timely acquisition of permits and government approvals. The PAVI

Consortium plans to have an O&M concession service period of 30 years.
