Background
Fast Rural Development Program with the consortium partner, National Rural Support Program
(NRSP) funded by UNICEF Pakistan implemented a project Up-Scaling Rural Sanitation through
SPSP Approach phase I, with main purpose of the project being prevention of excess
morbidity, mortality and provision of help to reduce incidence of water, sanitation and hygiene
related disease by providing WASH interventions, FRDP has successfully implemented the
project in 3 union councils-Qadirpur, Nawra and Kareem Bux of district Jacobabad. The project
period was February 20, 2013 to February 19, 2014. The project covered both hard as well soft
activities including water supply, sanitation, wash in schools, health & hygiene education.
Aim of the Project
The aim of the project is to conduct the Mobilization Campaign to Sustain the Results of SPSP
Phase - I Interventions UNICEF, in union council Qadirpur-Jacobabad for 3 months, the project
ensures the proper utilization of the WASH facilities provided under the SPSP project and use of
information of health and hygiene educations provided through BCC campaigns on one hand;
and trigger a momentum for enhancement of recommended WASH practices in the remaining
communities and families. In other words it aims at mobilizing the families to construct latrines
on self help basis. The success and sustainability of the SPSP project lies in development of
situation in the target areas in which community understands why latrines and other sanitation
facilities are necessary for healthy life and this understanding translates into effective local
demand for the latrines.
Staff Hiring
FRDP took into service same staff that was engaged in SPSP phase-I, staff joined on 17th
November 2014. Initial project orientation was conducted by FRDP management to detail the
activities of project, filled the gaps and shared the lesson learnt of phase-I interventions, it was
realized that to mobilize the families is not an easy game to play, it is certainly a continues
struggle to change the ingrained habit of people through best efforts in which FRDP believes, in
keeping view the project duration staff was emphasized to dedicate a sustainable change in
target area. Thus everyone also renewed the mind and met with basic purpose of the project.
Identification and Selection of CRPs
FRDP has learnt that not all CRPs are effective and result oriented, there are bad CRPs on the
basis of their performance in the project. Therefore, FRDP communicated with those CRPs that
dedicated their good efforts during the SPSP phase-I interventions to bring the desirable
change, and replaced bad ones by indentifying new energetic and motivated from project area
by keeping view their minimum of 12 years education. FRDP resumed 11 CRPs and replaced 5
CRPs to achieve the target 47 villages, per CRP.
Orientation of CRPs
FRDP conducted a refresher session to CRPs to extend strong mobilization to ODF communities
and to sustain the behaviors for proper use of toilets and hand washing during the critical times
to reduce the increasing of diseases, and to aware them about their role and responsibilities,
breakdown of activities and objective of their selection, FRDP also trained the newly selected
CRPs on the implementation of the SPSP Approaches as well as social mobilization techniques,
and a brief introduction was conducted of SPSP phase-I interventions to understand the
purpose of CRPs, Teachers, Masons, Entrepreneurs, VSCs, WASH clubs, BCC programs, low cost
demo latrines, Hygiene session and certification of villages for open defecation free status then
linked with the current project “Mobilization Campaign to Sustain the Results of SPSP Phase - I
Interventions UNICEF”, to ensure the long term sustainability in target area.

First Contact
Through First Contact, The Social Organizers (Male and Female) visited targeted villages and
had meeting with VSCs, village elders, influential’s, WASH clubs and school teachers. These
influentials were the purpose of the visit and call of Mass Meeting. Neutral venue selection,
feasible time for villagers meeting and the issue of gender sensitivity was discussed and options
were given either to call combined meeting or separate meeting for male and female. Social
Organizers and relevant CRP introduced and dedicated a short journey of FRDP and UNICEF’s
introduction and purpose of the project linked with SPSP phase-I interventions.
Mass Meetings
CRPs were deployed in given villages to conduct
mass meetings with VSCs and ensure the usable
condition of hard components including sanitation
and safe drinking water facility, FRDP social
organizers monitored and were responsible to
SWOT analysis of ongoing performance of CRPs,
and build the capacity of CRPs time by time. CRPs
were given a weekly plan that is been strictly
followed to monitor the activities and
performance against plan. Field engineer and
Monitoring officer had assessed accessibility of
hard components given in target villages in order
to repair facilities so that communities can be benefited.
Printing of IEC Material
FRDP designed the IEC material with contained pictorial
messages, narrative messages and after approval from
FRDP head-office, the material was published and was
utilized during Hygiene Sessions. At ever villages, same
material with pictorial messages have been displayed in
visible places on banners, so that community could get
messages. Banners for activities were developed with
massages in local language to understand the aim of
activity conducting at ground level and FRDP developed
2015 calendar and was dispatched in target 47 villages.
BCC Cluster
Behavior Change Communication BCC campaign in cluster was carried out in target villages to
complete the target of 16 campaigns, in
keeping view the cluster villages were called
for program to deliver them importance of
hygiene, sanitation and to realize them for self
efforts to avoid the birthing diseases through
using latrines, washing hands, cleaning safe
drinking water. Religious leaders, focal
persons, government officials, FRDP team and
CRPs delivered messages and shared views
regarding the hygiene and sanitation with
School children, teachers, women and men
that participated in program. Community
members male and female shared their
experience with participants regarding the sanitation, most of observed that using of latrines
has stopped to spread diseases in communities, and community members pleased to thank of
FRDP and UNICEF Pakistan to introduce low cost latrines design to construct on own basis
without waiting. Women ensured and reflected charming faces for usage of latrines, they said
latrine is most necessary for woman of rural communities that is been used after FRDP
intervention.

Awareness Rally
FRDP conducted 11 awareness rally activity
to deliver the message of hygiene and
sanitation at the streets, doors and homes
of communities to realize them about
importance of sanitation and hygiene
maintenance, participants of Rally chanted
slogans for construct of cheap latrines on
own basis to be safe from diseases. Men,
women, children, teachers, merchants,
focal person, FRDP team and CRPs
participated and conducted transit walk
inside and outside the villages to deliver the
clear message of sanitation, and instructed
for kitchen gardening if water pond found during walk.

Awareness Rally
Door to Door Mobilization Campaign
FRDP conducted 47 target door to door
mobilization campaigns in 47 villages; the aim
of campaigns was to message the
communities regarding the hygiene and
sanitation at the door level. Encourage, shock
and discussing tools were been applied if the
non –sanitation conduction found. FRDP
learnt that door to door mobilization
campaign was more effective for community
members and specially for women,
competition increases and creates the
demand of maintain hygiene and sanitation
conditions.

UC Level Awareness Rally
The aim of UC level Awareness Rally was to
deliver the message of maintaining sanitation
and hygiene condition through chanting the
slogans regarding the cheap latrines
construction on own basis. FRDP have
conducted 2 awareness rallies in target
villages, FRDP team and CRPs from more 10
villages joined in rally and delivered the
message door to door. Participants in rallies
did transit walk inside and outside the villages
and city of Qadirpur and were realized to
people time by time if any open defecation or
water pond found.

Repair of WASH Facilities
The 17 WASH facilities out of 15 targets were
repaired by FRDP and were colored and painted
the implementing and donor Logo along with
project name and times of hand washing to
instruct time by time to children to maintain
the hygiene condition well. Maintenance was
been ensured time by time. Formed O&M
committee is responsible for future
maintenance.
Repair of Hand Pumps
FRDP repaired the given 20 target of hand
pumps, after the assessment of engineer and
social Mobilizers the common problem was
found of machine not working well. Contractor
solved this problem and repaired them
according to need of problem and to make the
hand pumps functional. FRDP and UNICEF logos
along with project name has been painted on
hand pumps, while the maintenance was been
ensured time by time.
Latrines Status
FRDP with the consortium partner NRSP
funded by UNICEF in SPSP phase-I
interventions provided 185 7% demo latrines
and 73 3% demo latrines in union council
Qadirpur. It was found that more than 34 7%
demo latrines were not in using condition,
after the mobilization campaigns community
constructed super structure of those latrines
at their own. CRPs are, determined to change
the open defecation free status in villages that
resulted 136 low cost latrines with different
designs made by community. Around 68
latrines have been counted cemented while 146 are pit latrines, many more in progress.

O&M Committee formation and Training
At every village level, Operation and Maintenance
(O&M) Committees were formed. The VSC
members identified the members. The
committees were provided one day capacity
building training to enhance their capacity on
operation and maintenance of rehabilitated hand
pumps and WASH facilities. FRDP has successfully
reached at 47 committees target through
formation and training, proper attendance sheet
for formation and training participants is filled.
Hygiene Session
To raise awareness regarding importance of safe
hygienic practices and support communities in
adopting safe hygienic practices, FRDP
conducted Health Hygiene sessions with male,
female and children of the target communities.
In Hygiene session major focus was on Personal,
domestic and environmental hygiene, hand
washing with soap before taking food, after
using latrines and cleaning, Hand washing
demonstration was done in every session to
deliver the quite message, A session was consist
of maximum 30 participants to be messaged
clear. Total participants 5111 were covered in 182 sessions.

World Toilet Day
FRDP arranged the world toiled day at the union
council Qadirpur, Jacobabad. Children of schools,
teachers, men and women were invited in
program that shared their precious views with
participants regarding the toilet day, Mr. Baqi
head master of boys school Qadipur, said that
children are strictly following the given message
of FRDP and UNICEF Pakistan, always use latrines
and washing hands after usage. Children made
speeches and tableaus related with hygiene and
sanitation, winner children were awarded with
best performance certificates and medals. FRDP
distributed the soaps in participants and emphasized to use latrine, hand washing as per
suggested times by FRDP and UNICEF Pakistan standards.

FRDP conducted one-day sports program in
primary boys and girls head quarter school
Jacobabad, IEC material related to hygiene and
sanitation condition was displayed at sport
ground. EDO Education and Intezar Chhalgri the
provincial president of PTLF visited to program
shared views about hygiene and sanitation
condition, Mr. Intezar Chhalgri thanked to FRDP
and UNICEF Pakistan that we strongly support
your campaign at school level, and said such
programs increases enrollment strengthen in
schools as well healthy life to students, at the
eve of program soaps labeled with UNICEF mono
and name were distributed among the all students.

Success Story
WHERE THERE IS WILL, THERE IS A WAY
Imam Bux Brohi is a village of union council Qadirpur
located at a distance of 7 kilometers from entrance of
union council; the village has population of 326. Most
of the villagers are habituated to open defecation, they
were ignorant if the health hazards involved in this
practice. However, a few villagers were concerned
about the unhygienic condition that prevailed in the
village. Ali Dost was of them.
He old man was poor, who received old age pension,
had the desire to lead a clean and health life. He is not
able to walk at huge distance, although he wanted to
have sanitary toilets in his household, he did not get
support from his own son and daughter-in-law. The
villagers were not interested in having household
toilets because they believed that installation of a
latrine can cost upto Rs. 5000/. Though Ali Dost was
convinced that an individual household latrine ensures
comfort, privacy & hygiene, he was helpless in the
absence of support from any other source.
Fast Rural Development Program – FRDP took the re-initiative in promoting Total Sanitation
campaign in the village. It was through them that the villagers came to know that a low cost
sanitary toilet can be installed in a household at a cost of Rs 2000/- only. When Ali Dost came
to know about it, He became happy and wanted to install one such toilet in his house. There
was resistance from his son and daughter-in-law but the old man spent his savings to fulfill his
dream of a personal sanitary toilet in his home.
The old man with a walking stick in hand, with members from moved from door to door to
motivate the villagers to use toilets in the village. His effort and the Endeavour of the NGO paid
rich dividends. Today Imam-din Brohi village is free from open defecation and that gives
immense please and satisfaction.

A Case Study of Communal Latrine
Village Nazar Muhammad Khoso is situated at 31.5 KM from Jacobabad city, major profession
of the village is farming on the land of others however some people do works on shops in
Jacobabad city. Total population of the village is 66 households having 563 populations. FRDP
with the supported of UNICEF Pakistan carried out Social
Mobilization Campaign to Sustain the Results of SPSP
Phase-I Interventions of union council Qadirpur, team
met with community members during mass meeting and
identified Male are not using latrines and having it
outside the village in field.
Mr. Muhram, 66 years old man, while was asked to share
his feelings the cause of having it outside the village, he
said that being a Baloch community it is not a
appropriate using communal latrine in home. He further
said that women use latrine while male not and said that
he feels sick most of the time and he managed very
hardly to go out from his dwelling for defecation.
Team showed sensitization feelings and dedicated a
journey of having in communal latrine with most
significant arguments he came to know that using the
communal latrine is a best way to avoid burning
deseases, and was realized to delete such worst concept
to not have in communal latrine is of many decades
before of people.
Since the mobilization melt his heart and mind to meet with advantage of this communal
latrine, and erase the waste thinking from his minds is using the communal latrine on daily
basis, and he requested to the community members of village that defecating in latrine is best
way to be healthy and fit, the trend is changed most of community male are using communal
latrines and washing hands with soap/ash as per suggested times of FRDP and UNICEF Pakistan.
After the few weeks when tem met with Mr. Muhram he was thanking of FRDP and UNICEF
Pakistan for such sensitization, he said that he has left to take medicines and is not going to
doctor anymore, he is healthier and worth, and was found that all community members are
having communal latrines that has dedicated them a happy life.

Coordination with Line Department
FRDP coordinated with the line department and other agencies working in the area, monthly
progress was shared with government officials and they invited for activities to be conducted in
project, EDO education and more officials joined in activities and shared their views related to
sanitation progress. A team from head office weekly conducted a monitoring visit and meeting
with staff to share strength and weakness points in activities that were improved as per
observations in each meeting.
Monitoring
FRDP placed a very high importance on sound Monitoring and Evaluation and received
technical guidance from M&E unit in FRDP Jacobabad. Project staff was doing a regular
monitoring of the CRPs in project implementation, in weekly meeting with CRPs their gaps and
observation were shared with them that helped out. Monthly reports were furnished to Donor
Agencies. The Area Office monitored performance of this project continuously and ensured
that:
The transformation of project resources and inputs into the anticipated outputs is efficient and timely.
Participatory monitoring approaches are adopted focusing on target group involvement in the process.
The relevance and validity of the design and its underlying assumptions are regularly re-assessed and the project is flexible enough to be adjusted accordingly.
Sustainability
FRDP has formed and trained operation and maintenance committee at per village to look after
of hard components are change agents so far in future, they are determine to maintain and
sustain the condition of WASH facilities and hand pumps were owned properly. It has been
learnt that WASH clubs are more effective than others, that is why WASH clubs are busy to
rotate the hygiene and sanitation massages at household and village level, such inspired
aspects arisen by children from school to village are easy to recognize the future impact related
to sanitation and hygiene with the support of teachers feedback. CRPs are key change agents
since the beginning of project and working with forth worthy to bring the better sanitation and
hygiene condition in villages, FRDP has provided IEC material to all CRPs to conduct the
activities in villagers time by time to recall their minds and hygiene massages and 2015 calendar
banners are pasted on the walls of villages with hygiene and sanitation massages in local
language. CRPs meeting with VSC members related with hygiene and sanitation circumstance is
timely ensured and will be carried on to bring the desired change. FRDP has more focused on
women throughout the project to care the children and old-age women in order to maintain
hygiene and sanitation condition, women from target villages have been approached with all
activities so that could be working as change agent at women level.
