SUBJECT: Traffic Forecasts for Bridge Replacement BR-0004 in Beaufort and Hyde Counties
Forecast approved by the NCDOT Transportation Planning Division on September 24, 2018.___________________________________________________________________________________________________________
Please find attached the 2018 base year and 2045 future year Traffic Forecast for the BR-0004 Bridge Replacement project in Beaufort
and Hyde Counties. This is the first forecast done for this project. This forecast was requested by NCDOT on August 1, 2018. This
project replaces Bridge #66 on US 264 over Pungo River at the Beaufort / Hyde County boundary, close to SR 1712 (Gum Neck Rd).
This project spans two Rural Planning Organizations (RPO) and two NCDOT Divisions. The eastern edge of the bridge is in Hyde
County, the Albemarle RPO and NCDOT Division 1. The western edge of the bridge is in Beaufort County, the Mid-East RPO and
NCDOT Division 2. This project does not lie within a Metropolitan Planning Organization (MPO) area.
This project is not included in the 2018-2027 STIP. The project does not lie within a travel demand modeled region. Therefore,
previous nearby forecasts along with projects counts and historical AADTs were utilized for this forecast.
The following two (2) scenarios are provided in the forecast:
· 2018 Base Year
· 2045 Future Year
Certain assumptions were made in the development of the forecast, detailed below.
Fiscal Constraints:
For projects falling outside of an MPO, forecasts are fiscally constrained to match the State Transportation Improvement Plan (STIP),
last updated in September, 2018. This forecast assumes that all projects within the STIP funded through 2045 are constructed and
open to traffic.

Interpolation:
To determine any intermediate years, straight-line interpolation may be used. AADT volumes may be extrapolated for up to two years
immediately following 2045. If it is determined that any of these assumptions have become inconsistent with the project and
surrounding area activity, please request updated information.
