Nuclear Power Programme
The Perspective Plan of Bangladesh: 2010 – 2021, the National Development Policy Document established the sector-wise development strategy for materializing “the Vision 2021” of Bangladesh government;
The power sector has given the top priority, a target of 20,000 MW electricity generation has been set up by 2021 to achieve the objectives of the Vision 2021;
The Perspective Plan and ‘Power System Master Plan 2010’ includes diversified energy options: an addition of 2000 MW(e) Nuclear Capacity by 2021 and 4000 MW(e) by 2030;
The National Parliament passed a resolution in 2010 : “In order to overcome the increasing power crisis in the country nuclear power plant shall be established immediately”;
A Framework Agreement on Peaceful Uses of Atomic Energy between the government of Bangladesh and the Russian Federation signed on 21st May 2010;
A Cooperation Agreement concerning the construction of a nuclear power plant in Bangladesh between the Government of Bangladesh and the Russian Federation signed on 2nd November 2011;
An Agreement on State Export Credit between the Government of Bangladesh and the Russian Federation for financing the preparatory stage of Rooppur NPP construction and an MOU on Financing the Main stage of construction for Rooppur NPP signed on 15 January, 2013;
Under the State Export Credit Agreement 3 (three) separate Contracts already have been signed with vendor for preparatory stage of activities up to FCD.
National Committee headed by the Hon'able Prime Minister (June 2010) formed to provide directives to the relevant ministries/agencies on the activities/ interventions to be carried out and the policy decisions on issues related to RNPP implementation;
Technical Committee headed by the Minister of MOST, formed to coordinate and monitor the development of nuclear infrastructure and the progress of project activities and provide recommendations for consideration of National Committee (2010);
A Working Group and Eight Sub-Groups, headed by the Secretary, MOST, formed to initiate and coordinate activities of different Organizations/Ministries for establishing required infrastructures as outlined in the IAEA Milestone documents (June 2010) – The NEPIO;

The NEPIO - Nuclear Power Programme of Bangladesh
The “Bangladesh Atomic Energy Regulatory Authority (BAER) Act-2012” passed by the government on 31 May 2012;
An independent nuclear regulatory authority - Bangladesh Atomic Energy Regulatory Authority established on 12 February, 2013;
The BAER Authority is establishing and adopting necessary regulations, standards, codes and guides, systems or processes for its regulatory function of all kinds of nuclear installations and radiation practices in the country.
An Agreement on cooperation in the field of nuclear and radiation safety in the use of nuclear energy for peaceful purposes between the Nuclear Regulatory Authority, Russian Federation and the Ministry of Science and Technology, Bangladesh signed in February 2012;
Management System of Rooppur NPP
The government approved a project - Construction of Rooppur Nuclear Power Plant (First Phase) on 2 April, 2013 for the period FY 2013 - 2017;
• The project document (DPP) prepared based on the guidelines of the Annual Development Program of Bangladesh Government;
• DPP - The Project Definition Document approved by the highest level of the government;
• A project Management Structure has been approved with brief description of responsibilities;
• A general guideline for HR recruitment and development plan has been incorporated in the DPP;
• Project monitoring, reviewing and auditing system has also been established;
Based on national guideline-
Project Implementation Committee (PIC), comprising different stakeholders, sit once in a month for smooth implementation of the project.
Project Steering Committee (PSC), comprising high officials from different ministries, usually sits in two months interval to provide overall guidance and co-ordination of the project activities.
Some other monitoring instruments-
Prime Minister level Monitoring: The Rooppur Nuclear Power Plant (First Phase) Project is considered as the Fast-Track Project of the government under supervision of the Hon’ble Prime Minister;
Ministerial Level Monitoring: A High Level Project Monitoring Team on Rooppur NPP formed (January 2013) comprising members at senior level decision makers for initiating and coordinating activities for implementing Rooppur NPP project;
According to IGA, a Joint Coordination Committee (JCC) has been formed to exercise control and adopt proper measure for successful implementation of the project, which used to sit twice in a year in alternate country.
3 (three) Joint Working Groups (JWG) have been established in the field of
◦ i) Nuclear Infrastructure Development;
◦ ii) Industry Information; and
◦ iii) Nuclear Industry Education (HRD).
• The Project Management Office for Rooppur NPP has been established;
• As approved, total Manpower for the Project Management Office would be 130. Out of this, Govt has already sanctioned 97 posts for recruitment. Now a days, around 55 persons are working in our project office.
• A draft Act “Rooppur Nuclear Power Plant Act-
2014” has been prepared and submitted for government approval.
• Initiatives have been taken to establish an Operator Organization (“Rooppur Nuclear Power Company Limited”, a state own company of BAEC);
Project Organization Structure
A Two-Stages Construction Approach for Construction of Rooppur NPP has been adopted, taking into consideration of the country’s NPP licensing procedure, industrial base to support NPP construction, availability and competence of its human resources for managing the NPP construction, national resources as well as its social and economic condition.

Activities related to preparatory stage of construction up to 2016 will be carried out under following Contracts:
Feasibility evaluation, environment impact assessment and site engineering survey and environmental studies for Rooppur NPP – the documentation and materials obtained through these activities will be used for getting Site License;
Development of design documentation, first-priority working documentation and engineering survey for the Design stage of Rooppur NPP – the documentation and materials obtained through these activities will be used for getting Construction License;
First-priority construction and erection works of Rooppur NPP at preparatory stage of construction till to the “first concrete pouring” is in progress;
Development of pre-design & design
documentation and construction activities of
Rooppur NPP will be carried out based on
standards, codes and techno normative
documents of Russian Federation as well as
applicable domestic regulations and observing
IAEA guidelines;
The Quality Assurance Program for Rooppur
NPP is being developed in accordance with
Nuclear Quality Assurance Program of Russian
Federation;
For effective management of the preparatory stage of
activites of Rooppur NPP Project Microsoft Project is
being implemented in the project office. The major
facilities of this Project Management System:
Project scheduling (task based time bound),
Dissemination of works (responsible personnel/ sections),
Daily monitoring of progress (progress monitoring and reviewing the progress by person and by task),
Risk and obstacle of execution finding and mitigation (through project meeting and consultation).

A document control process has been developed and
approved. It is written in generic form. It does not
contain security classification.
We are also developing computer based Electronic
Document Control System.
The main feature of this EDCS:
Track record of the documents;
Maintain track record for reviewing and approval
process;
User access, records;
Store and keep recording of the documents;
Document Control System
Document acceptance procedure as well as Work
acceptance procedure have been finalized;
Document review process starting with QA-check and
re-check has been established;
Document approval procedure has been developed and
approved;
Graded approach to be developed based on IAEA Safety
Guide;
Conclusion
Bangladesh has started implementing it’s first Nuclear Power
Plant as well as started developing necessary infrastructure at
the same time with it’s limited resources.
In every steps of this development, Bangladesh is following IAEA
Guidelines to efficiently manage the country’s NPP project.
Bangladesh also trying to develop the Integrated Management
System, before starting the main stage of construction focusing
on proposed ‘Operator Organization’, that are being used in
world’s Nuclear Industry for the Safe and effective operation of
Country’s first NPP.
In this regard, we are seeking assistance from vendor country.
Strong support and wider cooperation from IAEA also need.
