55.1 Record Call to Order, 7:00 PM, meeting opened.

55.2 D. Moriarty D. Moriarty indicated the documents related to the public records request have been

assembled and the requester, Mr. Nearen, has been notified. Mr. Nearen has not

picked up the documents as of the date of this meeting.

55.3 Record A motion was made by F. White and seconded by B. Davis to approve the 9/2/15

Permanent School Building Committee meeting minutes. No discussion, motion

passed unanimous by those attending.

55.4 Record J. Seeley distributed and reviewed Package 1 Change Order No. 3, attached.

A motion was made by B. Davis and seconded by F. White to approve Package 1

Change Order No. 3, dated 9/16/15 in the amount of $44,268.00 and recommend

signature by M. Moore. No discussion, motion passed unanimous.

55.5 Record J. Seeley distributed and reviewed PFA Budget Revision Request No. 4, dated 9/16/15

corresponding to Package 1 Change Order No. 3.

A motion was made by F. White and seconded by B. Davis to approve PFA Budget

Revision Request No. 4, dated 9/16/15. No discussion, motion passed unanimous.

55.6 Record Vouchers for reimbursement to MHT&L for legal services for $360.00, Eric Kinsherf for

$2,337.50 for CPA services, FAI for $408,000.00 for Contract Document services, FAI

for $3,795.00 for GPR Services, Consigli for $19,350.00 for Preconstruction services,

Consigli for $758,721.13 for Construction, SMMA for $45,867.12 for OPM services,

SMMA for $18,026.99 for OPM Construction Phase services, SMMA for $1,262.25 for

Construction Material Testing services and SMMA for $83.60 for NGRID Easement

Recording were reviewed.

A motion was made by M. Moore and seconded by B. Davis to approve the Vouchers.

No discussion, motion passed unanimous.

55.7 K. Kovacs K. Kovacs distributed and reviewed the updated Educational Meetings Action Items

log, dated 9/16/15 and attached, which tracks all the action items and their resolutions.

The Committee reviewed all responses in detail.

Committee Discussion:

1. F. White indicated a hard line connection may exist between the Public Safety

Building and the Jr/Sr High School.

K. Kovacs to verify during the upcoming meetings with the Police and Fire

Departments.

55.8 Record K. Kovacs distributed and reviewed the coved base detail, attached, at the porcelain

ceramic tile wainscoat.

55.9 Record

M. Moore indicated P. DiGirolamo will be working directly with the Selectmen on the

Financing plan and he will let J. Seeley know if further information is needed from E.

Kinsherf.

55.10 Record B. Garcia reviewed the current status of the interior materials design. The Interiors

Working Group met at FAI’s office on 8/25/15. The Committee indicated the interior

materials design was going in the right direction.

55.11 Record P. Brault distributed an updated summary construction schedule, attached, and

provided a construction status update. The Baseball and Softball Outfields work has

are in process. The construction trailers are operational.

55.12 P. Brault P. Brault to submit the credit for using the surplus furniture from the Town Hall.

55.13 K. Kovacs Committee Questions

1. M. Moore asked what is the quantity of toilet facilties in or adjacent to the

Nurses Suite in both the PK-5 wing and the 6-12 wing.

K. Kovacs to review and provide information to the Committee at the next

meeting.

2. M. Moore asked if the Town were to pursue a second vehicular drive to the

north or east in the future, what would the impact be?

K. Kovacs to provide the research done on this during the Schematic Design

Phase for the Committee to review.

55.14 Record Next PSBC Meeting: October 7, 2015 at 7:00 pm at the H-Cam Studios.

55.15 Record A Motion was made by F. White and seconded by M. Moore to adjourn the meeting.

Educational and Working Group Meeting Action Items PROJECT MANAGEMENT

1 11/12/14 Parking and Roadways: Where does parking and roadway snow storage occur on site? FAI to discuss strategy with the civil engineer and landscape architect. FAI

Waterman Design presented the snow storage plan at the January 21, 2015 PSBC. This plan will be further developed.

Entry Plazas and Walkways: Sidewalks are typically 6'-0" wide around the building. This width can accommodate a bobcat with blow larger snow blower. The sidewalks, as currently designed, are not wide enough and cannot support the weight of a pickup truck with plow. Further conversations with facilities required on this item.

The District confirmed a smaller sidewalk plow will be used. The walkways are not required to accommodate a pickup truck

Entry Plazas and Walkways: Plaza surface material should be flat as possible for ease of maintenance and safety. Colored concrete is visually a nice alternative for main entry plazas over individual pavers blocks. FAI to show examples of concrete and paver type exterior plazas.

The accent color will be the red fundraising bricks at the two walkways in the "Green Commons" with natural concrete at the entry plazas

4 11/12/14 Entry Plazas and Walkways: The school would like to sell bricks for fundraising. FAI to study area to incorporate bricks. FAI

Fundraising bricks have been incorporated at the two walkways in the "Green Commons"

5 11/12/14Service Dock: The District requests the loading dock to accommodate an 18-wheeler for delivery. FAI to study the space to accommodate such a large truck. A parked truck making deliveries cannot impede the main drive due to passage of emergency vehicles.

The current design accommodates an 18-wheeler. This plan was reviewed at the December 16th Educational Design meeting.

6 11/12/14 Service Dock: Power for a trash compactor can be provided. The trash compactor or dumpster could be provided by service vendor. School facilities will look into this item. District Power will be shown at compactor location. GGD

7 11/12/14 Green Commons: Can the grass lawn area be large enough for athletic activities? FAI/Waterman to study FAI

The "Green Commons" cannot accommodate a regulated athletic event, i.e. U6, U8 soccer, etc.. Walkways from parking areas, bus drop-off, parking, 1-5 play area, outdoor classroom, and the community entrance serve the day-to-day use of the school.

8 11/12/14 PK & K Play Area: FAI to expand a small portion of the play area to the north for more open play area that will have limited sun exposure FAI

The PK-K play area has expanded to the north providing more natural light to the play yard. This plan was reviewed at the January 20th Educational Design meeting.

9 11/12/14 PK & K Play Area: Further conversation required if Grade 1 would be grouped with PK-K District A PK-K play area only is the desired grouping by the District

10 11/12/14Grade 1 & 5 Play Area: FAI/Waterman to provide maximum area of play to accommodate students per grade or potential combination of multiple grades. A minimum for design is 7 sf per student.

2 2/13/15 Football/Soccer Field: Research permanent (tufted) lines for all sports on field. FAI

There are four (4) types of sports field line markings for synthetic turf fields, including “tufted” lines, “inlay” lines, permanently painted lines, and temporary painted lines. Tufted lines are colored turf fabric integrally woven into the panels at the factory during the manufacturing process. These lines represent the most permanent line types and are typically limited to those parallel or perpendicular to the turf panel layout (no curves). Inlay lines involve cutting the turf panels and weaving a separate line of colored turf to the underside of the main turf panels. These line types are also permanent, however they create additional seams in the field and may require maintenance over time. These lines are typically utilized for field markings, graphics/logos, and any lines that cannot be readily tufted by the factory. Permanent or temporary painted lines require the most maintenance and are typically utilized when a sport is added to the field program post-construction. The actual types of line markings that can be tufted may vary depending on the final turf system selected.

3 2/13/15 Football/Soccer Field: The Committee asked if pole vault facilities are required to host MIAA events. WDA will call MIAA to determine. FAI

After discussions with MIAA, pole vault facilities are strongly recommended for new construction. There is a precedent for hosting an event at locations without pole vault facilities. However, in these instances, the event must be temporarily postponed until a suitable off-site pole vault facility can be utilized to complete the event. This is very inconvenient and undesirable for the MIAA.

4 2/13/15 Baseball/Softball Fields: Research temporary versus permanent protective netting for the baseball outfield. FAI

It was determined that for maintenance and safety purposes, a permanent net is recommended.

5 2/13/15Miscellaneous: The Committee requests irrigation for the front entrance lawn area along with the baseball and softball fields. Mr. Kovacs explained that FAI will review the requirements for LEED points to determine if irrigation may be provided and in which locations.

This might look like using the original entry and then crossing over the temp parking lot to the new entry road. Nitsch will review the new proposal. Consigli will need to comment on how the new proposed traffic flow works with the on site construction activities.

Columbia Gas: Gas service on north side of site is believed to be a 4" plastic main. Typical depth of installation of a 4" plastic main is 36" below grade. Columbia Gas will confirm depth via original work order for installation. If depth cannot be determined from work order then Columbia Gas will determine depth in field. Columbia Gas to report back to design team during week of 4/6. (Follow-up from Seth Kruger 4/6: I'm looking over the installation work order for the 4" plastic gas service to the High School. The installation depth of the service was 2'-6". I'd like to see a section of the construction driveway before I approve the depth is adequate. Chris, would you be able to provide me with that? Please confirm that no grade changes will take place in this area, specifically lowering of the grade. Thank you, Seth Krueger, Associate Engineer, Columbia Gas of Massachusetts.

If cover over existing 4" plastic main is inadequate, there are two potential options. (Option 1 would be to excavate a trench along side the existing main to a lower depth, and "push" the main into the new trench providing for additional cover. If not feasible, Option 2 would be to install a new 4" main from South Franklin Street into the site connecting to the existing 4" in the vicinity of the proposed parking lot. New main would be installed at a depth to allow for construction entrance. This installation would occur in the Summer of 2015 in order for the existing school to remain active Fall 2015. Regardless of option the "tap" for the new school will be installed at the same time.

Gas Service: The utility company was sent the results of the Ground Penetrating radar, which showed the existing gas line 12” – 24” below the surface. The work will be coordinated with the contractor once the contractor mobilizes to the site.

Consigli will verify the worker’s driver’s license prior to issuing a photo badge with large number to each worker. Consigli will be responsible to log all of the workers and assign numbers.

6-12 Media Center: The school would like to have the circulation desk moved closer to the door and have the office moved closer to the desk. The office and desk need to be adjacent to each other. The office was located on the exterior wall to provide natural light, but proximity to the circulation desk is preferable. FAI will relocate the office and desk.

The moveable partition was described as a pair of motorized folding panels constructed of heavy gauge metal framing with a solid core and textile covering. A retracting seal at the bottom of the panels both provides an acoustical barrier and secures the partition to the floor by gravity. The 45-STC rating obscures but does not completely block speech. FAI to follow up on the finish of the lowest portion of the partition and whether pads similar to the walls can be provided.

3 8/11/15Because perimeter walls are CMU bearing wall, HVAC chases will house all services, with two layers of abuse-resistent GWB on metal stud. FAI to explore painted MDF as an option for the lowest six to eight feet.
