23.1 Record Call to Order, 7:00PM, meeting opened.
23.2 Record A motion was made by P. Mahoney and seconded by J. Day to approve the 1/29/14
Permanent School Building Committee meeting minutes. No discussion, motion
passed unanimous by those attending.
23.3 Record Vouchers for reimbursement to D. Moriarty for $36; to FAI for $13,000 and $7,452.50;
and to SMMA for $7,000 were reviewed. A motion was made by B. Davis and
seconded by F. White to approve the Vouchers. No discussion, motion passed
unanimous.
23.4 J. Seeley J. Seeley drafted a transmittal letter for T. Gordon, B. Davis and D. Moriarty signature,
transmitting the responses to the three questions asked at the Joint Meeting with
Holbrook Selectmen, Holbrook School Committee, Avon Selectmen, Avon School
Committee and the PSBC held on 12/2/13. The signed letter was sent to Avon. J.
Seeley to forward a copy of the letter to the Committee.
23.5 Record J. Seeley checked with Paul DiGirolamo, Town Treasurer if the bond term could be 30
years in lieu of 25 years. P. DiGirolamo indicated yes, the bond term could be 30
years.

J. Seeley provided a review of the MSBA FAS meeting held on 2/26/14. D. Moriarty, P.
Lally, M. Moore, J. Flanagan, B. Phelan, V. Hayward, M. Bolger, D. McClelland and J.
Seeley attended.
P. Lally and D. McClelland presented a powerpoint providing an overview of the
educational program, the deficiencies in the existing buildings and how the PreK – 12
Preferred Option meets the educational program and resolves the existing building
deficiencies. The FAS asked questions about the educational program, regionalization,
and the building design.
MSBA will include the questions within their PSR Submission Review Comments
Letter, expected in a week or so. J. Seeley stressed that the District will need to
provide a written response back to MSBA as soon as possible upon receipt.
The MSBA has asked to have a Preferred Schematic Conference Call with the District
on 3/12/14 to review project status, scope, schedule and compliance with MSBA
policies and procedures. The members that attended the FAS meeting are scheduled
for the call.
Committee Discussion:
1. V. Hayward asked if the Middle School Science Labs are sized for a High School?
D. McClelland responded, yes, all the science labs have been sized to the High School
1,440 s.f MSBA standard.
2. T. Gordon asked what will happen at the MSBA Board meeting on 3/26/14?
J. Seeley indicated that if MSBA staff have recommended the project be placed on the
3/26/14 agenda, then staff will present the project to the Board and request approval to
proceed into the Schematic Design Phase. The District attendees may get asked to
introduce themselves to the Board, but the District does not make a presentation.

3. At the FAS meeting, FAI was asked to label the rooms on the floor plans with the
PreK-5 and regionalized 9-12 layout and submit to the MSBA by 3/10/14. D.
McClelland presented the labeled plans to the PSBC, attached. The PSBC approves
FAI to send the plans to MSBA as labeled.
4. J. Seeley to forward the FSA meeting powerpoint presentation to the PSBC.
23.7 D. McClelland D. McClelland presented options for providing a second vehicular access/egress
roadway from the site to either Route 139 or to Plymouth Street, attached. D.
McClelland indicated the roadways are not in the current budget and would require
approximately 50,000 to 55,000 s.f. of wetland filling. D. McClelland reviewed the
permitting levels, from local Conservation Commission, if under 5,000 s.f. of wetland
filling, to the State DEP and Federal Corps of Engineers when over.
Committee Discussion:
1. J. Day asked if FAI can provide an estimated cost for the roadways?
D. McClelland responded, yes, FAI will provide answers to the following:
a. Can the roadways be permitted and by what agency?
b. How long would it take to permit the roadways?
c. How much would the roadways cost?
d. Will the roadways be reimbursable by MSBA?
23.8 D. McClelland The draft FAQ sheet, attached, was reviewed.
FAQs to be added are:
1. Will the selected design option work for regionalization in the future?
2. Will there be costs to convert the selected design option to a regionalized high
school in the future?
3. Is the cost of demolishing the existing Jr/Sr High school in the project budget?
4. Is the cost of the playfields in the project budget?
5. Will the furniture, equipment and computers be all new?
6. Why can’t the Town start construction earlier than the fall of 2015?
7. How far from the Public Safety building will the new PreK – 12 school be?
D. McClelland to update the FAQ and issue to the Committee for review. Once
approved, the District will upload onto the District’s website.
23.9 D. McClelland The Committee had several questions related to the design process.
1. J. Day asked for an explanation of what happens in the Schematic Design Phase?
D. McClelland explained that during this phase the building will take shape, the site
layout will be refined, the room adjacencies and layouts will be refined, the building
exteriors will be developed, the systems will be further defined and detailed cost
estimates will be performed.
2. T. Taylor asked how much redundancy is designed into the systems?

D. McClelland explained there is redundancy designed into the heating plant, plumbing
hot water plant, and there will be an emergency generator as well. D. McClelland
indicated there will be a follow-up meeting with M. Bolger to review the systems in
greater detail, Committee members will be invited to attend.
3. F. White asked what type of fuel is being planned for the emergency generator?
D. McClelland indicated the fuel is diesel, a diesel generator is more economical than a
natural gas generator. D. McClelland was requested to provide a cost analysis between
diesel and natural gas generators.
23.10 J. Seeley P. Mahoney asked how is it determined who attends the MSBA meetings, does MSBA
have any restrictions on who from the town can attend the MSBA meetings?
J. Seeley to contact MSBA to confirm and report back to the Committee.
23.11 Record D. Moriarty indicated a public records request was made by a citizen for email
documents. D. Moriarty provided the citizen the Town’s public request form and
explained the process.

FAQ's DRAFT
Q What options for the Holbrook schools have been studied?
A Nine options have been studied and after a long, careful analysis the choices have been narrowed down to a new Grade PK-12 school on the Jr-Sr High School site that would consolidate all schools in the District to one location. The two existing Elementary Schools would be closed and either sold or re-purposed.
Q Does renovation of the existing Jr-Sr High School make sense?
A The study demonstrated that due to the age and condition of the 57 year old Jr-Sr High school, in order to meet the building code and MSBA requirements for reimbursement, a renovation/addition would cost almost as much as new construction. Therefore it was decided that new construction would be more cost beneficial to the Town.
Q Has regionalization been studied?
A MARS was hired to do a regionalization study for Holbrook and Avon. The study concluded that the new PK-12 design would allow regionalization in the future. So while continuing with the design of this option, further work will be done to see if a regionalization agreement can be reached with Avon.
Q Why not delay until the economy improves?
A The School District has been invited by the state for reimbursement now at 60.57% of eligible costs. If the project is delayed it will be removed from the State funding list with no assurance that it will be reimbursed in the future.
Q Is it the right time to build?
A Due to a slowly improving economy, borrowing costs are still at historic lows and due to a very competitive building climate, construction costs remain low but are on the increase. A delay will increase project costs.
Q Can the new school options be reduced in size?
A In order to provide the educational spaces needed and meet the MSBA requirements for state reimbursement, the school must be sized as it is in the new design.
Q Will the new school fit on the existing Jr-Sr High School site?
A Yes, it will fit on the existing Jr-Sr High School site along with improved roadways, parking, and fields. The 2 Elementary school sites are too small for a new PK-12 school.
Q Why not find a new site?
A There is space on the existing Jr-Sr High School site for the new school with space for adequate fields and parking. A new site would increase costs that would not be reimbursed by the state.
Q Will traffic be affected?
A A traffic study has been completed that shows that current traffic backs up onto South Franklin St at the Jr-Sr High Schjool, especially during morning school arrivals. The roadways and parking for the new design have been expanded and redesigned to improve traffic flow and provide more queuing space for cars on site and off of South Franklin St.
Q What if the project is not approved by the Town?
A The Jr-Sr High school would face probable loss of accreditation as a High school and it would still require significant capital improvements over the next several years. 100% of this cost would need to be paid by the town.
Q If the new building doesn’t pass, can we use the state money to just repair the existing building?
A No, reimbursement from the MSBA is only intended for use on a building project that meets the MSBA requirements. In order to repair the existing building, the town would have to pay 100% of the cost without any state reimbursement. This cost could be as much as the town’s share for a new building.
Q Will more teachers need to be hired because of the increased number of classrooms in the new building?
A No new teachers need to be added because of the new building. The only time new teachers would be added is if a new program is added to the current program of studies. The current academic program is the program that was submitted to the MSBA for the new building.
Q If we decrease the number of school choice students at the Jr-Sr HS can we make the new building smaller?
A No, The enrollment that the MSBA has based the new building on was calculated based on town demographics only. The MSBA will not take into account the possibility of choice students in their enrollment calculations. Therefore, reducing the number of choice students would not allow us to reduce the size of the new school building per MSBA guidelines.
Q What is the value of having an accredited HS?
A An accredited high school:
• Assures parents, students and community members that their town provides a quality educational program.
• Assures colleges that graduates of the high school were provided with an educational program that maximizes student learning.
• Affects the reputation of a community since the retention or loss of accreditation has a demonstrable effect of lowering local property values.
Q What will the cost be to taxpayers?
A This will depend on the bonding strategy and the assessed value of properties. As the project is developed, more specific costs and tax impacts will be published.
Q When will the Schematic Design phase be completed?
A The Schematic Design will be submitted to the MSBA on June 12, 2014. Once approved by the MSBA Board of Directors, a project funding agreement can be established and the project can then proceed to a Fall 2014 town vote.
