Pre Feasibility Report for Mudhvay Limestone Area

1. EXECUTIVE SUMMARY

The Lakhpat and Abdasa Taluka of the western part of the Kachchh district of Gujarat, is

abundant of limestone over more than 300 km2 area. The Commissioner of Geology & Mining,

(CGM) Govt. of Gujarat has been arranged detailed exploration program for cement grade

limestone in the limits of Mudhvay village (Mudhvay Block) of Lakhpat Taluka. The detailed &

general exploration (G1 & G2) level, at Mudhvay Block was carried out by Gujarat Mineral

Development Corporation Ltd. (GMDC) in 2014-2015 by engaging a private drilling agency.

On the basis of the Geological Resource established for cement grade limestone, the Mudhvay

Block has been further subdivided into four different sub-blocks, viz. Mudhvay Sub-block A to

Mudhvay Sub-block D. All the sub-blocks are adjoins each other.

The CGM issued a notice vide dated 28.03.2017 inviting tender to commence the auction process

for grant of mining lease for various Mudhvay Sub-blocks located in District Kachchh of State

Gujarat as per the provisions of Mines & Minerals (Development & regulation) Act, 1957 and the

Mineral (Auction) Rules, 2015.

The e-auction process was conducted in accordance with the tender document for the said

mineral blocks and M/s Adani Cementation Ltd. was declared as the “Preferred Bidder” in

respect of ‘Mudhvay Sub-block C’ under Rule 9(4)(b)(iii) of the Auction Rules. (Annexure–I) The

M/s Adani Cementation Ltd. is a public limited company registered under Company’s Act.

Subsequently the state govt. issued Letter of Intent (LOI) towards grant of mining lease of

limestone (cement grade) over Mudhvay Sub-block C (area of 251.90 ha) by Deptt. of Industry &

Mines, Govt. of Gujarat vide letter No. MCR-102016-2146-CHH dated 21st June 2017 at various

survey no. for a period of 50 years. (Annexure-I)

1.2.1ENVIRONMENTAL MANAGEMENT PLAN

1.2.1.1 Air Quality Management

The mine is proposed with surface miner operation which is eco-Friendly.

Haul roads & loading area will be regularly sprayed with water to arrest dust from being

air-borne.

Proper maintenance (preventive as well as scheduled maintenance) of vehicles will be

carried out regularly for minimization of generation of gaseous pollutants.

No overloading of material will be done during transportation.

Personal Protective Equipments (PPEs) such as dust masks will be provided to employees

working in dust prone areas.

Greenbelt and plantation shall be carried out within the area.

Periodical air quality monitoring will be carried out.

1.2.1.2 Water Quality Management

Domestic waste water generated form mine office will be sent to soak pit via septic tanks.

Catch drains & siltation ponds will be constructed to check surface run-offs from entering

any natural water course directly.

The rainwater falling directly into the mine pits will be stored and used for afforestation &

dust suppression.

At the conceptual stage, an area of 163.65 ha will be degraded out of which low lying area

shall be converted into rainwater storage which will serve as recharge pit and upper part

part of the abandoned area will be covered under plantation.

Periodical monitoring of ground water quality will be carried out.

1.2.1.3 Green Belt Development/Plantation

Green belt will be developed around periphery of the auctioned area.

Plantation is proposed at backfilled area.

Regular watering & manuring will be done.

Native species will be planted.

2. INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION

A. Identification of the project and project proponent.

M/s Adani Cementation Ltd. is proposing new mining project for mining of Limestone (Area

251.90 ha) with ultimate limestone production capacity upto 12.0 MTPA at Village Mudhvay,

Taluka Lakhpat and District Kachchh (Gujarat).

The project Proponent is the public Limited Company registered under the Companies Act, 2013

(Annexure–II for Registration of Company) namely M/s Adani Cementation Ltd.

List of Board of Directors of M/s Adani Cementation Limited is enclosed as Annexure–III &

Nominated Owner is Mr. Arvind Pathak (Director).

Letter of Intent (LOI) has been issued for winning mineral Limestone (cement grade) over an area

of 251.90 ha by Department of Industries & Mines, Govt. of Gujarat vide letter no. MCR- 102016-

2146-CHH dated 21.06.2017 for a period of 50 years from the date of mining lease execution.

B. Brief Description of Nature of Project.

The project is a proposed mining project for mining of mineral limestone over an area 251.90 ha

at proposed production capacity ultimate upto 12.0 MTPA (ROM) at Village Mudhvay, Taluka

Lakhpat, District Kachchh (Gujarat) by M/s Adani Cementation Ltd. As per EIA Notification dated

14th September’2006, as amended from time to time, the project falls under Category “A”,

Project or Activity 1(a).

C. Need for the Project & Importance to the Country

M/s Adani Cementation Ltd. has proposed this mining project in order to meet the requirement

of limestone as major raw material for the manufacturing of cement. The company is also

proposing trading of mineral. The limestone will be supplied to proposed cement plant of Adani

Cementation Ltd. Besides this, the project will be proven beneficial in terms of socio-economic

development as it will provide employment to locals. Further, the average income level, which is

the indicator of socio–economic status of households is expected to increase, which will

ultimately result in better standard of living of the local people. With respect to the importance

of the project to the nation, it can be well said that in a developing nation like India, cement

makes a backbone for infrastructural development. Thus, keeping in mind this requirement,

mining of limestone is necessary for the nation’s growth.

D. Demand and supply gap

Limestone produced from this proposed mine will be used for the manufacturing of Cement in the proposed cement plant in the vicinity and for trading purpose also. A study shows the year on year demand of Cement in Gujarat State in last 10 years and based on the graph, the demand in the coming years has been projected. It clearly indicates that the cement demand in the state Gujarat shall be in continual rising pattern and hence manufacturing shall be required in the contrast.

E. Export Possibility As and when possibilities arise, limestone can be taken out for trading purpose.

As stated earlier, other than cement manufacturing in the vicinity, mineral limestone may be sold

in open market wherever required.

3. PROJECT DESCRIPTION A. Type of Project including Interlinked and Interdependent Projects, if any

M/s Adani Cementation Ltd. is proposing mining project of limestone mining (Area: 251.90 ha)

with proposed production capacity of ultimate upto 12.0 MTPA (ROM) at Village Mudhvay,

Taluka Lakhpat, District Kachchh (Gujarat).

Interlinked Project: Proposed Cement Plant (of capacity 10.0 MTPA in three stage of 3.3MTPA

each line) to be setup by M/s Adani Cementation Ltd. in the vicinity.

Interdependent Projects: no interdependent project is envisaged.

B. Location (map showing general location, specific location and project boundary & project

site layout) with coordinates.

The proposed mining project is located near village Mudhvay of Lakhpat taluka in Kachchh

district of Gujarat. The auctioned area is situated in the east of the village Mudhvay. State

Highways and two lane metalled roads connecting the block area with Ahmedabad via Bhuj. The

village is located approximately 130 km northwest of Bhuj, the HQ of the Kachchh district. The

block area, falling entirely within the Mudhvay village cadastral boundary is located between

Lakhpat village to the northeast, ESZ of Narayan Sarovar WLS is 2km to the south and about 3 km

northwest of S K Varmanagar Village.

State Highway 6 connecting Lakhpat and Narayan Sarovar is just at 2 km west of Mudhvay Block.

Nearest railway station is at Bhuj of Western Railway network and is located at a road distance of

around 130 km to the southeast of Mudhvay. The rail link is well connected by good quality

metalled roads and highways.

The nearest airport is located at Bhuj and there are commercial flight services between

Ahmedabad, Mumbai and Bhuj.

C. Details of alternate sites considered and the basis of selecting the proposed site, particularly

the environmental consideration gone into should be highlighted.

As the project is mineral specific and the letter of Intent (LOI) for excavating the mineral has

been issued by the competent authority for the specific location in Village mudhvay and on the

other hand natural occurring mineral availability is area specific thus no alternate site is being

considered.

D. Size and Magnitude of Operation.

The auctioned mineral deposit area is 251.90 ha and is proposed to produce mineral limestone at

ultimate capacity of 12.0 MTPA using the fully mechanized open-cast mining method.

E. Project description with process details (a schematic diagram/flow chart showing the project

layout, components of the project etc. should be given)

A) Method of Mining:_

The mining operation is yet to be commenced. The mining is proposed to be carried out by fully

mechanized opencast method using continuous surface miner (CSM) with combination of loader

and dumpers/ tippers. Surface miner is environment friendly machine and to be used in order to

avoid blasting. No crushing of mineral limestone is required.

The loading is proposed to be carried out by loader whereas transportation by means of dumper

of 35te capacity. The destination of mined out limestone is end use without crushing.

The transportation of mined out material shall be from belt conveyor to be installed within the

boundary barrier between area boundary pillars C-07 to C-01. Hopper is proposed within pit near

area boundary pillar C-07 from where material lifting is proposed to be transfer tower at

boundary pillar C-07 from where limestone shall be conveyed to the destination.

Benches are proposed 6m high and width of working bench be +20m maintaining slope of

working bench at 700. Limestone mining is proposed by deploying Surface Miners. Overburden

waste is loose material so it doesn’t required drilling/ blasting and surface miner. It can directly

be mined with the help of pay loader bucket/ excavator and loaded in dumper.

Entire medium grade and high grade material is proposed to be fed to the end users directly for

further process. Low grade material may be stacked temporarily partially or fully depending upon

its quality and extent of blendability.

The excavation, loading and transportation is proposed to be carried out by Surface Miner,

hydraulic excavator/ loader, dumpers/ tippers.

The salient features of Surface Miner are safe and steady operation, minimum dust generation

and low noise. It strips the strata in slices of 25-30 cm thick and wide 2.0 -2.2 m.

Mine office with all necessary requirements is also proposed at boundary pillar C-01.

Limestone deposits of Kachchh are part of the southerly arcuate Kachchh basin. The outcrops of

these deposits (Figure:1 below) along the southern and western coastline are determinable from

the Landsat satellite image (Figure:2 below). The limestone bearing belt extends from Lakhpat in

the north to Bhadramota in the southeast.

Geological Survey of India has carried out the systematic geological mapping of the Kachchh

basin (Vijaysarathi, 1983, 1984). However, in two pioneering papers, S.K.Biswas (1992 and 2005)

has provided the Tertiary stratigraphy of Kachchh and Tectonic Set Up of Kachchh. Kachchh Basin

was formed as a pericratonic rift basin after separation of Indian Plate and reactivation of

primordial faults extending from the Precambrian Aravalli Fold Belt. The Tertiary stratigraphy in

Kachchh, indicating the sequence of deposition of rocks in the Kachchh Basin has been adopted

from Biswas (ibid) work and is given below (Table below).

The regional geology is provided in the detailed Geological Map of Kachchh Basin (Figure:1).

Successive Tertiary rock formations, named as Mata no Madh Formation, Kakadi Nadi Formation,

Harudi Formation, Fulra Formation, Maniyara Fort Formation, Khari Nadi Formation, Vinjhan

Formation and Sandhan Formation successively overlie the Deccan Trap Formation as the

basement. The rocks show low angle (3-7°) qua-quaversal outward dips.

Gujarat Mineral Research and Development Society (GMRDS), under the aegis of Commissioner

of Geology and Mining, Gujarat have explored the 350 km2 belt of Fulra and Maniyara Fort

(limestone) Formation and underlying rocks to assess commercial usability. Mudhvay Block was

selected for detailed/ general exploration.

Regional Mineralisation

Information used for description of regional limestone mineralisation has been primarily sourced

from Ghevaria's (2009) report on regional exploration, carried out by GMRDS (CGM, Gujarat).

The regional extent of high interest successive Fulra Formation and overlying Maniyara Fort

Formation is shown in the regional geological map above (Figure:1). Both the formations have

cement grade limestone, as established by GMRD Study. The Fulra Formation is a white to

greenish white to brown in colour, generallyfriable aggregate of nummulitic and occasionally

coralline limestone. The limestone is intercalated with multiple sequences of marl, shale and

siltstone. About 8 to 10such bedded sequences of shale and siltstones alternating with carbonate

(limestone and marl) are seen within a cumulative thickness of 30 m. Limestone thickens to over

50 m in some parts of the basin. The shale and marl being minor to limestone occur as lensoid

patches or interfingering patches of 1 to 2.5 m band thickness, as interpreted from borehole

sections. Fulra Formation has a sandy and argillaceous unit at the base.

Cement grade nature of limestone: GMRDS (2009) report described the nature of limestone

w.r.t. its cement grade quality. The numulitic fossiliferous limestone have CaO% varying between

45 – 53% both the Fulra and Maniyara Fort Formation. The shaley and clayey horizons, the CaO

content vary between 15 – 32% and in marly horizons between 32 – 45%. The specific gravity

varies between 2.28 to 3 for limestone.

Geology of Mudhvay Sub-block C

Mudhvay Block was identified for detailed exploration based on the RRAS study by GMRDS. The

geological map of Mudhvay Block is shown in the map below. Fulra Formation outcrops in the

southern half of Mudhvay Sub-block C and Maniyara Fort Formation sub-crops or outcrops in the

northern half the sub-block. Fulra (limestone) Formation forms grey white soil. Maniyara

Formation forms yellow brown soil cover. The contact between Fulra and Maniyara Formation is

sharp and identifiable.

Only Fulra and Maniyara Fort Formation are sub-cropping at the surface, the exploration

diamond core drill-holes have intersected through the entire section of Maniyara Fort Formation

and the Fulra Formation into the Harudi Formation at the base. Few drill-holes have further

intersected down to Mata no Madh and Deccan Traps as well.

The schematic N-S cross section across Mudhvay Sub-block C shows conformable relationship of

all the Tertiary formations above Deccan Trap. Blue represents Fulra Formation, underlying the

Maniyara Formation (red).

Lithological Description of Mudhvay Sub-block C

Deccan Trap

These rocks are greenish grey aphaneric hard compact rocks, with occasional vesicle fills.

Mata No Madh Formation

Mata no Madh Formation has been intersected only in drillhole sand consists of leached Deccan

Trap basalt, including lithomargic clays and laterites. The clays occur as structureless massive

Kakdi Nadi Formation

This Formation as intersected in the drill-holes is a sequence of variegated and gypsiferous clays,

marl, and carbonaceous shale.

Harudi Formation

Harudi Formation invariably forms the base of Fulra limestone Formation; both have been

intersected in almost all the drillholes. The Harudi Formation consists of grey and yellow

coloured gypsiferous shale, grey coloured shale and ferruginous sandstone.

Fulra Formation

The Nummulitic limestone forms a distinctive bad land topography and is decipherable in the

Landsat 742 (as RGB) processed images (Figure:2) as white tonal feature. In the upper part of the

formation, the landscape underlain by limestone consists of alternating small rolling mounds

with exposed 2 to 4 m high cliff sections. The rolling mounds are covered by reddish ferruginous

compact sandstone cappings. Stream sections cut through the limestone and expose the rocks in

3 to 5 m high cliffs along the banks.

Fulra Formation is the primary ore horizon in the Block. The formation starts conformably above

the inter-banded clay, limestone bands of Harudi Formation, with a persistent thin (2-3m thick)

marl horizon. The marl is overlain by alternating bands of massive grey white numulitic

limestone, alternating with massive cream coloured limestone.

Low Grade Limestone:

The range (in terms of CaO) of this category of limestone has been kept vide from 34% to 40%.

Cement (medium) Grade Limestone:

The range (in terms of CaO) of this category of limestone has been kept from 40% to 45%. It is

anticipated that about 100% of this grade limestone material may be utilized.

High Grade Limestone:

The range (in terms of CaO) of this category of limestone has been kept from +45%. It is

anticipated that about 100% of this grade limestone material will be utilized.

This is Mining Project, thus no raw material is required. Mineral limestone itself shall be used as

raw material as stated earlier. Mineral limestone will be transported from area to destination by

No use/handling of hazardous material will take place except periodical oil change which will be handled in close containers. Spillage of Oil/Grease during maintenance of heavy vehicles will be controlled by using collection tray etc. Care will be taken during its use for lubrication of equipment to avoid soil contamination. Equipment will be kept well maintained and leak proof.

Noise will be generated due to mining activities like excavation, loading, transportation activity. Proper noise abatement measures will be taken to keep noise level within the prescribed limit. Proper selection of machines and their maintenance will lead to less noise generation. Greenbelt will be developed around the lease boundary which will provide barrier to propagation of noise outside the area.

Soil will be utilized for development of greenbelt/ afforestation and also for bund preparation for safety purpose.

H. Availability of water its source, Energy/Power requirement and source should be given.

B. Solid Soil covers major portion of the lease area varying from 0 to 0.3m in thickness.

Overburden is mix of impure clay varying thickness from 9m to 45m. Soil shall be utilized immediately for making bund and overburden will be dumped

temporarily at earmarked site. The generation of soil and OB with plant waste is as under -

o Volume of soil will be 0.48 Million Cum which will be temporarily stacked and then later on completely used in plantation. Details are as per approved mining plan.

o Volume of over burden will be 29.12 Million Cum which will be temporarily stacked in initial period and then later on completely used in backfilling. Details are as per approved mining plan.

4. SITE ANALYSIS

A. Connectivity

The mining project is proposed at village Mudhvay of Lakhpat taluka in Kachchh district of

Gujarat. The area is situated in the SW of the village Mudhvay. State Highways and two lane

metalled roads connecting the block area with Ahmedabad via Bhuj. The village is located

approximately 130 km northwest of Bhuj, the HQ of the Kachchh district. The block area, falling

entirely within the Mudhvay village cadastral boundary is located between Lakhpat village to the

northeast, ESZ of Narayan Sarovar WLS to the 2km south and about 3 km northwest of S K

Varmanagar Village.

State Highway 6 connecting Lakhpat and Narayan Sarovar is just at 2 km west of Mudhvay Block.

Nearest railway station is at Bhuj of Western Railway network and is located at a road distance of

around 130 km to the southeast of Mudhvay. The rail link is well connected by good quality

metalled roads and highways.

The nearest airport is located at Bhuj and there are commercial flight services between

Ahmedabad, Mumbai and Bhuj.

B. Land form, Land use and Land ownership

The area as per revenue records is Govt. Land (144.40 hact.) & other (Santhani land, 107.50 hact.). The lease area falls on part of Toposheet no. 41A/10 (restricted). No forest land is involved in the area. Govt. C. Topography

Mudhvay Sub-block C is part of the Mudhvay Block in the Lakhpat Taluka in the Kachchh District

of Gujarat. It is N-S elongated irregular polygonal block with an area of 2.519km2 (251.90ha)

having dimensions of approx. 2.4km in length and 1.3km in width.

The block has a relief of 15 m, with altitude ranging from 22m AMSL to 37m AMSL. The

topography is gently rolling and a thin 1 – 3 m veneer of red brown soil overlie the Maniyara Fort

Formation in most part of the Sub-block C. The block is located about 6 km from the Kori Creek,

which forms an estuarine inlet to the Arabian Sea, further south. The 3 km buffer zone of

Narayan Sarovar Wildlife Sanctuary is 2 km to the south of the block.

D. Existing land use pattern (Agriculture, on-agriculture, forest, water bodies (including area

under CRZ), shortest distances from the periphery of the project to the periphery of the

forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the

HFL of the river), CRZ in case of notified industrial area, a copy of the Gazette notification

should be industrial area, a copy of the Gazette notification should be given.

E. Existing Infrastructure

The area is barren and devoid of any infrastructure. The area is situated near village Mudhvay. State Highways and two lane metalled roads connecting the block area with Ahmedabad via Bhuj. The area is located approximately 130 km northwest of Bhuj, the HQ of the Kachchh district. State Highway 6 connecting Lakhpat.

F. Soil Classification

The soils found in Kachchh district can broadly be grouped into four types, i.e., Shallow Black

soils, Residual Sandy soils, Coastal Alluvial soils and Desert soils. The Shallow black soils are found

in central and north-central parts of the Kachchh mainland and in Khadir and Bela Islands. These

soils have developed from basaltic rocks and rocks of Jurassic period. The depth of soil ranges

from a few cm to 30 cm. Broadly, these soils are poor in fertility. The Residual Sandy soils have

developed in-situ from the parent material originated from red sandstone and shale and are

found over the areas underlain by Bhuj Sandstone. All these residual soils are shallow in depth.

They are reddish brown in colour with fine weak granular structure to poorly developed one.

These soils are sandy to loamy sand in texture dominated by coarse sand. These are non-

calcareous, neutral to alkaline in reaction with poor base saturation. They are affected due to salt

accumulation. From fertility point of view, they are poorly supplied with plant nutrients and, as

such, support the crops with short duration and less water requirement. The hilly soils occur in

the hilly areas central part of the district. The soil profile is not well developed because of the

steep slope and erosion. They have developed from the parent materials existing in the

respective areas. They are shallow in depth composed of un-decomposed rock fragments and

poor in fertility. The Coastal Alluvial soils are found all along the southern coast. These soils are

sandy clay loam to clay in texture. The soil reaction varies with situation ranging from neutral to

highly alkaline. These soils are normally medium in fertility. At places, these soils are saline in

nature The two Ranns (deserts) of Kutch namely little Rann and great Rann have the soils which

are formed as a result of the geological processes of Pleistocene age. The alluvial deposits due to

the river system flowing through the area have subsequently been overlain by the aeolian

deposits. These soils are fairly deep, light grey in colour. The texture is sandy to sandy loam with

silty clay loam in some areas. The salt content is very high with the sodium chloride as the

dominant salt. The profile study reveals the presence of sufficient amount of gypsum throughout

the profile.

G. Climatic data from secondary sources

Climate

The climate of the Kutch district is semiarid with scanty rainfall and moderate humidity. The

coldest month is January and the hottest month is May.

Rainfall

The average annual rainfall is reported as 343 mm, and most of this is received in the months of

June and Sept. The variation in the rainfall from year to year is large.

Temperature

Summer season: Temperatures range from a minimum of 22°C and it is known to have gone up

to levels of around the 40°C mark.

Winter season: The winter season is from November to March and temperatures range from a

minimum of 8°C to a maximum of 35°C.

Humidity

The relative humidity is high during the southwest monsoon, being generally over 80%. After the

monsoon season, humidity decreases, and during the winter season, the air is fairly dry.

However, the relative humidity remains above 50% from March to October.

Wind Direction

An observation of the evening wind-rose shows that the predominant wind direction is from SW

almost throughout the year excluding in the months of November, December and January, when

the predominance is from NE. The morning winds are from SW during the period from April to

September while it is from NE during November to February. March and October being the

changeover months from one direction to diagonally opposite direction. The general wind speed

exceeds during the months of May to August.

H. Social Infrastructure

The infrastructure like, toilets, first aid stations etc. will be provided at the mine site.

A primary school and Senior Secondary School is at village Mudhvay & Koriyani

respectively. Government College is at Nakhtarna;

Medical facilities, Primary Health Centre are there in the area, imparting services, for

advance medical facilities. In each village one health worker has been appointed by the

Govt. to provide primary health facilities. Nearest Post & Telegraph Office is at Koriyani.

Village people are availing drinking water facilities generally from the public water supply

system and hand pump, open wells and tube wells. The water supply is also supplied

through tanker in few villages. During summer scarcity of water has been noticed.

Communication services like post office and telephones are available in the nearby

village. Some of the villagers are also having mobile phones.

Insurance cover to all workers engaged in mines shall be provided.

For Occupational safety following measure will be taken:

i. The workers will be trained in vocational training they get proper training in their

particular work.

ii. Workers will be provided proper safety equipment such as safety boots, helmets,

and lifeline etc.

iii. Proper benches will be formed. Apart from this all safety precaution will be taken

as per Act, Rules and Regulation.

iv. Training for workers regarding occupational hazards.

v. Safety equipment i.e. dusts mask, safety shoes, gloves etc.

An occupational health unit will be organized and the proposed measures will be

adopted:

1. Pre & Periodical Medical Checkup program for all the workers.

2. Occupational health surveillance program of the workers shall be undertaken periodically

to observe any contractions due to exposure to dust and take corrective measures, if

needed.

3. First-aid box with necessary equipment will be provided.

5. PLANNING BRIEF

A. Planning concept (type of industries, facilities, transportation etc) town and country

planning/ Development authority Classification.

This area has been auctioned for mining mineral Limestone. Mineral is available as seen in the

deposits at the mine area. The proposed rate of production shall be reached ultimate upto 12.0

MTPA. Opencast methods of mining will be adopted transportation of mineral shall be done

through belt conveyor and by road with the help of dumpers and trucks. Other facilities such as

power, transportation and communication, social infrastructure facilities are locally available

near project site.

D Assessment of Infrastructure Demand (Physical & Social)

On the basis of the preliminary site visit, the infrastructure demand in the village was assessed

on the basis of need and priority. The road facility is already available which shall be used and

properly maintained. Preference will be given to local labour from nearby villages. The health

infrastructure of the study area requires improvement. The lack of medical facilities needs

improvement. Medical facilities will be provided by mine owner during mining.

Physical Infrastructure

The road facility is already available which shall be used and maintained. The labor requirement

is drawn from the nearest villages, which shall also be trained for the requirement in mines.

Other infrastructure facilities required such as transport etc. for mine labors is available by way

of jeep; two wheelers etc. Medical facility is available in Lakhpat taluka.

Social Infrastructure

The mine in the area will provide regular employment to the local villagers of the area. In all 170

people will get employment from the project.

E Amenities/Facilities

A Mine office is proposed inside the auctioned area. Water shall be made available by the water

tankers from proposed cement plant. A first aid box with all necessary materials will be kept all

the time in office building for use. Medical examination shall be carried out once in every one

years as per rules. Rest shelter shall be made for workers.

6. PROPOSED INFRASTRUCTURE A. Industrial Area (Processing Area)

Proposed limestone mining project is not within the industrial area hence required infrastructure for limestone mining activities. The following Site services are proposed to be developed at proposed mining site: -

3. Time Office

4. First-aid Room

5. Canteen

6. Rest Shelter

The First-Aid Station shall have the necessary facilities for imparting first-aid to the injured. It is

located in the mine. Temporary rest shelters shall be constructed in the mine site. Canteen

facilities shall be maintained for the benefit of field staff and workers in the mines. Trees and

shrubs shall be grown and developed all around site services.

Majority of local person deployment is proposed hence no residential area/ housing is required

for locals in general. Although residential colony is proposed in the vicinity for company’s

employees of cement manufacturing unit where managerial and other staff will resides.

C. Green Belt

Company has a plan to plant saplings of trees and shrubs all along the periphery of the area

boundary and other area on backfilled area. Plantation is proposed to be done at the rate of

1000 saplings per hectare and area 1.0ha per year. Overburden soil removed during mining is

proposed to be used for plantation purposed.

Total area covered under plantation/greenbelt proposed is 83.50ha at end of lease period/mine

life out of which: -

1. Boundary greenbelt = 5.0ha

2. On backfilling = 78.50ha

By the end of this mining plan period, an area of 5.0ha area under greenbelt shall be added to

greenbelt/ plantation.

When the mine is exhausted completely, entire area of ML will have one large water storage and

big gardens with trees and shrub, which will be beneficial of human population of the region in

the area of Kachchh District. The relevant help for successful reclamation/ afforestation will be

taken from experienced Forest Officials. The local species are proposed to be planting in order to

fast grow.

The afforested area has to be protected from cattle menace, soil erosion, plant diseases etc.

Plants will be protected from diseases by application of proper pesticides. Soil working, manuring

etc. will be done whenever necessary. Plants will be protected from cattle menace by proper

watch and ward or fencing. Damaged plants will be replaced with new one.

D. Social Infrastructure

The deposit area will provide regular employment to the surrounding villagers. The project

proponent shall spend some of profit for the development of the area i.e. treatment of poor’s,

schools, temples and other social work, local residents shall be employed. Beside this the project

proponent also proposes to carry out:-

Regular health check up camps for the workers engaged in mines shall be organized.

Occupational health surveillance program of the workers shall be undertaken periodically

to observe any contractions due to exposure to dust and take corrective measures, if

needed;

Insurance cover to all workers engaged in mines shall be provided;

Safety to prevent the worker getting injury during work following measure will be taken:

The workers will be trained in vocational training they get proper training in their

particular work.

They will be provided proper safety equipment such as safety boots, helmets, and lifeline

etc.

Proper benches will be formed. Apart from this all safety precaution will be taken as per

Act, Rules and Regulation.

Transportation The area is situated in the east of the village Mudhvay. State Highways and two lane metalled roads connecting the block area with Ahmedabad via Bhuj. The village is located approximately 130 km northwest of Bhuj, the HQ of the Kachchh district. State Highway 6 connecting Lakhpat and Narayan Sarovar is at 5 km west of Mudhvay Block.

2. Railways Nearest railway station is at Bhuj of Western Railway network and is located

at a road distance of around 130 km to the southeast of Mudhvay.

3. Airways The nearest airport is located at Bhuj and there are commercial flight

services between Ahmedabad, Mumbai and Bhuj.

F. Drinking Water Management (Source & supply of water)

Total water requirement is about 250 KLD. Out of which 25 KLD will be used for Drinking &

Domestic Uses, 65 KLD for Plantation & 160 KLD for Dust Suppression. Drinking water will be

made available from the proposed cement plant. Water for dust suppression and plantation will

be arranged from proposed cement plant.

G. Sewerage System Not applicable as no Domestic waste water will generate.

No Industrial waste is generated from the project area.

I. Solid waste Management

Solid waste management has already been discussed in previous paras.

J. Power Requirement

No power requirement is needed as all the machinery deployed for the mining operations are

diesel operated. Power requirement for mine office, dewatering and lighting of 1MW shall be

met by sourcing of power from cement plant.

7. REHABILITATION AND RESETTLEMENT (R&R PLAN)

Wherever any projects are implemented, there is bound to be an acquisition of land. This always

affects those directly or indirectly dependent on land. Project Affected People (PAP) who are

supposed to sacrifice their livelihood for such projects, considered as the most important part of

the whole project and they should be rehabilitated suitably to improve or at least regain the

standards of living they were enjoying prior to losing land or displacement if any and be provided

with appropriate compensation and an adequate social and physical rehabilitation,

infrastructural, including community services and facilities.

ACL will do the direct negotiation for PAP of mining lease area.

8. PROJECT SCHEDULE AND COST ESTIMATES

A. (Likely date of start of construction and likely date of completion (time schedule for the

project to be given)

The mine operation will start after obtaining all statutory clearances & consents from the concerned regulatory authorities.

B. Estimated project cost and along with analysis in terms of economic viability of the project.

i. Capital Expenditure (capex) The area shall supply material to the proposed cement plant of Adani Cementation Ltd. which is able to managed capital expensive and working capital as the company is a reputed one and economically very sound.

Total of capital exp.: - 1) Cost of Santhni and Govt. land about Rs. 2012/- lakh 2) Cost of Initial mine development about Rs. 1600/- lakh 3) Cost of Infrastructure about Rs. 200/- lakh 4) Contingency @ 5% = 190 lakh

Total capital expenditure anticipated about Rs. 4002/- lakh Mining machinery and other capital expenditure has been considered in operating expenditure. Marketing:

Majority of limestone mined from this area shall be utilized for cement manufacturing at proposed cement plant of M/s Adani Cementation Ltd. Marketing of limestone may be there as no definite use of the material is defined in LOI issued.

Economic Viability: With the growth in infrastructure sector in India, demand of cement will increase in coming years. Company with it’s rich experience in the field of business development will be competing with the existing major competitors in the region. The company will establish its market share within a short span of time after the production goes into stream. The product range will include 53/ 43 grades of OPC and PPC Cement which will have acceptability and good demand in the market especially by the infrastructure and real-estate industry. Cash Flow All the expenses shall be met by the revenue generated by selling of Cement & cash flow will be maintained by company through various means like loaning market borrowings etc.

9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION):-

The auctioned area is located near village Mudhvay, Taluka Lakhpat, District Kachchh (Guj)

The proposed mining project will bring economical benefits to the state by the way of: -

1. Royalty paid for mineral to be dispatched from mine,

2. Surface rent,

3. Sale tax/ VAT/GST,

4. Income tax,

5. Contribution towards District Mineral Foundation,

6. Contribution towards National Mineral Exploration Trust etc.

The project will be economically beneficial to the local people by way of direct and

secondary employment opportunities.

Limestone is the area is a constituent mainly for cement manufacturing. It has high

demand in region. It may also sold in open market.

The project will bring about socio-economic improvement of the area and will prove

beneficial to the area.

In the interest of mineral development and to improve the social conditions of the local

and surrounding people this project should be allowed after considering all the

environment aspects.
