Single Transport Area and CommonMarket of Transport Services

Single Transport Area is a combination of transport systems of the countries -members which provides unobstructed movements of passengers, cargos and

vehicles, as well as their technical and process compatibility based on theharmonized transport legislation of the countries – members

Common Market of Transport Services is a form ofeconomic relations, which provide equal and parity

conditions for rendering of transport services, whosepeculiarities are defined by this Record, as well as by

international contracts within the Union

The countries – members have approved the Program forstage-by-stage liberalization of cargo transportations by motortransport performed by the carriers registered in the territory ofone of the countries – Union members between points locatedin the territory of another country – member for the period from

2016 to 2025

Procedure for transport (vehicle) control on theexternal border of Eurasian Economic Union is

determined

International cargo transportations by motor transportsperformed by the carriers registered in the territory of one of

the countries – members shall be performed on the permit-freebasis:

between a country – member,in the territory of which thecarriers are registered, andanother country – member

transit through the territories ofthe other countries – members

between the other countries –members

International Shipping Agreement

Integration in domain ofWater Transport

The countries – members shall accept the qualification documents of the ship captain and crewmembers confirming their staff and qualification and issued on behalf of the country – member of the

ship flag in accordance with the requirements for nucleus crew and crew qualification imposed toships of the country – member, in whose internal water ways navigation is performed

The countries – members shall mutually accept the identity documents of the crew members andship documents kept on the ship board and issued in accordance with the legislation of the

countries – members

Ships flying the flags of the countries – members shall have the right to transport cargos,passengers and their luggage, hauling between a country – member and another country –member in the adjoining internal water ways, transit in internal water ways of the countries –

members, two-way transportations

Each country – member shall provide ships flying the flags of the other countries – members withthe same rights as those provided to ships flying its flag

Navigation of ships flying the flags of the countries – members in internal water ways ofanother country – member shall be performed based on permission issued by competent

authority for the period of up to 10 days

Projects are aimed at creation of modern infrastructure for commodity manufacturing and export promotion, attraction ofadditional transit cargo traffic from/to P. R. China and SEA countries

Project unique character:• 30-day visa-free stay in the territory of ICBC;• free movements of persons, vehicles and commodities (cargos) between Chinese

part and Kazakhstan part of ICBC;• exemption from customs payments for commodities, amounts and weight of which

do not exceed 1500 Euro and 50 kg.
