Brief Description of Project -- its purpose and the principal activities (including when and where):

Electronic commerce and paperless trading are important components and tools of implementation of APEC Trade Facilitation Action Plan (TFAP) and APEC Investment Facilitation Action Plan (IFAP). So, e-commerce as a part of TFAP and IFAP implementation is one of the APEC priorities since 2004. “APEC’s Strategies and Action toward a Cross-Border Paperless Trading Environment” (was adopted in Santiago, Chile in September, 2004 by Ministers of Foreign Affairs and Trade).

The monitoring of the “APEC’s Strategies and Actions toward a Cross-Border Paperless Trading Environment” implementation is an on-going process for the Paperless Trading Sub-group (PTS) of ECSG. 2010 is the milestone of the document and it is necessary to organize a special events to thorough review, analysis and discussions of the intermediate results.

The project will give possibility to consider pilot e-commerce systems, policies, programs and individual plans of the “APEC’s Strategies …” implementation in details and will adopt useful appropriate recommendations. The main elements of the project are:

networking of experts in APEC economies and external organizations, the information exchange and collection and two workshops holding(February – September 2010)

o the first (“Information systems for paperless trading”), dedicated to the experience in creating pilot e-commerce systems for paperless trading (APEC economy with the great results on this theme, we will specially ask China, Korea or Chinese Taipei to be a hosting economy of this workshop, preliminarily – April 2010),

o the second (“Domestic paperless trading environment”) is focused on establishment of domestic paperless trading environment (Vladivostok, Russia, September 2010 );

processing and analysis of the workshops results (September – November 2010)

o to identify during this workshops the current status of the “APEC’s Strategies and Action toward a Cross-Border Paperless Trading Environment” implementation,

o to review the results (pilot e-commerce systems at first), policies, programs and plans of the “APEC’s Strategies and Action toward a Cross-Border Paperless Trading Environment” implementation,

o to facilitate the further implementation of the “APEC’s Strategies and Action toward a Cross-Border Paperless Trading Environment”.

A. Project Design

Project Objectives

1) Describe briefly how this project directly responds to the priorities set by APEC Leaders and Ministers and / or the vision of the host economy. Please make reference to the relevant parts of APEC documents.

Electronic commerce and paperless trading are important components and tools of implementation of APEC Trade Facilitation Action Plan (TFAP) and APEC Investment Facilitation Action Plan (IFAP). TFAP was adopted by APEC Leaders and Ministers in 2002, which now has transformed to TFAAP II, endorsed in Cairns, Australia in 2007. The Trade Facilitation Menu of Action and Measures includes special section for electronic commerce. The objections of the second Trade Facilitation Plan for ECSG are as follows:

to eliminate obstacles for constituents in the global trade flow by identifying, addressing and alleviating identifying barriers and out-of-date practices,

to build constituent confidence in e-commerce by streamlining processes and removing obstacles.

So, e-commerce as a part of TFAP and IFAP implementation is priority of APEC since 2004. “APEC’s Strategies and Action toward a Cross-Border Paperless Trading Environment” (later – “APEC’s Strategies …”) was adopted in Santiago, Chile in September, 2004 by Ministers of Foreign Affairs and Trade.

According “APEC’s Strategies …” the environment for cross-border paperless trading requires the establishment of an interoperable framework for transmitting information in trade administration, customs clearance, international transportation and financial settlement. The framework includes business process, common data models, message standards and a platform for message exchange. The establishment of such framework will deal with issues in legal, technical and procedural areas.

The “APEC’s Strategies…” has following milestones:

2006: As a part of the APEC Trade Facilitation Action Plan, interested member economies implement ECO and e-SPS Pathfinders for the cross-border transmission of electronic certificates of origin and electronic sanitary and phyto-sanitary certificates.

2010: Most member economies establish a domestic paperless trading environment and implement pilots for the cross-border electronic transmission of customs clearance data.

2020: APEC establishes a comprehensive paperless trading environment that enables the electronic transmission of trade related information across the region.

The project is dedicated to review, analysis and discussions of the “APEC’s Strategies…” implementation intermediate results. It continues and develops the ECSG projects

APEC Symposium on the Assessment and Benchmark of Paperless Trading.

2) Describe the key objectives of the project – usually no more than three

The objective of this project is the high-quality and well-timed implementation of “APEC’s Strategies and Action toward a Cross-Border Paperless Trading Environment”.

The main tasks of the project are:

a) to identify the current status of goals of “APEC’s Strategies and Action toward a Cross-Border Paperless Trading Environment” achievement;

b) to review the results (pilot e-commerce systems at first), policies, programs and individual plans of “APEC’s Strategies and Action toward a Cross-Border Paperless Trading Environment” implementation;

c) to facilitate the further implementation of “APEC’s Strategies and Action toward a Cross-Border Paperless Trading Environment”.

3) Assessment. With reference to each objective in paragraph 2), provide the current status and expected end-of-project target, so that the success of the project can be measured over the short and medium term. The targets should be quantitative but if this is not possible then a precise description of the desirable change, where appropriate, sex-disaggregated data should be used for assessment in order to detect any differential impact of the project on men and women.

The review of the "APEC’s Strategies …" is an on-going process for the Paperless trading Sub-group of ECSG.

A part of PTS projects deals with e-commerce systems developing and paperless trading environment developing as steps of “APEC’s Strategies …” implementation. Moreover, there are special assessment projects to define paperless trading and linked areas maturity level.

The PTS agenda for each meeting is designed in such a way that the sub-group can monitor its progress through the development of PTS related Pathfinders and Paperless Trading IAP.

2010 is the milestone of the "APEC’s Strategies …". It is necessary to organize special events to thorough review, analysis and discussions of intermediate results.

The special project with wide-range participation of all concerned official bodies, experts and organizations will provide special attention of APEC member economies to the "APEC’s Strategies …" implementation.

The workshops proceedings will provide PTS and ECSG more completed, discussed and examined information.

Two specialized workshops will give possibility to consider pilot e-commerce systems, policies, programs and individual plans of the “APEC’s Strategies …” implementation in details and will adopt useful appropriate recommendations.

4) Explain who the intended beneficiaries of this project are.

The main beneficiaries of the project are

Policymakers in the area of trading in APEC economies. The high-quality and well-timed implementation of “APEC’s Strategies and Action toward a Cross-Border Paperless Trading Environment” provides a new level of domestic paperless trading environment, including standards and security providing.

Trade business. The high-quality and well-timed implementation of “APEC’s Strategies …” provides for businesspersons a lot of economical results in cross-border trade, including cost / time reduction, simplifications of procedures.

ICT developers and services providers. The high-quality and well-timed implementation of “APEC’s Strategies …” provides a new growth of business applications and appropriate services providing markets.

Community of APEC economies. The high-quality and well-timed implementation of “APEC’s Strategies …” provides expansion of cross-border trade and additional economic benefits in the crisis conditions.

5) Describe precisely the expected project outputs. Describe how these outputs will benefit the targeted beneficiaries.

6) For applications under the TILF Special Account: Describe briefly how this project will contribute to the APEC Trade and Investment Liberalization and Facilitation (e.g. relevance to specific parts of the Osaka Action Agenda).

The proposed project is contribute to the “APEC’s Strategies and Action toward a Cross-Border Paperless Trading Environment” implementation that is the tool for the Trade Facilitation Action

Plan II. According the Bogor goals, the goal [of ECSG PTS] is to enable the electronic transmission of trade related information across the region by the year 2020 and contribute to the overall objective of reducing business transaction costs by 5% (“Realizing the Potential Benefits of Electronic Commerce in the APEC Region”, August 2007) and the project is important step to its achievement.

7) Which other APEC fora have been consulted about this project and what were the results?

The high-quality and well-timed implementation of “APEC’s Strategies and Action toward a Cross-Border Paperless Trading Environment” is important part of the second Trade Facilitation Action Plan realization. The CTI experts will be invited to the workshops as well as representatives and experts of APEC fora, included in “APEC’s Strategies…” - Agricultural Technical Cooperation Working Group, TEL Working Group, Sub-Committee on Customs Procedures.

Also we plan the information exchange with external organizations - UN/CEFACT, Global Business Dialogue on e-Commerce (GBDE), Pan-Asian E-Commerce Alliance (PAA), Asia PKI forum and other corresponding business societies. The proposal foresees the special experts’ work to workshops preparing.

8) Active Participation Describe how the intended beneficiaries among APEC stakeholders –APEC fora, governments, private sector and civil society, men/women- will participate in the planning, implementation and evaluation of the project.

The project proponent will collaborate with representatives of the intended beneficiaries since the early stages of the project implementation through APEC ECSG and PTS. The core events of the project, two-day workshops, will bring together the beneficiaries of the project in an open exchange of opinions on the topic under consideration.

9) Project influence Describe how this project might contribute to any current or completed projects or activities in APEC or elsewhere. Why is APEC the most appropriate institution to fund the project?

The review of the "APEC’s Strategies …" is an on-going process for the Paperless trading Sub-group of ECSG. The PTS agenda for each meeting is designed in such a way that the sub-group can monitor its progress through the development of PTS related Pathfinders and Paperless Trading IAP.

APEC Symposium on the Assessment and Benchmark of Paperless Trading.

Development of "APEC Guidance for Electronic Commerce,” using the Best Practices of E-government Procurement Systems.

Assessment and Best Practices on Paperless Trading to Facilitate Cross-Border Trade in APEC Region.

APEC is the most appropriate institution to fund the project because the objective of the project is the high-quality and well-timed implementation of “APEC’s Strategies and Action toward a Cross-Border Paperless Trading Environment”.

Methodology

10) Describe the project’s methodology. Break down the project implementation into discrete functional steps over time with the associated outputs clearly specified. Identify the principal risks involved in each step if any, and explain how they will be managed. Risks may include major delays and failures, expected cooperation not materializing, etc.

The project will proceed in fifteen steps of three main stages:

Too narrow focus of the presentations and workshop.

The project experts will select presentations and speakers according to TFAP II principles and PTS requirements.

The project executors will plan the workshop, invite member economies and potential participants, speakers; venue, accommodation and transfer preparing.

The special efforts will be attached to invite women as speakers and active participants.

The workshop plan, list of speakers, list of invited / confirmed members.

The confirmations regarding venue, equipment, hotels etc.

The unsuccessful workshop due to the weak participation of good speakers.

The project executors will pay a lot of attention to workshop planning.

To ensure the high level of discussions the collected information and presentations topics will be circulated for the review.

5. April

The workshop holding.

The workshop proceedings will include presentations with best practices and lessons learnt in information systems for paperless trading development, discussion results and summary.The workshop report

Noncompetitive quality of the workshop results due to weak interest of participants. Special planning of the workshop will be used for this risk prevention – we plan, that one of the workshop's day would be dedicated to the demonstration of the real functioning system with presentation of real users' operation.

6. May – June

The executors will prepare the workshop proceedings and disseminate it as an intermediate project result.

Dissemination of the workshop proceedings.

The risks of this activity are low.

Stage 2. The workshop “Domestic paperless trading environment”

11) Which APEC member economies will participate in each component of this project and what contribution are they expected to make?

It is anticipated that all APEC economies will actively take part in the workshops. Some of economies will present the best practices and lessons learnt in “APEC’s Strategies and Action toward a Cross-Border Paperless Trading Environment” realization. All APEC members could use the project results.

One economies - Viet Nam - is a co-sponsor of the project and we are looking for additional co-sponsors.

We expect, that the experts of co-sponsoring economies will be the most active researchers through out all stages of the project and one of them will be a hosting economy of the workshop “Domestic paperless trading environment”.

Collected information and workshops proceedings – PTS members, policymakers in the area of trading in APEC economies, trade business and ICT developers and services providers.

The final report - members of the APEC.

The research findings will be made available via the ECSG website, as well as in hard copy and on CD as required.

c. format (e.g. hard copies, floppy discs, internet uploading);

The primary mode of transmission of the workshops proceedings and final report will be internet uploaded to the ECSG website and other interested websites that may be identified.

Additional transmission through hard copies and CDs may be realized to interested parties by members of the ECSG.

d. number of copies for the publication;

50 hard copies and 50 CDs will initially be produced. Additional hard copies and CDs may be made by participants on an as-needed basis.

e. a publicity plan for:

i) briefing of the general or specialist media about the key components of the project;

Press releases will be prepared on key findings of the project. Additional information will be distributed subject to requests from media.

ii) the promotion of sales or other dissemination of the final product; and

The project results will be made available via the ECSG website. APEC members will be asked to distribute copies and publicize the key findings within their economies in their respective languages.

f. a budget for publication and dissemination, to form part of the itemized budget.

Amount of $ 3,000 required.

APEC will also be invited to publicize the workshops proceedings and final report through existing APEC media outlets and communication channels.

Gender Concerns

13) Many projects have the potential to affect men and women differently because of their different roles and positions in many societies. What steps does this project take to ensure that it benefits both groups and in particular does not disadvantage women? (Common responses include: using gender analysis to design project methodologies and inputs (e.g. surveys); including women in the planning, management, allocation of resources and implementation of a project; taking steps to ensure equitable participation by men and women; making special efforts to

disseminate project results to women; and using sex-disaggregated data for project assessment.)

Women will be consulted at every stage of the project implementation: planning, workshops holding, processing and analyzing of the workshops presentations and reports and dissemination of project results. Generally, there are no proposed gender limits for participation in the project. Moreover, the project executors will make special efforts to invite women as experts, speakers and active participants.

The project manager is Ms. Natalia Makarycheva – president of the Russian non-government organization “Association for Cooperation with Nations of Asia and Pacific Region”. Besides Ms. Makarycheva a big part of the project team are women.

14) Show how the objectives of the project provide benefits for women. APEC Ministers have indicated (Framework for the Integration of Women in APEC) that benefits might include: increasing the involvement of women in the economy and economic institutions; integrating women into the global economy; strengthening small and medium sized enterprises; and reducing gender inequalities, including through education and training.

Participation in the project will be equally open for both genders. It is expected that gender concerns will be considered when identifying experts and nominating participants and speakers.

15) Please attach an itemized budget for the project in the format at Annex A. Where appropriate, provide details of the project’s budget that are allocated to activities that address the specific needs of women. The budget should illustrate the assumptions adopted (e.g. unit costs) for the computations. Remember to include all self-funding and to consult the list of eligible expenses in the Guidebook to APEC Projects. Advice on budget formulation, including acceptable unit costs, can be sought from the APEC Secretariat.

Project Background:Current Status in APEC

There are many challenges to designing an adequate policy and regulatory environment for the digital economy, especially in the APEC region which is regarded as being the most dynamic in terms of economic growth

The share of electronic commerce transactions in total trade within the region is still small, but the potential efficiency gains that can come from its growth are huge

The dynamism of trade in services, especially from information and communications technology (ICT) services such as business process outsourcing and call centers, is showing significant economic benefits, particularly for developing economies

Some APEC member economies are already taking advantage of the great opportunity that capturing a share of this market means, by establishing a sound policy and regulatory environment to favor the development of their IT services sector

There is much to be done in terms of capacity building and public policy design to reap the benefits of an increasing adoption of information technologies in commercial processes

Project Background:Current Status in APEC

The Electronic Commerce Steering Group (ECSG) promotes the development and use of electronic commerce by creating legal, regulatory, and policy environments in the APEC region that are transparent, predictable, and consistent

Almost every economy in the world has recognized the potential contribution ICT could make to economic development

It requires an adequate context in terms of regulation and public policy, would help economies evaluate their regulatory frameworks and public policies oriented to facilitate the uptake of ICT

Recommendations based on best practices will be developed to assist member economies to enhance their digital business environment

The growth of electronic commerce in the APEC region depends heavily on the creation of trust and confidence. At the end of the day, the capacity of member economies to provide an environment of trust and confidence, as well as to increase ICT usage, depends on the quality of their policy and regulatory frameworks
