India is one of the youngest nations in the world with an average age of only 29 years. The working age group 15-59 years accounts for 62.5% of India’s population. This provides India the opportunity to take benefits of demographic dividend which can further drive the country’s economic growth. However, majority of youth entering the workforce will not be job ready. The demographic advantage is predicted to last only until 2040 and the benefit depends on whether the workforce can be trained and made employable. India therefore has a very narrow time frame to harness its demographic dividend. It is estimated that only 2.3% of the workforce in India has undergone formal skill training as compared to 68% in the UK, 75% in Germany, 52% in USA, 80% in Japan and 96% in South Korea. Large sections of the educated workforce have little or no job skills, making them largely unemployable. Therefore, it becomes imperative for the country to invest in its people and focus on scaling up skill training efforts to meet the demands of employers and drive economic growth.
The National Skill Development Mission launched by the Government of India envisions skilling at scale with speed and standards with focus on strengthening Institutional Training, Infrastructure, Convergence, Training of Trainers and Sustainable Livelihoods. The National Policy targets to skill and reskill about 400 million by 2022.
Vision and Mission
“To rapidly scale up skill development efforts in India, by creating an end-to-end, outcome-focused implementation framework, which aligns demands of the employers for a well-trained skilled workforce with aspirations of Indian citizens for sustainable livelihoods.”
The Mission has made great strides in formalizing and regulating much of the ambiguity that existed in the national vocational skilling ecosystem. However, there is a deep recognition of the fact that the future success and growth of the movement depends on industries taking a more active, participative role. Facilitating the same, skill development is listed as an activity under Section 135 of the Company Affairs Act, 2013 for Corporate Social Responsibility (CSR) projects, allowing companies to actively participate in strengthening skill ecosystem of the country.
NSDC under IOCL- Haldia Refinery skill development project has facilitated the operational partnership with various Sector Skill Councils (SSCs) and Training Partners to deliver National Skills Qualifications Framework (NSQF) aligned trainings through industry-relevant Qualification Packs (QPs) that are becoming a national standard for vocational education and skills. The project was also supported by the NSDF as a financial receptacle. All NSDC CSR Projects are structured and monitored as a sub-mission under the National Skill Development Mission.

To bridge the skill gap and accelerate the skill development initiatives in India, Indian Oil Corporation Limited (IOCL) Haldia Refinery entered into a tripartite agreement with National Skill Development Fund (NSDF) and National Skill Development Corporation (NSDC) on 23rd March, 2018 to impart training to youth in and around Haldia Refinery region.
Under the project, a total of 230 candidates were trained by Edujobs Academy for four job roles under the different sectors of Retail, Healthcare, Life Science and Telecom. Preference was given to least empowered sections of the society- women, candidates belonging to rural families, candidates belonging to BPL families, scheduled castes and scheduled tribes etc.The trainings took place in four trades namely –Handset Repair Engineer, Medical Sales Representative, General Duty Assistant and Retail Sales Associate. These sectors are having a high growth area in India, however, a severe lack of skilled workforce in these sector have been observed . The mobilization team mobilized local youths from the vicinity and trained them in the courses where they were introduced with numerous skills and knowledge. After Thus the youth skilled under the programme were encouraged towards placement opportunities to gain experience and earn livelihood for themselves. These sectors have proven an important avenue of work for the unemployed population.

lndian Oil's core business has been refining, transportation and marketing of petroleum products. In line with India's growing energy demand, the Company has over the years ex p a n d e d i t s o p e rat i o n s a c ro s s t h e hydrocarbon value chain - upstream into oil & gas exp lorat ion & pro duct io n and downstream into petrochemicals, besides diversifying into natural gas and alternative energy resources.
The National Skill Development Fund (NSDF) has been set up the Government of India with the des i red object ive of Nat iona l Sk i l l Development Mission and encouraging skill development in the country. The Fund has r e c e i v e d c o n t r i b u t i o n s f r o m v a r i o u s government sources and other donors/ contributors to enhance stimulate and develop skills of Indian youth by various sector specific programs. A publ ic Trust set up by the Government of India is the custodian of the Fund. The Trust accepts the donat ion, co ntr i b u t i o n i n ca s h o r k i n d f ro m t h e contributors for furtherance of objectives of the fund. The Fund is operated and managed by the Board of Trustees.
The National Skill Development Corporation ( N S D C ) , u n d e r t h e M i n i s t r y o f S k i l l Development & Entrepreneurship, is a not-for-profit company set up by the Minister of Finance, under Section 25 of the Companies Act. It is one of its kind, Publ ic Pr ivate Partnership in India and provides funding to build scalable and sustainable vocational training initiatives. Its mandate is also to enable support systems such as quality assurance, information systems and train the trainer academies either directly or through partnerships. NSDC acts a catalyst in skill deve lopm ent by prov id ing fund ing to enterprises, companies and organizations that provide skill training

An inauguration ceremony of Indian Oil – Haldia Refinery CSR project under the Skill India program was held at PMKK Tamluk Premises on 10th December 2018. The ceremony was presided by Mr. C.K. Tiwari (Executive Director) , Mr. S.N. Jha (GM – HR), Mr. Deepak Taneja (CSR Head), Mr. R.K. Mondal, Mr. Mudit Wahal from Indian Oil Haldia Refinery. The invited guests for the program included Mr. Ashok Dinda (MLA Tamluk constituency) , Mr. Bikram Das (State Engagement Officer NSDC), and several respected village sarpanchs and deputy sarpanchs. The ceremony was hosted by Mrs. Moumita Bhore , HR Head Edujobs Academy Pvt Ltd, and participated by Mr. Santanu Mukherjee (Academic Head) , Philip Masih (AVP Projects) and other staff members of Edujobs Academy, and the trainees who were enrolled for first batches of the training program under this CSR Project and their family members. There were other participant trainees as well who were the previous passed out trainees from PMKK Tamluk and several other peoples from the surrounding areas .

COMMUNITY ENGAGEMENT AND MOBILIZATION
Mobilization drive has been done in areas which are located in 50km circumference of Haldia Refinery. Several mobilization activities such as door to door visit, umbrella camping , toto-mike campaigning , seminar in catchments villages. Targeted unemployed youths from Gram Panchayet areas of Satisamanta, Bebarta, Garkamalpur, Chaitanapur, Deulpota , Baruttorhingli, Etamogra, Lokkha, Natshal , other several villages in different GP’s.

At Mobilization drives these candidates were sensitized about the course, probable opportunities for placements and were asked to reach to our center for counseling session.
Once the students reported to the centre, there he/she was counseled and oriented in detail and briefed about the program and the initiatives taken by IOCL in providing the job linked skilling programs. Also, Trainees were counseled on course duration, methodology , job linkages and other aspects of the course and program.
Every candidate has gone through dual 3 phase counseling(1st by Counselor , 2nd by Placement Coordinator , 3rd by Domain Trainer), Parent teachers meeting and 7 days attendance tracking in soft launch. Each and every candidate must qualify this process then only they are considered that they are fit to do this course and mentally and physically fit to work in the field they are taking admission.

Each and every trainee is provided with an induction kit.
In the initial 7 days trainees have gone through demo classes , where we check their interest and stability, analysing upon this demo classes finally a batch commences. In this initial week in one hand they are prepared for training and made aware of Job challenges in the other hand they are motivated enough to continue the training. In this initial week parent teacher meeting is organized and their parents are made aware of the whole training program and the support needed fro them.
After in initial week demo class the attendance of trainees is checked and feedback of trainers are taken and depending upon that a final student list for the batch is freezed. batch . Then after batch starting training is delivered according to daily schedule and session plan. Sector Skills Council certified trainer teach them theory sessions and impart practical training as well. Internal assessments (written, viva & online) were conducted to check trainees development. Trainees were also taken for Industry Visit and Guest Lectures were delivered in classes. Further to make rapport with trainees and increase their interest towards training and Training Institute, the trainer of the batch organized several engagement activities periodically during the training of the batch.
After completion of training batch SSC Assessment body assessed the candidates and the candidates were certified basis their results.
