This project represents an opportunity or the beneciary
countries to capitalise on the international experienceavailable rom the international experts provided by the EUand, together with their national experiences develop andrealise relevant maritime transport strategies and programmes,and implement common policy packages at regional andnational levels in the areas o maritime saety, securitymanagement and ship pollution.
The TRACECA related programmes is a basic reerence or theproject because it establishes transport links, including or themaritime sector, between the Black Sea and Caspian Seacountries, and in particular or those included in the project.
is a EU-unded 3.4 million project which has been introduced with the
aim to acilitate international maritime transport o passengers and goods and to support
maritime saety, security and environmental protection in Azerbaijan, Georgia, Kazakhstan,
Turkmenistan and Ukraine, with associated benefciaries Bulgaria, Romania and Turkey.
Main results of the project:
Result 1: Support compliance with provisions ointernational conventions and European legislationregarding maritime saety, security and environmentalprotection
Result 2: Support implementation o the relevantmaritime legislative ramework and internationalconventions, as well as the use o Vessel Trafc Service
(VTS) systems in maritime administrations and portauthorities
Result 3: Prepare and implement training modules onrelevant maritime issues such as Port State Control (PSC),Port Waste Management (PWM), International Ship andPort Security Code (ISPS) and management o VTSsystems
Result 4: Identication o model ports and bestpractices, awareness raising and training in PSC, MARPOLimplementation (reception acilities), ISPS codeimplementation
Result 5: Support regional cooperation with maritimesaety and security
Result 6: Support to identication and preparation omaritime projects and nancing schemes involving theprivate sector eg. through BOO arrangements and publicprivate partnerships (PPP)
Result 7: Communication and awareness raisingactivities on maritime saety, security and environmentalprotection are developed
The project duration is 2 years:
August 2009 July 2011.
The project's main stakeholders are the MaritimeDepartments o the Ministries o Transport, and Ministries oEnvironment (or their equivalent), the MaritimeAdministrations and relevant ports o the beneciary countries.
The project Contractor is a Mott MacDonald (UK)-ledconsortium with Ramboll Danmark A/S (Denmark), TethysEnvironmental Consulting (UK) and Milieu Limited (Belgium),awarded this contract by the EuropeAid Cooperation Ofce othe European Commission.
