EXECUTIVE SUMMARY Junior Achievement Colorado, Inc. is committed to providing students a real-world perspective of finance - one that is current, practical, and easy to understand. Junior Achievement is at the forefront of an exciting opportunity to further strengthen its commitment to area students by creating an experiential financial literacy center in the region. In concert with the support of the local business community, Junior Achievement desires to design, develop and construct a state-of-the-art movable facility - Junior Achievement Finance Park. Designed to deliver high-tech, high-touch educational experiences to more than 12,000 8th grade students each year, Junior Achievement Finance Park will provide students with the ability to build financial skills for life. Eighth grade students experience the connection between hard work and tangible success, earning and learning; personal responsibility, leadership and team building; and the consequences and success of actual decision-making. PROJECT PURPOSE/JUSTIFICATION Business Need/Case Junior Achievement’s mission is to provide financial literacy, entrepreneurship and work readiness skills to K-12 students. To that end, Finance Park allows 8th grade students to immerse themselves in a reality-based decision-making process addressing aspects of individual and family budgeting, including housing, transportation, food, utilities, health care, investments, philanthropy, and banking. The on-site activities are designed to allow students the opportunity to "put into action" what they have learned in the classroom and to understand the basic steps of maintaining a realistic personal budget.
PROJECT DESCRIPTION This project consists of the design, development and construction of a movable Finance Park. Other key aspects of the project: funding and sponsorship development, teacher recruitment and training, educational program development, marketing, student scheduling, staffing and training and more. The product of the project will provide an interactive “life experience” environment for 8th grade students to immerse themselves in a reality-based decision-making process addressing aspects of individual and family budgeting, including housing, transportation, food, utilities, health care, investments, philanthropy, and banking. By providing them with a dynamic environment, where they take control of their decisions, Junior Achievement Finance Park helps students build financial skills for life. Up to 120 students may attend a session for approximately six hours.

Requirements
The product of this project must meet the following list of requirements in order to achieve success.
- General
o All work performed for this project is “Work for hire.” All final products are solely owned by JA Colorado, Inc.
o Life cycle to be minimum three years o Be handicapped accessible and meet ADA requirements as appropriate o Meet fire and life safety codes as appropriate o Designed with safety in mind o Physical footprint 4,000 – 6,500 square feet of variable dimensions and as
specified further o Be modestly modeled on other JA Finance Parks, especially Seattle
layout. (Photos supplied as part of attached .ppt presentation) o Include a “Colorado appeal” to the theme o Be designed and engineered to be moved three to four times per year. o Be an enclosed secure space when installed in a larger space o Be special, unique and make a positive impression on students o Designed to appeal to today’s teens. Primary audience is 13-14 year-old
eight-grade students of all socio-economic levels and cultures. Secondary audience is 9th graders and perhaps parents.
o Consider a set-up and testing phase of approximately two weeks prior to first installation.
o Should be flexible to fit into a variety of spaces – both footprint and height o Consideration should be given to make areas dimensional – not just
graphics and table and chairs o Wells Fargo Bank Building lobby at 17th and Broadway in Denver will be
1st location. Please see attached .ppt for photos and layout. o Overall design look and feel parameters will be discussed on the Friday,
January 21 conference call. File with photos will be sent under separate cover.
- Shops
o Finance Park will contain the following (approximate) 20 “Shops” - 12 areas, which are “enclosed” spaces with tables and chairs and 8 kiosks, which are freestanding. Depending on sponsorship, kiosks, as defined below by type, may turn into shops and shops may turn into kiosks. Also, final number of shops may be flexible depending on sponsorship.
o Signage will be bigger for sponsored areas o Signage will be smaller for kiosks

o Discrete Shops (Areas)
- Area shops will be discrete from adjacent shops and areas. Specific shops will be defined as sponsorships are defined
- Each shop should include an appropriate meeting/square feet of space for a specific number of students seated around a table. (See table below)
- Each shop will include a “storefront.” Several storefronts may have additional design elements as part of the overall design & sponsorship.
- Each shop may have unique internal features and interactivity as appropriate
- Design consideration may include experiential as well as museum design parameters.
- Entrance should be exciting, fun and inviting. - As these are work areas for students, each area needs to be
moderately discrete from other areas. We’re flexible to the material and construction of the separations between the areas. Cost, materials and long-term flexibility will be drivers of your selection of materials

o Non-discrete Shops (Kiosks) - Eight shops are not discrete (as described above). They are
kiosks. These shops generally consist of just a computer workstation for entering data and an element of design to match the name of the area
- These areas can be located in variable spaces depending on layout o Park Entrance
- Entrance should be dramatic/inviting, and be in-line with rest of Park design
o Other - Setting should include “community” aspects, including, for example,
central park, benches, streets, etc. - “Investment” shop needs 6’ wide programmable LED sign for stock
ticker
- Construction o Areas, equipment and hands-on materials must be designed for demands
of use as noted above. o Consideration should be given to need for local moving as it pertains to
pack/ship o Given limited moving, consideration should be given to pallet and pad
wrap. o Please provide estimated costs for actual and dimensional weight.
Opportunities to reduce both are suggested. o I & D for test facility and install for 1st location are to be included in project
scope. o I & D for additional locations will be a separate budget but needs to be
provided on an estimated average on a per move basis. o During the summer months, Finance Park will be warehoused in Denver.
Please provide an estimate of the amount of warehouse space needed. o Consideration must be given to Total Cost of Ownership (TCO) over the
three-year to five-year or longer lifespan. As such, project maintenance parameters are estimated at 20% refurb per year. Refurb costs are not to be included in this project phase, but should be shown as an estimate.
- Please recommend if this refurb rate is accurate based on your experience.
o Sponsors may change. Graphics will change as a result. Graphics change-over average estimated costs for both areas and kiosks should be noted.
o All computer terminals should be designed to be used when attendees are standing up.
o Shops that include computer, monitors etc., should also include holes and grommets as appropriate.

o Tabletops and work areas should be impact and scratch resistant. o Construction should be recognized as safe for 8th grade student operation. o Construction documents should include assembly guides and
nomenclature. o Professionals will be used to direct I&D. Consideration must include cost
of on-going I&D that is not part of this project budget except as noted. - Please provide estimate of average I&D costs for subsequent
locations if you were to manage. o Provision must be made for local staff to understand on-going
maintenance, repair, supplies and materials. o Development of a detailed instruction/training manual with photographs
and illustrations should be included to assist local staff. Local staff will be responsible for general cleaning and maintenance.
o Replacement parts should be readily available. o Suggested on-site replacement parts should be included. o Supplier to provide tool kit with spare parts as appropriate. o Supplier to provide suggested packing instructions as well as any non-
standard packing equipment. o 12 of the shops should provide space consideration for multiple table and
chair meeting space for eight (8) to ten (10) students/table concurrently. o Based on the 1st location, there is significant prominent opportunity for
signage and/or tension fabric banners at either end of the Park. Please provide examples of how you’d suggest capitalizing on these opportunities. Re-usability is key.
- Facilities
o Consideration must be given to power distribution and availability. Each area that has a computer, monitor and/or printer will need power.
o Floors may be of a variety of materials. Wells Fargo is stone. o Consideration must be given to lighting requirements. As facilities are
unknown at this time, consideration should be given to self-contained lighting as an option. Lighting design should be provided. However, the Wells-Fargo lobby is a very large atrium with a tremendous amount of daylight. However, at night, lighting is limited. Please suggest ways to provide ambient lighting effectively and efficiently at nominal cost.
o Wells Fargo has ample power available along both sides of the Park. (Approximately 360 A, 110V.)
o Dock availability is unknown at this time. Wells Fargo is street height. o Facility rental cost is not in this scope
- Audio/Video/Media/Computers/Lighting o JA will provide all software and licensing. o JA will provide wireless connectivity

o All areas will need power o Self-contained kiosks for some shops may ease construction o Consideration should be given to wall-mounting monitors o Audio/video will be needed with capability to address all 120 students
concurrently in a group setting - One wired hand-held microphone - One wireless hand-held/lav combo microphone - DVD player - Rack - Speakers - Mixer - Screen size as appropriate
• Consideration for mounting electric roll-down screen should be given
- Projector size as appropriate for 120 attendees - Projector with sufficient lumens for daylight use.

o Electronic signage - Investment shop needs basic approximately 6’ wide programmable
LED sign for use as a stock ticker. This sign is mounted on shop front facing common area
o Green - What design considerations can be provided with regard to
decreasing environmental impact? Green aspects should not increase costs.
- Account Services
Supplier to provide access to the following personnel during design, construction, installation and on-going use: o Account Manager – Single point of contact to interface with Project
Manager and JA Staff as appropriate. o Project Manager – Responsible for managing production of all elements.
Project manager is responsible for the project’s overall success including schedule, budget and scope management (project performance baseline).
o Art Director – responsible for overall art direction. o Interactive Director – responsible for on-floor interactivity. o Technical Director – responsible for all technical aspects of the project
related to audio, visual & lighting o Install/Dismantle specialist – responsible for all aspects I&D. On-site
personnel requirements to be determined. Additional requirements may be added as necessary, with project sponsor approval, as the project moves forward. Constraints The following constraints pertain to the Finance Park project:

- Estimated costs of shop-front sponsorship branding must be allocated - Flexibility of design must include ability to fit into dissimilar spaces - Must be sufficiently sturdy to withstand the rigors of 12,000 8th grade students
per school year - JA will provide a variety of organizational process assets that may be included in
the design. Assets may include photos, blueprints, other JA pre-existing Finance Park facilities and lessons learned documentation.
- Must be sufficiently complete for shake-down and complete testing prior to 2011-2012 school year
- Sample physical construction properties (materials, construction methodologies, graphics, lighting, etc.) will need to be displayed and approved before actual construction begins
Assumptions
The following are a list of assumptions: - JA will provide all content - JA will provide JA branding design guidelines - JA will manage all sponsorship responsibilities - JA to manage all public relations - JA will ask various supporters for both in-kind and financial support in exchange
for sponsorship and media opportunities. These opportunities may include and are not limited to the following:
o Computers o Tables/Chairs o Facilities
- Well Fargo Bank Atrium,17th & Lincoln, Denver, will be first location. Photos and design parameters are included separately.
- Other Denver locations are unknown - JA will provide representative to manage the project from conceptualization to
physically traveling with the Park and overseeing set-up/tear down - JA Colorado Finance Park can/will use design concepts and JA assets from
other JA Finance Parks across the US - On-going maintenance and install & dismantle is not included in scope - Install locations/facilities are assumed to be permanent structures and should
have sufficient infrastructure included – security, power, general lighting restrooms, internet/telco capability, water, heat/A/C and parking for staff, volunteers and student busses.
Preliminary Scope Statement
The Finance Park project will include the design, building, testing, and delivery of a high-tech, high-touch, high-quality educational experience. This facility will serve

approximately 12,000 8th grade students per year. The deliverables for this project are a completed set of physical structures, manuals, testing and initial installation. This project does not include on-going operations or maintenance. Both JA resources and out-sourced services and expertise will be used for this project. Encore Planning will provide professional project management and will manage any vendors required for specialized services including structure and architectural design, development and construction. The Encore Planning project team will manage all personnel, hardware, and software resources. The project manager will manage all project funding up to and including the allocated amounts in this document. Any additional funding requires approval from the project sponsor. Assumptions are noted above. This project must be complete in time for students to participate during the 2011-2012 school year, generally around September 20, 2011. The project budget is US$325,000 firm This project will conclude when the first students walk thru the door, and all technical documentation is complete and distributed to the appropriate personnel.

PROJECT MANAGER Encore Planning (Barry Seidenstat is contact) is named Project Manager for the duration of the Finance Park project. Encore Planning’s responsibility is to manage all project tasks, scheduling, and communication regarding the Finance Park project. Contract vendors and appropriate JA resources will support the team, consisting of two project management specialists. Encore Planning will coordinate all resource requirements through an identified JA employee.
