DIVISION 1 - GENERAL REQUIREMENTS:

1. Scope of Work – DV-591-210-003

A. The successful contractor shall provide all labor, equipment, tools, materials,

insurance, and supplies, etc., required to remove two (2) existing Trane split system

HVAC units and replace the units in kind. Existing units are refrigerant cooled and

heated via boiler. See appendix for reference.

B. The new units shall be installed in the exact location of the pre-existing units using

the existing concrete pad, air ducts and electrical connections as required.

C. All associated refrigerant piping and insulation shall be replaced. No refrigerant

piping and insulation may be reused. Abandoned refrigerant piping, as indicated by

DJS Maintenance personnel, shall be removed. See appendix for reference.

D. The new units shall be connected to existing ductwork; it shall be the contractor’s

responsibility to make ALL measurements required to ensure proper installation with

little or no modifications, to unit or existing ductwork. Contractor shall clean existing

ductwork prior to making new connections.

E. Contractor shall supply new and install new thermostats for each unit as required. The

existing control wiring may be used if compatible to system. It is the contractor’s

responsibility to make the determination if the existing wiring is compatible with the

new system thermostats to be installed.

F. All associated electrical disconnects shall be replaced for a total of four (4)

disconnects. Any abandoned disconnects in the immediate vicinity of the condensing

or air-handling units shall be removed. Any wall penetrations due to the removal of

said disconnects shall be patched and repair as required. Abandoned disconnects will

be indicated by DJS Maintenance personnel.

G. It will be the contractor’s responsibility to determine if the existing electrical supply

will need to be upgraded, i.e., the related circuit breaker is the appropriate amperage.

If the electrical requires an upgrade, the contractor shall include the upgrade in the

base bid.

H. The contractor shall replace all isolation valves to the two (2) new air handling units

on the supply piping and to the return piping to each heating coil. If no isolation

valves exist, the contractor shall install new valves on the supply piping and the

return piping of each heating coil. Valves shall brass and be sized appropriately to the

existing piping.

I. The contractor shall install one (1) “y” style strainer after the newly installed supply

piping ball valves. The strainers shall have a ¾” hose connection, with chain and cap,

for system draining. The strainer shall be installed in an area and in such a way that it

is easily accessible for maintenance and hose hook up. Combination isolation valve

and strainer will not be acceptable.

Alternate 1: Replace three (3) hot water pumps and the two (2) associated mixing valves in

kind. The contractor is responsible to coordinate with the existing building controls

contractor to properly interface the pumps and mixing valves into the existing building

controls. The contractor is responsible for all measurements to ensure proper installation

to the existing system.

NOTE: It is the Contractor’s responsibility to field check/confirm

that ALL new units are compatible with existing ductwork, wiring,

etc. prior to bidding. Submit ALL questions prior to bid.

2. SUMMARY OF WORK:

A. The Contractor shall be responsible for the proper removal and installation of ALL

HVAC equipment associated this project.

B. The Contractor shall comply with ALL applicable Electrical / Mechanical codes that

may apply for the duration of this project.

C. The work shall be done in accordance with the terms, conditions and specifications

include herewith and per applicable regulations and best practices for this type of

project.

D. ALL work shall be accomplished within 90 calendar days from the date designated

by the notice to proceed issued by Department of General Services. Liquidated

damages in the amount of $250.00 per day apply to this contract.

3. SITE INSPECTION:

A. All prospective bidders are encouraged to attend the pre-bid conference and

familiarize themselves with all requirements for the project. Failure to attend the pre-

bid conference will not relieve the successful bidder from complying with the

requirements of these specifications at no additional cost to the State of Maryland.

5. PRE-BID CONFERENCE/SITE VISIT:

C. Time: 10:00 AM

6. CONTRACTOR QUALIFICATION:

A. The Contractor shall be licensed in the State of Maryland in accordance with

COMAR Regulations. The Contractor shall have a minimum of five (5) years’

experience performing similar projects. Upon request, the contractor shall supply a

list of other similar projects, which have been completed to the Project Manager for

review.

B. The contractor shall provide laborers and supervisors who are thoroughly familiar

with the type of construction involved and the materials and techniques specified.

C. Field Quality Control to be conducted (Owner’s Project Manager) (General

Contractor) (Manufacturers Technical Specialist).

7. GENERAL CONDITIONS:

A. Contractor acknowledges that all information, direction, procedures, etc. provided

in the Department of General Services “General Conditions for Construction

Contracts” are part of this project specification.

B. Any damage, cutting or patching caused by the contractor or his employees or

subcontractors to the facility, i.e., building, contents or grounds, shall be the

responsibility of the contractor and shall be restored to original condition.

C. All removed materials and debris shall be hauled from the site at the contractor’s

expense and disposed of in a legal/ lawful manner on a daily basis. All materials,

supplies, and equipment are subject to the inspection and approval of the DGS

Construction Inspector.

D. Throughout the entire project, the Contractor shall schedule and coordinate all work

with the DGS Department of Construction, to minimize disruption to the facility

operation. At no time shall the entire facility be shut down.

E. All work shall be performed in the best and most professional manner. Contractor

shall maintain the job site in a safe, neat, and orderly manner at all times.

F. Contractor shall ensure that a drug, alcohol and tobacco-free workplace are

maintained on project pursuant to the Governor’s Executive Order mandating it.

H. The Contractor shall attend a Pre-Construction Meeting prior to work starting at the

project site. Contractor shall attend Progress meetings as requested by DGS and the

Using Agency, per DGS “General Conditions for Construction Contracts”.

I. Security measures under the general direction of the agency and the maintenance

supervisors shall be observed. In this regard, the contractor is expected to cooperate

fully with agency authorities to permit the security of the institution to be

maintained at all times.

9. SUBMITTALS:

A. Contractor shall submit shop drawings and product data in accordance with

specifications.

B. Contractor shall provide dimensioned plan and elevations as required showing

locations of ALL field connections.

C. Contractor shall provide schematic drawing of control and power systems

indicating points of field connections.

D. Contractor shall furnish ALL installation manuals as required.

10. EQUIPMENT DELIVERY:

A. ALL units shall be factory assembled.

B. ALL equipment installation shall comply with manufacturer’s standards for

shipping and handling.

11. WARRANTY - HVAC:

A. The HVAC system manufacturer’s initial warranty shall be a minimum of 24 months

from substantial completion.

B. The warranty shall provide for repair or replacement due to material and

workmanship that proves defective within the above period, including refrigerant.

C. The manufacturer shall provide an additional extended non pro-rated warranty for 48

months minimum, parts only, on the compressors.

D. The Contractor shall warrant their work for a period of two (2) years from the date of

Substantial Completion as established by the Using Agency and DGS, per Section

7.14 of DGS General Conditions for Construction Contracts. The Contractor shall

provide the Using Agency and DGS with any manufacturer warranty information and

any manufacturer warranty shall pass through to the Using Agency. Any issues

identified that are related to any work performed as part of this contract during the 2-

year period will be reworked by the Contractor at NO additional cost to the State of

Maryland.

E. The Contractor shall provide to the DGS Inspector ALL warranties, owner’s manuals,

operating information, MSDS, etc., for the equipment and materials used on this

project. All information shall be neatly compiled in a binder and the Contractor shall

provide (2) two copies to the DGS Project Manager. For review and approval, prior to

the Substantial Completion Meeting.

7. ACCEPTANCE:

A. Systems Acceptance will be granted when all of the equipment included in the chosen

vendors’ submittal and subsequent contract bid award is delivered, installed and

configured at Waxter Children’s Center and inspected by DGS.

B. A factory certified technician inspects and starts up the HVAC system and verifies

proper operation.

C. A complete set of operation / service manuals are supplied.

D. An itemized list of equipment including make, model number, serial number, and

filter list (size(s) and quantity) is submitted to DGS.
