GENERAL NOTES1. Project description:
a. Add a new gravel storage area, east side of property next to Rosedale Avenue.b. Administration Building: Divide existing Conference Room in a New Office, and smaller
remaining Conference Room.c. Administration Buillding: Replace partition separating Entrance Lobby from office spaces to
the north of the Lobby.d. Administration Building: Add a new window, east side, exterior wall of Printroom.e. Conservation and Customer Service Field (CCSF) Building: Convert 480 sf on the west end
of the building from Storage to a New Office, to include new doors and windows as noted onDrawings.
2. Field verify all dimensions. The Architect shall be notified of any discrepancies before proceedingfurther. Dimensions are to face of studs (F.O.S.) unless otherwise noted.
3. Owner's Record Drawings of existing facilities are available for review by bidders. Architect andOwner make no representation as to accuracy.
4. Protect existing finishes to remain during construction. Repair any damaged finishes to Owners'satisfaction.
5. Contractor's Bid shall presume all new materials unless otherwise noted.
6. Administration Building: Existing 2' x 4' suspended ceiling system is to remain, and no new lightfixtures are required, although switching is altered. See Electrical. Existing ceiling system has R-11insulation above it. Restore any insulation disturbed by remodeling.
7. Revisions to HVAC system is separate contract N.I.C., as required to accommodate revisions andrebalancing. Coordinate scheduling of HVAC work with the Construction Manager.
8. Where new stucco joins existing, see detail 7/A3.
9. Use of restrooms in buildings is restricted to employees of the District; Contractor shall furnish it'sown sanitary facilities.
10. Hazardous materials: The Owner has tested and found asbestos containing material in the Administration Building. The Owners Hazmat Consultant notes the following:
a. In the Administrative Building, the joint compound, associated with the drywall system on allwalls expected to be impacted by the renovations, contains 2% Chrysotile asbestos. Theremoval of drywall in this building will generate friable, Regulated Asbestos ContainingMaterial (RACM). The ultimate quantity of removal will be determined by the Contractorperforming the renovation work.
b. No asbestos containing material was detected in the CCSF Building.c. A State of California, Division of Occupational Safety & Health (DOSH) licensed asbestos
removal contractor must be used to handle any materials with an asbestos content of greaterthan 0.1% (Asbestos Containing Construction Material). All work must be conducted in strictaccordance with Cal-OSHA’s asbestos standard, 8 CCR 1529 and the requirements of theMonterey Bay Unified Air Pollution Control District’s (MBUAPCD) Rule 424. Waste must bedisposed of in the correct landfill for the classification of asbestos being removed.
d.! If greater than 160 square feet of RACM will be removed as part of the renovations, anotification to Monterey Bay Unified Air Pollution Control District (MBUAPCD) must besubmitted ten day prior to beginning the work. All asbestos removal and disposal must occurin strict accordance with EPA (MBUAPCD) and OSHA requirements, regardless of whether anotification is required. This report must remain onsite for the duration of the renovationproject.
e. Any time asbestos removal occurs from an occupied area, the Owner's Hazmat Consultantshall furnish oversight and air monitoring, along with a final clearance inspection, prior toremoval of the negative pressure enclosures.
f. Contractors should be aware that concealed spaces may harbor additional suspect material.Asbestos cement pipes may be concealed within wall cavities. Should any additional suspectmaterials be identified during the course of the renovation work, stop and contact theOwner's Construction Manager to assess and sample if necessary. This was a limitedasbestos survey of specific materials.
g. EPA defined Lead-Based Paint ( >1.0 mg/cm2 by XRF) was not identified in any coatinganticipated to be impacted by the scope of the renovations. However, as is common with allpaints, even newer paints, trace lead was identified in the coatings sampled. For employeeprotection, Cal-OSHA has not set a lower ‘safe’ threshold for lead content in regards tooccupational exposure for workers involved in the construction industry. Employers who taskemployees with occupational tasks that could result in high exposure to lead, must follow therequirements of the Lead in Construction Standard to ensure their employees are protected.Contractors should collect exposure data on their employees or have historical data fromsimilar tasks or projects. Employers not familiar with the requirements of the Lead inConstruction standard can download a short Cal-OSHA fact sheet by following this link http://www.dir.ca.gov/dosh/dosh_publications/lead-fct-sheet-rev.pdf. Note, tasks that typically resultin high lead exposure include abrasive blasting, torching, and mechanical grinding.
h. For compliance with the Cal-OSHA Lead in Construction Standard, any impact to lead cantrigger certain OSHA compliance requirements on behalf of the employer to protectemployees from exposure to lead during the course of the task being performed.Contractor’s should either have historical data on file, from similar projects, or shouldimplement an exposure monitoring program for employees.

j. A copy of the Owner's "Limited Asbestos & Lead Paint Survey Report" dated September 26,2014 is being made available to bidders. The Asbestos Removal Work Plan (andConstruction Dust Control Plan, by S Tech Consulting, are included with the ProjectTechnical Specifications.
11. Note that hollow metal door and frame specifications are in separate sections. The two componentsare not always part of the same door/frame assembly. See Door Schedule.
12. Testing and Inspection Services: The District will employ and pay for the services of an independent firm to perform testing and inspection. Contractor is responsible for notifying the Inspection and TestingAgency for inspections and testing. Contractor shall cooperate with the testing and inspection agencyand furnish samples as requested. Cost of re-testing, required because of non-conformance tospecified requirements, will be charged to Contractor. Contractor will be required to review/sign theCounty of Santa Cruz Special Inspection and Testing Agreement. Scope of testing/inspectionincludes:

d. Required fire flow per Central Fire Protection District: 1,750 gallons per minute (gpm) for 2hours. Soquel Creek Water District notes the following:
The fire hydrant at the corner of Rosedale Avenue and Soquel Drive was last tested in 2001,yielding the following results:Static pressure: 48 psiResidual pressure: 47 psiPitot: 50 psiFlow: 1,186 gpmTWA (Total Water Available) at 20 psi: 6,278 gpmSoquel Creek Water District further notes that the main servicing this fire hydrant has recentlybeen upsized from 12" to 16", but due to the drought, the fire hydrant has not been flowtested.
e. A minimum of 48 hours notice to the Fire Department is required prior to inspection. The jobcopies of the building plans and permits must be on-site during inspection.
f. Property is not in the State Responsibility Area for fire protection.
5. Water source: Soquel Creek Water District
6. A.D.A. information:
a. Administration Building parking, path of travel, and bathrooms were brought up to Title 24accessibility conformance in 1992 in accordance with plans prepared by William M. HallArchitect under County of Santa Cruz Building Permit No. 103564. The main buildingentrance was upgraded in 2002 under County of Santa Cruz Application No. 0043960M.
b. CCSF Building parking, path of travel, and bathroom were included as part of the originalproject plans for that building prepared by Thomas Rahe Architect and Soquel Creek WaterDistrict (acting as Civil Engineer) under County of Santa Cruz Building Permit No. 131493.
7. For purposes of California Green Building Standards compliance, building alterations are valued atless than $200,000.
